These Technologies Are Changing Education. Are You Familiar With Them? What does our ministry of Education or vision 2030 folks doing with Educational reforms in Kenya? Video and Podcasting Resources - One of the most widely adopted internet technologies for use in instructional settings is video streaming. In addition to the ubiquitous YouTube, there are several education-specific video hosting sites, including TeacherTube, EduTube, and SchoolTube. There is an abundance of lectures, how-to videos, and similar materials available on the web. The Khan Academy is one such resource that has garnered a lot of press, but it's just one of many web-based free lecture and tutoring resources available today. Check out "A Dozen Great Free Online Video Lecture Sites" for a wide selection of lecture content, and our Tutoring Category for more tutoring resources. Podcasting has also been used to provide similar offerings of audio materials through popular sites like iTunes U (learn more about Podcasting here). 2. Digital Presentation Tools - There are dozens of tools on the Internet that can be used to create and share presentations. This summer's post, "8 Great Free Digital Presentation Tools For Teachers To Try This Summer" provides a good starter set of tools to try if you wish to learn more about these fun applications. These tools can be used to support classroom teaching or distance learning, and provide engaging ways for students to create and deliver reports and presentations. 3. Collaboration & Brainstorming Tools - This is another wide ranging category, including thought-organizing tools like mindmap and bubbl.us, and collaborative tools like web based interactive whiteboards and Google Documents. There are many collaborative environments on the web, and this category can even include tools like wikis and virtual worlds. Click through to the C & B category to learn even more. 4. Blogs & Blogging - Despite the ongoing growth and popularity of blogging, many educators are still not very familiar with the "blogosphere" and all it has to offer. In addition to the ever expanding body of education focused blog content available for free, educators should also be aware of sites like Blogger and WordPress, where users can quickly and easily create their own blogs for free. To learn more about the many ways in which teachers, students, administrators, and technologists are using blogs, check out last year's series of posts, "Blogging in Education Today". 5. Social Networking Tools - The article "7 Reasons To Leverage Social Networking Tools in the Classroom" makes the case for the many benefits that can come from using social networking tools in a social learning context. Posts about the use of mass media tools like Facebook and Twitter generate a lot of traffic, indicating a high level of interest in these tools. There are also many education-specific social networking tools available today that enable teachers to explore this avenue without having to worry about exposing students to inappropriate content. 6. Lecture Capture - This technology has tremendous potential. One of ways in which lecture capture can change the nature of teaching is by enabling teachers to "flip the classroom". Students can consume lecture content outside of the classroom and use valuable in-class time to reinforce the material covered in the lecture and make sure students are understanding the new content. Student Response Systems & Poll/Survey Tools - Student Response Systems, or "clicker" technology is gaining a lot of traction in educational institutions. One winner of last year's EmergingEdTech contest focused on uses of technology in the classroom demonstrated clear learning outcome improvements while engaging students with this interactive education technology. One the most common uses for clickers is poll taking, which can also be done using a computer or smart phone, utilizing any of the dozens of tools out on the web that do this, like Doodle or Polldaddy. 8. Educational Gaming - The "gamification" of education is another tech trend that is gradually taking hold in educational practices in academic institutions across the world. The 2011 Horizon Report, which provides insights into education technology trends, claims that game-based learning is only 2-3 years from mainstream adoption. While waiting for this technology to mature, there are many educational games available today in the form of online sites like these. 9. Open Educational Resources - OER is a transformational idea that can play an important role in changing the nature, and availability, of educational materials, content, and tools. Click over to "Learning about OER - Open Educational Resources" to discover more about this topic and access a host of resources on the subject. How wonderful would it be if Open Education Resources evolved into the predominant way in which educational resources were delivered? 10. The iPad and other tablet devices - Since the launch of the iPad2, this Apple technology has really taken education by storm. Posts here like, "10 Excellent iPad Applications for Teachers" generate a huge amount of traffic, confirming the tremendous interest level in this platform. We've been learning more about this phenomenon through articles like, "iPads In Education - How's It Going So Far?" and "Using The iPad As A Digital Whiteboard (Plus 4 Cool Free Apps To Try It Out)". Schools across the world are considering uses for the iPad and similar tablet devices, and the market for tablets is really heating up. Another important education technology trend is the exploding use of mobile devices. While this has not been included as it's own category here, it is implicit in several of the technologies above. For example, smart phones and other mobile devices go hand-in-hand with social networking and consumption of video and podcasting resources and lecture capture content. Bw. Mugo, Thanks for taking the time to address the issues raised so far. I would like add my pesa nane on the Vision 2030 Social Pillar which closely ties in with the Millenium Development Goals. From the MTP Report attached for listers, I was shocked to read that the Goal 5 "Improve Maternal Health" is one that is unachievable and actually increased from 414 in 2003 to 488 in 2009? Yet this is one that should be easier to address through education via social media through vehicles such as the digital villages to disseminate information on the importance of maternal health. Programs enlisting churches as partners in spreading the word and most importantly a concerted effort by the GOK in funding clinics that focus on providing healthy supplemental foods and nutrition counseling for pregnant women, new mothers, infants and children especially in rural areas. Numerous studies have shown that pregnant women who participate in similar programs have longer pregnancies leading to fewer premature births; have fewer low birth weight babies; experience fewer fetal and infant deaths since they seek prenatal care earlier in pregnancy and consume more of such key nutrients as iron, protein, calcium and Vitamin C. On Technology and effective use of Govt Finances

Mugo Kibati Welcome to the forum. I want to make one point on ICT and government financial management. And I make this from our informal assessment of how well CDF funds are utilized; my suspicion is that the same practices are pervasive through government. My view is that if we effectively reduced leakage (say to 10%) we can substantially improve delivery. Our estimate (see this article I wrote for one paper) is that, in some places, as much as 70% of CDF money could be leaking, through kickbacks, price inflation, etc. And that by the time audits come around, it is rather late; and, as we all know in Kenya, you can use the same money you stole to subvert justice. ICT can be used for real-time financial management, monitoring approvals, spending and allowing citizens to raise (even anonymously) concerns with spending and corruption. The system would also generate real-time management reports, track trends, determine the ossification of the spending and established priorities; and thus, perhaps, fend off inappropriate, unapproved spending. Indeed, from such information one can even detect fraud patterns and work towards establishing controls to forestall undue losses. PesaPal - A brilliant product

Hi, I believe in giving credit where it is due, PesaPal with its sister product TicketSasa are a sign of the capacity this country has in terms of application development expertise. Safaricom might have invented but PesaPal is innovating, I used the ticketsasa service to handle registrations for a seminar and the flawless nature with which it has been handled is refreshing. Safaricom might want to use the service to handle their domain renewal service. So can developers out there stop lamenting about mpesa not having an API and just implement pesapal, the 3% charge per transaction is lower than the 4% that credit card companies charge establishments. Father Christmas, Saint Nick, or - as he is better known - Santa Claus, is a symbol of the global economy. After all, he is an exporter - he delivers goods (toys) to consumers (children who are good) across the world. For those of you who don't believe it, look more closely at Santa Claus' operation. You will find that Santa's business operation, structure and delivery system follow all the best practices of thriving export businesses. First of all, Santa Claus is a born globalist. He realized long ago that the North Pole has a limited domestic market for toys. He therefore decided to run his business on an international basis. This is an important lesson for many companies in small countries. If you have a limited domestic market, you should think about exporting. Second, like most successful global businesses, Santa Claus is a well-known brand and has built a sustainable export business around this brand while keeping his corporate headquarters in the North Pole. In this way, he maintains a worldwide brand while maintaining the company's roots and strong local identity (which is part of his brand's strength and reputation). This is a good lesson for potential exporters. Third, Santa Claus has maintained a high standard of human resource management. He has a stable, loyal workforce and good industrial relations. In fact, there's never been a strike or lockout at the North Pole. Santa's Little Helpers have been with the company all their careers and have hence built up strong networks and knowledge about the company and its operations. Research shows that long-serving employees are the best knowledge workers, as their experience and social networks make them far more effective to the company than younger workers. Furthermore, good wages and conditions help too. Research also demonstrates that exporting companies on average pay higher wages and provide better conditions and job security than do non-exporters. This helps the company too in terms of skill development and productivity. Fourth, Santa overcomes logistical problems by using intermediaries. He cannot gain all the market knowledge he needs, so he uses proxies (such as parents, grandparents, aunts and uncles) to ascertain the ultimate needs of consumers. He then franchises to reliable local parties to ensure that he goes the "last quarter mile" in satisfying the customer (and therefore avoids the pitfalls that have beset many dotcom companies). Fifth, Santa, like all successful exporters, visits the market on a regular basis and undertakes market research in the lead up to Christmas. He seeks advice about the market (where required) through strategic positioning at shopping centers and by making selective appearances at Christmas parties. This has enabled him to adapt his product to different cultures in countries all over the world. On the big night itself, he uses simple market entry strategies - via the chimney - and responds well to clear market signals (such as Christmas stockings hung over mantlepieces). Finally, like all successful exporters, Santa Claus is flexible and innovative. Like all good exporters, he leads the market in terms of consumer tastes and trends. For instance, Santa knew when wooden toys were making way for plastics and electrical goods. He's always up on all the latest technology. Furthermore, research shows that exporters are very innovative in terms of production methods and business practices. Santa is no exception. When faced with an unusual natural resource (such as a red-nosed reindeer named Rudolph), Santa demonstrated his ability to think outside the box and had Rudolph lead the other reindeers in pulling the sleigh in bad weather. So there you have it: Santa is a long-term, sustainable exporter operating a global business in many different markets. He knows his customer (through direct and indirect mechanisms), knows the importance of his brand and treats his workers and his reindeer well. Cornell Wins Bid for New York City Tech Campus

