Hi, We need to be clear about the obligations of PCK in relation to levelling the various divides of which banking and money transfer is one. The mandate for PCK to provide universal mail delivery across the country needs to be extended to all other areas, imagine if every district or town had to take the initiative to have PCK extend its services to the particular location then definitely we would disenfranchise the majority of Kenyans. Note that as a result of the universality of PCK a letter is delivered to Mandera at the same price as to Kiambu from Mombasa or Kendu Bay, if this is the situation why should the YuCash person in Port Victory need to travel to Kisumu for service yet the Airtel Money fellow receives his services from Port Victory yet all are tax payers who support the PCK infrastructure. All money transfer organisations must as a requirement of their license be mandated to provide their services through PCK same with sale of airtime. Devolution goes beyond politics to the equalisation of all basic human needs of which I believe mobile money transfer is one. I am not propagating for the introduction of new laws or mandates just the application of the existing ones to the letter, the universal access fund is there to serve the cause I am advancing. Let me reiterate yet again as I have done in previous contributions that we need to accept the fact that Nairobi is not Kenya and that government is still relevant new constitution or old. Airtel (just like banks are doing) may have discussed possibilities for partnership with PCK and agreed. Mpesa and YuCash may not have sought out PCK and hence you may not pin PCK down on this one. There is however a business case for PCK to reach out to the telcos for additional revenue streams...especially for Mpesa. My two cents. eHealth experts, DFID has contracted some consultants to design a maternal health programme in Kenya. I am helping them think through the e-health/m-health component of their design. In this regard we are arranging a targeted 1/2 day roundtable meeting with experts, organisations, funders and private sector partners on 24th Nov to discuss: - problems for which e-health and particularly m-health can help find solutions - range of e-health solutions possible, impacts and costs, necessary conditions - potential for Kenya - current policies/strategies on e-health - current initiatives: scale, scope, status, plans, funding and funding gaps - outline of DFID proposed programme (by DFID consultants) - how e-health solutions can be applied to maternal health within our forthcoming programme and other initiatives; areas for potential collaboration I have a few spaces open so if you would be interested in attending this roundtable please do get in touch with me. Alice, It is more complicated than simply picking on the ideological choice. Usually it is how the politics of any state interacts with the economy that an ideology is born. If you recall, in communism, the state controlled the economy. That is how we referred to that as planned economies, that is the politicians decided what to do with state productive resources. Communism died 1989 and burried in Germany. Capitalism however has been more dynamic. Its originators thought that there must be a separation between the economy and politics like we do in Church and State. Thus the development of the private sector. In 1930 recession, Roosevelt slightly changed it by introducing welfare in cases where the resources do not trickle to the bottom. He feared there would a revolt in favour of Communism since it promised equality. In the 80's came Reagan and Thatcher who were basically anti-government and started to deregulate arguing that the businessmen know better. This was a powerful movement and indeed most countries abandoned regulation even on the financial markets. New financial instruments emerged. Instead of asset backed securities we got leveraged securities (means that you take your mortgage and use it as security to get more money). This came down crashing as evidenced by Lehman Brothers. Obama stepped in and changed the history of Capitalism by rescuing the failing banks. We are now in a vacum and the practices that created the problem permiated to our part of the world. We need to maintain a strong regulatory regime otherwise we get into serious problems. We are still going to experience problems since our currency is linked to the fragile Euro. What you will never be told by Europeans is that by embrasing Laissers Faire economics the economic fundermentals were wrong. The Greek people for example started to retire at 50 with good pension. One in three Greeks is a civil servant and the few in Private sector have strong Unions. Essentially they produced nothing to back up their good life and they borrowed to maintain it. As we stand today things are getting worse in Europe. Rating agencies have put France on Notice. Italy if it falls, we shall all suffer. China which has lots of Money keeps on manipulating their currency but if consumption of their goods fall especially in the US, they will suffer. Back to ideology. The Chinese have a modified version of Communism/capitalism. Some thinkers ask if such a model is good. If you go by Maslaw's hierachy of needs, this model will not last. You are going to see people demand for some rights. In Sweden they have a social democracy where the state takes care of social services like education and health care. In this model you are heavily taxed up to 50% of your income. So if Africa were to find a quick solution to fast tracking development, we need to adopt one of the Newly Industrialized economies of Asia but we must give up some rights. Singapore and Korea had benevolent dictators. If you understand McGregor's theory of X and Y. Africa falls in the X category for some time. We are attempting to both economic and political reforms at the same time. It has never happened anywhere except india and the reason why India will take longer to be like China or Korea. You now understand that both the state and private sector have failed capitalism. Whatever that emerges Capitalism will never be the same again. This why we need to chart our own way. Be it social democracy or modified capitalism. The politico-economic direction must be understood by those who vote because they provide the corrective mechanism. That is why Kaletsky stated "politicians are corrupt, banks are greedy, businessmen are incompetent and voters are stupid". We therefore need an ideology. Imagine if God dropped $100 trillion in Kenya. Shall we become developed? The answer is NO. Sometimes back while at the University we got a pay rise back dated to one year before. I was Chairman of Department then. The University was deserted. Most of my colleagues went to drink and forgot to teach. Most were suddenly generous and others became arrogant. This lasted only as long as the resource lasted. These were PhDs behaving this way. What will happen with the ordinary citizen. I still ask my self: Can we leapfrog in Development? Another long delay to implementing some of the very good provisions of the KCA amendment act. ----------------------- Bid to cancel broadcast licences halted By PAUL JUMA pjuma(a)ke.nationmedia.comPosted Monday, November 14 2011 at 22:30 The government has been blocked from cancelling broadcast licences or interfering with frequencies pending determination of a case by media owners. The High Court on Monday granted the interim injunction after the Media Owners Association (MOA) filed an application and a constitutional petition against the government. (Read: Kenyan broadcasters have only days to apply for new licences) Following the order, the Communications Commission of Kenya (CCK) cannot cancel, suspend, restrict or interfere with media licences, frequencies, broadcasting spectrums and services before determination of MOA's suit. The court also set the matter for a hearing on Wednesday and directed the MOA to serve the Attorney General, the CCK and the Ministry of Information. The three are the respondents in the application. The media owners sprung into action after the government issued a press release last Thursday warning that no entity would be allowed to broadcast without a licence, beginning Wednesday. A day later, CCK issued a further public notice that it would repossess some frequencies currently being held by the media owners. The MOA argues that action by CCK is unlawful and unreasonable. Repossess frequencies According to the MOA lawyer, Mr Issa Mansur, the CCK had threatened to repossess the frequencies before discussions, on the implementation of the Constitution and establishment of an Independent Broadcasting Authority, were conducted. Share This Story Share MOA chairman Samuel Kamau Macharia, in a statement to court, also accuses the CCK of issuing the notice when media owners and the Attorney General were still consulting on draft Bills to implement Article 34 of the Constitution. Article 34 guarantees the freedom of the media. It also