Does Kenic have bulk downloadable zones host files like ICANN with it's Centralised Zone Data Service - *https://www.icann.org/resources/pages/czds-2014-03-03-en <https://www.icann.org/resources/pages/czds-2014-03-03-en>* . I understand it's quite controversial for such data to be given out as data mining and then spamming can occur. As a middle ground can Kenic share out monthly updated lists of registered domains as they do with deleted domains - *https://kenic.or.ke/category/deleted-domains/ <https://kenic.or.ke/category/deleted-domains/> *? I see numerous and interesting insights that can be gleaned. E.g how many and which domains are hosted in the country? Their latency/response time. Uptime for the sites. Why are lots of .go.ke websites not https://?

Hi Listers, I visit lots of Kenya government websites and I notice that a good number are http:// (not secure) rather than https:// (secure). Especially sites where people are putting in their data for job applications and things like that (I had started tracking, but abandoned that project). This morning I'm getting lots of messages asking me if the Kazi Mtaani portal http://kms.go.ke being launched this afternoon is legit. Young Kenyans who want to apply are worried that it could be a malicious site since it is not https://. I'm explaining that yes, it is a legitimate government website (it has been shared by various government officials) but that it didn't attend to digital security, just like many other government agency sites. Should we be having government websites collecting people's details using http:// and not https:// in 2021? How is the security protocol not baked in during the building of the sites? - I wonder about this a lot. The Communications Authority of Kenya (CA) formulated a Licensing and Shared Spectrum Framework for Community Networks <https://www.ca.go.ke/public-consultation-on-draft-licensing-and-shared-spec…>, with contributions from KICTANet, the entire community, and other partners (the Association for Progressive Communications (APC), the University of Strathclyde, Glasgow, Scotland, and supported by the United Kingdom’s Digital Access Programme) CA has released the guidelines, application forms, and compliance forms for operators to apply for the community network license under the Unified Licensing Framework. Community Network and Service Provider – Compliance Return Form <https://www.ca.go.ke/document/community-network-and-service-provider-compli…> 3. The license application fee is Ksh1000, with an annual renewal fee of KSh5000. The license is valid for 10 years. The community network will be limited to a subcounty. This is considered affordable compared to the lowest fee in the Network Facilities Provider license where an initial license fee is Sh200,000. If any community networks operator or prospective operator needs support in applying for the license, they can contact CA or KICTANet for help. The International Centre of Insect Physiology and Ecology (*icipe) *in collaboration with University Mohammed VI Polytechnic (UM6P) is extending an open invitation to an online dialogue on building capacity for science, technology, and innovation in Africa on 16th and 17th November 2021. This pre-conference will bring together key science, technology, and higher education stakeholders, with the objective of i) sharing key relevant advances in science, technology, and innovation (STI) and higher education in Africa and globally; and ii) reviewing key achievements and progress of the African government-led Partnership for Skills in Applied Sciences, Engineering, and Technology flagship program, the RSIF to date. We will receive input from participants on how to enhance PASET RSIF’s relevance to countries and contribution to private sector development. The insights will inform RSIF's future planning and implementation. RSIF aims to support Ph.D. students, post-doctoral scientists, and universities in SSA to establish high-quality training, research, and innovation environments and to develop institutional capacity for the benefit of the whole region. In the United States, Netflix has been paying a fee to broadband provider Comcast Corp for faster streaming speeds. South Korea's ISP SK Broadband has sued Netflix to pay for costs from increased network traffic and maintenance work because of a surge of viewers to the U.S. firm's content. Seoul court said Netflix should "reasonably" give something in return to the internet service provider for network usage, and multiple South Korean lawmakers have spoken out against content providers who do not pay for network usage despite generating explosive traffic. other content providers such as Amazon, Apple and Facebook are paying SK Broadband for usage of the network. Listers This has not been a good week for Facebook. >From the massive downtime to the *#facebookwhistleblower* saga. I'm just wondering aloud... 1. .Is it time for society to take a hard look at itself? 