"Cornell University has been chosen by New York City to build a technology campus on Roosevelt Island with a grant of city-owned land and $100 million. The campus Cornell proposed will occupy 2.1 million square feet, accommodate up to 2,500 students and cost more than $2 billion to build. A $350 million gift from an anonymous donor, the largest in Cornell’s history, will help foot the bill. Other schools that expressed interest in New York City’s tech campus offer include Columbia University, Carnegie Mellon, and a consortium led by New York University and Stanford, which dropped its bid Friday. But Cornell, an anonymous source told The New York Times, has been the school of choice for a while. PRESS RELEASE Listers 21st December 2011 RE: CCK EXTENDS DEADLINE FOR SWITCH OFF OF COUNTERFEIT HANDSETS The deadline for mobile operators to switch off subscribers using counterfeit phones in the country was today extended for a four-month period, effectively giving the affected subscribers reprieve to replace their handsets before they are disconnected. ICT sector regulator, the Communications Commission of Kenya (CCK), today announced the extension of the disconnection deadline from the end of this month to April 30 next year. Acting CCK Director-General Mr. Francis Wangusi said the extension was necessitated by the need to first undertake a consumer awareness campaign and also for the industry to establish a mechanism through which consumers could confirm the status of their mobile devices. The extension will also allow mobile operators to undertake the requisite technical preparations in readiness for disconnecting counterfeit handsets. The extension will provide the affected mobile subscribers with more time to replace their mobile handsets in view of the prevailing hard economic realities in the country. Mr. Wangusi said the industry was exploring the possibility of putting in place a system through which subscribers would be able to interrogate a central database via SMS to verify whether their devices are genuine or not. Regulatory concern over counterfeit handsets stems from the fact that counterfeit devices deny manufacturers of revenue through counterfeit production of their products. In addition, use of counterfeit handsets may expose consumers to safety and health risks as the phones may not meet the approved radiation standards. Further, counterfeit devices typically enter markets via unofficial channels thus denying the government of revenue. According to industry statistics, close to 2.4 million mobile phones in the market are counterfeit, representing 9.39 % of the active mobile devices in the country. The ongoing initiative to rid Kenya of counterfeit mobile phones is driven by CCK in conjunction with industry players, handset manufacturers, and other relevant government agencies including KeBS, Office of the President, Anti-Counterfeit Agency, and the Kenya Revenue Authority. Vice President Kalonzo Musyoka was instrumental in inviting the group to consider investing locally. After the hullabaloo by the leaders of the county where Konza falls at the inception of the project it is positive to notice that they have finally seen the light at the end of the tunnel of which I would like to assure them is not an oncoming train. Dear Listers - Ladies and gentlemen, Good morning, and herein lies an opportunity to take part in shaping what should be a very important vision for this nation. I personally trust that opinion and important suggestions here are of huge value, and that it is not late for the Vision 2030 Team to incorporate some in their blue print, and also that this blue print has inbuilt flexibility to make adjustments as much as it is desirable as we move forward to implement. Dear Mr. Mugo Kibati, Welcome on board, and as a vision for this country, we congratulate the team for being bold. I believe the forum here will focus heavily on the ICT Sub-sector. But, just as the Vision 2030 correctly correlates interdependence between different projects on the map, we will not hesitate to point out that ICT needs the rest as enablers, just as the rest needs it. My first question is, what are the clear bench marks to achieve the stated vision for the country, looking at the project pillars listed? How do we measure and audit achievements to date to ascertain whether this ship is on course..? We have been on the website checking out the Key pillars and the enablers; I note that, under the Macro Enablers section, the project in which we have had keen interest falls under the heading " <http://www.vision2030.go.ke/index.php/projects/details/Macro_enablers/2> Energy Generation of 2300MW and distributed at competitive prices" While the endeavor towards generation of enough power, for adequate, quality, reliable and affordable energy is laudable and ongoing, we urgently need to address the question of "distribution" of the same to go lock-in-step with these valiant efforts. I believe Energy distribution should be listed as a "Macro-Enabler", then this way we can now address the question of the monopolized aspect of it that currently is almost crippling and reducing the project to naught, at the expense of progress in other project areas. No doubt ICT sub-sector will be a huge victim. Left unchecked, a monopolized energy distribution network on which everything else hinges as we go forward, could as well be equated to a "national security disaster-in-awaiting". Can the team review the objectives in this area to focus heavily on this aspect also, and propose, pursue and lobby unrelentingly towards a de-monopolized energy distribution design. Let this nation have the benefit of redundancy in this area. Short of this, we are left at the mercy of the current national distributor. At the very best, it might remain a cog in the wheel of this Vision2030. I would wish to draw the team Vision2030 to the tremendous success that we've all witnessed in the Telecommunication subsector, since liberalization was introduced from around 2002/3 and competitiveness brought about the huge dividends that we now reap. We herald this as one of the greatest turning points in this industry. Let's go that route in the energy subsector. Harry

Postal Corporation - A Disconnect

It was with shock that I read about yet another strike/go slow by Postal Corp. staff but even more shocking was the list of employees, 4,000, still on the payroll of the organisation. Postal Corporation has between 400 and 600 outlets, depending on who is providing the statistic, which means that there should be an average of 6 employees per location excluding the 1,000 staff stationed in Nairobi, Mombasa, Eldoret and Kisumu General Post Offices. Unfortunately when you visit the various post offices around the country and even in Nairobi most of the countered are empty with thick layers of dirt indicating that they have not be used in a long time. When I visited the Post Office in Nanyuki there where only 4 employees yet this is a major station. It is clear that the corporation is carrying a large number of ghost workers and it is time Mr, Atuoli directed his energies at rescuing organisations from such none existent workers who will soon enough cause the demise of the organisation and have genuine workers laid off. With the lack of funds at the corporation to send home the retirees (after the cancelling of the sale of the plot to Airtel), the increase in the retirement age from 55 to 60 and a management that refused to move into the 21st Century the organisation seems doomed. I still strongly believe that with the right team at the top, from the board to the senior management, PCK has the potential to become the pivotal player in the field of agency banking and for those on this list the missing link in ecommerce. Safaricom Product

Hi, Many of you might be wondering what is this device that I need so much to buy data bundles for remotely, I have decided to show it to you. This is a 3G wireless serial to Ethernet converter that we use for monitoring equipment that do not have those nice web browser interfaces such as weather monitoring and vehicle tracking systems. Many of such equipment are situated in remote locations and previously we need to send someone with a laptop to download the data. Safaricom's 3G/GPRS service has sorted out a lot of our issues I am sure they have no idea that there services are used for such a solution. I hope this will make them understand reasons for some of our outbursts when they terminate a service without fully appreciating the effects of such decisions. So long as Safaricom continues to provide such leading edge products I will have less and less need to spend my weekends climbing masts across the country and instead spend that time developing new solutions to run on their network. I noted last week that my issue is being addressed when I bought a new Safaricom dongle and after installation a web page was automatically launched with a new portal, similar to that of Orange/Telkom, http://www.safaricom.com/bundles/ from which one will be able to monitor the bundle details such as as balance as well as to load credit and purchase bundles. The system had a few flaws which I brought to their attention and I note that the issue is being rectified. Once that portal is fully operational I am sure there will be fewer chances of someone arbitrarily turning off the service. Regards