provides that Parliament shall enact a law creating an independent body to set media standards and monitor compliance with those standards. The MOA says that it had met the Attorney General, on October 17, and discussed those provisions. They were still waiting for another meeting, to be convened by the AG to discuss the draft Bills, when the CCK placed the notice of cancellation of licenses, Mr Macharia says. Any action by CCK at this stage would be unlawful and unreasonable, he has told the court. The MOA argues that the Ministry of Information has the constitutional mandate of ensuring that the government's Media and Broadcasting policies are in accord with the Constitution. The ministry's mandate is also to ensure that the Government does not overstep its mandate in regulation of media and broadcasting services. The MOA's constitutional petition is seeking some declarations and interpretation of Article 34. The association wants the court to declare that the two notices by the CCK are null and void. It also wants the court to declare that media freedom under Article 34 have been infringed and threatened. The MOA is also seeking a declaration that the Article envisages an Independent Broadcasting Authority free from government, political interests and commercial interests. THREATS TO JOURNALISTS AND NEWS SOURCES OVER KTN EXPOSE by Kenya National Commision on Human Rights on Monday, November 14, 2011 Over the last few days, the Kenya Television Network (KTN) has run a series titled “Paruwanja ya Mihadarati” on the cocaine haul of 2004 and deaths deemed to be related to it. Since the series was broadcast, it has come to the attention of KNCHR that the two journalists who produced the story, Mohamed Ali and Dennis Onsarigo, and some of their sources have expressed fear for their lives. Similar concerns have been received from the public who watched the series. Subsequently, the police spokesman, Mr Eric Kiraithe, issued a statement in which he termed the exposé a falsehood. KNCHR and Article 19 would like to state the following: Articles 33, 34 and 35 of the Constitution guarantee freedom of expression, freedom of the media, and access to information. Any attempts to water down the constitutional guarantees on these freedoms must be condemned, resisted and opposed by all law-abiding citizens and organisations. Any threats to journalists (or their sources) in the course of their legitimate activities are illegal, criminal and tantamount to clawing back on the progress made to secure fundamental freedoms in the new constitutional dispensation. When MPs raised concerns over the KTN exposé in Parliament last week, the Assistant Minister for Internal Security and Provincial Administration, Mr Orwa Ojode, responded by saying a team had been set up to investigate the handling of the 2004 cocaine haul, its storage and disposal. It is unclear what the composition of the team is, the terms of reference, its deadline, or to whom it will give their report. For credibility, these must be clarified. The predicament of the KTN journalists and their sources raises related concerns about witness protection. The media’s watchdog role is critical for public access to information that would otherwise be impossible to get. Information thus obtained enables the public to better participate in national development and to hold leaders and institutions accountable. The role of the media in enriching public discourse must not be frustrated or sacrificed at the altar of narrow personal interests. The drug menace at the Coast (and indeed other parts of the country) remains a challenge to law enforcement officers, the provincial administration, and other institutions like NACADA. Concerted efforts must be put in place to stop drug trafficking, drug abuse and related vices to protect the youth from harm and danger. Finally, we welcome the signing of the Independent Policing Oversight Bill which now becomes the Independent Policing Oversight Act. The Act, signed by President Kibaki last Friday, provides for greater public participation in the work of the police than before. It is hoped that the implementation of the Act will enhance trust, accountability and transparency, potentially reducing suspicion between the police and the public whom they serve and from whose taxes the police are paid. The organization plans to drop the touchscreen computers from helicopters near remote villages in developing countries. The devices will then be abandoned and left for the villagers to find, distribute, support, and use on their own. OLPC founder Nicholas Negroponte is optimistic that the portable devices—which will be stocked with electronic books—will empower children to learn to read without any external support or instruction. The strange scheme reflects the OLPC project’s roots in constructivist education theory, which emphasizes self-directed learning. The OLPC project was originally founded to produce low-cost education-focused laptops for children. The organization planned to sell the devices in bulk to governments in developing countries, which would then distribute them in classrooms. The plan was to leverage economy of scale in manufacturing to bring the costs down, making the laptop cheap enough that governments would be able to supply one to every child. Although the ambitious project sold several million laptops, it fell far short of its lofty goals and has been on life support for the past few years. The obvious downside, however, is the sheer improbability that a majority of the dropped devices will ever serve their intended function. All, The Grand Jewel of South Korea economic development is their Education which is comparable to Finland's Schools Success. Education in South Korea is viewed as being crucial for success and competition is consequently very heated and fierce. As Dr Ndemo eluted the success of South Korean government mandated high-speed Internet capacity as a top national mission - and put $60 billion in its budget to make sure it worked. Clyde Prestowitz once said --Some think of South Korea as a developing country - an "Asian tiger" defended by 30,000 U.S. troops and locked in a tense standoff with its counterpart to the North. Back to Korea. ICTs are also deployed along the highways making it easier to go through the toll stations and collecting all the revenues. You can get data from government at every hour. You can for example know the number of children born in a day throughtout the country. There is CCTV practically everywhere. Crime is approaching zero. There is an over supply of affordable public transport via the rail and bus system all clean and on time. If you choose to drive on your own, you are taxed at every new turn you make. The tax from the polluters who cannot use public transport is used to subsidize the energy efficient public tranportation. Every child after high school has to go through the Military thus instilling the discipline required in this competitive world. Because of such discipline, they do everything very fast. We were literaly running behind our hosts to catch up with them. In the Newspapers there is a Bank executive who has committed suicide because he gave questionable loans to friends. He killed himself for shaming his family and that he may not have any friends. My experience here confirms much of what we have been saying in this forum. Please also check out the last mile solutions. As I have always told you, I think government should build the fiber to the home with an allocation from the national budget the same way we allocate money for roads. Private sector can't do it and where they do, they will charge an arm and a leg to "recoup investments." They key lesson to be learnt also from those observations is productivity per capita. Kenyans are hard workers but we have inefficient production systems. The amount a Chinese or Korean worker produces in an hour is probably what a Kenyan worker will take a day or two to produce. We must think of ways of improving productivity. Manual labourers must not be allowed to hold this economy hostage with their abysmal production levels and loud, unreasonable politics. If you haven't guessed by now which manual labourers I speak of, think Atwoli and his tea pickers who won't allow mechanization at the farms and the dock workers who won't allow efforts to make the Port of Mombasa more efficient. Economic development theories dictate that mechanization takes place to free up manual labourers to move into other economic sectors. We must look seriously at our level of productivity if we are to develop to Korea's level. An upcoming techie / future Kenyan CIO tried to find consulting work in South Africa in and realized how backwards we are in Kenya. He did not possess 80% of the skills they require. In South Africa he would not be a Consultant directly getting jobs from IT Managers. The particular technologies he is now mastering have some pretty heavy hardware requirements most individual consultants in Kenya do not invest in. :)