2. Are we hating on *#Socialmedia* too much? Is this an easy way out? 3. Where's the middle ground? Is there one? 4. Sometimes I get this feeling that they are damned if they do and damned if they don't.... Didn't these guys ban a whole President? We clamoured for it and when they did we then accused them of overreaching. What's the solution? Who's ultimately responsible for our behaviors on Social Media? I suspect there's no easy answer to this. However, we must start this process. I suspect however, that a wholesale blame game against them is not the answer we are seeking. A bitter dispute between Gulf Energy and Rubis Energy has broken out, and is expected to answer that question as well as offer a guide to future cases regarding data privacy. “By notice of warranty claim dated March 3, 2021 the respondent alleged, inter alia, that with the assistance of data recovery specialists and through advanced data mining techniques, it had recovered information from the server and previously formatted PCs and laptops, information relating to the entire business of the petitioner,” Gulf Energy adds. The data recovered included audited statements, financial records and emails relating to Gulf Energy’s business. The French multinational thought it had bagged a steep discount when it paid €129 million (Sh16.4 billion) for key assets owned by Gulf Energy, but an analysis of the goods it bought has left both companies pointing accusing fingers at one another while shouting fraud. Rubis reportedly activated a price reduction clause in the sale agreement that saved it €10 million (Sh1.2 billion). Before handing over physical assets to Rubis, Gulf Energy erased all data from computers through formatting. But aggressive data recovery methods used by Rubis led the French multinational to conclude that Gulf Energy had overstated the value of the assets. Rubis has used the information it recovered from computers acquired in the asset sale to claim a refund of Sh4.1 billion, with a disclaimer that the demand may rise depending on what further analysis of information obtained reveals. The French firm also wants Gulf Energy to provide more financial records up to 2019 to enable further analysis. To wriggle out of the refund claim, Gulf Energy has filed a suit against Rubis, citing privacy violations in the use of the recovered data. It wants the High Court to stop Rubis from using the information to claim any refunds. Gulf Energy insists that the data recovered was not part of information that was to be exchanged between the two companies during negotiations over the assets acquisition.

The IGF secretariat has since recognized the importance of meaningful youth participation at the IGF processes and promotes the strengthening of Youth IGF Initiatives. Youth Initiatives of the IGF are created with a goal of encouraging and involving young people in a substantive discussion on Internet governance. Dear listers, On behalf of the LocNet team, I am happy to share with you all this call for participation to SPACE – Socio-political Advocacy for Community Networks Engagement. SPACE is a capacity-building, movement-building and mentorship programme that is conceived and designed within the Local Access and Community Networks (LocNet)* initiative. The mentorship programme aims to bring together digital community network advocates and internet governance and digital rights activists based in the global South. Its main goal is to support and equip women, gender-diverse, queer and trans individuals to take on leadership roles for community network advocacy in policy and regulatory spaces. The SPACE programme will enhance the participants’ understanding and skills so that they can engage in effective advocacy aimed at fostering an enabling community network policy framework that intersects with gender rights. Participants who successfully complete the capacity-building component will be encouraged to apply for short-term fellowships available through the LocNet initiative to complement their learning and strengthen their interests in gendered policy areas. When applying to SPACE, participants will be committing to attending two sessions per week for 90 minutes each. The SPACE programme will run online for eight weeks from October through November 2021. Rwanda jails 8 Kenyans in Equity Bank hacking case

Eight Kenyans arrested in Rwanda for hacking Equity Bank have been handed eight-year jail terms and fined Sh5.6 million. The eight are part of a 12-man gang arrested in 2019 by the Rwandan Investigation Bureau (RIB) that included three Rwandese nationals and a Ugandan. Regional security teams had trailed the gang linked to bank hacking attempts in Kenya and Uganda and had notified Rwandan officials when they set up shop there. The members of an organised group were arrested while hacking into Equity Bank accounts and funnelling the cash to Rwandans to draw out funds through Eazzy banking and ATMs. “The court tendered the verdict on the five charges; unauthorised access to s computer or a computer system data; access to data with intent to commit an offence; unauthorised modification of computer or computer system data; theft; and formation of or joining a criminal association,” Taarifa Rwanda reported. The hackers operating with insiders to identify targets with huge deposits tried to intercept the lender’s 14 branch network and wrote computer scripts to move money to several local accounts of accomplices. They attempted hacking using the Eazzy banking platform, which the bank and security agents intercepted since they had been alerted on their operations, including the recruitment of Rwandans they would use to take cash out of the accounts. The Rwandan convictions