Best regards Alice http://www.unesco.org/new/en/media-services/single-view/news/new_broadband_… New Broadband Commission report seeks to bring high-speed connectivity to world’s poorest communities Advocates a mix of appropriate technologies, innovative financing models, and an emphasis on training and local, quality content Governments around the world need to formulate and implement national multi-sectoral broadband plans rapidly – or risk being seriously disadvantaged in today’s increasingly high-speed digital environment, according to a new report released today by the Broadband Commission for Digital Development <http://www.broadbandcommission.org/> during its third meeting at UNESCO Headquarters in Paris. Entitled /Broadband: A Platform for Progress/, the report advocates a coordinated, nationwide approach to broadband development that more closely resembles the development of national railway or electricity networks than the more laissez-faire, market-driven approach that has generally characterized the roll-out of mobile cellular technology. “To optimize the benefits to society, broadband should be coordinated on a countrywide basis, promoting facilities-based competition and with policies encouraging service providers to offer access on fair market terms . . . efforts should be coordinated across all sectors of industry, administration and the economy. Developing isolated projects or piecemeal, duplicated networks is not only inefficient, it delays provision of infrastructure that is becoming as crucial in the modern world as roads or electricity supplies,” the report says. For emerging economies and developing countries, wireless broadband looks likely to be the platform of choice, bringing services like micro-banking, telemedicine and fast sharing of information in local languages to communities, no matter how isolated. “Provided it is available to all and affordable for all, broadband-powered applications and content can be a powerful lever for achieving Education for All goals. Inclusive, universal and equitable broadband roll-out can be a tremendous accelerator for development and growth – one way to build Knowledge Societies and to share the wealth of the world’s cultural, linguistic and scientific resources,” said UNESCO Director-General Irina Bokova. “However, access to broadband is only one part of the picture – developing human capacity is absolutely vital, to ensure that individuals have the skills to make the most of new technologies,” she added. “This means education, it means media literacy, it means ensuring that all marginalized groups are included. All actors – national, international, private and public – must work together to these ends. The case for this has been made. Now we must make it happen.” The report makes a strong case for broadband as a driver of economic growth and new jobs, citing country case studies and reports by leading consultancies that point to increased employment opportunities, higher labour productivity and a strong stimulus to GDP. In low and middle income countries, for example, the report cites World Bank figures indicating a boost of 1.38 additional percentage points to GDP growth for every 10-percentage point increase in broadband penetration – and effect more pronounced than any other telecommunication service. “History has witnessed many ‘declarations of independence’. But in today’s interconnected world we might propose a new ‘Declaration of Inter-dependence’ – a recognition that the economic welfare of each individual country increasingly depends on access to the rest of the world through broadband Internet,” said ITU Secretary-General Dr Hamadoun Touré. “This new Broadband Commission report indicates that improvements in broadband penetration directly correlate to improvements in GDP. Basically, the more available and cheaper broadband access is, the better for a country’s economy and growth prospects.” Offering much more than faster access to web pages, broadband networks are a crucial element of the ‘Internet of Things’, by which ordinary inanimate objects communicate with one another using technologies like RFID, without the need for human intervention. Such networks are already revolutionizing inventory control and fleet management, and are set to play a growing role in key social sectors like healthcare, through e-health applications, education, through remote learning and teacher training, and environmental management through applications like smart grids, monitoring systems and smart buildings. The cost of broadband remains a problem in many nations. Recent ITU figures show that while in the top 21 most wired countries, broadband access costs less than 1% of an average monthly salary, in the least wired nations – which include the world’s poorest countries – access to broadband can cost double an entire month’s salary or more. That prohibitive pricing means that while advanced markets enjoy broadband penetration of over 30%, most of the world struggles with 5% penetration or less. *Prices falling, but most of the world remains unconnected* Positive findings released by ITU last week show that, on average, consumers are paying 50% less for high-speed Internet connections than they were two years ago. However, this fall is mainly due to price decreases in developing countries, with steep declines often reflecting the extremely high cost of broadband in the developing world. The top countries with the cheapest broadband prices relative to average national monthly income are all high-income economies: Monaco, Macau (China), Liechtenstein, the US and Austria. Customers in 31 countries – all of them highly industrialized nations – pay only the equivalent of 1% or less of average monthly GNI per capita for an entry-level broadband connection. At the other end of the scale, in 19 countries, a broadband connection costs more than 100% of monthly GNI per capita. And in a handful of developing countries the monthly price of a fast Internet connection is still more than ten times monthly average income. Despite encouraging trends, Africa continues to stand out for its relatively high prices. Fixed broadband Internet access in particular remains prohibitively high, and, across the region as a whole, still represented almost three times the monthly average per capita income. The test is intended to see how ready technology companies are to handle IPv6 addresses as well as what to expect when Websites are obliged to enable IPv6 in the future. There could be glitches but the Internet Society (ISOC) estimates that 99.95 percent of all users worldwide will not notice anything at all this Wednesday. Dear Listers, I wonder whether i have used the right title for this post. I have had an interesting month and i thought i should share some of my experiences from the Bundus and the City as well. Three weeks ago i visit