KICTANET as a Constituency

Hi, A while ago I raised the issue of why we in the technology industry need to become a strong constituency if we are to make a difference and go beyond rhetoric to action. That outburst was brought about by the fact that I was unable to participate in the elections for governor of the ICT Sector at KePSA because I had no supporting organisation as CSK had lapsed in its membership. As a result the late Evelyn Rono had to offer herself for re-election as the governor even though she had wanted to step down so as to concentrate on her activities at the board level of KePSA. Now as I write this, as a sector, we do not have independent representation on the board of KePSA, at the next election to replace Evelyn I and many other independent candidates will not be able to participate as we have no sponsoring organisation. The sector will likely be led by a partisan player from on of the large vendors in the industry thereby leaving us voiceless. After reading an article recently about the Pirate Party, http://en.wikipedia.org/wiki/Pirate_Parties_International, I am re-energised and realise that we can make our presence felt if we have the will to do so as we have the technology to act differently from the traditional politician. I know it is possible as before the censors I participated in the tribeKenya initiative which consisted of less than 20 people yet we got the ministry of planning to change the form and include a category called Kenya for tribe and from the censors results 620,000 homesteads indicated their tribe as Kenya. Assuming each homestead has 5 members that give us a population of 3.1 Million which means we qualify as the 48th County and the 1st to go virtual, which this space. Back to us, do we have what it takes to stand and be counted as we make this great country better for ourselves and the future generations? Regards PS. ETHIOPIA: Government moves to address road-accident toll ADDIS ABABA, 8 November 2011 (IRIN) - Improved access to emergency medical care and compulsory third-party insurance coverage could help to lower Ethiopia's high road-traffic accident death toll, say officials. "At least one person dies out of [every] five car accidents occurring in this country," said Bamlaku Alemayehu, inspector of Ethiopia's National Road Safety Coordination Office. "Most of these victims die due to a lack of proper medical services, such as getting immediate medical assistance on time." At least 70 people die in every 10,000 vehicle accidents annually in Ethiopia, according to government reports; the average fatality rate is 60 per 10,000 vehicles across sub-Saharan African countries, according to the World Health Organization [ http://www.who.int/bulletin/volumes/88/3/09-067512.pdf ]. A study by a member of the Swedish Medical University of Lund, Road Traffic Accidents in Ethiopia: magnitude, causes and possible interventions [ http://www.aracneeditrice.it/pdf/1868.pdf ], published in the Advances in Transportation Studies journal, also suggests the numbers could be "in excess of 100 fatalities per 10,000 vehicles", noting that official statistics are susceptible to under-reporting. As of 2007-2008, Ethiopia had 95 traffic accident fatalities per 10,000 vehicles, states a 2009 UN Economic Commission For Africa report. According to the Lund study, inadequate communication to immediately inform officials and hospital emergency services about traffic accidents in rural areas is a problem, implying "that many accidents and the number of victims cannot be registered". Poor emergency medical services and the absence of compulsory liability insurance laws are among reasons contributing to the high fatality rates, it says, adding that "in the urban areas, although traffic police and hospitals are available, accident victims are usually evacuated by bystanders who [have] neither the necessary skills nor equipment in pre-hospital care. "And many of the victims are underprivileged people and they can neither afford out-of-pocket payments nor do they have health insurance to receive healthcare services, [thus many such casualties] are not reported." A poor road network and limited enforcement of existing traffic laws and the poor condition of vehicles are other factors. Under the National Road Safety Strategy Plan, launched in July 2011, Ethiopia hopes to halve the fatality rate by 2020. The plan will tap into more than 30,000 health extension workers, enabling them to provide first-aid services to accident victims. "These kinds of care-givers could save many lives [lost] as a result of blood loss, since they are living within the community," said Bamlaku. The Ministry of Health is also expected to distribute some 800 ambulances to each Woreda (district), train paramedics and strengthen health facilities at the Woreda level through trained emergency medical service personnel. "At the moment, the consequences of car accidents [are] terrible considering the capacity of the country's medical services," he said. Insurance laws Ethiopia is one of very few countries in the world where third-party liability insurance is not a legal obligation. If and when they become compulsory, such policies will provide compensation for road accident survivors who can neither afford out-of-pocket payments nor health insurance. "It might seem a bit late to start this kind of mechanism compared to other countries but it's better late than never," said Byleyegn Bekele, spokesperson for the Insurance Fund administering the compensation scheme. A mix of revised laws that set a uniform standard in the issuance of driving licences, empower organizations such as the federal transport authorities and impose heftier fines for traffic violations could also help, according to officials. Over half of road traffic accident deaths in Ethiopia involve pedestrians, of whom 20 percent are children younger than 18 years old. Globally, at least 1.2 million people die on the road every year, with low- and middle-income countries accounting for 90 percent of the deaths, despite having only 48 percent of the world's vehicles, according to a WHO [ http://whqlibdoc.who.int/publications/2009/9789241563840_eng.pdf ] global status report on road safety. Nearly half of those killed are pedestrians, motorcyclists, cyclists and passengers in public transport. Ethiopian police records show that between 2003 and 2007, at least 76 percent of fatal accidents were due to driver error, 6 percent due to vehicle defects, 5 percent due to pedestrian error, 2 percent due to road defects and the balance due to other causes. "Unless the present trend is arrested, the social and economic problem of road accidents is bound to become more and more serious as the number of cars increases," warns the National Road Safety Strategic Plan. Road traffic accidents help perpetuate poverty as families struggle with rehabilitation costs or funeral expenses after the loss of breadwinners. The Lund University study noted that the accidents led to "families being deprived or trapped by a cycle of poverty, in a country where there are no social security services". According to the study, pedestrians and passengers of commercial vehicles were the most vulnerable in Ethiopia, whereas in high-income countries accidents mainly involve private vehicles, with the driver being the main occupant injured or killed. What kind of CIO do you want in your County?