Jane, I concur on a number of issues you raise. It almost feels like those bashing a number of other African leaders are dancing to some Western tune. Why should Kenya media be the ones at the at the forefront of this? We know fighting our own neighbours will affect us directly. His threats of retaliation against the High Court’s arrest order that made Kenya’s executive arm squirm and whimper may go down as Kenya’s biggest diplomatic fiasco. Gen Bashir has been walking around with an arrest warrant on his head for the past five years. He has defied international law and tried to rope the continent’s fading club of dictators to his rebellion against the international criminal justice system. The hapless African Union has been browbeaten into accusing the ICC of being a racist, partisan and quasi-judicial process targeting the continent for humiliation. But those arguments fall flat for lack of alternatives and because their proponents are not credible. Its most vocal advocates have such appalling human rights records at home that nobody will listen to them. To avoid the prospect of the sad ending that his peers in the north have met, Gen Bashir has promptly promised not to seek re-election when his term expires in three years. But with every passing day and peers being routed by popular revolutions, his continued stewardship of the Sudan is even more shaky and untenable. Thanks to regional geopolitical considerations, the world continues to soft-pedal on Gen Bashir. But soon as the fragile Comprehensive Peace Agreement with the newly independent South Sudan is sewn up, he will have little room to rant and terrify pacifist neighbours like Kenya. Mr Bashir needs to ask Mr Laurent Gbagbo, now at The Hague, what happened to him. That Kenya’s ministers of Defence and Foreign Affairs could fly to Khartoum to appease the Sudanese President was a bizarre display of our impotence as a sovereign state. Who between Kenya and Sudan stood to lose the most from a fall-out? Is Kenya the underdog or why is the Kenya government so beholden to Bashir when in fact the world is on Kenya’s side? Bashir could as well go ahead and bar all aircraft from Kenya from landing in Khartoum, expel the Kenyan members of the UN peacekeeping mission in Sudan and all Kenyans studying or working in Sudan. He can withdraw all Sudanese investments and sever all trade ties. Costly as these actions may be, Kenya’s rush to pacify Bashir was astonishing. It had the option of sitting back to let Bashir further isolate himself and provide the impetus required to further push him to account for the dead and suffering thousands of Sudanese. Instead Kenya squandered an opportunity to provide exemplary African leadership in the quest for global justice by recapitulating and thinking small. The government has no business appealing the decision of the court on behalf of Bashir. Kenyan taxpayers money should not be expended to advance injustice or to frustrate the rule of law. President Kibaki and all his ministers are bound by the national values and principles of governance enunciated in Section 10 of our constitution, to wit, all their actions must advance the rule of law and democracy. Kenya need not fret and cower from Bashir’s tantrums because it is not the first time such a diplomatic row has occurred between countries. In February 2009, Uganda’s Red Pepper published a series of articles claiming that President Muammar Gaddafi had exhibited an unusual fondness of Best Kamigisha, then 42-year-old widowed queen of Toro, one of Uganda’s five traditional kingdoms. The paper alleged that the two were romantically involved and the pretty queen had been holidaying in Tripoli, and accompanying Gaddafi on foreign trips as he paid reciprocal visit to Uganda. The tabloid persisted in its love allegations but the government initially left it to the Libyan authorities to act and the ambassador in Kampala sued the rabid tabloid for defamation, demanding $1 billion (Sh89.8 billion) in damages. The government however jumped into the fray after Gaddafi complained to Museveni. The prosecutor moved to charge the editors with criminal defamation of a foreign dignitary with intent to disturb peace and friendship between Uganda and Libya. That intervention was unnecessary in a purely civil matter but Kenya’s actions show it would be inclined to borrow a leaf from Kampala. In another similar incident, a French court indicted nine (military) aides of President Paul Kagame for the 1994 Genocide in November 2006. Kagame characteristically leaped at the French government, cutting off diplomatic ties and recalling his envoy but a deal was soon struck that restored full diplomatic ties with President Sarkozy visiting Rwanda and Kagame reciprocating the gesture last year. That did not deter German Interpol from arresting one of the indicted aides, Rose Kabuye, then Rwanda’s protocol chief against whom warrants had been issued for actions that allegedly triggered the genocide. German police handed her to the French court for trial but she was released after France dropped the charges and undertook to initiate fresh investigations. These incidents only demonstrate that in a democracy, institutions such as courts and the media must be left to perform their function. They must not be interpreted to represent the executive, nor should they mirror the thinking of the political leadership of the day. But that logic is alien to tyrants who believe courts are an extension of the political state and must convey the will of the government of the day. That’s is the case in Sudan where judges, like Kenya of yore, must always second-guess the executive. In that context, one can see the foundation of Bashir’s baseless fury. Baseless because it betrays his lack of understanding of more functional democratic societies like ours. The Kenya constitution clearly stipulates that “the general rules of international law shall form part of the law of Kenya” and further, that “any treaty or convention ratified by Kenya (such as the Rome Statute) shall form part of the law of Kenya law (2)”. The same Constitution also mandates every citizen to defend it (sect 3) and grants any Kenyan, singly or organized as a group, company, civil society or community based organization, the right to institute measures to enforce the constitution in the public interest (Chapter 17). Seeing how the constitution and international law which we have domesticated was being violated, law-abiding citizens organized as the International Commission of Jurists took the initiative of ensuring justice is done for the citizens of Sudan by seeking the arrest of one Omar al Bashir, who happens to be the President of the great African republic of Sudan. High Court Judge Nicholas Ombija obliged. As long as the Court’s order, which according to Wetangula is incapable of obedience, stands, any good intentioned Kenyan can carry out a citizen arrest of Mr Bashir. The government’s paranoid response also raises fundamental questions about our foreign policy. Ideally, diplomatic relations are forged between countries represented by leaders who come and go as Bashir surely will. It is assumed that such leaders are popular (elected) which is not always the case. And as the Libyan example has recently shown, it is the people who are sovereign: the fatal rout of Gaddafi has not deterred Kenya and other African countries from relating with the Libyan people. Bashir’s tyrannical posture only lends credence to the obvious need to democratize the Sudan. Kenya’s rightful policy should be support to the people of Sudan, not necessarily its contested leadership, which Mr Wetangula and the Kenya government have elected to suck up to. It is not the business of the Kenya government to protect suspects wanted for genocide and crimes against humanity. Government officials who took an oath to protect the constitution cannot abdicate that responsibility without inviting sanctions from Kenyans. If the Attorney General and the Minister for Internal Security cannot execute the court order when Gen Bashir ever steps on Kenyan soil, they will be liable for contempt of court proceedings and other measures to remove them from office. It is unfortunate that the government should be speaking out of turn with our new Supreme Law and the reality of the new Kenya. It should tone down its panicky diplomatic rhetoric and refer the matter to the Attorney General to pen a polite notes verbates to el Bashir regretting that there is nothing that can be done about the court order and advice him to turn up at The Hague to clear his name or avoid visiting us. The new Kenyan Constitution is no respecter of persons, even foreign presidents. And that should be our rightful foreign policy — to promote human rights and rule of law globally. Bashir’s warrant of arrest is a standing testimony of the international community’s determination to ensure the rule of law and justice for all. Bashir seized power in a military coup and progressively morphed into a civilian President but he is still a runaway despot. Claims of brutal suppression of the fundamental freedoms of Darfurians and other western Sudanese require due legal process. That is not to say he should be convicted without trial or hanged unfairly. But he must accede to one simple request — appear before the ICC and confront those charges. His streak of defiance and hostility is the stuff of a man scared of justice. Kenya should not acquiesce to his threats and intimidation or bend its laws to shield him from justice. Until the warrants are lifted, Kenya is obligated to arrest and hand him over to the ICC. It cannot hide behind the resolution of the African Union not to cooperate with the ICC because that does not supercede our constitution. Nor should considerations such as the delicate Sudan peace process and our own appointment with the ICC interfere with the rule of law. The government’s cowardly actions are demeaning of our statehood and injurious to our pride as an aspiring democracy and champion of rule of law on the continent. I am very ashamed of my government. eGovernment Coordination in Counties.

With the country set to move into a county government model, I'm wondering whether there's a framework in place (or in development) to ensure that the use of ICT in those governments is harmonized and that e-Government remains coordinated. My concerns are mostly about: 1. The level of autonomy county governments will have in regard to choice of platforms for e-Government. For instance, will they be allowed to choose their own health information system to manage healthcare delivery or disparate systems for the collection and management of local taxes? 2. The likelihood that different county governments may adopt varying standards for data formats, operating systems etc making inter-operability at the Government-to-Government (G2G) level difficult. 3. How the transition will affect human resource capacity to support existing systems such as those electronic medical records systems running in some hospitals and whether there's a way of mitigating the risk of systems with no local (county) support. A chip off the old block!

