At the ongoing EA IGF at Jacaranda Hotel, Brian Longwe pointed out an important issue that relates to Cyber security. He pointed out that there needs to be a sort of a "cyber security police" kind of organization that enforces cyber security among users, knowing that users are the biggest point of weakness when it comes to information security. He is right on. But looking at it from another perspective, knowing that users include or belong to organizations, its important to point out that what Brian was referring to is called Compliance. But one may ask, compliance to what, and who is there to enforce the compliance across the board? One question I always ask participants in our information security trainings is how well they have secured their networks. Very few people are able to answer this question in a satisfactory manner. The thing is, when you secure your information assets, what benchmark do you use, and how can you tell how well you are doing based on that benchmark? Thats called capability maturity. To tie my argument, what is required is a framework that lays down the enforcement of information security within organizations in particular industries, and even down to individuals. Call it data protection, and bring in the issue of the data protection legislation that is being worked on. From my point of view, this data protection bill lacks in depth in specifying this framework which can be used across the industry by all, be it in the private sector or public sector. If we were to compare this to the SOX Act or HIPAA, we will find that ours is quite shallow and still needs a lot of depth so that it can effectively provide this "policing" framework. Touching on what CCK informed regarding the CIRT-CC, I realized that there is no adequate representation there from the private sector, apart from TESPOK which is made up infrastructure owners. It would be good to include professional bodies like ISACA as they do have excellent skills that they can contribute on a policy level. Another important body missing in action is the Kenya Bureau of Standards, which is involved on an international level in making the actual standards that are relied on for information security. Principle of no transborder harm

Dear all, This is a recommendation of the Council of Ministers for Europe but it is very interesting in light of the discussions in the EAIGF today especially on cybersecurity/ cybercrime. See forwarded (inline) message below although the local/East African/African context could provide a good framework for co-operation. But one one has to wonder how this impacts human rights eg if one state requests another to take down content or block content.... ...................... forwarded message In the context of the overall discussions on rights and principles for the Internet, I wanted to call attention to thIs recommendation of the Council of Ministers of the Council of Europe<https://wcd.coe.int/ViewDoc.jsp?id=1835707&Site=CM&BackColorInternet=C3C3C3…>. It established an important notion regarding the responsibility of States to avoid national decisions or actions that would have a transborder impact on access to and use of the Internet. The relevant paragraphs are as follows (emphasis added): *1.1. No harm* *1.1.1. States have the responsibility to ensure, in compliance with the standards recognised in international human rights law and with the principles of international law, that their actions do not have an adverse transboundary impact on access to and use of the Internet.* *1.1.2. This should include, in particular, the responsibility to ensure that their actions within their jurisdictions do not illegitimately interfere with access to content outside their territorial boundaries or negatively impact the transboundary flow of Internet traffic.* *1.2. Co-operation* *States should co-operate in good faith with each other and with relevant stakeholders at all stages of development and implementation of Internet-related public policies to avoid any adverse transboundary impact on access to and use of the Internet.* As you know, governments actions that can be interpreted as implementing an implicit higher norm represent - if repeated - a foundation for recognizing this norm as an emerging international principle. In that regard, the fact that Egypt's shutting down access to the Internet on its territory during the Arab Spring left all the transit traffic untouched points to an emerging principle of "no tampering with transit traffic" that may prove very important in the future in particular for landlocked countries. This was the trigger for the introduction of the above paragraphs in the CoE recommendation and I thought it was useful to call attention to this dimension. As a side note, it is interesting to look at this principle in the context of the rojadirecta and bodog cases. Looking forward to more discussions on this topic in Baku. Hope it helps. -- Grace L.N. Listers, I was wondering what had gone wrong with my usually-very-fast Internet connection in the last two days but it looks like the answer is here : http://www.standardmedia.co.ke/?articleID=2000053001&pageNo=1 . As you may be guessing by now, a ship has yet again docked in the wrong place and damaged a cable! Get used to the slow connection, it will be like this for at least 14 more days! (ouch) In the eyes of Albert Einstein, we(Kenyans) would be nothing but insane since we have done things in the same way expecting different results! I may not be a prophet but I can assure you this is not going to be the