Ebuyangu Village somewhere between Gem and Emuhaya to look for my childhood football coach, while combing the area i meet one resident by the name Harambee who gleefully agrees to help me find my former coach. I asked him some of the challenges they are facing and was taken aback by his answer 'Watu wanakufa sana, sijui ni nini' (Translated There are too many deaths, i don't know what is happening) I tried squeezing more information from him and realised the problem is Malaria and waterbone diseases (of course there is River Yala in the hood), it is common knowledge that this are Malaria prone areas and many of us who hail from the region take preventive measures before travelling but it appears this information is simply not readily available to the villages, how can we prevent this unnecessary and avoidable deaths through ICT? do we have developement partners and or government agencies prepared to invest in e-health initiatives that will reverse this trends? or better still are all this noble initiatives and flagship projects targeting Nairobians (where the real Kenya is?) no wonder everyone is fleeing the countryside to be close to the city, we might end up building Malili Technolopolis and lack customers for the same as has been the case in the past, it is good we are boasting and fighting about Mobile money, 3G and the rest which is good but i guess the greatest wealth a nation can ever have are healthy citizens. On 1st of June i find myself in another weird situation involving health facilities we have an emergency case which several health Facilities say they cannot handle but instead of advising on what we should do they advise us to run around and look for options, the saddest bit is this are respected health facilities that have 'professional' Doctors and Nurses, to cut the long story, proffessionals hoarding information on what we should do so that we can do something (what a shame on this great republic), i was left wondering where does the poor man go, he may as well just die in his little hut because he doesn't know what to do. When i looked at the bill and compared it to the service rendered your guess is as good as mine. I wonder whether its a high time we channeled the same effort and investment we have made in Mobile Money, BPOs and Fibre into Electronic Health, anyone with successfull case studies to start us off, othewise we might all be swept away by an epidemic before we Vision 2030 materialises. -- Barrack O. Hi Listers, I have always said that it is wrong to train IT students on proprietary system as is happening with Cisco training that is being offered as a career path. Switching and routing principles are based on an open standard so students need to have an appreciation of the technology and not a brand. I have been having an interesting exchange with Safaricom on setting up a connection to their SMSC where their engineers insist that the solution can only be implemented using a Cisco router. From this experience it is clear that most of the engineers at Safaricom have been trained on vendor specific and proprietary standards which has denied them the flexibility to work with none Cisco equipment. Safaricom has been a proponent of open systems by being open to various handsets, so it is shocking that as they move towards becoming a data service provider they are opting to close their systems. This attitude by Safaricom reminds me of Orange and their Livebox fiasco that totally killed their broadband service yet all they had to do was allow any DSL compliant equipment to be used on their network and used the funds tied in equipment on advertising and any other activity. I hope this is just a hiccup in their transition and that we shall see a more open minded organisation as they move towards being a serious contender in the corporate data provision service. For those of you with children or relatives basing their carriers on proprietary technologies please advice them to acquire generic education as well otherwise they might find opportunities passing them by, its the principles that matter. The American model is not the ultimate model to be followed as we see everyday people being detained for not clearing fees. The action that will be taken against Okemo & Gichuru, will decide what pigeon hole the world puts us in, if we complain about being dis-respected its because of the actions we take on a day to day basis. PRESS RELEASE Tuesday, May 24, 2011: Preparing for UN conference in Nairobi, consultations in Geneva, Switzerland identify mobile Internet as key Internet governance issue. 18 – 19 May, Geneva, Switzerland, Alice Munyua, Chair of the Kenya Internet Governance (IG) Steering Committee chaired the second preparatory consultations of the Internet Governance Forum (IGF). The consultations finalized the programme and agenda of the 6th UN-IGF, which will be held in Nairobi, 27 – 30 September 2011. Participants from around the world met in Geneva with the aim of maximizing the opportunity for the IGF to enable open and inclusive dialogue, and to create opportunities to share good practices and experiences. The main theme for the 2011 IGF is “The Internet as a catalyst for change: access, development, freedoms and innovation”. The UN IGF is a unique event in the United Nations calendar and the IGF programme is developed through an open, multi-stakeholder process that began earlier this year and is overseen by a "Multi-stakeholder Advisory Group" of experts appointed by the UN Secretary General to advise him on convening the Forum. Kenya will host the 2011 sixth IGF and has chaired the consultation process as well. Those present in Geneva agreed the key emerging issue for the Nairobi meeting will be extensive dialogue and discussion about the mobile internet, technology, and its contribution to development. The main question addressed will be "Is governance for the mobile internet different from wired internet and how should Internet policy and regulations be developed and applied for both?”. The 2011 IGF will improve understanding of the policy and governance choices and opportunities in the mobile Internet space that will foster innovation, skills building, entrepreneurship and maximizing the use of the Internet for socio-economic, cultural and political development. With more than 4 million Kenyans accessing internet through their mobile phones, this year's IGF will provide an important forum for discussion and consideration of these issues and how they affect people in developing regions of the world, while also relating them to global governance of the internet. Over the four days of the IGF in Nairobi there will be main sessions discussing issues such as broadband and mobile access, the resources critical to the stable and secure operation of the internet, cybersecurity, privacy and internet rights, and youth and entrepreneurship. In addition, over 90 workshops and side events will be held covering a broad range of internet policy and technology issues, with each event organized by a global, multi-stakeholder team of experts. ICANN's new gTLD program at a crossroads* by Wolfgang Kleinwachter | 18 May 2011 | To clash or not to clash: that's the question for the forthcoming 41st ICANN meeting in Singapore. Will the booming Lion-City on the South-Asian Peninsula see a Shakespeare drama in June 2011, a shoot out between the ICANN Board and the Governmental Advisory Committee (GAC) to end the nearly 15 years of discussion on the introduction of more generic Top Level Domains (TLDs) into the legacy root of the Internet? *Agree? Disagree? Postpone?