I would like to be clear that I have no malice or ill intentions towards Safaricom, just that they set very high standards initially and therefore changed the expectations of their clients. All that I am is a creation of Safaricom and when my existence is threatened I have no option other than to scream, yell and kick. With the move of my last remaining domains to Safaricom I have all my eggs in one basket which makes me very edgy when someone threatens to drop the basket. A month ago I gave up on Telkom/Orange/Jambo in as far as their domain and mail hosting services are concerned and decided to move over to Safaricom. The migration was a nightmare, in this case the source of the problem was Safaricom and not the other fellows as would usually be the case. I finally had the migration done after 2 or so weeks and escalating e-mails short of my namesake. A month ago I got a notification for renewal of my domain from KENIC and I proceeded to request Safaricom to send me the procedure, I finally received that today after my domain has been suspended for 1 an entire week. The interesting part being that the person who responded was actually referring to an email I sent 2 months ago concerning the transfer of the domain. The most interesting issue that has go me raving is the following message (classic Telkom/Orange)' ______________ Dear Robert, Please make Transfer payment equivalent to the domain renewal fee in addition to the renewal fee Kindly send us a scanned copy of the receipt for this to be effected. Around the same time last year, or was it the year before, I raised an issue on this list about how Safaricom keeps launching and killing features without notification to those using the service, the bone of contention then was the ability to buy bundles from the credit on one phone to another. The feature was reactivated and worked brilliantly until sometime 3 months ago when I noticed that it was down and I had to use the out of bundle rates for my remote monitoring equipment. It took Safaricom 2 months to actually realise that the service was not working and this only after making me jump through hops with instructions like remove SIM card then stand on one foot as you slide it back in, remove modem then reboot the computer (the device is 100 feet of the ground on a mast), reinstall software (my devices run linux & other proprietary operating systems but I would never mention that to customer service and more recently that my post paid service limit had been exhausted. Over the years we complained about Telkom's (17,000 staff at one point) inefficiency and also the government (500,000 employees) but from the deteriorating service levels from Safaricom (3,500 employees) I believe our problem as members of the "nyele ngumu" race is being incapable of scaling, Safaricom was lean and mean now with its increasing size and staff count as it tries to scale the cracks are starting to show. My advice to Safaricom, please improve on your level of documentation as relates to features and functionalities you decide to bring to market. Your business analysts need a better helicopter (no relation to a certain church) view if you are to reduce the number of half baked products you keep spewing out. Back to the issue at hand, should I expect this feature to be reactivated or not, I need this information by the end of the week so that I know if I am leaving the Safaricom SIM cards plugged in up on the various masts I will be climbing over this long weekend or should I just drop them off? Preventing Land Ownership Fraud by "Crowd-Sourcing" information

Dear Listers, I am not sure if this has been discussed here or better still if it has been implemented somewhere but I will go ahead and talk abt it.... We have a constitution and land laws that are being flouted by corrupt officials entrusted with enforcing them for material gain. For instance if you do a search for a piece of registered land, and you get a search results duly signed and stamped by the registrar of lands at that office then the information there is in binding and should also BIND the government who is the final authority in land governance because the buyer commits his/her funds to a purchase based on the information given at the registry. We have very MANUAL registries where documents are stored in files in a library like setup and the core of those registries is a binder that holds the so called "green cards". One could liken the green card to the primary key in a DB. Due to the physical / manual methods used to change information on these paper documents and the fact that they have to be "physically" accessed, removed, edited and returned, they create a loop-hole for unscrupulous lands officials to change the content thus destroying the written history associated with a parcel of land and consequently depriving the real owners of their property / inheritance. A simple solution would be to digitize the registry .. but as you can imagine there would be a lot of resistance from the Lands officials because that completely takes away their source of corrupt funds. I know it will eventually be digitized BUT what can we do in the interim ... between now and the time that the registries will eventually be digitized ... ? Land does not move... its is people who do the moving... One can never fail to get the history of a piece of land from the surrounding neighbourhood and this is one of the "social" searches that one is advised to do when considering the purchase of a parcel somewhere. So why can't we tap into this free source of information as a way of counter checking the already tampered information which exists in local land registries I was thinking that using the technology available today we could create a free online database or use one of the existing social media sites to create an online "Land Search" resource where everyday ordinary Kenyans can check the "social" status and history of a parcel , correlate it with the information from the registry before making a decision to purchase.. The information from this DB or Social Media site will not be "legally" binding BUT it will raise red flags prevent the fraud considerably given that most land fraud cartels use deception and mis-information of "Government held information" to convince their victims. To populate it, I am thinking in the lines of "crowd-sourcing" this information and if possible tie it in on Google maps just like in www.ushahidi.com. This way , the database can show a piece of land as Red, Amber or Green depending its social history eg, - who initially owned it, - was it inherited properly, - was there a dispute, - are there wives or children who were dis-inherited who might come out of the wood-work after the purchase . Mapping it directly on google maps will alow the would be buyer to do a GPS search of sorts when he or she is "viewing" physically on the ground . This will also prevent the other form of fraud where the victim is shown a parcel which is not the one on the purported papers. There are other uses for such a database .. If YOU owns a piece of land somewhere, you can also flag it as RED to prevent fraudsters selling it with out your knowledge and fleecing an innocent victim out there. Look at it like putting a legal Caution of Caveat Emptor on a registered property etc etc This idea has its CONS .. Malicious relatives, mpango was kando husbands/wives, neighbours etc can stop you from selling or getting a bank loan from your genuine land by flagging it red or mis-informing the public about it. etc Now I am basically a Network / Security guy and I have never written a line of code so I can't tell you how this can be implemented "technically" otherwise it would be online as we speak .... But having seen the destruction peoples dreams and hard earned money in the demolition of structures in Syokimau and Eastleigh .. I can't just sympathize with the victims and stop there ... They were conned yet some were holding "genuine" papers from the government they trusted as the most trusted land ownership authority. I believe that there is something that can be done to prevent it and I am throwing this to the listers to build on and if possible .. IMPLEMENT it.. I am open to contribute wherever I can. PS: Since the framework for Ushahidi.com. already exists, maybe Ory and his team could assist .. karibu ...

This is great local content, taking a humorous look at rural and urban life, and also in local languages too. They seem to have a pretty regular release schedule for the various episodes. Internet "Kadonye" charges

Hi, I am one of the those very fortunate people who rarely buy Internet access by the bandwidth or minute as I enjoy a flat rate unlimited access whether at home or in the office. Today morning I needed to use one of the dongle devices as I needed to work off-site at one of my few clients who do not have dedicated internet access. I loaded airtime on the device and proceeded to purchase a bundle, within 3 minutes of launching my browser (all 12 tabs) I noticed that I had already utilised 1.2 MB @ a rate of Kes. 0.83/- per MB. Note that I was yet to do any useful work as I waited for my desktop to settle. As you might have guessed, by the time I was ready to do some serious income generating work the bundle was over. It is now clear to me why so many of our youth who should be making productive use of the Internet are stuck to using only facebook because the costs for access are either subsidised or free which reduces an entire generation to a single web site. The kadonye economy definitely transcends to technology products at which rate the technology divide is not narrowing any time soon. I assume that the cost of bandwidth is mainly related to the international leg therefore is it possible to have a bundle that allows you unlimited access to local sites. Such a model would encourage the development and hosting of content locally. KENET could set-up peering with educational sites across the world whose access would be treated as local and our students would be able to benefit from the Internet. Please accommodate this rant from an occasional dongle user. LTE & the frequencies debate

I believe most of the issues that came up can be better answered on this list. 1: How will the LTE spectrum be allocated? The media had alot to say some time back. What's valid, whats not? http://allafrica.com/stories/201109060017.html http://www.intomobile.com/2010/11/23/kenya-lte/ (just a few examples I picked out) 2: Is the millitary still using/holding onto the 2.6GHz? 3: Apart from mobile operators, who else is or should be interested in LTE and why? 4: Would someone with this information be open to a seating with us at the IHUB at our next meeting for an open Q&A. 5: How far into the process of freeing up the necessary frequencies are we? I'm sure more questions will come up but for now I believe we are more curious about no:1 because it raises questions like: if a consortium will be formed, how will maintenance and general network management be done? Listers, I have refrained from complaining despite the inflation and heavy rainfall that has caused havoc despite being a blessing when looked from another perspective. This afternoon i drive into a basement parking in one of the cities shopping malls, clearly the guys at the entrance seem to be aware that there is no space but alas i am allowed to drive in and drive around, on realising there is no space i choose to drive out and behold, i am asked to pay? pay for what i enquire?, the attendant calmly tells me that it is is the way the system is configured even though she agrees that since i didn't find a slot i am not supposed to pay, this is the second time i am having issues with www.kaps.co.ke and i hope the two Consumer watchdogs are taking note, this is plain dishonesty why should a consumer pay for a service not rendered even hawkers will tell you kuangalia ni bure (seeing is free), worse still where is this form of injustice configured in your systems? The biggest tragedy in Kenya is not the government, but we as the people. We support systems that do not work, and reward the same. A pal of mine says that she cannot purchase or rent a Penthouse suite in Nairobi - they always seem to leak and have rat infestations. In the US, she could cause such a purchase came with a warranty - point here is that even private sector will do sub standard work - seems to be more of the rule than an exception. As for Kenya Power, I don't know about mots areas, but where I live, a few months back we were guaranteed of a blackout if any form of precipitation happened to take place. Kenya Power did maintenance a few months ago and even in the recent strong rains in Nairobi, we have had power all through. I think blackouts nowadays are mostly maintenance and vandalism in our area. Had also talked to Kenya some people from Kenya Power HQ who informed me that the firm is on schedule to stabilise power supply through various methods including use of underground cables/insulated conductors. This though looks like will take several years to be rolled out within Nairobi. In areas under rural electification in Ukambani, I have seen them use the insulated conductors rather than the familiar bare conductors. Road construction is mostly a sham, with most roads lacking drainage, or having the drainage blocked by construction. Water logging weakens tarmac. On the same point, I am quite suspicious of the quality of Lot 3 of Thika road, by Shengli, someone should check this before its completed and results in a similar situation as the Milimani courts. Back to where I started. In the morning, I saw a matatu at the Tom Mboya Walk (joins Tom Mboya Street to Moi Avenue at the statue). The matatu was picking passengers next to a large City Council sign that read "No picking or dropping of Passengers here". People were boarding the matatu as normal. That is where Kenya's largest problem lies.