Dear Listers, Suspect it is going to take 15-20 years before Kenyan counties become like 60% effective in the utilization of funds. When KES 150 Billion (15% of a KES 1 Trillion budget) is devolved to 47 counties, each county (factoring populations in each) will get at least KES 2.5B per annum. In 5 years this is at least KES 12.5 Billion per county. With 40% (of KES 2.5B = KES 1B) to be lost per annum lost through mismanagement and theft, we MUST legislate / create posts of County Chief Information Officers. The CIO should head a committee of at least 5 people from different "constituencies" in each county to be accountable for the deployment of Information systems and services. A technically literate person / committee responsible to to make sure basic (accounting and project management) reporting systems are in place in each county within 2-3 years. Have looked at hundreds of pages of past US tenders / requirements in the past two weeks regarding Information and Collaboration systems and I am confident we are locally able to deploy the same standards / products. We just need to make sure we keep people who live in technical and ethical darkness out of County IT Committees. In the US, 2007 ICT budgets range from 3% for Government up to 8% (in the finance and education sectors) per anuum http://ocw.mit.edu/courses/sloan-school-of-management/15-571-generating-bus… A good gauge of the quality of an IT Manager/ Director is projects deployed well (enough to CONVENIENTLY provide required business intelligence or transparency) under their watch in the private of public sector. This has more to do with work ethics + practical experience or knowledge / certification.. NOT the outdated academics that are over-emphasized in Kenya. It seems to take a good IT Professional in Kenya, 2-3 years to convince ignorant Business Executives, Organizational Leaders and Public Officials to deploy basic Information Systems. Which kind of companies were contracted under their watch? Were local skills developed and certified in their department / organization? Typically an IT Manager / Director oppressed with very low budgets (or needing a cut in the budget), cannot deliver Quality Network, Computing and Information services. What kind of CIO do you want in your County? :)

I was in Nanyuki over the weekend as I passed the post office a pig red sign caught my attention which got me thinking about the mandate of the Postal Corporation of Kenya as to its services to the populace. In my opinion if PCK is to provide 3rd party money transfer services its has an obligation to offer at least the services of the top 3 and not to only benefit a single entity. The same obligation needs to be enforced in relation to all other government agencies otherwise we shall be disenfranchising the common mwanainchi. Last and not list it is a branding no no to place such a sign so prominently in the front of the post office, the sign is so loud that one would think that the location belonged to the mobile phone company. On appointment that will be one of the things I will rectify during my first, proverbial, 100 days. Contrary to popular belief, ITU's recent statistics @ http://www.itu.int/ITU-D/ict/publications/idi/2011/Material/MIS2011-ExceSum… indicates that ICT services (internet, voice, video) are generally more expensive in Kenya than in our neighbourhood. Specifically, the cost of ICT services as compared to average national incomes is at 30% for .UG, 31% for .TZ and 33% for Kenya. In layman terms, Kenyans have to fork out 33% of their average monthly income if they want to enjoy decent access (e.g. 20hrs of internet) per month. So PS Dr. Ndemo, it looks like before you become President, what are you doing to make sure we catch up and bypass our neighbours as far as pricing of ICT services is concerned? walu. nb: incidentally, we are the ones supplying .UG the bandwidth - so how comes its cheaper in Kampala?

Several deals include backbone transport to Kampala and other major landlocked nodes in that price. Just check what EASSy partners, like WIOCC, and SEACOM are into in their wholesale business. So the big cost element is the access network. In East Africa that is more or less the same as 3G mobile for Internet access but for some services in major cities. The second cost driver, far more expensive per Mb than international connectivity, is the national backbone, but it is (or should be) anyway just a few percent of the total. What is then the economics for 85-90% of the cost, local access, in various countries? Good business or bad business? Provider efficiency? What may drive or prevent competitive pressure? Taxes and license costs? Customer density? (covering sparsely populated areas is a financial disaster for telcos globally). Lots of things to benchmark. ITU statistics not very helpful here. Within 48 hours of losing their electricity, members of the Sustainability Working Group drove to Occupy Boston to collaborate on the design of bicycle-powered generators. The bikes charge batteries that can run for 100 hours, powering the lighting, cell phones, and laptops of protestors. But there is a downside to charging each battery. "It can take up to two hours of uninterrupted pedaling to reach 12.5 volts," said Ben Tevelow, an electrician from Brooklyn. He decided to join the project and put his skills to use when he heard about it in General Assembly. Isabelle Garbani, an artist who came to donate socks and other comfort items for the protest, pedaled tirelessly for 20 minutes before she was relieved by another participant. The Sustainability Working Group, which includes members from MIT Media Lab, Pedal Power, and Time's Up!, has already received donations of bicycles and other basic parts. They are currently seeking funding from the Finance Working Group and the general public in order to buy expensive electrical equipment that will allow them to build more generators. These will be placed around Liberty Square for the groups that need them the most: three bikes will go to the Media tent, to power all the communication around the protest, and others will go to Legal, Press, Finance, and the Library. Across the park, a projection screen rises above the Library, depicting scenes from classic horror films. The protestors, who have been occupying the park for over a month, are preparing for a Halloween movie night. The projectionist fusses with her equipment, blissfully unaware of the team toiling to power the camp just steps away. On Kenyan Languages

Wananchi The subject of language is interesting and matters of language have far-reaching implications. We should debate this on a number of aspects such as (a) expressiveness for effective communication and considering that people tend to think in their first language and translate into the language of communication; (b) the national unity question (TZ is a good example); (c) the cultural content/heritage/history/etc inherent in those language (of course granted that culture is dynamic and static cultures are prescriptions for doom); etc. Our sister business (Nsemia Inc Publishers) has recently collaborated with a number of academic in the subject. is an e-book a book?

Hi, My son's kindle crashed and Amazon sent him a replacement which arrived a few days ago. Fortunately the customs fellow accepted that it is a computer device and therefore did not charge duty and VAT but I still needed to pay 6,000/- that was categorised as GOK charges which interestingly do not apply to books. In my understanding a kindle is a book and therefore it needs to be treated as such otherwise we are shooting ourselves in the leg as we talk about e-books for use in school. Yesterday at the launch of the Safaricom Cloud both Dr. Ndemo and Bob Collimore both emphasised e-book readers but if the cost of shipping in the readers is hindered by taxes all because someone at KRA refuses to move with the times both this visionaries will remain frustrated. Then, add a recession on top of that. A company can quickly find itself in a weak position while it is forced to blend two different labor forces and cultures in order to stay competitive. Worse, mergers often leave a company awash in short-term debt required to finance the transaction. Thus, companies are left trying to simultaneously restructure their finances and a mish-mash of product lines and operations. So is this a good thing? My two cents! Google acquired a whopping 57 companies of various assets through September, according to an SEC filing. With three months left to go in the year, anyone want to guess what else is on the radar? Google (NASDAQ:GOOG) spent more than $1.4 billion to purchase 57 companies of various sizes and persuasions, blasting apart the company's previous record of 48 acquisitions from 2010. The search engine provider revealed in a 10-Q filing with that Securities and Exchange Commission<http://www.sec.gov/Archives/edgar/data/1288776/000119312511282235/d228523d1…> that it paid $941 million in cash for three deals alone. Hi. The technology the Met police has acquired for use in the UK has great benign value in the protection of citizens from serious crime and acts of terrorism. However, the potential for misuse is extremely high even for a country with such established legislation to protect civil liberties. In the event that the GoK's security agencies acquire such technology do we have a legal framework sufficient to ensure the rights of citizens are not violated? Would we even know when such technology is acquired or would it fall under an ambiguous budget line such as 'Technology Hardware'? Safaricom daily bundles

