Hi, Does anyone out there know how I can get in touch with Webhost Kenya - the leading .ke registrar? I registered a domain with them a few days ago which they did and immediately sent me an invoice, I had prepared their cheque just to notice that there is only a P O Box number (and you keep saying postal is dead) on all their correspondents, email sent to the the email address from which the invoice was sent keeps bouncing. At one point I was tempted to actually send the payment via the post office but since I had received a final warning that the registration would be reversed I had to act quickly. In frustration I changed the payment method to mpesa and made the remittance but I am still receiving messages indicating that I have an outstanding bill. And KBC may never be the same again. The Bulletin salutes the workers for their successful strike that ended last week. Folks, that was fantastic!When a wave of strikes swept the country last year, indistinct murmurs of discontent were heard at Broadcasting House on Harry Thuku Road, Nairobi. Nothing unusual. Nobody, not even The Bulletin in its not-so-grey-haired wisdom, thought much of the grumbling.The woeful tale of how the public broadcaster is run like a tea-and-mandazi kiosk in Muthurwa by its managers and other interested elements outside Broadcasting House is common knowledge.The KBC board has often been peopled by characters, currently including a pastor and a former school head, who have no idea what running a public broadcaster is all about.We have had occasion to wonder on these pages how any serious organisation would hire a clown of no known managerial acumen to run about 20 radio stations. And without training in mass media or communication or journalism; whatever you will call it.People have been working at KBC for years without a contract. Morale is always at an “all-time” low. Mystery surrounds hiring and promotions. The corporation pays the bulk of its workers peanuts, while the top guns enjoy good salaries and benefits.Facilities at KBC belong in the last century. Who built those timber prefabs, by the way, and why? Were they not supposed to be temporary?KBC news is still for all intents and purposes controlled by powerful individuals outside the corporation, not the editors.Independent TV producers who sell local programmes to the broadcaster are owed millions of shillings.Things hit rock bottom when the corporation’s immediate former MD and the legal secretary were sacked last year and charged with fraud.But the longsuffering KBC staff surprised everyone. They channelled their grievances to Parliament and even spoke to their media colleagues about their plight. That was exemplary courage, given the very sorry state of industrial organisation in the media sector in Kenya.Media people often waste no time exposing the suffering of workers in other sectors, but not their own. Within the industry, everyone fights for themselves – by talking nicely to the boss, getting oneself a tribal godfather, agreeing to some funny demands, or fleeing to greener pastures elsewhere.At KBC the bosses were alarmed by the turn of events. They tried to contain the situation through manipulation and vague pledges. Around Christmas, with a strike threat looming, the management laid on a huge end-of-year bash to try to mollify restive workers. We reviewed it here.The message from the top guns was the usual baloney: We are family. We greatly value your work. You have put KBC on the national (sorry, world) map. We are human too: We understand your complaints. But you also really ought to be grateful that you have a job at all in these hard times. Things are complicated, but we are going to do something soon…But the workers enjoyed the bash, went home for Christmas and returned unbowed to announce that they would down their tools in a matter of weeks if their grievances were not fully addressed.And that is what happened the other week. Management tried a worm-eaten carrot here and a stick there. The workers stayed put. They paralysed operations at the “leading national broadcaster”.MD Waithaka Waihenya, the former newspaperman who has a passion for fiction writing, had a real crisis on his hands. Workers carried screaming placards and chanted slogans. They spilt the beans on the streets about the ugly skeletons hidden behind that beautiful gate manned by GSU toughies on Harry Thuku Road and announced: ‘the donkey is tired’.The media, as expected, feasted on the strike – with reporters from various media houses pretending they did not have similar problems at their own places of work, or even worse. Anyway, they were doing the story they were assigned.But the Star newspaper came out to condemn the “wildcat strike” in an editorial. KBC management had agreed to some demands and negotiations with union officials were ongoing. The union had distanced itself from the strike. And even that garrulous unionist-in-chief, Francis Atwoli, asked the workers to return to work. Was the Star for real? Was Mr Atwoli genuine or speaking with an eye on his future coverage?Anyone who knows anything about trade unions in Kenya today would be very sceptical when officials and industry captains appear to read from the same page. KBC workers seemed to be alive to this fact. They went ahead full steam.And then came the big one: Information and Communication Minister Samuel Poghisio surfaced, looking quite no-nonsense. He declared the strike illegal and ordered the workers back to work or they would be sacked within hours and their jobs advertised.The workers ignored him… And the rest, as you well know, is history. He ate his words.Last week, KBC workers’ reps appeared before a parliamentary committee and spoke very candidly. Their bosses followed, sweating out details about the state of things at KBC.Wasn’t that a great sight? Management denied all that stuff about “sexually transmitted promotions” and “interviews on the carpet”, which KBC insiders afraid of victimisation alleged to be rife.In other parts of the world, there would be sacking and resignations of managers at the public broadcaster if stuff like that became public. Not in Kenya.There was Walter Mong’are a.k.a Nyambane, the Radio Programmes Manager, his clownish grin wiped off his face, trying to explain that he went to some of the best schools in the country and that as a Kenyan he is entitled to a job. Workers had demanded to know how he got his job and whether he had the required qualifications. Beautiful!Indeed, Kenya was watching, as the Channel One TV slogan goes. KBC will never remain the same again. The momentum the workers have set must be sustained. A new KBC Act is needed urgently, together with other key reforms. The corporation must be turned into a world-class public broadcaster in line with provisions of the Constitution to serve the people of Kenya.The days when KBC was a seedy mess where bosses conduct “ horizontal interviews”, when managers were also the institution’s suppliers, when news content was decided outside the newsroom, when underpaid workers lived in mortal dread of the landlord, etc, must surely belong to the past.And we have the resolve of KBC’s workers to thank for that. Barrack, this looks like a serious development...IANA oversees the global IP address allocation under ICANN through a contract signed with the US Govt. This contract is expiring and so there is need to shop around for proposals (RFP) on the way forward. The government may cancel any solicitation that does not meet the requirements. Accordingly, we are cancelling this RFP because we received no proposals that met the requirements requested by the global community. The Department intends to reissue the RFP at a future date to be determined (TBD) so that the requirements of the global internet community can be served. However, it has extended ICANN's current IANA contract until September 30, 2012. This means ICANN still has its IANA powers over the DNS root zone, at least for another six months. While the NTIA has not yet revealed where ICANN's bid for the contract fell short, it is known that the NTIA and ICANN's senior management did not exactly see eye to eye on certain issues. One of the key sticking points is the NTIA's demand that the IANA contractor - ICANN - must document that all new gTLD delegations are in "the global public interest". This demand is a way to prevent another controversy such as the approval of .xxx a year ago, which the Governmental Advisory Committee objected to on the grounds that it was not the "the global public interest". Coupled with newly strengthened Applicant Guidebook powers for the GAC to object to new gTLD application, the IANA language could be described as "if the GAC objects, you must reject". If the GAC were to declare .gay or .catholic "not in the global public interest", it would be pretty tough for ICANN to prove otherwise. But ICANN CEO Rod Beckstrom has previously stated that he believed such rules imposed by the US government would undermine the multistakeholder process. He told the NTIA last June that the draft IANA contract language stood to "rewrite" ICANN's own process when it came to approving new gTLDs. The IANA functions contract should not be used to rewrite the policy and implementation process adopted through the bottom-up decision-making process. Not only would this undermine the very principle of the multi-stakeholder model, it would be inconsistent with the objective of more clearly distinguishing policy development from operational implementation by the IANA functions operator. Since then, language requiring ICANN to prove "consensus" on new gTLD delegations was removed, but language requiring it to demonstrate the "global public interest" remains. The game is bigger than petty squabbling about new gTLDs, however. The US government is worried about International Telecommunications Union treaty talks later this year, which many countries want to use to push for government-led internet governance. A strong GAC, backed by an enforceable IANA contract, is one way to field concerns that ICANN is not responsive enough to government interests. 140Friday. . . and I wept