* Where we are today? ICANN is committed to start the new gTLD program on Monday, June 20, 2011. Preparations for the Big Party at the Singapore River are already underway. However, Larry Strickling, the US Assistant Secretary of Commerce and member of ICANNs first review team on Accountability and Transparency has expressed serious doubts <http://news.dot-nxt.com/2011/05/05/strickling-speech-giganet> with regard to that timetable during a Giganet meeting in Washington, D.C., May 5, 2011. Unless the GAC believes that ICANN has been sufficiently responsive to their concerns, I do not see how the Guidebook can be adopted on June 20th in Singapore in a manner that ensures continuing global governmental support of ICANN. And, the day before the Giganet meeting, Mei-Lan Stark, Treasurer of the International Trademark Association (INTA) told the Subcommittee on Intellectual Property, Competition and the Internet of the US House of Representatives that INTA has fundamental problems with ICANNs new gTLD program which probably can't be settled before June 20, 2011. On the other hand, Strickling underlined in Washington that the US Department of Commerce sees ICANN as "an example of a successful multi-stakeholder cooperation" and reaffirmed his commitment to the ICANN model "as the best way to preserve the security and stability of the DNS." What will happen? Will we see a shoot out, a last minute compromise, where parties agree to disagree or another postponement? It is not easy to make any predictions. So let's lean back for a moment and put the forthcoming Singapore drama into a historical context. *History Says Something* Fifteen years ago, when Jon Postel proposed to add 150 new gTLDs into the root, there were around 300 million Internet users, less than 30 million domain names and 250 TLDs. Postel's proposal was watered down in 1997 and the mandate to broaden the domain space was given to ICANN in 1998. If the TLD space would have had a similar growth rate as Internet users and registered domain names, we would have today more than 2000 TLDsNow, in the year 2011 we have more than two billions Internet users, more than 200 million registered domains names and 312 TLDs, including the more than 30 TLDs with non-ASCII characters. If the TLD space would have had a similar growth rate as Internet users and registered domain names, we would have today more than 2000 TLDs. The domain name system (DNS) was invented in the early 1980s for less than one million Internet users. Jon Postel, who was behind a lot of DNS-developments, proposed originally six three letter generic Top Level Domains (TLDs) for the DNS tree: three for the US (dot-gov., dot-mil, dot-edu) and three for the world (dot-com, dot-org, dot-net). Only later he had the idea to give also each country a two letter TLD. Trying to avoid to be pulled into a political debate about the question what a country is or not, he used the ISO 3166 list to delegate per handshake to friends (and friends of his friends) the management of ccTLDs. The restriction to 243 ccTLDs and only seven gTLDs (later he added dot-int) was just a practical thing. There was no technical need for this kind of limitation. Nobody could expect, than some day there would be two billions Internet users and more than 200 million second-level Domain Names (SLDs). If Postel would have created the proposed 150 gTLDs already in 1988, nobody would have questioned his legitimacy to do so. *The Domain Name Battle* The domain-name-battle started in the mid 1990s when - after the invention of the World Wide Web -- the Internet entered the commercial space and domain names became a valuable resource. Postel's efforts to introduce 150 new gTLDs in 1996 was blocked by the commercial interests of some new big players in the emerging domain name market: Network Solution Inc. (NSI), which was allowed to charge for domain names under dot-com, dot-org and dot-net since 1993 and which had a monopoly in the gTLD space, was not amused to see its growing business surrounded by new attractive competitors like dot-web. And the trademark owners feared that they will be pulled into an endless and costly battle to save their trademarks in an ever growing virtual space and an uphill battle to fight cybersquatters. In May 1997, Postel wanted to use the ITU, WIPO and INTA to start with the introduction of at least seven new gTLDs (via the so-called IHAC-gTLD-MoU), but the US government intervened and pushed Postel into another process which finally led to the establishment of the Internet Corporation for Assigned Names and Numbers (ICANN) in November 1998. When Postel testified <http://news.dot-nxt.com/1998/10/07/postel-testimony> in the US Congress on October, 7, 1998 he gave the new ICANN full credit when he said: This new organization will be unique in the world -- a non-governmental organization with significant responsibilities for administering what is becoming an important global resource." A couple of weeks later he passed away. *ICANNs mandate and decision making procedure* One of the mandates of ICANN is to introduce new gTLDs. The Articles of Incorporation <http://www.icann.org/en/general/articles.htm> from November 21, 1998, say that ICANN shall develop "policies for determining the circumstances under which new top-level domains are added to the DNS root system." According to its Bylaws, ICANN is a multi-stakeholder platform where policy development and decision making is in the hands of the private sector. Governments have no voting seat on the ICANN Board, they can use the Governmental Advisory Committee (GAC) to make their voices heard and they can give advice to the board on issues related to public policies. However, the advice has no legally binding power for the board. Ira Magaziner in the White House, Becky Burr in the US Department of Commerce, numerous experts and Mr. Jon Postel himself introduced this private sector led model for an internationalized mechanism as an experiment and an innovation into the political landscape to preserve the bottom-up dynamics of the Internet development, to stimulate further economic growth and the establishment of