come in the wake of increased cybercrime activities in the region with security experts calling for collaboration to nab networks of cross border cartels wreaking havoc in financial institutions. At home, Kenya’s highly digitised economy linked with mobile money through telcos and banks has made the country a target for cybercrime and online fraud. In preparation for the UN Internet Governance Forum taking place 6-10 December 2021, we want to bring together young people and policy makers as equals, sharing and learning from one another. In the course of thematic roundtables taking place online in October and November 2021, participants will get the opportunity to meet policy makers such as parliamentarians and governments officials, asking them questions and advocating for their stances on pressing issues such as sustainability, equality and inclusion online, or digital security. Ahead of the roundtables, preparatory workshops will be held August-September 2021. These collaborative meetings will address specific topics within Internet governance, and also contain methodic segments on advocacy work and effective youth participation. Besides getting the opportunity to learn from experts, participants will benefit from each other’s expertise and work together to formulate policy recommendations or advocacy strategies. The program is free and open to anyone aged 16-30 with a strong interest and/or previous activities in digital policy or Internet governance. Call for Topics- 2021 Kenya Internet Governance Forum Kenya's premier Internet Policy event

Greetings Listers, The Kenya Internet Governance Forum (KIGF) is an annual meeting that brings together various stakeholder groups to dialogue on ICT and Internet policy. While the discussions give soft policy outcomes, Kenya Internet Governance Forum is a knowledge-sharing platform that informs and inspires policy actors in both the public and private sectors. The national forum also feeds into the regional and global IGFs through a chain of reporting and representation to the regional and global IGFs to ensure a bottom up Internet policy development process and a strong link between global internet policies and the national one. This year, we will have a hybrid (Virtual and Physical) meeting on the 24th to 26th August in Nairobi. On behalf of the local Multistakeholder Advisory Group (MAG), we'd be interested to hear your views on the issues and topics that you think ought to be discussed during this year's Kenya IGF. Greetings Listers, The Kenya Internet Governance Forum (KIGF) is an annual meeting that brings together various stakeholder groups to dialogue on ICT and Internet policy. While the discussions give soft policy outcomes, Kenya Internet Governance Forum is a knowledge-sharing platform that informs and inspires policy actors in both the public and private sectors. The national forum also feeds into the regional and global IGFs through a chain of reporting and representation to the regional and global IGFs to ensure a bottom up Internet policy development process and a strong link between global internet policies and the national one. This year, we will have a hybrid (Virtual and Physical) meeting on the 24th to 26th August in Nairobi. On behalf of the local Multistakeholder Advisory Group (MAG), we'd be interested to hear your views on the issues and topics that you think ought to be discussed during this year's Kenya IGF. Dear Listers, As we had indicated, today we will have a discussion on the Licensing and Shared Spectrum Framework for Community Networks for Kenya that was issued by the Communications Authority of Kenya, available for direct download here <https://ca.go.ke/wp-content/uploads/2021/05/Licensing-and-Shared-Spectrum-F…> . Today, we will discuss the licensing aspect of the community networks. and tomorrow about the shared spectrum framework. The Community Network Licensing framework proposes; 1. Community Network Service Provider (CNSP) License to be created within the Unified Licensing Framework. 2. The community network should be fully controlled by a non-profit entity and carried on for non-profitable purposes, encouraging members of the community to participate in the governance, design, and operationalisation. 3. Two letters of support from Community Leaders as part of the application process for CNSP to ensure community ownership 3. Geographical coverage of a CNSP will be a sub-county boundary 4. License period of 10years with License Application fee Ksh1000, Initial Operating License Fee Ksh 5000, and Annual Operating Fee Ksh5000. 6. Spectrum Fee: Fee waiver for non-protected access to lightly-licensed and license-exempt frequency bands by wireless access systems 7. CNSPs would be exempt from USF contributions, while the USF implementation framework may include a community ICT development and/or capacity building component. The authority shall further examine ways to ensure that community networks receive consideration under the future framework for the Universal Service Fund Questions: ========= - What are your comments on the proposed licensing framework? - What gaps have you identified in the proposed licensing framework? - How would you recommend addressing the identified gaps? - What recommendations do you have for CA to improve entry into the telecommunications market in Kenya?