Hi, I took time to attend the 140Friday session and at the end I wept first because as I sat there I realised that this was yet another talk shop activity in full swing but most importantly was the rubbishing of the late Evelyn Rono's efforts to give the sector a voice through KEPSA. Evelyn spent many hours lobbying for the ICT sector within the government an effort that has come to nought as we, yet again, scatter off into our various selfish corners. If all those tributes we kept sending around after she past away were genuine then lets honour her by continuing from where she left off instead of going off in a tangent. It was suggested by Dr. Ndemo and echoed by Mr. Kokubo that a team be formed to prepare a white paper on the issues that arose during the session, it was suggested that this would be best handled through the ICT Sector of KEPSA just for one of the panel to wrongly imply that KEPSA was an association for manufacturers (that organisation is called KAM who are also members of KEPSA). Dan Awendo of Investeq indicated that what is ailing us as an industry is the one man show syndrome and the leopard hunting mentality. If we can not within us form a body that can speak in one voice then all the efforts are a waste of time and resources. I will repeat what I raised a while back when I was not able to get a platform from which to take over the governorship of the ICT sector at KEPSA from Evelyn because the Computer Society of Kenya who I assumed would propose me had lapsed their membership. Unless we as an industry can speak in one voice and become a constituency then we shall continue to wallow in the miasma of deceit that was the session we had today, together we stand divided we fall. Twitter town hall meetings will not resolve what ails the industry it is only if we learn to come together that we can make an impact. KEPSA swings a sledge hammer on behalf of any of its sectors, it recommends who seats on government committees that require private sector participation and finally it has the machinery to draft and push through legislation. Forming small little talk shops will not make any progress and I read an ulterior motive to the proposal by Mr. Kokubo to form an "independent" group to prepare the white paper. He is very well aware that such a group will never see the day of light but if it was under the umbrella of KEPSA well that will be another issue. Brian That is a good update and an interesting development. A few weeks ago we were on the same subject with friends in the tech sector although many of them are in the Diaspora. We talked of an ICT sector alliance of key players, and toyed with names such as Kenya Technology Alliance (KETA); Kenya Communications Alliance (KECA or KCA); Information Communications Alliance (ICA) and many others that I cannot recall offhand. Formation of such an organization is timely and could see players in this sector shape the future of ICT sector in the country, indeed in the region. It would ensure that sector interests are heard and stakeholder input (as a sector) is incorporated in major decisions taken by government and other players such as Banks, Insurance Companies and the like. I can see the body advocating for policies such as capacity building (not just in infrastructure but skills development across the entire technology spectrum), incentives (e.g. for risk capital), indigenization (sp) of the sector in the same way India and China have done, and many more. Grace Many thanks for your remarks and pointer to the report on KBC and its woes. In Toronto Canada, across that country and throughout North America, I can still listen to major broadcasts on AM radio, despite the proliferation of FM stations which usually have limited range. The issue should be how FM technology can be complimentary to what you term obsolete technology that otherwise allow for long-range reach; and would serve us well, considering that Kenya is about 75% rural. KBC's mandate should NOT be seen purely in commercial terms. Its mandate and role should also be nation building. Again I take Cananda as an example, an expansive country (2nd largest in land mass in the world) but whose foundations are credited to (a) the railroad and (b) the Canadian Broadcasting Corporation (CBC); and not that the latter doesn't face regular debates on its ROI considering it is heavily tax-payer subsidized. The CBC, under pressure from private broadcasters and the public has been able to produce some of the best Canadian content and helped make careers of people that may never have reached where they have. I am also wondering whether your study attempted any benchmarking (history, mandate, standards, staffing, funding (e.g. as % of GDP), etc.) with respect to similar entities? Finally, the ongoing labour unrest in the country is something we may have to learn to live with. I believe we need to use arbitration techniques more than directives. Some of us are great supporters of your thought processes and the voice of divergence and reason many a times… However, my brother this time I would like to be the first to disagree with you. KEPSA is a good forum and grouping that can be used to further sector growth and dialogue with the govt and public sector. But to rubbish a gathering that has taken time out to deliberate issues of importance in our sector is to take the role of criticism to a level that belittles all of us and makes us look foolish – Which I think isn’t your intention. @ Yes, even Dr. Ndemo kept repeating it, lets stop talking and take action, I am propagating his sentiments, I can assure you that apart from the twits that have taken place there will be no follow-up to the "deliberations" if there is I will buy you lunch. If KEPSA is such a strong solution provider how come the sector is still not in synch as we would like. Everyone has a right to air his/her views and to purport that KEPSA is the solution for all our ills is to revert back to the MAMA NA BABA days of old which we all are glad to have left behind. I say that we have all contributed in our own little ways to improve and expand the democratic space and let’s make use of it in a progressive manner. @ Because the ICT Sector at KEPSA has no participation from the small players in the industry all the mobile providers are members and they diligently pay their subscriptions because they have seen results. Just as a matter of curiosity, which industry association are you a member of? The use of Twitter and other social media platforms (including I daresay this mailing list) can only improve our connections and ability to articulate our views and belittling them doesn’t really serve any purpose. I think sometimes we wallow too much in criticizing the view that multi-nationals, foreign companies etc are only here to skim off the top..Be that as it may, what we can do is take on the good and discard the bad. The very fact that we are only so happily using all the western tools at our disposal (the internet et al) and at the same time doing our best not to conform to certain standards then complain that we are losing out is a mockery of progress. @ Please search through this lists past postings and see if all the issues raised at the forum are not already buried in its annals. Dr. Ndemo did not request for a twit but a white paper with structure and form, lets not use technology to justify our laziness Robert, lastly I would hate for you to say a month/quarter from now that ‘I told you so’ that this ‘independent group’ never happened. I challenge you my brother to also provide solutions. Be part of the group, and