Hi All, Seems the case against a blogger has dampened the activity on the list. That's beside the point, I recently got a SMS about the Safaricom daily data bundle, which to the best of my knowledge I did not subscribe to as I do not use my phone for browsing (actually I have a separate phone for such activities). I assumed that the message was in error so I ignored it just to realise a few days later that the service was being renewed every day so I dialled the request code *544# to unsubscribe from the service just to find that the option does not exist on the menu. I then called 200 for assistance to be told that the item is not on the menu but that I should type "98" to get the option, we expect better from Safaricom can someone please resolve this issue a.s.a.p to prevent some of us from blowing the issue to the required proportions. New US E-PARASITE Act Worrying

By putting out this kind of legislation (especially if it ever passes into law), the US could loose the moral authority to speak against similar legislation being proposed in emerging markets. PROTECT IP Renamed E-PARASITES Act; Would Create The Great Firewall Of Americafrom the *censorship-galore* dept As was unfortunately expected<http://www.techdirt.com/articles/20111025/08343716500/house-trying-to-rush-…>, the House version of PROTECT IP has been released (embedded below) and it's *ridiculously bad*. Despite promises from Rep. Goodlatte, there has been no serious effort to fix the problems of the Senate bill, and it's clear that absolutely no attention was paid to the significant concerns of the tech industry, legal professionals, investors and entrepreneurs. There are no two ways around this simple fact: this is an attempt to build the Great Firewall of America. The bill would require service providers to block access to certain websites, very much contrary to US official positions on censorship and internet freedom, and almost certainly in violation of the First Amendment. Oh, and because PROTECT IP wasn't enough of a misleading and idiotic name, the House has upped the ante. The new bill is called: "the Enforcing and Protecting American Rights Against Sites Intent on Theft and Exploitation Act" or the E-PARASITE Act (though, they also say you can call it the "Stopping Online Piracy Act"). The bill is big, and has a bunch of problems. First off, it *massively* expands the sites that will be covered by the law. The Senate version at least tried to limit the targets of the law (but not the impact of the law) on sites that were "dedicated to infringing activities" with no other significant purposes (already ridiculously broad), the new one just targets "foreign infringing sites" and "has only limited purpose or use other than" infringement. They're also including an "inducement" claim not found elsewhere in US regulations -- and which greatly expands what is meant by inducement. The bill effectively takes what the entertainment industry * wanted* the Supreme Court to say in Grokster (which it did not say) and puts it into US law. In other words, any foreign site declared by the Attorney General to be "inducing" infringement, with a very broad definition of inducing, can now be censored by the US. With no adversarial hearing. Hello, Great Firewall of America. And while defenders of this bill will insist it's only designed to target truly infringing sites, let's just recall a small list of sites and technologies the industry has insisted were all about infringement in the past: the player piano, the radio, the television, the photocopier, the phonograph, cable tv, the vcr, the mp3 player, the DVR, online video hosting sites like YouTube and more. All of these things turned out to be huge boons for the industry. And yet, with a law like this in place, the old industry gets to kill off technologies they don't understand. Scary stuff. And it's not just foreign sites impacted by this law (despite what supporters would have you believe). It appears to expand who would have to take on the entire burdens of enforcing this blacklist -- broadly naming "service providers" as defined in the DMCA. That's significant, because a big part of this bill is to undermine and strip away the safe harbors of the DMCA. The DMCA set up an important balance that gave online service providers freedom from liability if they pulled down content upon notification. This new bill provides a massive and ridiculous burden: allowing the Attorney General to create an internet blacklist that all service providers will need to block access to: *A service provider shall take technically feasible and reasonable measures designed to prevent access by its subscribers located within the United States to the foreign infringing site (or portion thereof) that is subject to the order, including measures designed to prevent the domain name of the foreign infringing site (or portion thereof) from resolving to that domain name’s Internet Protocol address. Such actions shall be taken as expeditiously as possible, but in any case within 5 days after being served with a copy of the order, or within such time as the court may order.* On top of that, the bill says any attempt to get around such blocks can lead to liability. Would this put liability on things like MAFIAAfire? It sure sounds like it: *To ensure compliance with orders issued pursuant to this section, the Attorney General may bring an action for injunctive relief.... against any entity that knowingly and willfully provides or offers to provide a product or service designed or marketed for the circumvention or bypassing of measures described in paragraph (2) and taken in response to a court order issued pursuant to this subsection, to enjoin such entity from interfering with the order by continuing to provide or offer to provide such product or service.* While the text of the bill insists that nothing in it takes away the DMCA's safe harbors, once again this is a claim without the facts to back it up. A large part of the bill is an effective attempt to strip away the DMCA's safe harbors. The only *extraordinarily minor* change against the interests of the entertainment industry is that the bill ever so slightly changes the "private right to action," which allows individual copyright holders to take action under this bill. This was a big problem in the old bill, and the only requirement here is that prior to making use of this private right to action, copyright holders have to provide "notice" to payment processors and ad providers. But then those service providers are expected to take action anyway, or face liability. So all this really does is take the court out of the process, and make it even easier for copyright holders to effectively kill off sites they don't like. Think about this for a second: think how many bogus DMCA takedown notices are sent by copyright holders to take down content they don't like. With this new bill, should it become law, those same copyright holders will be able to cut off advertising and payment processing to such sites. Without court review. And... because this bill wasn't already ridiculously bad enough, it *also* lumps in a House version of the felony streaming bill<http://www.techdirt.com/search.php?q=s.978&eid=&tid=&aid=&searchin=stories> that will make huge swaths of Americans felons for streaming content online. This bill is an abomination and an insult to the Constitution. It's unfortunate that Rep. Lamar Smith thinks this is worth introducing in its current state, and anyone who signs on to co-sponsor is effectively supporting mass censorship of the internet in the US, as well as the criminalization of huge numbers of Americans -- while putting a huge burden on the one part of the economy that actually is creating jobs. Telkom/Orange shoddy/unresponsive service