I was at JKIA cargo this morning trying to get in some cargo. Ofcourse it is still a nightmare operation but eventually I got some Agent to help out and we sat down at his office to key the data into the Kenya Revenue (Simba System). For some reason, his Microsoft-Explorer was giving him some trouble so I told him to just try the Firefox instead. Believe it or not- the KRA system screamed at him and said "YOU CAN ONLY USE MICROSOFT INTERNET EXPLORER ver 6 AND ABOVE!!!!". What?? Folks, if this is not intimidation, tell me what is. Who in the 21st Century writes software ONLY for one platform? Software today should be read from your Windows/Linux/Android/Mac/etc/ Platforms. It should be accessible from your laptop, smart-phone, dump-phone,tv/etc. Now how comes a critical public system is ONLY accessible through Microsoft platform? I am not against Microsoft - I still use alot of it at a corporate level; HOWEVER, we cannot allow a Publicly Procured system to be tied to a single platform.(review procurement rules). I recall one Lister raising this issue 3years ago and I thought it had been addressed! Either the PS Ndemo + eGovt Sec, Dr. Getao helps us out or we task Steve Mutoro to open a file on this issue. Forcing clearing agents to BUY Microsoft products (when they can use a free one) to clear goods for customers is not a proper way of developing a country. walu.

Things have gotten so scary now that they are not even responding to my emails Consumer issue 1 - I participated in one of the deals and bought tickets for ice skating, they send me confirmation by SMS but when I arrived at Panari to redeem the coupons they insisted that I bring printouts of the coupons. I wonder why send me the coupons details by SMS then still expect me to carry physical coupons. It would be like safaricom sending you a SMS confirming receipt of funds then sending you a cheque to bank by post. We need to either embrace technology wholly as Mama Mboga has or not at all. Consumer issue 2 - More recently I again participated in a deal by Mocality, I must be the sucker for pain, where I bought some glass storage bowls. After the deal closed it took them 3 days to finally deliver them to me but only after 5 phone calls, 10 emails and a post on their website otherwise it would have taken longer. Let us get it clear that e-commerce is commerce and in both cases you need a reliable supply chain system even if what you are supplying is a service. In addition you cannot maintain the brick on mortar mentality when dealing with an online business, in Mocalities case the customer service works from 8:30-4:30 Monday to Friday for both voice and email requests. I am generally an advocate of an industries self regulation but when it fails I will not hesitate to pull out the "sirikali tusaidie" trump card. From what I've seen, some of the sucess of Nokia can be connected to it being closely integrated in the region, not only as a sales force, but in pushing locally for appropriate products, marketing, policy and distribution. This seems particularly important in the mobile sector, given the need to be responsive to increasingly strong competition in the region, particularly from emerging Chinese firms. Nokia never had a huge workforce in Kenya, so I'm guessing this is not related to cost cutting, and as the article says, it seems to grow against the grain of other multinationals who are looking to become more connected locally into the Kenyan and regional market. The 2012 World Conference On International Telecommunications: Another Brewing Storm Over Potential UN Regulation Of The Internet