impart your wise counsel that the industry can move forward in the right direction. @ I have offered a solution, KEPSA or CSK because Mike's proposal to fund the process to me will be short lived not because he cannot afford it or will not be willing but because there will be no signs of progress a month down the road and the fatigue of dealing with twitter type suggestions will wear him down. The term of what transpired today was "managed", the discussion was put down gracefully. Please note the post by Marie-Ann, reproduced below, on this list, as we where having dialogue the next big ICT project was getting signed off. Alert! Shameless plug follows... but I hope it will be of genuine interest :-) Yesterday IBM launched a white paper titled "A Vision of a Smarter City - How Nairobi can lead the way to a prosperous and sustainable future" - while it does not claim to hold all the answers for Nairobi, I think its a nice starting point for more discussion on how technology can resolve some of Nairobi issues. Evelyn spent many hours lobbying for the ICT sector within the government an effort that has come to nought as we, yet again, scatter off into our various selfish corners. If all those tributes we kept sending around after she past away were genuine then lets honour her by continuing from where she left off instead of going off in a tangent. It was suggested by Dr. Ndemo and echoed by Mr. Kokubo that a team be formed to prepare a white paper on the issues that arose during the session, it was suggested that this would be best handled through the ICT Sector of KEPSA just for one of the panel to wrongly imply that KEPSA was an association for manufacturers (that organisation is called KAM who are also members of KEPSA). Dan Awendo of Investeq indicated that what is ailing us as an industry is the one man show syndrome and the leopard hunting mentality. If we can not within us form a body that can speak in one voice then all the efforts are a waste of time and resources. I will repeat what I raised a while back when I was not able to get a platform from which to take over the governorship of the ICT sector at KEPSA from Evelyn because the Computer Society of Kenya who I assumed would propose me had lapsed their membership. Unless we as an industry can speak in one voice and become a constituency then we shall continue to wallow in the miasma of deceit that was the session we had today, together we stand divided we fall. Twitter town hall meetings will not resolve what ails the industry it is only if we learn to come together that we can make an impact. KEPSA swings a sledge hammer on behalf of any of its sectors, it recommends who seats on government committees that require private sector participation and finally it has the machinery to draft and push through legislation. Forming small little talk shops will not make any progress and I read an ulterior motive to the proposal by Mr. Kokubo to form an "independent" group to prepare the white paper. He is very well aware that such a group will never see the day of light but if it was under the umbrella of KEPSA well that will be another issue. "The FBI remains committed to using technology in its information-sharing processes, but not at the sacrifice of the security of the information with which it has been entrusted," Stephen Fischer Jr., a spokesman for the FBI's CJIS division said today in an email to Computerworld. The records are available to law enforcement agencies and contractors around the country that comply with the security rules, which include requirements that all data, both in transit and at rest, be encrypted and that anyone who accesses the database pass FBI background checks. Fischer today maintained that the CJIS security requirements are compatible with cloud computing. "The CJIS Security Policy is a cloud-compatible policy," that was fully vetted and approved by local, state, tribal and federal law enforcement agencies in the U.S. and Canada, he said, while acknowledging that "the requirements may be tough for some vendors to meet." One of the more challenging requirements requires cloud service providers to identify all system, database, security and network administrators who have access to criminal justice information, he said. Similarly, cloud vendors will likely find it difficult to require fingerprint criminal background checks on all administrators with access to the criminal justice information. Fischer said. Analysts have previously noted that large cloud vendors like Google that maintain staffed data centers outside the U.S. Fischer noted as much today. The pledge to criminalise "verbal, non-verbal or physical" sexual harassment is one of the commitments in the Council of Europe's convention on violence against women, which David Cameron will commit to signing at a special event to mark International Women's Day. Among the pledges in the convention, which has already been signed by 18 countries including Germany, France and Ukraine, is one to pass legislation or other measures to criminalise or impose other sanctions for "unwanted verbal, non-verbal or physical conduct of a sexual nature with the purpose or effect of violating the dignity of a person, in particular when creating an intimidating, hostile, degrading, humiliating or offensive environment". Another clause would outlaw "psychological violence" – defined as "seriously impairing a person's psychological integrity through coercion or threats", language which suggests serious bullying could be covered by new laws. Other measures Britain and other signatories would have to enshrine in law include compensation for victims of domestic violence; easy annulment or dissolution of forced marriages; and punishments for carrying out or coercing somebody into genital mutilation, forced abortions or forced sterilisation. In a separate move, Cameron is expected to back government support for new laws to criminalise stalking, with jail terms of up to five years and unlimited fines. Signing up to the European convention will be announced in a joint statement by Cameron and deputy prime minister, Nick Clegg, to mark International Women's Day. "The agreement is not just a piece of paper," says the statement. "It's going to lift the standards of protection for women across Europe, give greater support for victims and – crucially – bring many more perpetrators to justice." Former attorney general Baroness Scotland, who worked on the convention for four years under the Labour government, said the clause on sexual harassment was not intended to cover less serious incidents such as wolf-whistling and public teasing. However, campaigners on the issue said the convention was "what we've been trying to get for years". Julia Gray, founder of the London branch of US movement Hollaback, dedicated to getting rid of street harassment, said: "The way we see it is if you want to tackle it you tackle all of it – you say no to all forms of unwanted sexual harassment; that includes wolf-whistling, comments, everything." A Downing Street spokesman said it was too early to discuss possible sanctions for sexual harassment. Overall, the convention was largely modelled on UK laws and practices, but signing it would help protect Britain's high standards, said Scotland. "I praise God they have finally signed it, but I'm shocked they didn't sign immediately [in 2011]." The announcement on stalking follows a year-long campaign for reform organised by the charity Protection Against Stalking and Napo, the probation and family court union. The Conservative Lord Oliver Henley will table amendments on stalking law reform to the protection of freedoms bill in parliament. He will be followed by an official announcement from the prime minister at an evening reception to mark International Women's Day at Number 10. In a statement released (WED) on Wednesday night, Cameron said: "Stalking is an abhorrent crime. It makes life a living hell for the victims – breaking up relationships, forcing the victims to move house, making them feel they are being watched 24 hours of the day. That is why we are explicitly criminalising stalking, to make sure that justice is done, protect the victims and show beyond doubt that stalking is a crime." The British Crime Survey estimated that approximately 120,000 incidents of stalking occur each year. Between 2009 and 2010, however, just 53,000 crimes of stalking or harassment were recorded by the police: 2% of which received a custodial sentence, and a further 10% of which were given a fine or a probation order. The reforms are thought to be similar to those introduced in Scotland in December 2010. Since the introduction of the stalking law in Scotland there have been over four hundred400 prosecutions compared with an average of seven per year under existing breach of the peace legislation for each of the previous 10 years.