new jobs by avoiding the emergence of complicated, politicized and costly governmental structures for Internet control and oversight. The establishment of the GAC-ICANN Board mechanism remained rather unnoticed in the broader public for a long time. However it was indeed an incredible innovation in global politics. Normally governments take advice from non-governmental stakeholders, they are the final decision taker, they oversee activities of non-governmental entities and they intervene top down, if needed. In other words when the US government proposed this private sector leadership model with multi-stakeholder participation and an inclusive, open, transparent and bottom up policy development mechanism it took a risk and it could not be sure whether other governments would be ready to accept such a mechanism. But Australia, Japan and Canada were behind the proposal from the very beginning. And when the EU Commissioner Martin Bangemann wrote a letter to US Secretary of Commerce William Daley with the assurance that the EU supports also the US initiative, the deal was done. The first GAC Communique <http://news.dot-nxt.com/sites/news.dot-nxt.com/files/GAC_01_Singapore_Commu…> in its very first paragraph stated clearly: "The national governments endorse the principles of the creation of ICANN". However, only 25 governments, multi-national governmental organizations and treaty organizations (including the ITU and WIPO) participated in the 1st GAC meeting in Singapore, March 1999. *ICANN Board-GAC critical relationship* As long as the ICANN issues were rather technical by nature, nothing was wrong with the advisory role of governments. The only case, which created some tensions, popped up in the year 2000 when governments wanted to reserve their country names in the new dot-info gTLD. The board rejected the proposal by arguing that governments do not really understand how the DNS is working. They should be more specific in their advice and give a concrete list with the names they want to reserve because there are endless variations of country names in different languages which all could be registered (or blocked). Anyhow, this case triggered a discussion in the ICANN reform process in 2002 about the introduction of some more detailed procedures for the interaction between the Board and the GAC which now includes the need of the Board to explain why it rejects a GAC advice and the option to have formal 'consultations' between the ICANN Board and the GAC if both sides can't agree on issues which have a public policy dimension. Nevertheless it remained unclear to a certain degree what in legal terms 'GAC advice' means in an ICANN environment. Also under the reformed bylaws, the final decision making capacity remained in the hands of the ICANN Board. *Growing governmental awareness after WSIS* A new awareness among governments about their role in ICANN emerged after the 2nd phase of the UN World Summit on the Information Society (WSIS) which, more or less, recognized and strengthened the ICANN model. This coincided with the efforts of the ICANN Board to move forward with its new gTLD program. Governments discovered soon, that new gTLDs are much more than a purely technical resource and that TLD-strings can have a lot of political, cultural and social meanings. The dynamism of the process was suddenly confronted with the dynamite of the combination of letters in a top level domain. Governments started to list the public policy issues involved in the new gTLD program: geographical names, religion, culture, moral and public order (the famous MOPO). The Board had, for a long time, no problem with a more active GAC. On the contrary it welcomed GAC advice. The so-called GAC principles on new gTLDs from 2007 were seen by the ICANN Board as a helpful guideline. But like always, the devil is in the detail. The real interaction between the ICANN Board and the GAC started only recently when it became clear that the moment of truth is approaching. The problem both sides discovered was that they did not have only different ideas about different issues but they had also different working methods. That was not really a surprise but it did introduce additional barriers for forward-moving communication. Additionally the two parties discussed the proposed versions of the DAG on different levels: among the GAC speakers the lawyers became the most outspoken group. They referred to the 190+ national jurisdictions and the relevant decisions of national courts which had to be taken into consideration when ICANN wants to introduce new gTLDs, while on the ICANN side, the technical and financial experts concentrated on technical criteria and financial hurdles -- unreachable for many applicants from poorer countries or from local administrations even in richer countries -- which fueled the controversial tone in the debate. It was probably Bill Clinton's speech <http://news.dot-nxt.com/2011/03/17/clinton-speech-at-icann> in San Francisco in March 2011 when he described Internet Governance as "stumbling forward" which changed the tone again and paved the way for another efforts to build bridges. *Risks are high on both sides* Now the stakes and risks are high on both sides. If the GAC would move into a position to dictate to the ICANN Board what to do, this would mean the end of the multi-stakeholder model and introduce a regime of state control over the Internet with all the options for governmental censorship and surveillance. On the other hand the same result could emerge when the Board ignores the GAC. Governments could become furious and look for alternative mechanisms to exercise power over the Internet, probably via the United Nations. And if nothing happens, if the new gTLD project is again postponed to ICANNs 42nd meeting in Dakar in October 2011, the Internet community would lose its remaining trust into ICANN and the multi-stakeholder model. A political innovation, introduced in 1998, would be buried in the fire of misunderstandings, frustrations and incapability to find a solution. This could trigger a search for alternative models and pave the way towards a fragmentation of the Internet. Insofar as the endgame around the new gTLD program is not a zero-sum game, with winners and losers. Either both sides will win or both sides will lose. *A "sliced approach" for the devil's paragraphs?