The International Telecommunication Regulations (ITRs) forms a binding international treaty under the International Telecommunications Unions (ITU)and go back to the early days of the ITU when there were two separate treaties, dealing with telegraph and telephone. The ITRs were adopted, as a single treaty, at the World Administrative Telegraphy and Telephone Conference held in Melbourne, 1988 (WATTC-88). The ITRs can be amended through a World Conference on International Telecommunications (WCIT), and the next amendment is scheduled for 2012. Before then a process of review of the ITRs, which began in 1998 continues. The ITR comprise 10 articles, which deal with definition of international telecommunication services, cooperation between countries and national administrations, safety of life and priority of telecommunications and charging and accounting principles. The adoption of the ITRs since 1988 is often taken as the start of the wider liberalisation process in international telecommuniactions and so a very important process for the ICT sector. The ITU plenipotentiary approved aWorld Conference on International Telecommunications (WCIT) and the Council constituted an expert group (council Resolution 1312) to pursue PP Resolution 146 (Antalya 2006) among others. While its quite a complex legal/political process, (well at least to me) our liberalisation process has led to one of the fastest growing ICT markets and wee therefore need to engage in this process. Ambassador David A Gross and Ethan Lucarelli, Wiley Rein LLP Ambassador David A Gross and Ethan Lucarelli, Wiley Rein LLP Once again, many companies in the telecoms and information and communications technology (ICT) sector are facing the spectre of a United Nations agency (in this case the International Telecommunication Union (ITU)) regulating critically important aspects of the internet as well as substantially expanding its jurisdiction over the telecoms and ICT industries. It is important that telecoms, technology, and ICT lawyers, consultants, and advisers -- both in-house and outside -- carefully monitor the domestic and international preparations by governments leading up to this major international treaty conference as it will potentially have a material impact on companies throughout the entire sector. Specifically, in December 2012, the ITU will be holding a major treaty-writing conference in Dubai that many countries would like to use to significantly expand the jurisdiction and legal authority of the ITU, even potentially giving this United Nations agency greater influence over internet governance as well as major telecoms issues such as accounting rates and termination charges for next-generation networks, data privacy, cybersecurity, international mobile roaming, and equipment specifications. For more than two decades, the story of global economic policy has been one of promoting competition and increasing liberalisation across various industries, especially the telecoms and internet sectors. Today, however, significant government and civil society support is developing for a different policy outlook. Driven largely by the global financial troubles of recent years together with persistent concerns about the implications of the growth of the internet for national economies, social structures and cultures, some governments and others are now actively reconsidering the continuing viability of liberalisation and competition-based policies. The ITU's World Conference on International Telecommunications (WCIT) could signal a shift in the regulatory paradigm on both the international and national levels. At the conference, a major 1988 treaty known as the International Telecommunication Regulations (ITRs) will be renegotiated. Some within the ITU and among its 193 member states would like to see major changes to the treaty, particularly with respect to the internet as well as wireless, IP-based, and next-generation networks, which have historically been mostly free of intrusive economic and other regulation. Stating his belief that a substantial expansion of the scope of treaty is necessary, ITU Secretary-General Hamadoun Touré recently asserted that "[w]e need updated ITRs because without them we risk the collapse of the ICT networks which underpin all communications technologies, including the internet." Other countries, however -- notably, the United States -- believe instead that the WCIT should adopt only minor changes to the ITRs as necessary to modernise the existing provisions of the treaty, and that new provisions and authorities are unnecessary. Because of the ITU's international visibility, decisions made at the conference could signal to both domestic regulators and other international intergovernmental organisations that a move toward more intrusive economic and other regulation is appropriate. It seems fair to say that the decisions made by governments at WCIT will help define the international regulatory environment for the internet and telecoms in the 21st century. THE ITU AND THE INTERNATIONAL TELECOMMUNICATION REGULATIONS The ITU, established more than 100 years ago, is a specialised agency within the United Nations that focuses on telecommunications and ICT. The ITU allocates global radio spectrum and satellite orbits, develops technical standards to promote interconnection and technical interoperability, and works to improve telecommunications access for underserved communities. The ITU has historically disclaimed any authority to regulate domestic telecommunications, clearly recognising in the ITU Constitution the "sovereign right of each state to regulate its telecommunication." While the ITU has a limited scope of regulatory authority over international radio-communication issues, it also adopts recommendations on a wide range of topics and facilitates the adoption of international treaties. ITU recommendations do not have the force of law, but rather set forth suggested regulations and requirements for national regulatory authorities. These recommendations address standardisation, economic and technical issues. By distinction, international treaties are generally binding law for all nations that are signatories to the treaty. The ITRs are a binding 1988 treaty that established important general principles relating to international telecommunications services and transport, interconnection and interoperability of telecommunications facilities, and accounting and settlement of international voice traffic between administrations. While the ITRs provide a general framework for mutual agreements between countries regarding the exchange of telecommunications traffic, the ITRs also allow for private agreements between non-governmental organisations (e.g., telecommunications carriers). This is the typical method for most agreements for the exchange of international traffic today. THE WORLD CONFERENCE ON INTERNATIONAL TELECOMMUNICATIONS Since the ITRs were adopted in 1988, the international telecommunications marketplace has experienced rapid technological change, the development of competitive and liberalised markets, and the privatisation of national telecommunication service providers. As a result, in December 2012, the ITU will host the World Conference on International Telecommunications in Dubai to revise and modernise the treaty for the first time since its adoption. So far, there is no international consensus about the scope of appropriate modifications to the treaty. For some governments, the WCIT presents an opportunity to significantly expand the jurisdiction and role of the ITU into previously unregulated, lightly regulated or domestically regulated aspects of the emerging digital economy. Some of the proposed changes to the ITRs could position the ITU as a supra-national regulator and require signatory nations to enact conforming domestic laws. ITU Secretary-General Touré has asserted that the recent problems in the financial and banking sectors were caused by "inadequate regulation and regulatory supervision" and he has called for the international community to agree to "a framework that will avoid any catastrophe" in the telecoms sector. Participation will be limited to representatives of national governments. However, private sector entities generally have opportunities to help inform the policymaking in advance of the conference, such as through meetings with individual governments, participation in working groups or preparatory meetings, and appearances before international or regional organisations. Many governments allow members of the private sector to be on their national delegations to ITU conferences. PROPOSED CHANGES TO THE ITRS Typically, international telecommunications issues such as international mobile roaming, internet peering, and internet governance are handled today through a combination of negotiated agreements between private parties, bilateral and multilateral trade agreements, and non-governmental technical or civil society organisations. Some countries, however -- particularly within the developing world -- object to the current situation on the grounds that the system does not pay sufficient regard to their economic and other needs, that it disproportionately favours major international telecom and technology companies, and that the United States government has too much direct influence in decision-making. To address these perceived inequities, several new provisions and modifications for the ITRs have been proposed: /Internet management/ Several countries have proposed to move oversight or "control" of aspects of the internet and internet development from the non-governmental multi-stakeholder mechanisms such as ICANN and replace them with the ITU. /Internet charges/ Some governments would also like the ITU to play a greater role in regulating peering, termination charges for data traffic, and other internet-related rate issues to, among other things, potentially lower certain internet backbone costs and to capture for domestic coffers some of the value of international VoIP services entering their countries. /Mandated application of ITU recommendations/ The ITU has issued non-binding recommendations on topics ranging from accounting rates and tariff issues to the construction, installation and protection of telecommunications cables, to the power flux density of wireless transmitters. While these recommendations are only advisory at the moment, some proposals could transform some or all of these recommendations into mandatory treaty provisions with the force of law. /International regulation of roaming/ The ITU currently does not have legal authority to directly regulate either retail or wholesale international mobile roaming rates, but WCIT could expand the ITU's authority over international roaming, especially regarding wholesale rates. /Cybersecurity/ Some countries are seeking to include cybersecurity and cybercrime provisions into this treaty so that the ITU can impose new regulations and establish itself as the organisational home for international cybersecurity policymaking. Included within this could be broad new data privacy, spam, and child protection regulations. /Developing country issues/ Some developing world countries suggest that the ITRs be modified to allow them to charge carriers from the developed world higher rates. In addition, some countries also would like to modify the ITRs to lower the costs for developing world countries when they bargain with commercial carriers for international telecoms and internet services, as well as to ensure "transparency" for retail and wholesale prices and quality of service. These and the other changes proposed in the WCIT preparatory process could greatly expand the scope of the ITRs and grant the ITU substantial new regulatory powers, thereby radically changing the regulatory landscape. The effects of these revisions could affect the fundamental economic structure of the entire ICT sector. For example, making the ITU Recommendations mandatory would effectively supersede established industry practice and domestic regulations with respect to core aspects of equipment design and network operations. Similarly, proposals related to how companies can collect and use customer data, cybersecurity, or child protection would interject an international intergovernmental organisation into the relationship between service providers and their customers. Additionally, the combined effect of the proposals would be to bring under ITU authority the core functions of many established and effective international non-governmental organisations such as IEEE, ISOC, ICANN, and W3C, particularly with respect to the design of systems and infrastructure, the development of protocols, and the management of domain and numbering resources. /Other Proposals for Increased International Regulation of the Internet/ Perhaps even more significant than the specific reform proposals being considered in the run up to the WCIT is what these proposals represent in terms of the broader regulatory paradigm. The outcome of the 2012 WCIT may signal to regulators on both the international and national levels what the appropriate role of government should be in the 21st century regarding the internet and telecoms generally. Governments, particularly in the developing world, could interpret the introduction of new interventionist regulations through the ITRs as signalling that increased regulation of the ICT sectors is appropriate, which could ultimately hinder investment and competition in these markets. Indeed, discussions regarding international internet policymaking are already gaining momentum within the UN and various other international forums. Some of these proposals are more specific than others, and they each have different likelihoods of producing real results, but taken together, they demonstrate the widespread attention these issues are receiving by governments around the world. To illustrate: /India's proposal for a new UN agency/ In late October 2011, India submitted to the UN a proposal for the establishment of a new mechanism for internet-related public policy activities to be called the United Nations Committee for Internet-Related Policies (CIRP). As proposed, the CIRP would oversee the bodies responsible for operational functioning of the internet and global standard setting, as well as crisis management and international public policy matters. /International Convention on Cybercrime/ Russia has long sought UN action regarding cybersecurity and internet-transmitted information. In September 2011, Russia, China, Tajikistan and Uzbekistan submitted to the UN General Assembly a proposal for the adoption of an International Code of Conduct for Information Security. Among other things, this Code would commit signatories to cooperating in "curbing the dissemination of information that incites terrorism, secessionism or extremism or that undermines other countries' political, economic and social stability." /World Technology Policy Forum/ In 2013, the ITU will convene the 5th World Telecommunication/Information and Communication Technology Policy Forum to discuss internet issues related to the ITU's involvement in internet-related public policy. Unlike the WCIT, this Policy Forum will not create binding international treaty documents, and therefore it may be a more comfortable forum for some of these discussions. /London Conference/ In early November 2011, the United Kingdom hosted an international Conference on Cyberspace in London, which emphasised the development of uniform international norms for private and governmental behaviour online. This conference is expected to become an annual forum for policy discussions among high-level ministers and other governmental representatives, with meetings already being planned for the next two years. Despite the broad and dramatic scope of various governmental proposals -- which could affect core aspects of running an ICT, telecoms, or internet-based business -- the WCIT preparatory process is not receiving sufficient attention from most businesses and others. The WCIT could lead to new regulations governing how these businesses are run and how such businesses may interact with their customers, partners, and vendors, as well as how they can innovate and provide new and improved services. Moreover, because of the implicit attacks on established mechanisms of internet governance, the WCIT has the potential to destabilise and politicise standardisation processes and the management of the internet architecture in a way that could also hinder innovation and efficiency. Many national delegations are interested in hearing the concerns of industry and others. Interested companies and other groups should take steps to monitor the conference preparatory processes and should be on the lookout for opportunities to inform and influence the debate. --

Hey Dennis, I think what we can all agree in principle is that we need to do something about this and fast enough. As we all know, it is happening all around us. We have just heard another account of a similar ordeal on this very list. How many go unreported.? And I also suppose the account from Kago below seems miles apart from Adar's, or is it just me? I really think we can get into the business of finding a point of convergence for the various tools we have at our disposal as the ICT fraternity together with other service providers and make a meaningful difference around our Streets, corridors, Roads, Highways, Estates etc by installing these security systems. If all else fails, then please if we know these areas are to be avoided we should announce on big billboards, before anyone else drives/walks up those roads. But this is really defeatist in my view. In fact if you could ask me, I would propose each Camera surveillance sector should be publicly accessible on a web portal, where one can possibly carry out a quick scan around just in case, before driving up that road, possibly also to avoid road snarl ups, trouble spot areas, or any other queer looking activity. Not to mention, security organs will be on the watch and this will act as a deterrence to a lot things. I'm still hoping we can get a comment from the PS, on just how possible it is to bring various stakeholders with Govt. providing leadership to thrash out this issue, and come up with some kind of way forward or action plan.. Let's beef up our community policing effort and build a safer society. Harry