last cable cut! http://www.itu.int/net/pressoffice/press_releases/2012/46.aspx -- Landmark decision by ITU Council on proposal for public consultation and open access to key conference document Online public platforms will be created to enable multi-stakeholder consultation Geneva, 13 July 2012 – During its annual session in Geneva, the ITU’s governing body, the Council, debated the issue of making ITU documents publicly available, especially those submitted to treaty-making conferences such as the forthcoming World Conference on International Telecommunications (WCIT-12) which aims to review and update the International Telecommunication Regulations (ITRs). The forty eight Member States that make up the ITU Council also discussed the need for open and online consultations with key communities, such as civil society stakeholders.1 In his remarks to Council during the debate, ITU Secretary-General Hamadoun Touré noted that “the world is changing, in large part thanks to the growth in telecommunications facilitated by the ITU, and we need to adapt to that changing world. As we have always done since our foundation in 1865”. Dr Touré noted that “all ITU members have full access to all WCIT-12 documents and can share them within their constituencies.” As well as proposing that ITU should hold open consultations on WCIT-12, he encouraged all Member States to do so too. Dr Touré stressed that while all documents are available in ITU’s six official languages, it is nevertheless “crucial for Member States to prioritize translation into other national languages, so that national level consultations, such as those currently underway in the Netherlands and Kenya, can encompass all citizens and ensure the widespread engagement of civil society in the important issues that are being debated in the run up to WCIT-12”. Following various proposals moderated by the Chairman of the Council, Mr Ahmet Çavuşoğlu, Head of the Department for International Affairs of Turkey’s Information and Communications Technologies Authority, it was agreed that the latest version of the main conference preparatory document will be made publically available on the ITU website within the coming days. This document is often referred to as TD64, and it gathers together more than 450 contributions that members have submitted during the preparatory process of WCIT-12. Additionally, the Council unanimously agreed that a publicly accessible page will be established on the WCIT-12 section of the ITU website, where all stakeholders can express their opinions on the content of the latest version of TD64, or any other matter related to WCIT. This open access for inputs was applauded by the Council as an important way for the ITU membership to be able to note the various viewpoints that surround the conference. The Chairman of the Council encouraged all Member States to give due consideration to these inputs in their preparation for WCIT-12. Referring to the importance of national consultations, Dr Touré said that he encourages “more of this kind of action at the national and regional level as we move forward. As we know, the ITRs in 1988 set the stage for the information society. And I am absolutely convinced that WCIT-12 will set the stage for the knowledge society.” 1 It should be noted that all civil society organizations, of an international nature and who are working on issues related to information and communication technologies, are already entitled to no-cost membership and indeed several such entities were welcomed into ITU this year and their membership was supported and endorsed by the ITU Council. Hi, I will give you a narrative walk through but time permitting I should be able to do a video clip showing how to go digital. 1. Buy certified set top box from an approved reseller 2. Remove set top box (STB) from the packing 3. Place next to TV set (99.99% of the chances are that it will be an analogue set) 4. Remove the aerial/antenna cable currently connected to you TV, DVD or VCR and connect it to the STB 5. Connect one end of the provided RCA cable (Yellow for Video, White and Red for Audio) to the corresponding ports on the TV and the other end to the STB 6. Slot in the Smart Card into the STB 7. Connect the STB power cables to the mains and switch it on 8. Switch on your TV 9. Using your remote or the control panel set your input source to COMPOSITE if you do not have this just set your TV to auto tune and you should pick the STB signal on one of the channels. 10. Using the STB's remote begin surfing the channels 11. You have gone digital, welcome to the future of broadcast. Spectrum Crunch? How about Wi-Fi

By Kevin Fitchard We think of our mobile phones as connecting to mobile networks, but that’s really not the case. When it comes to mobile data, our smartphones are far more reliant on Wi-Fi. Given that’s the case, why are carriers so single-mindedly focused on acquiring new licensed spectrum and building expensive new 3G and 4G networks, when they could implement more Wi-Fi and tap into other sources of unlicensed spectrum? That’s the question a new study is asking. In a recently released report on unlicensed spectrum, wireless consultant and former Ofcom economist Richard Thanki argues that the wireless industry and its regulators have their priorities all wrong. If the idea is to build ubiquitous networks offering plentiful and cheap data, then carriers and governments should pursue the cheapest and most efficient technologies, which in most cases isn’t cellular infrastructure. That report will be