* How to move forward? Here is one option that could be called upon if discussions really get deadlocked: salami-tactics, a "sliced approach". There is a general consensus among all parties to move forward and introduce new gTLDs (sooner or later) and the only remaining barriers are the red-marked scorecards. If consensus cannot be reached quickly on the scorecard issues, one approach could be to cut the package into two parts and move forward at different speeds on two levels. The final version of the "Draft Applicant Guidebook" (DAG) could be adopted "in principle" while at the same time the five to seven remaining paragraphs, where the devil feeds the fire, could be put temporarily into so-called "brackets". ICANN would not move from, DAG 5.0 to DAG 6.0 but to DAG 5.1. Based on such a basic agreement one could do two things at once: 1. start the process with all those strings which are not touched by the devil's paragraphs and do not have the potential to create any type of controversy (this could be a group of about 50+ new gTLDs) and move forward with this 1st basket of uncontroversial applications in Singapore and, at the same time, 2. continue negotiations among the involved parties to remove the brackets from the devils paragraphs as quick as possible, hopefully until the 42nd meeting in Dakar, October 2011 which would than open the door for applications which would go into a 2nd basket. This would certainly need some more bilateral consultations and compromises from both sides, but if it does come to an impasse, it would demonstrate that ICANN and GAC are able to act, to manage controversies and crisis moments if the diplomatic clock moves towards midnight. It would also not create too much damage and different treatment because the process for the first basket would not come to a final end -- the signature of registry agreements -- before the brackets have been removed from the DAG for the 2nd basket so that needed adjustments for the first group could be made before the signing ceremony. *Need for Confidence Building Measures* Erika Mann, a new ICANN director with 15 years of experiences in the European Parliament said in San Francisco in the debate on the new gTLD dot-xxx that life is not without risks. If you (and ICANN and the GAC) try to avoid any risks, it will freeze the status quo. And indeed neither a DAG 8.0 nor a DAG 9.0 could clear all the legal and financial details which could appear within the next 50 years in the unknown territory of the domain-name space. There is a moment where you have to put aside your doubts and where you have to jump, being aware that after landing there is probably another issue you have to deal withThere is a moment where you have to put aside your doubts and where you have to jump, being aware that after landing there is probably another issue you have to deal with. Such risk-taking works only in an environment of mutual trust. This raises obviously the question: how can trust between the ICANN Board, the GAC and the ICANN community can be enhanced? What could be sustainable confidence building measures in this field? This is obviously a good agenda item for forthcoming ICANN and GAC meetings. Multi-stakeholderism can be best describe by a circle. In the multi-stakeholder model there is no formal hierarchy. All partners are needed and have to make a contribution according to their specific role. There is an interdependence among the various stakeholders. One can't live without the other. And also here Jon Postel's philosophy "Be conservative in what you send; be liberal in what you accept" is a good guideline for all stakeholders. If all stakeholders in the Internet Governance circles concentrate on substance and give up procedural power games, there is chance the crisis we are facing now will end with a solution which will strengthen all partners. ICANN can demonstrate that it is able to deliver; the GAC can show that it is able to protect the public interests and the community can experience that the decision makers are able to move forward. *Remember the Legend of Singapore* The interesting side effect of the controversial discussions of the last two years is that new procedures, a new discussion culture, new forms of interaction have emerged as a result of the "tit-for-tat-battle". If this controversy leads to a positive result, the used methodology -- from joint ad hoc working groups and informal meetings to public comment and scorecards - could become a blueprint how conflicts in the future can be channeled. It could become a best practice model for how governmental and non-governmental stakeholders can work hand-in-hand to the benefit of the global Internet community by putting aside individual interest and serving the public. Such a model would influence also the discussion in the IGF, the United Nations, the ITU, the OECD, the Council of Europe, the G8 and G20 which all are dealing now with Internet Governance issues. Probably, both the ICANN Board and the GAC can get some inspiration from the legend around the establishment of Singapore. It was in the 14th century, when a young prince from Sumatra, called Sang Nila Utama landed at the shores of the peninsula. One day, when he inspected the jungle he met a huge lion. This was a critical moment for both sides: would the lion eat the prince or would the prince kill the lion? What happened? The legend tells us that the lion looked sharp into the eyes of the prince and the prince looked even sharper into the eyes of the lion. And then, after a critical and tense minute, both the lion and the prince turned silently around and moved away. The lion disappeared in the jungle and the prince went down to the sea, established a city and named it Singapore, the Lion-City. By the way, historians have found out, that there are no lions in the Singapore jungle. It was probably a tiger. So go ahead and enjoy your Tiger Beer at the Singapore Riverside. But please don't ask who plays the lion and who the prince in the forthcoming 41st ICANN drama. --

It will run in the background while you use your phone and will collect statistics about what you do: phone calls, data transfer, running applications, etc. This information can help you find out how you use your phone or how much of your 3G data plan you have used. More advanced analytics will come with future updates. The statistics are then stripped of personally identifying data and will be sent to our server at the University of Cambridge where we will conduct analyses on a large dataset collected from hundreds of users worldwide. Listers, I am glad to say that after meeting Paul Graham at Y Combinator I got introductions to everybody else I would have loved to meet including Reid Hoffman of linkedIn. I can now confidently say that in the future Nailab might have a chance to present smart innovative ideas to VC and Angle Investors together with the likes of dropbox , airbnb and others in Silicon Valley. PS Ndemo, I am disappointed that government bodies like KICTB keep sending people all over the world and cannot facilitate a simple meeting or connection despite the enormousness opportunity such networkings present to the average Nailab entrepreneur or tech seating at the Ihub. Konza Technology City - Devils Advocate