LTE - Still not clear on the status

It has been several months since I asked about the status of LTE. Im following up with a few questions and hope that since the technical guys at EANOG <http://orion.my.co.ke/cgi-bin/mailman/listinfo/eanog>are still interested we can get some answers. 1: Can I assume that the government is focused on the frequencies below 1GHz in use by the UHF spectrum? 2: Considering all channels are not used in all areas within the country, (commonly known as TV white space) is it possible for at least one vendor to show us using such free channels in some rural part of the country how this frequencies are ideal for good propagation and the maximum throughputs we'd expect? ie go beyond the physics and actually show us? - This is important for companies planning rural wifi. It wont make sense to make such an investment if cheaper options exist. - This would mean that the LTE devices don't interfere with Television and obviously they would have to withstand/tolerate interferance from television signals. - This is probably a long shot but it would be nice to imagine it was considered. Im sure we have alot of 'white space'. 3: How will you control spectrum access? 4: Is there a chance that this will be licence exempted like the 2.4GHz band? I would expect some control but maybe no fee. I think this is where the consortium came in but I can't honestly say I understood this model yet or who is in it, what their role is etc... 5: How soon is this expected and would you advice an investor to go ahead with other modes of mass broadband provision. Lets just call it WIFI? -Are broadcasters keen on moving on to digital? or is there a push back? Im sure others will come up but those are the ones top on my mind at the moment. Gitau

Hi, The KPLC prepaid system for purchasing tokens using mpesa has been down since midday on 6th March 2012 now that is an issue to be discussed in detail as opposed to the 2 day a year incidents with KNEC. The inability of KPLC and Safaricom, 2 of the largest listed companies in the country, to resolve the persistent issues with the system reflects very badly on us as a body of ICT experts. This issue waters down the excitement of another Kenyan developer being fêted for yet another mobile application, could it be that we are only destined to offer client facing solution and lack the skills or dedication to handle the critical backend? Our reputations are at stage it is time we dug into this issue and provide a long lasting solution. It was an enlightening function as over 30 students presented their android based applications covering a vast number of areas. The winning application was a shopping cart with a location dependent price update feature that all the judges and even the audience agreed was a brilliant,practical and commercial-able application The second placed application is a must have, an MPesa cash-book that allows you to keep track of how you are using your mpesa and who is sending you money. Many of the other products where also well thought through but needed a little more re-evaluation to make them stand out from the crowd. Now all we wait for is to seeing all the products out there in the public domain, Virtual City's app store, Hewani, has an opportunity here to grow very fast. It is the first time such a move has been made against Internet users in the UK. The British government introduced regulations in 2009 enabling Internet providers to track users who downloaded illegal content from the web and disable their connection if warning letters had no effect. But signing the Anti-Counterfeiting Trade Agreement (ACTA) has brought the conflict to a whole new level. In Europe, people are taking to the streets in protest at the contradictory Anti-Counterfeiting Trade Agreement, with some countries refusing to sign it. After hackers from the activist group Anonymous attacked practically all US government websites in retaliation, the authorities are now considering adopting their own home-grown anti-counterfeiting laws like PIPA (Protect Intellectual Property Act) / SOPA (Stop Online Piracy Act). In February, Britain's organized crime police shut down RnBxclusive.com, a prominent music file-sharing website with about 250,000 subscribers on Facebook alone and up to 70,000 visitors per day. In fact, the British police effectively took on the role of personal enforcer to the recording industry, standing guard to protect corporate profits. However sad it might be for many, this is a part of a legal game between copyright owners and the police on the one hand, and defenders of the free Internet on the other. Normally, the Serious Organized Crime Agency (SOCA) tackles crimes “that affect the UK and its citizens.” Now, it seems that downloading content from a file-sharing website has been put on a par with “Class A drugs, people smuggling and human trafficking, major gun crime, fraud and money laundering.” The practices of SOCA, while enforcing its crackdown on “illegal downloading,” raises even more questions. 10 years behind bars for ‘stealing’ £60? SOCA is threatening anyone who has downloaded content from RnBxclusive.com or even visited the website with investigation, prosecution, and even jail sentences. Once the police unit gained control of the RnBxclusive web site, it posted a parked page carrying the following warning. SOCA′s warning SOCA's warning /“A 10-year prison sentence you’d expect to be handed down for very serious offenses, sexual assaults and rape, manslaughter,”/ Andrew Pierson from the Howard League for Penal Reform told RT. /“You would not normally expect it to be handed down for downloading music illegally.” / The SOCA confirmed it had arrested the owner of the site, but refused to tell RT why it is threatening users with a decade behind bars. Instead, they sent this statement: /“SOCA targets organized criminal enterprises profiting from the exploitation of the UK public and legitimate businesses. Much of the music offered for download by the RnBxclusive.com website was illegally obtained from artists, leading the industry to attribute losses of approximately £15 million per year to the site’s activity.”/ A simple calculation shows that dividing £15 million even by 250,000 known users of RnBxclusive.com gives not more than £60 worth of “stolen” content per person. Does that mean that the British judicial system believes 10 years in prison correlate with the “theft” of just £60? https://rt.com/news/acta-uk-illegal-downloading-jail-753/ Unprecedented intimidation The message sent by SOCA has given those concerned with Internet freedom an unpleasant taste of what a more regulated future might hold, if the ACTA treaty to protect online copyright infringement and piracy goes ahead. /“It (SOCA) claimed that your IP address was being monitored, so you could be monitored and tracked. Again, this was a move which seems quite unprecedented in the UK,” /Loz Kaye from the Pirate Party told RT. /“I’m really afraid that we’re going to see this kind of abuse on an industrial scale if ACTA comes to pass,”/ he said. After a shocked response from Internet campaigners, SOCA has taken down the harsh message, and replaced it with a simpler one, which just says they have taken control of the domain. But it has already caused much worry and distress, with many Twitter users apparently unaware that they were visiting a dodgy site, and certainly never dreaming they might be liable to do time for it. Internet campaigners say the notice was meant to frighten – and in reality, severe penalties could not be applied to casual downloaders. They also argue there is nothing to link RnBxclusive with criminal gangs. So why is SOCA even involved? What began with threats of cutting users’ Internet connections has grown today into intimidation, with people being threatened, in all seriousness, with a decade behind bars.

Critical infrastructure protection based on sound risk management was the subject of my presentation at a past AITEC conference in Nairobi. I can share the presentation with those interested. As we become more and more dependent on complex interconnected infrastructure, the chances of failure increases; ditto for potetial negative impact. We need a comprehensive mapping of critical components of this infrastructure, an assessment of associated risks and finally clear mitigation steps, including rapid response mechanisms to deal with incidents when they happen. The essence of business continuity comes to play here and needs to be the basis of risk assessment with respect to availability. Kenya Power Plans Sh20 Billion Cable Shift