Kuerbis on Wed 23 Nov 2011 10:57 AM EST An international law enforcement action against a large botnet will set an important legal precedent regarding regional Internet IP Address registries. At issue is the extent to which an IP address registries can be used as tools of transnational law enforcement.DNSChanger was a piece of malware that altered the Domain Name System (DNS) settings of computers so that all web page requests coming from those computers would be redirected to nameservers operated by criminals. The illicit DNS nameservers redirected some of their traffic to domains that would generate click-based payments to the perpetrators. DNSChanger is said to have infected about 4 million computers worldwide, and to have generated $14 million in illicit revenues. The Estonia-based group running the scam provoked a complex international, multi-agency investigation, dubbed Operation Ghostclick. The operation culminated in their arrest by Estonian police in early November.Ghostclick was a truly multi-stakeholder, transnational effort in networked governance, involving the U.S. FBI, the U.S. NASA’s Office of Inspector General (OIG), the Estonian Police and Border Guard Board, the National High Tech Crime Unit of the Dutch National Police Agency, Georgia Tech University, Internet Systems Consortium, Mandiant, National Cyber-Forensics and Training Alliance, Neustar, Spamhaus, Team Cymru, Trend Micro, University of Alabama at Birmingham, and members of an ad hoc group of experts known as the DNSChanger Working Group (DCWG).Once the scam had been uncovered and the perps arrested, however, the Ghostclick operation could not simply shut down the nameservers used by the botnet to generate the clickfraud. To do so would have incapacitated millions of innocent users, whose Internet access would cease to function due to a sudden, unexplained inability to resolve domain names. This would have also resulted in a flood of service calls to many hapless ISPs. So the FBI enlisted the Internet Systems Consortium (ISC) to run clean "replacement" nameservers that behaved properly, took over the address blocks used by the botnet's nameservers, and then assigned those address blocks to ISC's nameservers. In order to preserve this arrangement, the FBI needed to require the Regional Internet Registries (RIRs), the institutions who allocate and register Internet Protocol address holdings, to put a hold on the address blocks for several months. To effectuate this hold, as well as other actions, it obtained a Protective Order from a U.S. District Court. Judge William Pauly, who issued the Order, made it very clear that it applied to any and every RIR worldwide.ARIN, the RIR for the North American continent based in Virginia, seems to have cooperated with this U.S.-initiated order without any questions asked, as one might expect from an organization in U.S. jurisdiction. But the European RIR, RIPE-NCC, which is based in Amsterdam, Netherlands, has now sued the two Dutch police units and the Dutch public prosecutor's office over the ruling. RIPE wants a judge to decide whether they had sufficient legal ground to order the "lock" of the registration information. The order was based on a very generic legal provision from the Dutch Police Law that describes the mandate of the police, something like "defend the rule of law and assist those who need it."It has surprised legal experts that the order was based on this generic provision. There seem to be more applicable and specific provisions in the Law on Criminal Procedure. The Dutch Supreme Court has repeatedly struck down orders based on that generic provision in other areas of law enforcement. Only orders that merely implied "a marginal encroachment" on individuals' rights, have been upheld in court. The police will, of course, argue that the "lock" of the registration of the address blocks is indeed only a marginal encroachment of the rights of the defendants and RIPE-NCC.The Dutch order simply states that RIPE-NCC is to comply with the U.S. court order. The latter treats the address blocks as "forfeitable property." So not only did the Order come from a foreign jurisdiction but, ironically, RIPE-NCC, which is run by people who insist that IP addresses are not property, was served with a legal order that seems to classify addresses as property. RIPE-NCC's news release says, "The RIPE NCC is receiving independent legal advice and is in discussion with the appropriate authorities. It is the intention of the RIPE NCC to pursue this matter further in Dutch court to establish a precedent so that it is certain of its rights regarding such orders. In the interest of transparency, the RIPE NCC is working on full disclosure of the background documents. The RIPE NCC will update the community if and when any other publishable materials become available. The RIPE NCC is committed to acting in the best interest of its membership and will continue to inform the Internet community on this matter as it progresses. The RIPE NCC has not withdrawn, removed or reclaimed the address blocks in question; it has temporarily locked a registration of address blocks."Understandably, RIPE-NCC is concerned about the implications of embroiling its address registration functions in policy and governance issues. As IGP warned in a 2008 paper, it is inevitable that RIRs would become the target of those seeking to regulate the Internet, and thus the legal rights concerning forfeitures of address registrations and other types of law enforcement actions must be handled carefully, and with an eye toward due process protections and concern for human rights.The case is especially noteworthy given that it is occurring in the context of the ongoing attempt to add security to routing (i.e., RPKI and S-BGP). In rolling out this security improvement, a major sticking point for RIPE members has been whether the IP address registry issuing the address block certificates could rescind operators' routing rights by revoking the certificate, perhaps at the request of a law enforcement agency in some distant jurisdiction. In other words, the RPKI debate is exactly about the possibility of linking address registries to routing activity. In a future world, where every address allocation had a resource certificate and secure BGP was widely deployed, law enforcement agencies could, in theory, simply go to the RIR, have the certificate revoked so that the routes associated with that resource would no longer validate, and ISPs would not announce or accept them. The decision in the RIPE-NCC litigation may have some bearing on that possibility. Indeed this was a move in the right direction and there is need for sector specific Computer Incidence Response Teams to deal with emerging challenges such as the one listed which threaten to erode the gains we have achieved as a country in so far as e-commerce is concerned. Interesting story. On an aside I miss the good old days when funerals were funerals and NOT political rallies. Today, even we forget the solemness of occasions of mourning and start doing political wrestling. If there were curses to come from the dead, it is time they did. I also miss the good old days of a good political rally, where we listened to rousing inspiring speeches of building a future on the defeat of colonialism. Add the bubbling optimism of a people set on nation building (education for kids, farming to increase produce, buying Kenyan to build Kenya, health care for all, ...) we loved it. Anyone know when funerals turn into political arenas? Daylight Robbery along Southern Bypass - Nairobi

Who knows when they will ever come calling? It is on Wednesday 23rd November 2011, I left office (Ngong Road) with another appointment at 6pm in Nairobi West. To make it in time, I decide that Ngong road is not fast enough and clearly remembers the usability of an alternative "short-cut" route; the Southern Bypass. After all, it is still daytime. As I take my turn into the Southern Bypass, driving towards Langata, everything seems okay. Several on coming cars are seen. Actually the road is busy, many vehicles but nevertheless that is good for security and some great distances are covered pretty fast. One little hill done, then valley, then the next hill is approach, actually now mid way along this route. Suddenly, some vehicle is spotted parked on the right side of the road, doors wide open. I slow down a bit, avoiding to hit onto the doors of the other vehicle. Speed is reduced from an average of 100Km/h to 30 or 40Km/h, and the car is now positioned for the eventual overtaking. Suddenly a youthful Kenyan is spotted doing his nation building duties. He is standing in the middle of the road, about 30 meters away; with a gun in hand; pointing towards the on-coming car. I tries a U-turn on this "loose earth" road, impossible on this narrow road with deep trenches on both sides of the road . 2 gun shots in quick succession are fired towards me; and by now I realizes that the road is narrow and the u-turn cannot work at all. Cornered, un-armed and frightened, I surrenders and obeys. I jumps out of the car and my belly is welcomed flat on the dusty murram road. My feet landing directly on the muddy waterway on the side of the road. Not comfortable, but in situations like this; instincts quickly gathers that you do not complain! My pockets are frisked; the car is run-sacked; everything is taken away. out of curiosity I peep from under the car over the other sides and immediately notices a couple of other private cars (about 5 to 7 in total); occupants (both men women of stature); all sharing in my predicament on the surface of the murram road. I consoles myself that after all, it will be many murders, not just one. Something like this may definitely attract the governments attention to these matters of security. In a couple of minutes, the youth group (approximately 5 in total); invites everybody back to their cars as they dash into the nearby Ngong forest. In fact they shout thank you's to us for having chosen to travel this short-cut road without traffic jams and even encourages us to continue using it in the future. We are reminded that with no resistance, things can never get bloody... Indeed, very nice words for me by now... I collects himself from the ground, dusts off a little bit, but most of the mud is too stubborn. Luckily, the car engine is still running. About 500 meters from the scene, I notices several vehicles; private cars and public vans (buses and matatu's) parked on the road waiting for the ordeal happening just ahead to complete. Of course it is clear that they watched the whole episode. Some by-standers (about 10 to 15) as well are spotted by the road side, watching the episode. As I continue down the road about 2Km from the robbery scene, I spots two cops on patrol. I slow down and pulls over to the attention of the two cops armed to the teeth, each with an AK-47. I narrates the ordeal briefly and the cops asks for a quick ride to reach the scene and follow the gun-trotting youths. After all, I have lost so much; I agree to drive the cops. The car is now a police response vehicle. By now the cops are asking too many questions: How many were they?, did they have guns?, I heard some gun shots, was it there!, roughly how many people/cars were there? How much money did they take from you??? etc. I give rough estimates as we speed towards the scene, now beaming with confidence. After all, I am protected with two AK-47's (most probably loaded). The cops promises to get something back, if not everything, but at least the documents which they are sure will not be useful for these youthful Kenyans doing their part in the nation-building business. After some distance, I pull over and shows the two cops the presumed location of the incident, but they refuses to accept this location and points to some other location some 500 meters ahead. I drives further ahead and actually realizes that I was confused. The cops who were about 2-3 KM away from the scene of the incident knows better...!!! The cops disembark, heads towards the forest and urges him to proceed and report the incident at Karen police station. * The morale of the true story: The Southern Bypass in NOT safe anytime, day or night; with or without the police. Sambaza to your contacts. It is not an interesting thing to experience. Can media highlight such cases publicly on prime time news so that all Nairobians get to know these unsafe places? Julisha National ICT Survey Results released by Kenya ICT Board