Hi, I have looked at the concept for the Konza Technology City and it looks brilliant, but I have a few issues to propose on the design. Now that we have a big picture we need to go into the devilish details to make sure that we can make this a truly world class project from ground breaking to operation. 1. There is too much road which will result in traffic, one regret that the developers of Silicon Valley have kept airing is that they should have thought more of reducing motorised movement and creating more green areas, foot paths and cycling paths. The concept for Konza has over 61 kilometers of major roads that is equivalent to the road from Nairobi to Konza. We need to incorporate tramcars, under ground train & bus stations and perimeter parking silos that will allow for the reduction of vehicular traffic on the streets and make the environment more pedestrian friendly. For those who have seen the master plan each segment measures about 62 acres which is roughly the area bound by Uhuru Highway, City Hall Way, Kenyatta Avenue and Moi Avenue, not a very big area, so what is the difference in layout between Konza City and Nairobi? We need to look at the issues affecting Nairobi due to its design flaws and then correct them in Konza. 2. The density of the City makes it no different from Nairobi CBD merged with Githurai/Zimaman, the green area is at 5.6% which should be sufficient grounds for Prof. Wangari Mathai to get concerned. In my calculations I included the river basin that a crosses through the City and also the stadium. Let avoid the creation of another concrete jungle, which bring back to mind a statement by President Moi that the building of a 60 story building at Uhuru Park would be of scenic value. 4. Unlike Nairobi, Konza is a much hotter area therefore we need to look at having as many water masses as possible scattered around the city to humidify the area and also help in maintaining any green areas. This water could be reclaimed from the buildings and also by incorporating rain water harvesting. 5. Charity begins at home, I strongly believe the launch plus the initial invitations for the master builder should have been floated locally before we removed our hand pans to go overseas, "utamusindikisha namna gani yule ambae hajatoa chochote chake". 6. Where is the Virtual City Building, Seven Seas Knowledge Hub, Equity Finance Campus and Mutuku's Supermarket in the proposal or is the entire development targeted to foreign entities. 7. The area allocated for a University campus is only 62 acres, this is too small as it can only accommodate a single university campus if it is to have recreation facilities and open grounds which is the ideal situation as it would be counter productive to replicate what is happening with the campuses in Nairobi CBD. I reiterate that the effort is commendable but lets use it more as a starting point than an end in itself otherwise we shall just be developing another concrete jungle. Lets look at best practices and the lessons learnt from others as they carried our such projects. A final word or more a request, how do I book the space allocated for a Cathedral so I can begin to mobilise my Catholic brethren to begin raising funds. In response to an NTV advert tonight, sent an sms with the code "DOT" to 5525 to get Daddy Owen's "Tobina" ringtone. Got 2 automated sms messages which "chewed" 60 bob of my credit. The link in the sms to the ringtone is not accessible -- yet have already been billed. Have also been AUTOMATICALLY subscribed to receive 2 ringtones per week that will be 'chewing' 60 bob. How are these SMS (ringtone) services supposed to work?

Safaricom Recharge Vouchers - Cart & Horse Story

Just wondering, now that Safaricom has >12-digit for the PIN in their recharge vouchers (scratch cards), when they will update the SIM menu char limit for when you want to load credit. This is especially a problem when you want to "Top other number". At this moment in time, you have to send an sms to 141 with PIN#OtherNumber, which is fine, but cances of OtherNumber going in incorrectly to become SomeOtherNumber is way too risky. Isn't this akin to "putting the cart in front of the horse"? Arusha to host continental conference on cyber crime By Lusekelo Philemon 9th May 2011 Arusha is set to host the second Africa forensic conference to be held from May 24 to 26 this year with a special focus on efforts being made to curb the problem in the East African region. Organisers of the forum have said that the meeting would address cyber-related crimes by providing forensic accounting skills to corporate officials, anti-corruption watchdogs, police auditors, accountants and high-ranked officials. Briefing reporters here on Saturday, International Coordinator and Representative for Africa of the Forensic Certified Public Accountants Sosthenes Bichanga said the forum would be convened in response to increasing on-line crimes in the continent. He said that in recent years, Africa experienced unprecedented growth of science and technology; as a result unscrupulous people apply new technology in stealing money from public or private institutions. He explained that cases of fraud and cyber-crime had been costing East African countries billions of dollars, but the rackets remain shrouded in secrecy because the affected companies prefer to suffer in silence, 'safeguarding' their reputations. “With improving security measures, racketeers no longer use weapons or other physical means to conduct their transgressions. The trend now is shifting from this form of tangible crime to brain-driven or virtual ones,” he said. According to the expert, Nigeria is a leading country for initiating cyber-crime schemes that had been causing huge monetary losses from local companies, corporate institutions, banks and individuals in especially the East African region. “Our recent research estimates that over 6 per cent of the total annual income and revenue collection by an organisation which does not take the fight against fraud, cyber-crime or corruption is lost. Some of these institutions make billions of money,” he said, adding that the combined loss suffered by the East African member states may add up to 30 per cent of their total losses which spells economic disaster for the region. The related virtual crimes include online schemes as carried out mostly by Nigerians, dubious accounting computer and internet anchored cyber-crime through automatic teller machines (ATM). Bichanga further disclosed that in Kenya alone it has been discovered that a single bank would lose Ksh 25 million (about 350 million/-) per year, just through ATM fraudsters. The expert added that a similar case applies to other financial institutions around East Africa, but they all keep mum trying to safeguard their reputations. “Every day there seems to be another major headline about fraudulent schemes, scandals, corruption schemes, civil litigation, disputes in divorce and corporate