Kenya Power expects to save Sh3billion a year by relocating its overhead power distribution cables to an underground system in the major urban areas of Nairobi, Kisumu and Mombasa in a Sh20billion project. The project will involve undergrounding of 645Kilometres of 11Kilovolt lines and 1,570Km of low power voltage lines. Vandalism prone transformers will now be placed in pad-mounted substations along roads reserves. MD Joseph Njoroge said the project will pilot in Nairobi's Upper Hill Area before moving to Industrial Area and then to Mombasa. Njoroge said the utility company is considering a proposal by the Chinese National Machinery Equipment Import and Export Corporation to carry out the project on an engineering, procurement and construct basis. "It's not yet finalized but we are working on a proposal to undertake the work in Upper Hill as a pilot," the MD who spoke at a stakeholders meeting in Nairobi said. Once complete, the project is expected to stabilize power supply and cur Kenya Power's operational costs. "It will have huge savings we have actually done what we would call a feasibility and the ROI is in the region of 18 per cent so we should be able to recoup back out investment in six years," Njoroge said. Kenya has been a country with entrenched vested interests. We have companies that generate independent power through diesel generators and sell it to the national grid at a handsome profit. People who own these companies are well known through the Kenyan political pecking order. If its their time to eat, how dare you tell Kengen/GDC to increase renewable energy power generation, while this crocodiles benefit from our inadequacy to produce enough? Its actually more expensive buying KPLC power when they insert those diesel costs than generating your own electricity using power generators. By the way, between 2008 and 2011, power bills increased by more than 100%. How does the country BENEFIT from the power deficit? Hi, I visited site called WebHostKenya.com to search for the availability of the domain name wingu.co.ke and hopefully be able to register it, the domain name not available so I searched for an alternative wingu.ne.ke When I made the initial search the domain name was available just to check again a few minutes later and it had been taken up, the concerning issue is that the registrar in question is the one who holds the wingu.co.ke domain name. Is this my over active conspiracy mind at work or is it possible that the registrar can view my search and then register the domain so as to force me to pay him more later? Looking at recent discussions on the list on Konza, one can forget how far the concept has come, and evolved *Kenya build Sh67bn digital city * Written by Kui Kinyanjui 31-August-2007: The governments of Kenya and the United Arab Emirates (UAE) have entered into a Sh67 billion partnership to establish East Africa’s first digital city. Athi River town on the outskirts of Nairobi has been earmarked for the project that will be modelled on the successes of Dubai Internet City. The initiative is expected to create new jobs as major corporations set up base and use local resources to conduct their business. Besides, proponents of the project say it will position the country as a regional base for manufacture and development of ICT products. “Kenya has seen an increasing number of foreign ICT companies set up offices in Nairobi that they intend to use as entry points to the regional market,” Dr Bitange Ndemo, the Permanent Secretary in the Ministry of Information, said. The partnership for the project was formed at the request of the UAE government and has seen the two governments draft a memorandum of understanding that is currently before the Attorney-General. Two Middle Eastern companies have expressed interest in undertaking the project. “There is significant demand. Companies have already approached us looking for incentives or joint partnership opportunities to start operations in Athi River,” said Dr Ndemo. In the last few years, several companies have opened regional bases in the country, including Microsoft, Nokia, HP, Ericcson and Cisco, all of whom have all cited the region’s relevance as the biggest emerging market for ICT products . Athi River —located just 50 kilometres from Nairobi City Centre — is currently a hub for several industries, including cement firms, manufacturing concerns and is home to an export processing zone (EPZ). It’s conversion into a fully fledged ICT city could transform the dusty town into the main industrial base of the country. However, the proposed digital city will face challenges that reflect the wider needs of the country as it increasingly relies on the ICT industry to drive economic growth, which according to a recent African Development Bank report, is expected to reach its highest levels in 20 years driven by the new sector. Those challenges include an acute shortage of trained IT workers and inadequate infrastructure. In response to that need and the development of other ICT driven industries such as the business process outsourcing sector, the government plans to heavily invest in beefing up the country’s infrastructure to increase access to internet-related services. It also aims to increase of technology content in the school curriculum and is currently offering subsidized bandwith to universities to encourage e-learning. See below the picture of a fire hydrant in Nairobi opposite City Hall, this is to dispute your claim that we do not have fire hydrants but what we have is blocked and none functional fire hydrants among many other facilities. With issue of 75% of jobs in a county must be filled by locals then we expect Konza to suffer from worse problems than cosmopolitan Nairobi. Most International organizations have since left the building. We must embrace International Standards if we have to be competitive. Since all these requirements are in the Building Codes, we need better enforcement. Not just the Government, we all must demand that these codes are followed. We simply take too many risks. The actual budget figures were not available from the CCK. "The ITU will provide staff resources for the coordination and management of the project and will be responsible for the overall management of the project implementation, supervision, monitoring, coordination, evaluation and hand-over to the Commission after six months," said Francis Wangusi, acting CCK director general in a press release issued after the ceremony in Geneva. The KE-CIRT team is expected to be the national trusted focal point for advising and coordinating responses to cybersecurity incidents in Kenya, but recent hacks of government websites and three banks, coupled with a lack of comment from KE-CIRT, has made information security experts in the country to question the effectiveness of the team. "As a representative of the security community in Kenya, I would love to see the KE-CIRT well-equipped with the right personnel and also have a positive outlook when dealing with cybersecurity issues; my fear is that this might be among the many initiatives which the government might try to implement without private sector involvement," said Tyrus Kamau head of security and risk at Cellulant, a mobile banking applications provider. CCK Director General, Francis Wangusi and ITU Secretary General, Dr. Hamadoun Toure, signed an Administrative Agreement for the implementation of Kenya National Computer Incident Response Team Coordination Centre (KE-CIRT/CC) in Geneva, Switzerland. According to the agreeement, CCK will fund about 70% of the total project cost and will work closely with the ITU in implementing the Project. The ITU will fund about 30% of the total cost. The ITU will provide staff resources for the coordination and management of the project and will be responsible for the overall management of the project implementation, supervision, monitoring, coordination, evaluation and hand-over to the Commission. The KE-CIRT/CC project will take approximately six months to implement. The KE-CIRT/CC will be the national trusted focal point for advising and coordinating responses to cybersecurity incidents in Kenya. Other functions will include liaising with the local sector Computer Incident Response Teams (CIRTs), gathering and disseminating technical information on computer security incidents, carrying out research and analysis on computer security, facilitating the development of Public Key Infrastructure and capacity building in information security. Wangusi underscored the importance of a safe online environment in Kenya. He added that the move was in line with the CCK's mandate of putting in place an enabling online environment for individual internet users, the government organisations and private businesses. Hi, Just a quick update on my interaction with Khanacademy, my son improved his exam scores in mathematics and physics by 20%. He has been using Khanacademy every evening for an hour to reinforce the topics covered in class. At this rate I will be vindicated in opting to install a WiMax link at home instead of DSTV, thanks to Safaricom for making this possible. Now if only that link could be upgraded to fibre? Just in case there is a deliverer out there, there is a fibre node 300 meters away at the BTS that Michael Joseph had installed to stop me from venting about my not having mobile signal while stretched out on the sofa. Listers, Considering the fact that ICT plays a critical role in our present environment, we are likely to see an increase in the number or websites and domain names that will be registered this is likely to bring about a myriad of issues. My concern is we may see an upsurge similar to what happened in the mobile phone industry, the question i have therefore is are we prepared from a legal perspective for possible conflicts that may arise should there be such an upsurge ? are our courts prepared for this kind of cases or shall we resort to out of court settlements, what lessons can we learn from the recent issue between google and mocality as an industry, i know it was easy to point fingers and blame but again is it possible that the staff involved engaged in malpractices our of ignorance which may have been due to the fact that there is no law, or statute for data protection and no clear dispute resolution mechanism , if this were enshrined in the law, it could be to educate the masses on the same. Hi Listers, It is with a positive outlook that I write this post which has been necessitated by two observations this week for which I will humbly not take credit. 