Dear listers, Our organization invested in fixed wireless lines as part of a recent office move. We have been struggling to have Telkom convert the lines from pre to post paid and despite having paid the requisite fees - Kshs 10,000 per line, we are still struggling to have this done, almost a month later. They claim they have done it but we have protested it has not been done, since we are the users of the services - a contest of sort of their word against ours. All the contacts we have had, have stopped answering our calls and responding to our emails. Is there anyone from Telkom/Orange on list who would care to respond and have this fixed for us? Seems old habits die hard. Joseph

German high court establishes online libel rules Federal Court of Justice The Federal Court of Justice has ruled that foreign companies can be held liable for content that appears on German websites. It has also set out steps online services need to follow when it comes to libel accusations. The German Federal Court of Justice in Karlsruhe ruled on Tuesday that German law applies in an online libel case involving German-language content posted to Blogspot, a blogging service owned by Google. The court also remanded the question of Google's liability with respect to the libel allegations back to the state court in Hamburg. The decision could have wide-reaching implications for online service providers that operate in Germany. The same court last year ruled the American newspaper The New York Times can be sued in Germany over statements on the newspaper's website if there is a strong connection to the country in an article. In late September, the Karlsruhe court, which is the country's highest criminal court, heard a case argued between an anonymous plaintiff and Google. A German man sued Google over a Blogspot blog entry claiming that he used a business credit card to pay for "sex club bills." The blog was generally about life on the Spanish island of Mallorca, where the plaintiff resided. "Google is pleased that the decision from the Federal Court specified the standards [of] how hosting providers deal with future complaints," wrote Arnd Haller, Google's general counsel for Germany, in a German-language statement sent to Deutsche Welle by e-mail. "The court has confirmed that neutral services like Google are not obligated to pre-check the legality of content stored with a hosting service. There is also not an obligation on the part of Google to be 'on call' for people who feel their rights have been infringed upon to remove statements of fact. In this regard, Google was concerned that such an obligation would be dangerous to freedom of expression and information on the Internet." Hi Was hoping someone might be able to help. As some of you on the Kictanet mailing list may know, I am a PhD student at the University of Leeds doing my thesis on the Role of the media in ICT and communications policy processes in Kenya. The problem is that having travelled to Kenya last year, I now realise that I need to conduct further content analysis of The Standard newspaper. While I was there I was able to search through their archive for the dates I had selecteed (2008 and 2009), but now am hoping to search through the archive for 2007 without travelling to Kenya! Does anyone know of any UK based organisations that may keep such an archive? I have tried all the UK libraries, but none of them keep the archive for that year, so am hoping that you might know of another organisation which would keep such copies that I could search through. However, very briefly, let us appreciate that knoledge goes from data to information, then to records, then to knowledge and in some cases to wisdom. Standards for records management are key to ensuring people DON'T keep records in whatever format they wish!!! What constitutes international best practice standards for records keeping? Does Kenya have this in place? What are the gaps? If Wamukoya and his team could point out the main gaps for the case of Kenya - we can then begin to make progress towards rectifying the situation. I agree with Harry for suggesting a structure face to face with clear action plan for moving forward to correct the problems. Gaitho, "proactive disclosure" may be the way to go for some of these important pieces of information - that may not be classified as "in the interest of national security". For e.g. Canada has proactive disclosure on 1) the travel and hospitality expenses of senior government officials and the legislation requires that these are published on the websites of the corporations; 2) contracts entered into by the Government for amounts over $10,000 (with only limited exceptions such as national security); 3) position reclassifications etc etc. According to Lit, the main areas to consider when dealing with FOI include: * FOI response process/system * Costs of compliance * Time spent processing requests and backlogs * FOI training and awareness for public authorities * Senior management's role * Recordkeeping as key to FOI's success Records management again is KEY! I need to verify what KPLC or City Council bill me. I need to compare what my physician charges me. I need the hospital to itemise their billing. This is where we shall have a problem since most of these organization have no idea what the impact of access to information is all a bout. Soon on open data we post school performaces and qualification of teachers. This will help provide better analtics on why some schools or students perform better than others. We simply have to have all the information in digital format. It will be easier to manage the databases and create more software development jobs. Friends Standards that allow data interchange should be a core component of this discussion. On freedom of information and how it is applied in the western world, the basis is that citizens have right of access to information, especially information used to reach decisions that impact the citizenry. It is rooted in the need for transparency and used as a weapon against those that may take advantage of their positions for the benefits of specific interests. Indeed, implied in this is inherent suspicion of government that can become wayward (Nixon in the white house or rogue experiments like Tuskegee, etc) and hence should be held in check. While confidentiality of information is a necessity, especially in matters of national security, courts in the west have been used to strike the balance between a right to know and national interest/security/privacy/etc. One last comment: I read recently an article where the author talks of about factors that would have a competitive edge in the future for nations. The author's conclusion (I cannot find it now) is that those that are able to transform data to knowledge which then informs decisions will be ahead. We have yet to see the commoditization of knowledge as (say) manufacturing and I am not sure we will ever get there; and for reasons that what we infer from a data set is purely based on our own prior knowledge, and the filters we apply to the data. We are on the right cause when we challenge policy and decision makers to ground their work in knowledge derived from experiences and realities. Personally I would need more data or information from utilities. Here we shall need for example smart grid so that I can understand my energy consumption. I need to verify what KPLC or City Council bill me. I need to compare what my physician charges me. I need the hospital to itemise their billing. This is where we shall have a problem since most of these organization have no idea what the impact of access to information is all a bout. Soon on open data we post school performaces and qualification of teachers. This will help provide better analtics on why some schools or students perform better than others. We simply have to have all the information in digital format. It will be easier to manage the databases and create more software development jobs. Digital records are easier to manage, search and greater sharing of information. Ndemo.