turmoil. As a result, there’s never been a bigger demand for forensic accounting skills,” said James Anyoka, coordinator of the forthcoming forum. Interconnection charge —which operators pay rival networks for handling their calls—is set to drop from Sh2.21 per minute to Sh1.44 in July and Sh1.25 in July 2012, giving the operators room to further reduce their per minute voice charges. In February, Telkom Kenya and Safaricom asked the government to put on hold for two years the annual reduction of interconnection charges that started in 2006, arguing that it would intensify the ongoing price war and hurt the operators’ profits, jeopardise job security and slow new investments in the local telecom arena. This prompted the Prime Minister’s office to form a task force that will determine whether to hold off revising the charges or let the revisal run as earlier set by the Communications Commission of Kenya (CCK). The taskforce returned a verdict that charges should run their course. “*Nothing has changed and mobile termination rates were done through consultation and they shall remain as such,*” said Charles Njoroge, Director-General, CCK. He added that the downward fall in the connection charges does imply that calling rates will fall adding that tariffs are mainly influenced by market forces. The government’s verdict is a blow to Telkom Kenya—the operators of the Orange network—and Safaricom who, unlike their rivals Airtel and Essar, have criticised the free fall in airtime prices, made possible by the fall in interconnection charges. The charges dropped to Sh2.21 in July from Sh4.42 in July 2009, giving Airtel room to set off a vicious price war in Kenya’s voice market that has seen tariffs fall by more than 50 per cent since August, cutting subscribers’ monthly budget for airtime by half. The interconnection charge has come down from Sh6.28 in July 2007 to Sh2.21 last July and was set to drop to Sh1.44 this year and Sh0.99 in 2013. The reduction of the interconnection fee was informed by the need to reduce the cost of calls across networks, which had remained as high as Sh25 in 2007, compared to Sh12 for calls within the same network. A total of 37 applicants have been approved. For this first round, the 37 applicants represent 37 constituencies and 24 counties across Kenya. Family Bank received 689 applications out of a total of 800 inquiries made. The 37 approved applicants have demonstrated various business ideas within their proposed Pasha centres ranging from; youth training, e-library services, website development, government services facilitation, teacher training, KCPE and KCSE online registrations, software development to name a few. The revolving fund will be disbursed as a loan by Family Bank, repayable over a three (3) year periodwith a 3 months grace period, but will have a flexible repayment period and below-market rate of interest – to a maximum of 10.5%. The loan applicant will be required to finance at least 10% of the business while the revolving fund will finance a maximum of 90% of the investment. The breakdown of the successful applicants is as follows: •Less than Kshs 1 M, 13 applicants •Between Kshs 1 and less than 2M, 16 applicants •From Kshs 2M – 3 M 8 applicants The objective of these loans is to enable prospective entrepreneurs to obtain access to credit which might not be available to them via existing micro–credit systems. The Pasha project falls under the Kenya ICT Board’s digital inclusion pillar which aims to increase access to ICTs by citizens across Kenya. It complements the other Kenya ICT Board agenda to stimulate job and wealth creation in ICT through entrepreneurship and is in line with Kenya’s Vision 2030. *Africa-Europe research collaboration to be transformed by EC-funded research infrastructure* *Boost for African research as European Commission injects €14.75M into regional research and education connectivity* * * *Gaborone, Botswana, and Cambridge, UK, 11 May 2011:* DANTE, the international research network operator, and the European Commission’s EuropeAid Cooperation Office today announce the signature of a €14.75M contract for support to a sub-Saharan African intra-regional research networking infrastructure which is already interconnected to the pan-European research network, GÉANT. Eighty percent of the project’s funding will come from the European Commission’s EuropeAid Co-operation Office, and the remainder will be contributed by the African partners in the project. The contract represents a significant injection of capital to develop research networking infrastructure across sub-Saharan Africa and with Europe. The initiative will dramatically accelerate the development of the Information Society in Africa, providing advanced data communications infrastructure and enabling African researchers to collaborate more easily in advanced international research projects. Within the framework of the Africa Caribbean Pacific Islands (ACP) programme, the AfricaConnect project will establish a high-capacity Internet network for research and education in Southern and Eastern Africa to provide the region with a gateway to global research collaboration, the objective of which is to overcome the current limitations of international research collaboration within sub-Saharan Africa and towards Europe, and to foster research and education collaboration and advancement within and between these regions. The project will be strongly collaborative, so whilst DANTE will coordinate AfricaConnect, they will be partnered by DANTE’s regional counterpart organisations in Africa – UbuntuNet Alliance covering Eastern and Southern Africa, and WACREN covering Western and Central Africa – as well as the Association of African Universities; existing National Research and Education Networks (NRENs) in Africa (DRC, Ethiopia, Kenya, Malawi, Mozambique, Namibia, Rwanda, Somalia, Sudan, South Africa, Tanzania, Uganda and Zambia); and several European NRENs (Germany, Ireland, Italy, the Netherlands, Portugal and the UK). All will work to ensure that the project benefits all of sub-Saharan Africa. “We are delighted to see this project underway,” said Cathrin Stöver, DANTE’s International Relations Manager. “DANTE has a strong history of supporting regional connectivity including actions in South America and Asia, and we will build on this experience to support African research and education networks as together they transform the research environment in Africa. Listers, I've been breaking in my new Safcom IDEOS phone and just found that I can't download/install Skype on it, due to Safcom blocking it! I understand they don't want to lose voice revenue to Skype (now Microsoft apparently), but won't they make money on the data charges if I am passing VOIP packets across their network? Anyway, I think it rude that they sell me "Internet access", but then don't give