one of the key topics of Center for Internet and Society conference held Wednesday at Stanford University (Our own Stacey Higginbotham will be moderating one of the panels). You canwatch the live stream here. Thanki argues that the ‘spectrum crunch’ is a misnomer. Carriers can support far more capacity if they deploy smaller cells, reusing the spectrum it already has to nth degree. What the mobile industry faces, Thanki says, is an “infrastructure crunch”: It hasn’t built out the density of cells necessary to support the demands for mobile data. Nokia Siemens Networks’ conception of a heterogeneous network This isn’t a new concept by any means – operators like AT&T, Verizon Wireless andSprint are now planning their first small cell deployments with an aim of implementing multitechnology heterogeneous networks in the future. But while their plans include Wi-Fi to varying degrees, those operators are still leaning heavily on small cells built over licensed spectrum they own and control, which to Thanki makes absolutely no sense. “For example a cellular picocell costs from $7,500 to $15,000 whereas a much higher capacity carrier-grade Wi-Fi access point costs around $2,000,” Thanki wrote. “The cost of a Wi-Fi chipset for a consumer device is around $5, whereas 3G cellular chipsets costs around $30. Thanki said that the insistence on licensed airwaves isn’t a function of efficiency or utility, rather it’s one of control: Cellular operators are calling for ever more exclusive-use spectrum, in some cases up to 1,000MHz of additional bandwidth. Fulfilling these requests will lead to a substantial concentration in the ownership of the most valuable spectrum, risking both decreased competition and innovation. As part of a balanced approach to meeting the growing demands for data, policy makers should also enable more dynamic spectrum sharing and licence-exempt access across the spectrum. As shown in this report, licence-exemption promotes methods of broadband delivery that are overwhelmingly more efficient in their use of spectrum than their licensed counterparts. In addition, the licence-exempt ecosystem has been notable for creating contestable and competitive markets, characterised by disruptive innovation. Standards like Wi-Fi, Bluetooth and emerging “super Wi-Fi” technologies can not only support more capacity at a much lower cost, they will be key to connecting rural and underserved areas as well as creating the Internet of Things, in which not just our phones, tablets and laptops are connected but also our homes, cars and appliances. The high costs of mobile data carriage and cellular hardware have already made Wi-Fi a much preferable alternative to mobile broadband, according to Thanki: Another way of understanding the scale of global Wi-Fi deployments is to compare the aggregate capacity of Wi-Fi networks to global cellular networks. The aggregate capacity of the world’s Wi-Fi networks can be conservatively estimated to be well over 16,500 terabits per second. In comparison, the total capacity of the world’s 3G and 4G radio networks is probably no more 600 terabits per second. Unlicensed spectrum is already the way the world is heading. Instead of trying to overcome their dependence on Wi-Fi and other unlicensed technologies, Thanki said, carriers and regulators need to embrace them. In his report he doesn’t say that the industry should do away with spectrum ownership completely, but he does recommend that regulators quash their bias for carrier-owned frequencies and strike a balance between licensed and unlicensed. Call for research proposals: exploring the emerging impacts of open data in developing countries

Open data initiatives, from governments and grassroots groups are emerging in a wide range of settings. But what impacts do they have? And how can they lead to greater transparency and accountability, efficiency and innovation, and greater social inclusion? That's what the www.opendataresearch.org research network is planning to explore. The Web Foundation and International Development Research Centre (IDRC) are inviting research proposals that address current gaps in the evidence base underlying the implementation of open data initiatives in the developing world, and to inform policy and practice in a range of different settings. Research partners will be invited to form part of an international research network that will be established over the course of 2013. The project will fund a series of detailed case studies that examine the emerging impacts of specific on-going open data initiatives that address key development themes. Cases could look at: Open data in local and national budgeting processesOpen data for legislation processes and elections Open data in judicial systems Open data for smarter cities Open data for the delivery of privately provided public services Open data for the regulation of markets (e.g. extractive industries) Open data for the welfare and empowerment of marginalized groups and communities (e.g. data for small farmers) Open data and international development The call for proposals sets out full details of what we are looking for in the case studies, and the process for application. As a result of this call, we expect to issue a series of grants ranging from USD$25,000 to USD$75,000. The security of cyberspace is now an urgent concern. A cyber arms race among governments and non-state actors has begun in earnest. Facing a growing number of threats, from cyber crime to espionage and warfare, governments are developing ambitious cyber security