Kenyan Diaspora Conference - a mini report

I had sought some input from the list on what I would raise in my panel whose focus was on the state of ICT in Kenya and associated opportunities of the Diaspora. It was full house given we had 5 people to share one hour, we didn't do much justice to the presenters. We have sent feedback to the organizers (the Kenyan Embassy in Washington DC) to better structure such events in the future. Indeed, it is unfair for people to travel across the Atlantic prepared to speak for one+ hours only to get 5 mins, exactly what happened in all sessions. This conference was, realistically a 4~5 day affair. That said, the event was attended by more than 500 people with close to 200 turned away because of failure to register in time. (And contrary to media reports, President Obama wasn't in the invited list; the embassy had requested presence of the First Lady but her calendar was fully booked, a matter she communicated in time.) The conference was a great networking event; and the energy in the place was palpable! The attendance was higher than we have come to expect of Kenyan conferences and expectations were even higher. Sessions (plenary and breakout) were packed as attendees sought information, ideas, issues, etc on how to get engaged in the country's affairs. And the speakers did superbly. Vision 2030 was at the centre of the presentation and director, Mugo Kibati gave a good update on where the process is at the moment. I must say that many in the Diaspora weren't even aware of such projects as Konza City, the Northern Corridor infrastructure project, the Urban Commuter Rail project in Greater Nairobi, and more. There were update on the reform process, dual citizenship, national integration, and more. Discussions also centred on collaboration (business, academia, etc) between the Diaspora and going beyond remittances (estimated to be $1.7 billion last year) and some companies, notably CIS offering products targeted at the Diaspora market. The scope of companies presenting ranged from ICT, financing, and more. We also had a chance to honour the late Wangari Maathai (RIP); the tributes were moving and if only dead people could speak, she would choose to stay alive and enjoy the glory and adoration accorded her. We heard of success cases spearheaded by the Diaspora, e.g.. the gentleman that influenced GE to locate its headquarters in Nairobi. As indicated, I chaired the ICT panel where, among others Eunice Kariuki represented the ICT Board. Despite time constraints she gave a superb report on what is happening in this sphere and especially the exciting Konza City! (Here presentation is attached). Of interest from the same panel is a presentation (also attached) by Akumu of Intelsat on use of vsat technology to penetrate rural Kenya. In my opening remarks I talked about the $196 billion "unclaimed" BPO market, really a tip of the iceberg of the size of the market, which is approx $500 billion. I have also seen reports that the Kenyan ICT market is approx $700 million annually! And my challenge was to the Diaspora to help ensure this duly benefits the nation. And they can contribute as investors, managers (given all the skills they have acquired), researchers and more. I also cited challenges with our Kenyan market: corruption (the cost of doing business?), infrastructure (remember those traffic jams), unreliable power (what with blackouts), corporate taxes (33%), business registration that takes longer than in many countries, compliance and reporting procedures (too many!); and lengthy dispute resolution. All these act as disincentives to investment and need keen attention from authorities. Finally, my reading is that the Kenyan Renaissance is underway; we position ourselves well and we will take off; we fail to do so and we may not recover. Quality of Tech Support with Kenyan Telcos

Apologies in advance for cross-posting. I'm somehow very appalled at the level of technical support we get from our Telcos. What surprises me is the fact they they have some of the best brains in the market, yet they simply cannot get these brains to address the consumer problems. A simple problem can take you ages to get solved -- unless you go behind the scenes and contact these techies at a personal level. I've come to the point of thinking that either there is too much bureaucracy introduced between the people we talk to (the CSEs) and the engineers who work in the background or the escalation process simply isn't streamlined. The process of getting a solution from the engineers can take ages (to me, a week is ages!). Then again, the Customer-facing teams simply seem to be robots who don't want to try and reason out. Is thinking out of the box not acceptable for CSEs working in these Telcos?? Take one such problem that I'm facing currently with one these Telcos - ORANGE: I bought their much touted 21Mbps modem. The issue at hand is that I need to share the Internet connectivity with other residents of my house via a WiFi router. My router, a D-Link DIR-825, has a USB port that supports a 3G modem. There is one obstacle that I must overcome with the ZTE modem for me to be able to use it with my D-Link router -- I must find a way to disable the virtual CDROM and card reader from the USB stick/modem. The problem is no technician at ORANGE knows how to do this. Probably there is a technician (I have a feeling Orange must have gotten ZTE to train some technicians, or in the daftest form, ZTE must have seconded some techies to Orange!) but it's not possible to reach him/her/them! My router already works with the Safaricom's Huawei E1820, because I was able to go-ogle and find the AT Command to use to disable the virtual CDROM (AT^U2DIAG=0 does the disabling; AT^U2DIAG=1 re-enables it if I need to), which then enabled my router to recognize the USB modem. Fortunately, after installing the drivers on a computer, I really do not require the virtual CDROM interface anymore. I have not been able to find an equivalent command for ZTE-MF192 USB stick and has called Orange Customer Support (Data+Internet) so many times and they simply don't have a clue as to what I am asking for. I'd have thought they are trained to know that some clients are more demanding than others and as such they are allowed to go the extra mile and reason outside the box to help such customers. I am not sure if I am expecting too much, but because I paid money to get this modem, I'd expect Orange to help me in any way that I'd like to use the modem. They still make their money by allowing me to use it. What I don't seem to be able to wrap my head around is why there is no technician at Orange (whether native or Chinese) who can help me with this problem? Aren't we supposed to expect a better quality support from these Telcos than we are getting now?? I started by generalizing on "Telcos". I have only detailed my problem with Orange, but such problems are not exclusive to Orange. Harry The right is worded in a way that guarantees every citizen access to information held by the state - in most cases it is the state that holds certan infromation like on census or statistics. The State has a monopoly in some cases - for example commissions and Inquiries - which historically in Kenya, the state has at times witheld the findings of such commissions. The right extends to getting information held by another person, which is useful for a person to exercise his/her fundamental rights and freedoms. I am sure there are other views out there. Yes, freedom of information simply means the freedom to get certain basic information held by the state, which can enable one to for example bring a case of human rights violation or any other cause. Freedom of expression can mean many things, say freedom to air your ideas, take a stand, artistic creativity--simply freedom to express how you feel. And of course as Washington and Cleophas rightly point out, all these freedoms are subject to limitations and therefore not carte blanche. It was around 2pm and we stay at kikuyu. So we enter our white Toyota NZE which my husband bought a week before at a car yard along Ngong road Nairobi... let me take you back a bit to the day we bought the car... When we bought the car my husband who is so keen on security decided to go and install an alarm to chase away would be thieves. When we were there a man came and introduced himself as mwaura just after we had finalised the deal and advised us instead of putting the alarms we should instead install a tracking device on the vehicle. He further advised us that we should not go to the well established offices that they would charge high prices for the tracking device. We took his number and told him that we would get back to him as he was offering to install a tracking device at only 12,000/= shillings. He even gave us directions to where we can get him at Ngara. We decided to shop other companies to find out the truth and found out they charge 25000/= to 35000/= for the tracking device. We decided that since these companies were expensive we should go for Mwauras tracking devices as they offer more features. My husband called Mwaura the following day and decided to install a tracking device from him although he had no office and i guess no papers to do the work. We reached at Ngara where he installed a tracking device and showed my husband how to track using his phone he even accepted 6000/= as down payment the rest were to pay in 30 days. We were satisfied knowing that our car was safe and knew we had gotten the best bargain....ok back to our story we reached juja farm around 5.30 pm as we had stopped at a club called By pass in for some meat. We started viewing our land interviewing people to know the current value of our land. We were so happy as we had bought the land for 30,000/= in 2002 and now the land was valued at 350,000/=. We hadn't been here for some time so we stayed for some time. As we were viewing other pieces of land in the area my husband told me that some men who passed us looked familiar but we ignored. We finished our business and decided to head back home as it was getting late. We started our journey back home and as we were going thru that dirty road so as to join the high way our car suddenly stopped. We wondered why it happened as it was quarter tank and the car had been serviced. When it stopped my husband opened the bonnet to check what was wrong. On opening the bonnet the car with three men stopped besides us and pointed the gun to my husband. I was about to scream when all over sudden the second man pointed a knife at me. I kept quite and the two men ordered as in the car. One man used his phone to start the car and all of us drove off. I guess someone with the codes stopped the car. At the time i just held my baby close to me as one man was busy molesting me. My husband had been bundled in the boot. We drove for what seemed to be eternity to a secluded place where the thieves stopped. The thieves opened the bonnet and removed a tracking device right in front of my face. It's like they had all the information on the tracking gadget. They stripped us and one of the thugs tied us together and they went with our baby. This was after they raped me for a few minutes. We were left there for some time .my husband was unconscious by then as they had beaten him. We stayed there the whole night and in the morning a passerby rescued us. We were rushed to thika district hospital after which we ended up in Kenyatta as my husband had major injuries. I was the first to be discharged and started looking for our baby. Fortunately we found her at a police station abandoned having been brought by a Good Samaritan. My husband was discharged two weeks later, we are now recuperating. We went to the police station and on trying to reach mwaura his mteja all this time we have never found our car despite reporting to the police. The investigation are ongoing and cant divulge a lot of info now but What i have been told is that there is a cartel of thugs installing tracking devices in ngara and hurlingam, ngong road e.t.c. . What i can't understand is who is licensing people to start tracking as the other day my friend told me a colleague where she work buys tracking devices and install in people cars. I thought this is a security issue and the government should vet tracking companies. I was told they are supposed to be vetted by cck but who goes around checking. MWAURAS COMPANY WAS CALLED SIMBA TRACK does cck know of such a company or any security agency If any tom dick hurry can order units from china and install in our car how safe are we . This is a security issue and should be treated with the seriousness it deserves I BLAME THE GOVERMENT FOR NOT PROTECTING ME . I BLAME THE GOVERMENT FOR RAPING ME AND I BLAME THE GOVERMENT FOR LETTING THUGS DUISGUSE THEMSELF AND STEAL FROM US. Urban farming under irrigation