1. On Sunday while passing near Tuskys Langata Road I noticed that PCK has opened a new outlet to offer specifically EMS and ParcelPost services 2. On Monday in the local press PCK had a full page advert indicating that they will be offering e-government services at all its outlets country wide. I am sure that the second event is as a result of Dr. Gitau's practicality in serving her customers, you and I. Keep it up and I look forward to seeing PCK back on its feet, unsupported. Me and swift-global are trully "mabeshte" :-). You see, Mabeshte is so much better than butterfly because...... 1) Butterfly was cheaper .... but eww!! who wants cheap things!? excuse me, but I like to live above my means. Butterfly had a monthly unlimited bundle that cost 2320..... but how was it cheaper if Mabeshte sells unlimited internet for 24hrs at 50 bob (i.e 1500 bob a month) ???? -> well... it turns out that you will never spend just 50bob on mabeshte to get their net. Oh nooo.... there's the 10bob transaction fee charged for the paybill payment..... and to that, add the 50bob cred you'll spend calling support coz their system won't automatically email/text you a username & pass to surf through mabeshte. If you're lucky, u may have to spend 100bob if the system “completely missed” the mpesa sms for some reason.... ...in fact, its taken 5hrs and a bamba 50 for me to start surfing on mabeshte to send this email. and as for reversal of a botched payment.... it could take up to 60hours for swift-global to initiate it … ( and, as my collegue experienced it, you may have to send them instructions [with screen-shots] on how perform a reversal) and how is that a good thing.... it turns out that the longer it takes for you to receive an mpesa sms, the sweeter it is when it gets there :-) and while the monthly payment to butterfly was apparently “more convenient” than paying 50bob daily to mabeshte, I like the way mabeshte helps me impress my friends because I appear to have money in my mpesa all the time :-), hehehehehe Additionally, calling their support number (020692100) will first give you a pre-recorded "hallo"... and then give you a dial-tone which is actually charged as if someone picked up the phone!! my friends now think i'm on post-paid!! Swaga aje aje!! try it now and see! Just call, get to dial-tones, hang-up, and see your cred Disclaimer: tested on safcom. 2) Butterfly was faster.... And yes... Swift-Global, in all their intelligence, know that capping speeds to 64kBps (kiloBYTES, not kilobits) helps reduce global warming and surges Kenya towards realisation of the vision2030 and Konza City.... …. and butterfly did the opposite... you see .... it was just *TOO* fast. And y'all know too much of something is deadly. When surfing at a butterfly hotspot alone (or late at night), butterfly indecently gave me its all!! can u imagine!! that's very, very.... veeeryyy "tabia mbayaaa".... hebu imagine that i would clock 1.5mBps (megaBYTES, not megabits)!! JEEZ!! It was so much that it was my slow comp that was the bottle-neck … not the network!! and that's just wrong!! It made me feel really bad that KDN would mock my decade-old laptop with speeds that could have possibly killed it!! I mean.... how dare they!! ati 1.5mBps!! !!! NKT !!! swift-global's speeds... sigh... their capped speeds mean that the average ebook or mp3 will take 20 minutes to download, giving me ample time to focus on more important things.... like family.... or other even more important things... like solving world poverty, or eradicating world hunger and famine, or helping the flowers in my garden cross-pollinate... or trolling on the skunkworks mailing list.... Very important things indeed!! and while I could stream at 720p or 1080p on butterfly, my comp could barely render the stream properly given its low specs.... but swift-globals cares for computers like mine, and cap their speeds to force me (and everyone else) to stream at 320p, which is good for my computer. Moreover, the capped speeds give me ample time to do other "important things" as I wait for the buffer to fill up! Kudos switf-global!! 3) Butterfly had tech-smart staff in their tech-support department .... WTF!? who wants to call support and get a know-it-all geek on the other end who speaks gibberish!? How i'm I, a skunkworks troll, supposed to make sense of... "have you confirmed that your computer is configured to receive network configuration data via DHCP"... JEEZ!! what on earth does that mean?! .... well.... ok.... i guess the butterfly tech team knew what they were talking about, and they did resolve down-times within an hour or two.... or ten-minutes. and yes.... they appeared to be well trained... but jeez!! I like tech support people who speak my language... tech support who tell me to "turn you computer off, then turn it back on, then install a good antivirus, then wait 15 minutes before connecting."..... and thats the kind of support swift-global gives!! Seeeee!!!! ... I told you swift-global support is much better! and sometimes, when you call swift-global support a lot (i.e more than two times), you'll get to talk to a woman with ATT!! and thats so cool!! I know y'all like women when they're all fiesty n ferocious :-) i know i do, heheheheh ….. and that's another good reason why swift-global needs to be more expensive. That fiesty tech-support lady is obviously paid a lot of money!! that kind of customer-support service doesn't come cheap!! ….. in fact... I think I'll call support again once I email this :-D 4) Butterfly was more reliable, with fewer downtimes... .... and that was a recipe for addiction to the internet!! Swift-global knows this, and that is why they let their downtimes last days on end. This also helps reduce global-warming, since computers produce less heat energy when they are not being used to browse ( or stream at 720p) … just ask any primary school science-teacher to verify this! and yes.. you guessed it... the down-times give me ample time to focus on important things.... and butterfly was rude enough to encourage internet-addiction by maintaining their network!! jeez!!.... after swift-global took over, one of their “nodes” (a pole with lots of transmitters) was toppled over by strong winds, and stayed like that for months!! and the node i'm currently connected to has had perenial power issues for 1 and a half years.... kudos swift-global :-)!! ... swift-global just knows how to run things. Earlier today, as I waited for a payment to go through on mabeshte (for five hours), I had ample time to do something important.... i.e. draft a solution for world-piece. Hi All, Hope you all had a nation building weekend, just came a cross and interesting issue that is developing in the USA "Obama's latest proposal is a $2.4 billion program to provide cell phones for the poor.Entitlement Mentality Destroying America" Carrying our a simple calculation that fund can equip 25.5 million (8.5% of the population) poor Americans with an android/windows smartphone. I doubt if the objective is to have them become more active on Facebook or Twitter but as a tether. From where I stand, the US government must have seen the benefits of using the mobile platform as learnt from the story of Kenya to meet social programme objectives such as healthcare (m-bima), market information (m-mukulima) and banking the unbanked (m-pesa, m-kesho). On the mobile front we have become inventors more the rest of the world more like Phillips was with the VCR, we hatch and prove new concepts then move on to other areas without innovating. On Kenyan Building Standards - accessibility & diversity