The research commissioned by the Kenya ICT Board's monitoring and evaluation team, was a combination of field work and reviews secondary research to establish critical baselines with respect to the ICT Sectotr in Kenya. Indeed this announcement of the proposed study was made is this mailing list a few months ago. Of particular interest to the Kenya ICT Board is that we now have a market size figure of the ICT sector. Kenya's ICT sector, excluding telco revenues, in 2010 sits at USD 740m with 78% hardware, 9% software and 12% services. Compound annual growth rate (CAGR) of 18%. We estimate it to get to USD 1bn by 2013. The results also tracked skills requirements and indicated that Kenya would need another 10,000 odd IT professional in the next 3 years to meet sector needs. 23% of IT professionals are in IT help desk. The greatest skill shortages are in software development and IT project management. We have received many comments, requests and pointers for clarification through phone calls, email, Twitter, Linked in and Facebook already. We welcome comments on the Julisha Survey before we re publish a final report. Most decision makers in ICT will find this a true digest of information. I think @robert it is this monster, vested interests or whatever is causing such issues to come up that is causing us to lag behind in ICT especially governance. Hon. Eng. Okundi is the immediate former Member of Parliament for Rangwe Constituency (2003-2007). During his term in the August House, he was a member of the Parliamentary Committee on Energy, Communications and Public Works. He holds a Master of Science (Msc) in Telecommunications Systems Engineering from the University of Essex and a BSc in Electrical and Telecommunications Engineering from the University of Westminster. Hon. Eng. Okundi is a fellow of the Institution of Engineers of Kenya and the UK, a registered Engineer and a Chartered Electrical Engineer (UK). In recognition of outstanding public service, Hon. Eng. Okundi has been decorated with two state honours: Elder of Burning Spear (EBS) and Head of State Commendation (HSC). Orange - The Giant Steers

Hi, I was was quite elated yesterday when looking at an advertisement by Orange/Telkom for a dual SIM phone offer. Over the past 4 or so years I have been preaching to the management of Orange/telkom that as an underdog they cannot afford to use the tactics of a dominant player in this case the offering of a dual SIM phone. Initially the organisation looked like it was awakening to the reality of their situation when they launched a dual mode GSM/CDMA phone but they lapsed back to their slumber. Now that they are awake, the question is for how long, I believe they can make serious inroads into the mobile market assuming that they only lock on of the SIMs to their network and leave the other one available. (KRA / GOK) 2: legislate instant penalties for overspeeding. (GOK) 3: Charge KRA with the responsibility of enforcing these penalties. Hi Nicholas, Yes you can provide/get Kenyan numbers via SIP. If you are a service provider and are seeking to offer as a services, you will need to buy two things 1. an interconnection gateway to other Service providers on SS7, PRI ISDN, & SIP. With this you can connect to multiple service providers, Orange will connect on SS7 for both the 020 and 077 numbers. Most of the others will connect on PRI (E1's), am told you may get Safaricom on SIP am not sure though. 2. A Telephony application service server (class 5 softswitch) with billing and Voice security Network Border element (NBE) If you are an enterprise/end user and are seeking SIP trunks with Kenyan numbers, I will refer you to our clients MTN Business, they can already provide this. On the subject of Kenyan Languages

Friends, A while back there was debate here on the issue of language, expressiveness and global competitiveness. Kenyan scholars have addressed part of this through a recent publication of Themes in Language, Education & Development in Kenya. A press release announcing the publication is attached. Like yours truly, the authors take the line that when a language dies is like burning down a granary. Indeed, this is the position of UNESCO when they say: “Languages like genetic diversity are essential to all of mankind. If we are to allow languages to become extinct then we are witnesses to cultural genocide. There is value in diversity; the economic health of these people and their communities are connected with how they feel about themselves which is tied to their language and culture. Flourishing communities are wealthy healthy communities …” – Lindsay Robert Marshall talking about, Dozens of Aboriginal languages near death: UNESCO National cohesion can be achieved via other means and language expressiveness can always improve with growth of vocabulary. Finally, on this list we tend to lay greater emphasis on economic development compared to anything else; yet a high GDP doesn't guarantee high quality of life. Countries like Norway with low income gap disparities also have a higher quality of life and are a permanent feature in the UN's Human Development Index (HDI). By David Rowan04 November 11 If you want to become extremely wealthy over the next five years, and you have a basic grasp of technology, here's a no-brainer: move to Africa. Seriously. The internet is only now arriving, and -- with a billion people on the continent still mostly offline -- there exists a once-in-a-lifetime opportunity to build the next Zyngas, eBays and Groupons for a huge untapped local market. You need only look at the map of huge broadband fibreoptic cables currently being laid on both east and west coasts, from Djibouti to Dakar, to understand how quickly and ambitiously an entire continent is being connected. It's like being back in 1995 again, and realising there might just be a market for an online bookshop or auction website. Don't take my word for it: David Cameron is so keen to give British entrepreneurs a foothold that he recently took a high-level delegation of corporate CEOs to Nigeria and South Africa to highlight "one of the greatest economic opportunities on the planet". The trip -- featuring the bosses of firms such as Barclays and Bombardier, Vodafone and Virgin Atlantic -- was hailed by Downing Street as "a historic visit to a continent with a trillion dollar economy and the potential, according to the IMF, to grow faster than Brazil over the next five years". Much of that growth will come from startups that bring the mobile internet to businesses and consumers who have until now been offline. That's why Cameron's team invited along the British founders of red-hot mobile-money business Monitise, a clever text-messaging system called FrontlineSMS -- and your own Digital Life columnist with his trusty notebook. It was, admittedly, a surreal four-day schedule -- taking in South Sudan, Rwanda, Nigeria and South Africa -- that, at the last moment, was squeezed to just two days and two countries (well, there was the small matter of a domestic phone-hacking crisis to distract the PM's attention). But that was long enough to get a sense of the extraordinary opportunities -- at a time when McKinsey and Ernst & Young are forecasting that $150 billion will flow into Africa by 2015, and that consumer spending will reach $1.4 trillion by 2020. No wonder Helios Investment Partners could recently raise a $900 million fund specifically targeting the continent. So where could you make your own tech-based millions? A few obvious markets primed for explosive growth: Mobile moneyWho needs banks if you can use your mobile to send and receive cash? More than a quarter of Kenya's GDP now passes through a phone-to-phone network called M-Pesa, and in Uganda MTN MobileMoney has almost two million users. As Cameron put it in a speech to Lagos Business School, "Today, mobile banking systems mean we can cut out middlemen and make a direct impact on the lives of small farmers who can produce more food, feed their families, sell more food at the market and in turn buy more seed." E-commerceYou don't need a smartphone, let alone a PC, to shop online. The American startup SlimTrader runs a service called MoBiashara, which lets African consumers shop by mobile on basic cellphones. And there are half a billion of those in Africa. Business directoriesThe British startup entrepreneur Stefan Magdalinski -- formerly of UpMyStreet and Moo.com -- moved to Cape Town a couple of years ago to run a bunch of firms for international media group MIH, including a Kenyan business directory, Mocality, that gave many companies their first online presence. Why? Because he wanted to be where the action was. HealthNot only do mobile phones turn into blood-pressure monitors and ultrasound devices that can connect rural communities. They can also detect counterfeit medicines: the startup mPedigree works with pharmaceutical companies to let patients text codes on packs of antimalarials to receive confirmation that they're genuine. Leapfrog techIf a tiny fraction of, say, Zimbabweans have access to the "big" internet, then why not make the internet accessible via SMS on their 2G phones? That's what Econet Wireless Zimbabwe is offering its five million mobile phone subscribers, turning their handsets into virtual smartphones with tech from ForgetMeNot Africa that turns emails and chats into text messages. Now insert your own big idea here, and book your air ticket. Sure, Africa still faces huge hurdles -- in South Africa, 11 million people live below the poverty line, and almost 6 million have HIV; in Nigeria, 110 million out of a population of 158 million live on less than £1 a day. But when one telco alone, Bharti Airtel, recently announced $13 billion in African revenue last year, you know it's time to abandon our traditional assumptions. As Cameron said in Lagos, "Which continent has six of the ten fastest growing economies in the world?... Africa is transforming in a way no-one thought possible 20 years ago…and suddenly a whole new future seems within reach." Why shouldn't you have a profitable role in that future? ‬

Press Releases Bombardier Aerospace to Establish Manufacturing Capability in Morocco November 16, 2011 — Montréal Aerospace Bombardier Aerospace announced today that it has signed a memorandum of understanding (MOU) with the Government of the Kingdom of Morocco for the establishment of a manufacturing facility in Morocco. The exact site location will be announced at a later date. Bombardier Aerospace intends to invest approximately $200 million US in equipment, buildings and start-up costs over the next eight years. Scheduled to be implemented in phases starting in 2012, Bombardier Aerospace’s new Moroccan facility will initially include sub-assembly capabilities for simple structures. The new facility is scheduled to start manufacturing in 2013. Details on the type of components to be manufactured will be finalized in the coming months. By the end of 2020, employment at the Morocco facility is expected to reach 850 skilled and trained workers.