Hi, Walking in Westlands yesterday I came across an ingenious person who was taping storm water to irrigate his patch of vegetables on the road side. Lead poisoning apart., its an industrious Kenyan. This reminded me of a project in Brazil where the poor living in highrise dwellings where encouraged to put up window ledge planters in which they planted tomatoes utilising the households waste water. The project reduced the the diseases caused by lack of vitamin C. The farming going on on this road side and the one recently publicised in the media in Ruai are a clear sign that Kenyans have the will and the drive all they need is to be enabled. Regards

On the contrary Daktari. I am speaking from experience having taught, and then worked, with editing graduates. It is possible to work very very hard on something you are not sure about, or not comfortable with, and get the same result. I do agree that there are some jobs that if you work very hard and with the right attitude and achieve phenomenal results. However, Daktari it is not the same with editing. I have worked with a very studious young editor but he just did not have an eye for copy-editing as hard as he worked. I finally found the best position for him within the company where he wrote the initial articles (he did a great job by the way though mixed his tenses quite a bit& misused punctuation a lot). MJ had passion for what he did combined with hard work. This young man had the same but he just could not 'sing' (edit) like MJ even with a lot of practice. He tried so hard but he could not be the last eye in the editorial process. In the long run, everyone was happy. There is room for different levels of editors in the editorial process but we have to be careful in the hiring process to get those with the potential/capacity to fit in this process. Listers, Many of us may have missed the front page news in the nation newspapers yesterday given the flurry of activities at the IGF. This idea poses many questions - is this the way to go? What are the implications? etc etc. Coming at the time when Kenya is hosting the IGF begs for a debate and deep reflection as a country. Can we have a public debate on this and inform the draft bill? The public hardly has the opportunity to debate bills that make their way to parliament (despite the new constitution enshrining this as a requirement - or is it a right?). I indeed hope this time it will be different given the over 20 million mobile users in Kenya - they have a stake in this. Look forward to reactions. Edith

On Declining English grammar in our Newsprint

I am wondering whether there isn't a deeper problem of which shoddy editing work is a symptom. Can't we say the same of many other sectors? Dr Ndemo mentioned hiring practices and I wonder whether this isn't practiced almost across the board, including ICT. Our roads crumble almost as soon as they are built; and we have been training engineers since independence. Look at collapsing buildings. At least a misspelled word may not mean life and death. I could name many, many others like these. Yet we tolerate it; we still but newspapers with shoddy language; and the companies make money. What's the incentive for them to improve? Why pay costly editing services when you are making money anyway? And those roads: we still drive along them, mumbling and life goes on; and (indeed) we may even cheer those shoddy workers with loot coming from their short cuts! Kijana wa fulani ametengeneza pesa! As long as consumers tolerate shoddy work, shoddy work will be the order of the day. And the more this happens the lower our standards go! On the contrary Daktari. I am speaking from experience having taught, and then worked, with editing graduates. It is possible to work very very hard on something you are not sure about, or not comfortable with, and get the same result. I do agree that there are some jobs that if you work very hard and with the right attitude and achieve phenomenal results. However, Daktari it is not the same with editing. I have worked with a very studious young editor but he just did not have an eye for copy-editing as hard as he worked. I finally found the best position for him within the company where he wrote the initial articles (he did a great job by the way though mixed his tenses quite a bit& misused punctuation a lot). MJ had passion for what he did combined with hard work. This young man had the same but he just could not 'sing' (edit) like MJ even with a lot of practice. He tried so hard but he could not be the last eye in the editorial process. In the long run, everyone was happy. There is room for different levels of editors in the editorial process but we have to be careful in the hiring process to get those with the potential/capacity to fit in this process.