Friends The recent discussion on Kenyan building standards is enlightening. Aside from safety, accessibility is another concern. I am wondering whether anyone has done a study with respect to accessibility, especially for people with handicaps (or disabilities as some term it) of one kind or the other. How business friendly, for instance, are building in our fast-growing corporate centre in Upper Hill? While working for one of the banks here in Canada, I served in the diversity committee and I am proud to say that the bank took and implemented almost all our recommendations and amended its building code accordingly. This meant all building had to have wheelchair access, parking spaces for people with disabilities, cafeteria food counters that can be reached at wheel-chair level, toilets, etc. This further extended to their ATMs (braille, wheel chair access, and keypads with digit-related sounds) and many more. Issues of disability and accommodation thereof are matter requiring attention in all our planning, be it the transportation system, buildings, name it. They are issues of diversity and inclusion, beyond ethnicity and gender. I am attaching a press release on recent doctoral thesis (which we have published a mass market paper back) that analyzes the issue of women with disabilities in Kenyan institutes of higher learning. To tweet or not to tweet: that is the question by Luca Belli <http://www.medialaws.eu/author/luca-belli/> on February 13, 2012 If William Shakespeare were drafting Hamlet’s soliloquy nowadays, he would probably rejuvenate it in this way. Indeed, the popular and omnipresent social network has recently been the object of some heated discussion over its notorious tweets. The first debate directly concerned Twitter with regard to its new policy changes, whereas the second involved the unattended juridical consequences that may follow from a tweet. *The Inquisition 2.0?* On January 26th, Twitter announced<http://blog.twitter.com/2012/01/tweets-still-must-flow.html>that thanks to its latest technology improvements, it is now able to “reactively withhold content from users in a specific country”. This is the kind of announcement that immediately triggers apprehension and censorship suspicion: indeed, why should a social network withhold content if not to restrict one’s freedom of expression? However, if one keeps on reading Twitter’s statement and further explores the policy changes, one begins to understand that, in spite of unavoidable first-impressions, these policy modifications are indeed a positive improvement. In fact, as one may read on Twitter’s blog, the removed content will be kept available in the rest of the world whereas, previously, if a court ordered to remove a tweet, this would have been removed globally. Though the new policy is clearly motivated by Twitter’s yearning for market expansion, it actually enhances freedom of speech instead of diminishing it. Indeed, being blocked on a national level, one’s “illegal” expressions will still reach the majority of tweeters (*i.e.* in any country where the same content isn’t considered as illegal) that will keep on “enjoying” the content. Moreover, the withholding procedure won’t be *a priori*: instead, it will be put in place only in response to “a valid and applicable legal request”. *Those tweets shalt be cursed!* As Cain was cursed and marked for murdering his brother Abel, a sign will be appointed to the banned tweets, so that allowed users may identify the censored content. Though this option may appear as a form of balkanization, it will actually represent a great surplus value for human rights advocates. Indeed, tweets are going to be withheld locally while visible and marked globally. Therefore, it will be much easier to demonstrate which contents are arbitrarily censored and do not fit the International standards provisions such as article 19.3 (b) of the International Covenant on Civil and Political Rights <http://www2.ohchr.org/english/law/ccpr.htm>. Twitter’s new technique will make it more difficult for authoritarian regimes to justify that harmless tweets, such as #democracy<https://twitter.com/#%21/search?q=%23democracy>or open invitations to peacefully gather in order to demonstrate against oppressive measures, might be removed by virtue of some *ordre public*issue. Those who will order to remove innocuous content will have to do it openly vis-à-vis the internet and international community. Furthermore, the censored tweets will be taken down or marked according to the IP address of the users. This kind of measure will leave the possibility to keep on access the obscured content by simply changing the Country Setting<https://support.twitter.com/articles/20169220-how-to-change-the-country-set…>, therefore weakening the impact of censorship. *Mind the tweet!* Another interesting episode recently involved Twitter in an indirect way. Indeed, a bizarre accident shed light on the nature of tweets and on the limits to freedom of expression that one has to take into consideration. The unfortunate event involved a couple of Irish tourists who were stopped and handcuffed<http://www.thesun.co.uk/sol/homepage/news/4095372/Twitter-news-US-bars-frie…>at Los Angeles International Airport (LAX) because of their “suspicious” tweets. Indeed, as many other social networks, Twitter is monitored by a considerable number of U.S. special agents that were – probably disproportionately – alerted when they figured out that Mr. Leigh Van Bryan, an Irishman, was tweeting: “*Free this week, for quick gossip/prep before I go and destroy America*” After questioning the couple for some hours, and despite the fact that the two tourists stressed the euphemistic nature of the tweet, Homeland Security officials sent them back to Ireland arguing that they were not allowed into the country. Though this episode may sound really “peculiar”, it is not a first. In fact, in January 2010, another traveler had to face the unexpected consequences of his incautious tweet. This time it was Mr. Paul Chambers, a British citizen, who, according to the Guardian<http://www.guardian.co.uk/uk/2010/sep/24/twitter-joke-trial-bomb-threat>, “had his computers and phones seized and was subsequently charged and convicted of causing a “menace” under the [U.K.] Communications Act 2003<http://www.legislation.gov.uk/ukpga/2003/21/section/127> ”. Mr. Chambers was indeed charged under “improper use of public electronic communication network” because, while colorfully complaining about snow problems at Robin Hood Airport, he expressed his disappointment asserting that were he prevented from reaching his girlfriend in Dublin, he would have “blow[n] the airport sky-high”. *A chilling effect or an Orwellian one? * Freedom of expression is a fundamental human right, enshrined in binding and enforceable proscriptions on both sides of the Atlantic (*i.e.* First Amendment to the U.S. Constitution<http://en.wikipedia.org/wiki/First_Amendment_to_the_United_States_Constitut…>and both Article 10 of the European Convention on Human Rights<http://www.echr.coe.int/NR/rdonlyres/D5CC24A7-DC13-4318-B457-5C9014916D7A/0…>and Article 11 of the Charter of Fundamental rights of the European Union<http://www.europarl.europa.eu/charter/pdf/text_en.pdf> ). The aforementioned episodes might seem to signal an anti-freedom-of-expression trend. However, one has to consider that even if Human Rights are both a justification and a limitation of power, any sovereign State has the right to define restrictions on people’s freedom of expression in order to protect national security or public order. What is worth remarking is that tweets are *non*-private messages. Hence, though one may argue that this kind of network policing and freedom-of-expression limiting may trigger a chilling effect, one has to recognize that the public nature of the tweet allows every individual to “follow” it. World Conference on International Telecommunications 2012 (WCIT-12): A buisnes perspective

The International Chamber of Commerce (ICC) has produced an important document concerning the World Conference on International Telecommunications 2012 (WCIT-12). This document provides useful guidance to for discussions for industry stakeholders who intend to participate at the WCIT-12. ICC submits recommendations for ITU World Conference success [http://www.iccwbo.org/policy/ebitt/index.html?id=47144] The document highlights that WCIT-12 as a critical opportunity to ensure that the International Telecommunications Regulations (ITRs) can support the future development of telecoms markets, services and technological innovation. To do this, given the contemporary pace of market change, it is vital for the ITRs to give guidance on high level strategic and policy issues relating to the provision of international telecommunications services, rather than adopting specific regulatory and technical rules. Keeping the ITRs at a strategic high level is important given the rapid pace of change in the sector, because an attempt to craft a treaty-level document that micro-manages the sector would risk either stifling the sector, or making the ITRs rapidly obsole It stresses that detailed rules for the establishment and settlement of accounting rate arrangements are no longer relevant in the contemporary competitive international marketplace, and this aspect of the ITRs should be significantly amended or removed. The ITRs should be minimalist in structure, to avoid undermining pro-competitive policies that have fuelled the massive growth of the telecommunications industry since 1988, when the ITRs were last negotiated. Another important ICC position in the paper; the ITRs should not address areas of Internet policy, such as international Internet connectivity, or the allocation of Internet addresses. Expanding the ITRs in this way would not be consistent with the Tunis Agenda agreed by heads of state at the UN World Summit on the Information Society (WSIS) in 2005 — and would undermine the multistakeholder model of Internet governance, which has underpinned the success of the Internet to date. The ICC stresses that rather than expanding the ITRs to include such areas of Internet governance, pro-competitive policies in each country will best achieve practical policy objectives, such as more efficient Internet interconnection flows. The paper concludes that ITU members should remain cognizant of the appropriate limits of the ITRs, and not attempt to expand the ITRs beyond those substantive