me access to the full internet!! Has anybody gotten around this restriction by using another providers SIM? During a hearing before Judiciary’s Intellectual Property, Competition, and the Internet Subcommittee, the Internet Corporation for Assigned Names and Numbers (better known as ICANN) said its proposal would pave the way for hundreds or even thousands of additional suffixes, resulting in more choices and innovation. But critics suggest that ICANN, a non-profit based in California, would reap a financial windfall at the expense of companies and non-profits that would be forced to “defensively” register their websites with the new suffixes to protect their trademarks. “I would ask that we balance the costs and benefits of this proposal before a final decision is made to go forward,” said Subcommittee Chairman *Bob Goodlatte*, R-Va., who joined members from both parties in urging ICANN to delay final implementation until concerns about trademark infringement, identity theft, and increased business sector costs can be adequately resolved. While he doesn’t oppose a limited expansion of Internet suffixes, the specifics of ICANN’s approach are troubling to him, he said.** With Goodlatte and other hearing participants projecting that ICANN could earn tens of millions of dollars in additional fees, Rep. *Maxine Waters*, D-Calif., asked: “Where will all this new money end up?*”* Kurt Pritz, senior VP of stakeholder relations at ICANN, said strong safeguards would be in place to protect trademarks, including the ability of parties to object to the adoption of new suffixes. He said ICANN would constantly evolve its plan in an effort to respond to concerns that might arise. But Goodlatte challenged him on those points, noting that ICANN has not taken any preemptive steps to ensure that “legitimate businesses” and non-profits such as the Red Cross and the U.S. Olympic Committee would not be victimized as a result of the changes. Trademark holders are worried about a flood of knock-off sites designed to confuse consumers. For example, Coca Cola could have headaches if someone were to register “Coca-Cola,” with the suffix .soda, to create a new address, www.Coca-Cola.soda <http://www.coca-cola.soda/>, not affiliated with the company. Echoing Goodlatte’s concerns was ranking member *John Conyers*, D-Mich., who said: “I’m worried that the benefits will not outweigh the concerns raised by stakeholders." @Andrea, in a sense it would be "nice to know" - nice to know to avoid Ngong Road at 6pm because of errant cops....nice to know that I just need abt half a mil to get a murder charge dropped :-) No but seriously....even if there is no action...at least there will be growing indications of how big the problem is....and if Kenyans can be sensitised about this...then the action can start with them...to avoid the pitfalls, to start taking pictures and recordings knowing that there IS a place to take this - even if KACC or the police do nothing, it puts to shame those doing it. @Norman - that site, yes, based on Ushahidi - but the premise I think was wrong and its mainly traffic and road related. And most of the info it collects is overt (except the police bribes) - the rest of the issues we either know about or are not really measurably relevant (eg reckless driving can be on a short stretch of Mpaka Road (electric avenue) at 3am...or it can be from Kangemi all the way to Westlands by a bus... - how does knowing that help? With corruption, its an unseen evil and most times fixed to certain places. Shared Services Masterplan Finalized

Listers The Kenya ICT Board would like to announce the finalization and handover of the Shared Services Masterplan for government of Kenya. Indeed Ministry of Finance has already commenced the re-engineering and redeployment of the Integrated Financial Management System (IFMIS). The 6 volume masterplana documents were handed over to PS Ndemo, Permanent Secretary Ministry of Information and Communications and Sam Mwale, Principal Administrative Secretary Cabinet Office, by Accenture's Jessica Long and Victor Kyalo Director of Infrastructure and Projects Kenya ICT Board. The handover took place in the presence of a private and public sector guests at Panafaric Hotel on May 3rd 2011. The lead consultants Accenture Development Partners have worked with the Kenya ICT Board, and Egovernment Directorate for over a year on this project. The eventual aim is to create a world class government back-end system for Human Resources, Financial Management, IT Collaboration and email. Directorate of egovernment and the respective shared services agencies now move into the execution phase. I'm shocked to learn from the report that after Government trained policemen for 4 months in the US to set up a cybercrime unit within CID, nothing has taken off and the same "well trained staff" have been redeployed elsewhere! when we all know that current and future crime will take place in cyberspace....are we going forward as a country? Dear all This is a reminder that the International Development Research Centre (IDRC) is calling for short two-page project write-ups from initiatives in Africa, LAC and Asia dealing with climate change, ICTs and water. These will be collated into a publication to accompany research in those three regions. Three of the authors of the case studies will be invited to a workshop in South Africa in July. KRA & Postal

Hi, Yesterday I went to the post office to clear a parcel that had been sent from the US, after inspection by the KRA officer the charges due to KRA where calculated at Kes. 1,130/-. I promptly dipped into my pocket and retrieved the cash but alas I was informed that payment could only be made at a Co-Op or National Bank branch. Well, off I went to the bank, cutting a short story shorter one and a half hours later I was back at the post office to collect the parcel. What is so difficult with KRA having the cash collected at the post office or even better why can't they make it possible for one to pay them using mobile money? This seems a lot like another of those salient schemes to have politically correct organisations make money at the expense of convenience. If KPLC and many other organisations are comfortable with Postal collecting cash for them why does KRA not have the same level of confidence. I hope someone out there will forward my sentiments to the powers that be to resolve this issue. Liko, this might be a good opportunity for PesaPal to expand its reach. Hi, I was reading through the CIO May issue and came across and interesting article on the roll out of metro fibre optic cable in South Africa. i3 Africa is rolling out their national fibre optic cable through the sewerage system, this should increase the cost of hiring vandals to sabotage the competitors network, this could be a new revenue stream for our local authorities.