and procedural limits. This paper provides useful factual background on ITU’s WCIT conference for policymakers and businesses, especially in light of the upcoming February WCIT preparatory meetings. In closing the public discussion I ask why didn't you pursue the approach of implementing the project in mouth size bits with the initial stage being to take over the Sameer Park as a spring board to Konza? I appreciate the politics that killed the location but wouldn't it have been more practical to change the location while maintaining the approach? My reason for bringing this up is because I have realised over time that as Kenyan's we tend to come up with grandiose plans but we seriously lack staying power, except in the marathon. I am also quite sure that what we want to achieve in Konza is within the grasp of our knowldge to sustain it. Yes on occassions I have questioned our resolve to finish ignorance. Hussein, Interesting that you bring up Buru Buru where I lived from the age of 5 years, when there where picket fences, kids swings, slides and nanny parks, until I left at the age of 18 when there were 7 foot stone fences with broken glass toppings, churches and bars in the places where I once swung, metal sheet granny houses and even entire houses demolished and replaced with beacon to beacon multi story structures. Living in Buru Buru & going to school in Eastleigh I commuted from 1st Avenue, through Juja Road and then down Outer Ring Road watching the landscape change. I watched as Huruma went from a lovely middle class development to what it is today, Dandora transformed from a well thought out cluster development to the multi story structures you see today and then Umoja which well there is nothing to explain it. All this happened right under the nose of a President, UNEP, Habitat, City Council of Nairobi, AAK, ISK, IEK, UON, Ministry of Housing, Ministry of Public Health, Ministry of Public Works, Parliament, Kenya Airforce and many others who could have stopped the carnage. Go to the areas around Konza, or just read the classifieds in the dailies, and watch the subdivision of plots from the initial seven acre parcels to plots of as small as an eight of an acre (50 x 100). We are already replicating Nairobi only that now it is being done in reverse, beginning with the surrounding slums and hopefully end with the glassy skyscrapers. The road to Konza shall be literally lined with slums and shanties, then we shall have proposals to allow helipads, overpasses, windowless high speed trains and overhead cable cars to get the investors in and out of the technopolis without exposing them to the unsightly developments. Also lets not forget that we have been unable to handle national projects to date yet we had a central government, come sometime in August 2013 we shall have 47 little governments all with their specific interests and agendas, what is the likelihood that Konza will get the support required to make it work? Imagine Buru Buru happened to an estate that was fully developed, I saw it and you and many might be too young to have lived through the destruction of a brilliant project but I was, so maybe you can now better understand my skepticism when it comes to our ability as a nation to control the development of a 5,000 acre piece of empty piece land. I am not a pessimist I am a realist, let the dreamers prove me wrong when I have history backing my position. The chief executive officer of NCST, Prof Shaukat Abdulrazak said the funds would be disbursed to individuals and learning institutions, which are interested in science research programmes. Speaking at Pwani University during a workshop on sensitization in Science, Technology and Innovation, Prof Abdulrazak said scientific research was important for socio-economic development. He said the Government must support scientific research to achieve Vision 2030 targets. Prof Abdulrazak noted that Kenya was good in development of policies but poor in implementation. He challenged scientists to take the leading role to transform Kenya and achieve high standards of technology. Prof Abdulrazak said the Government was yet to fully tap the 250 nautical miles from the Indian Ocean for economic benefits. “The 250 nautical miles along the Coast of the Indian Ocean has a high potential, which if well utilized through marine research programmes, could boost the economy of the country,” said Prof Abdulrazak. *For your information, am sure, most of us, would be interested. * * * *Take note of the Closing date. * Kind Regards, IDLELO 5, the fifth biennial meeting of the Free Software and Open Source Foundation for Africa (FOSSFA) will be held on *March 19-23, 2012*, in Abuja, Nigeria. The 2012 Idlelo Program Committee thus invites proposals for papers and presentation of on the use of Free and open Source Software (FOSS), and Information and Communication Technologies(ICT) in general, to help attain the MDGs. Members of FOSSFA may submit more than one paper or presentation proposal. Sessions usually consist of three thirty-minute presentations, and proposals should be geared to that length. A different format for some sessions may be chosen by the Programmme Committee after the proposals have been reviewed. Session organizers may wish to propose different formats for their sessions, subject to Programmme Committee approval. *Themes*: The theme of Idlelo 5 is: *“Open Source Solutions for Achieving the Millennium Development Goals (MDGs) by 2015.”* Under this rubric, IDLELO 5 will bring IT and FOSS experts from all over the African continent and the world to discuss the use of FOSS and ICTs to help the attainment of the MDGs in the following areas. 1. *Governance (e-government, advocacy, etc) * 2. *Poverty Alleviation (business, innovation, job creation, mobile technology) * 3. *Education (open educational resources, open learning, virtual learning, online universities) * 4. *Health * The Programme Committee seeks innovative proposals and sessions and hope to see cross-disciplinary participation wherever possible. For both the commissioned and the open sessions, we are looking for the broadest possible range of proposals of topics within and across all the disciplines. *Selection procedure*: Papers and Presentations will be evaluated for promise of quality and significance of topic. Is it time for us to start seriously talking about how to go about addressing our online security as a national concern? Today's(last night's) hacking of the Toyota Kenya website as evidenced by Moses Kemibaro's screenshot - http://t.co/w7RDDjfP - should serve as a wake up call to CxOs and any organization that has a web presence or online resources. Especially as it comes hardly 2 weeks after the shameful hacking of over 103 government websites by an amateur Indonesian techie. In this particular case it turns out that all 103 sites were hosted on the same physical server - a malpractice, as far as web-hosting and system administration goes. It is clear that the increase in online threats and cyber-security issues has a lot to do with Kenya's improved connectivity to the global Internet - with 3 submarine fiber optic cables opening the country and sub-region to cyber-criminals and pranksters alike.

MCK chairman Levi Obonyo on Wednesday told reporters that the Council, the statutory regulator of media outlets in the country, would forward Classic 105 to its Complaints Commission for possible reprimand. Prof Obonyo said members of the public had complained about the content of a call-in programme on Tuesday morning. The programme's hosts had engaged their audience in a discussion on the use sex for material gain by women and probed the difference between commercial sex workers and married women. “The Media Council registers its strong objection to the broadcast carried by Classic FM on Tuesday and is forwarding the matter to the Complaints Commission for a hearing,” said Prof Obonyo. The MCK chairman said the station had gone against the code of ethics outlined in the Media Act in which offensive, vulgar or obscene language is prohibited. Prof Obonyo told the news conference that Classic FM erred by allowing callers to talk obscenities on air. Hi, I have just finished going through an web presentation with a company in India, in the presentation this graph was displayed and my heart sunk. If infrastructure (data centres) is the growth area then our emphasis on BPO and the rest might be off the mark especially since in terms on infrastructure we remain one of the the most expensive worldwide. In all the presentations made about the Konza project I have seen no mention of how to reduce the cost of power or an emphasis on energy efficient environments. Are we embracing LEED and do we even have an idea what it is all about. We marvelled at the energy efficient data centre that was put up at the UNEP complex and then went back to our old habits. Google is floating data centres on barges others are setting them up in the north pole, how do we fit into this new dispensation? I saw the post by Mr. Kukubo about the software certification which he indicated was conceived 2 years ago, sorry sir but 2 years in the IT sector is like a decade in other areas. Konza was hatched over 5 years ago it needs a total rethink if we are to avoid putting up another white elephant. Regards