strategies, some of which include far-reaching and potentially ominous censorship, surveillance, and information operation components. Unless proper checks and balances are instituted locally, there will continue to be strong pressures to build "surveillance-by design" into newly built infrastructure -- particularly the newly emerging mobile and social media ecosystems. These troubling trends of information control and securitization portend the gradual disintegration of an open and secure commons of information on a global scale. It is essential that the process of cyber securitization taking place in the South includes local voices who can articulate a vision of cyber security in which rights and openness are protected on the basis of shared research and empirical knowledge. The aim of the Cyber Stewards project is to help support and develop those local voices. Why "Steward"? Stewardship is typically defined as an ethic of responsible behaviour in a situation of shared resources, typically with respect to the natural environment and the commons, such as the oceans and outer space. Although cyberspace is more of a mixed pooled resource that cuts across public and private sector than a commons per se, the concept of stewardship still carries considerable merit: it implies behaviour that goes beyond self-interest to accomplish something in the service of a wider public good. It emphasizes the need for balance and the appreciation of the complexity of the system. It carries with it a connotation of custodianship and citizen-based monitoring, all of which mesh with the aims of the network we are setting out to build. Why should South-based scholars and practitioners link up with a North-based institution, like the University of Toronto? Moving forward, it is imperative that stewards of cyberspace include representation from all stakeholders in the global communications environment, and that bridges are built between communities across North, South, East and West. Although the challenges of each locality are unique, together we live in a shared communications space that is becoming increasingly dense and interconnected. We have a shared responsibility to sustain that space in a manner that supports everyone's rights, while keeping it secure. Networking South-based Cyber Stewards with the University of Toronto's Canada Centre and Citizen Lab's already existing network of collaborative partnerships will help accomplish that goal and hopefully build a broad community of global Cyber Stewards that empowers us all collectively. Who will make up the Cyber Stewards program and how will it operate? There will be a diversity in research topics and methods, as well as regional and disciplinary backgrounds, in the constitution of Cyber Stewards. We anticipate that the group will form a network of peers, in which the Cyber Stewards regularly interact with each other, engage in knowledge sharing and joint research and development, and mutual mentorship. Yawe migrates to Digital TV

Hi Listers, Wanted to inform you that on the 19th of June 2012 I migrated from analogue to digital TV reception, the signal is crystal clear not like the graining images I have been accustomed to over the past many years. The move was necessitated by the need for some of my house-mates to watch Tusker Project Fame, I went VoD many months ago. To put an issue to rest especially those in the media who have been spreading malicious roamers about the migration that I did not buy a digital TV set. All I bought was a decoder for 2,999/- which I plugged into old faithful and "pap" I can now receive clear digital signal. It was encouraging to note that all the current free to air channels, some of which I did not even know existed, have jumped onto the transmission including NTV, KTN and Citizen which makes you wonder what all those legalise was about. The quality of the various channels is glaring, something that was not visible with the analogue signal. To get a more holistic experience I also paid for the basic bouquet for 500/- a month, the offering was not disappointing but the number of channels is mind boggling especially having been there during the days of single channel VOK (Voice of Kenya). I only wish they could allow me create my own selection of channels to receive, the standard offerings make me feel like I am in a straight jacket. Yes, this is what happens when you enlighten people, 2 days ago I was comfortable receiving 6 horrible free to air channels today I am demanding a la Carte. All of you out there who where saving to buy expensive digital TV sets you can take 2,999/- of that money and migrate to digital TV today. Regards PS. Airtel vs YU: Airtel to shut down YU

An inconspicuous column inside The Star today talks about a spat between Airtel and YU in which the former is threatening to shut down YU because of a payment dispute. 1.3b (I think) is the figure in dispute - arising from "Site Sharing" where Airtel has been sharing its sites with YU. How this plays out is gonna be interesting, but hopefully it doesn't go the way I think - YU shutdown. Which brings me to the Digitial TV scenario, and subsequently 4G/LTE. Will such a scenario play out between KBC/Signet and the other 160+ providers - such that a provider can easily be shut down for non-payment, leaving it's subscribers without service? Govt Budget - removal of duty on software

Hi All Just thinking abt the removal of duty on software in the recent budget. - What is the present rate of duty on SW and how much will this impact the cost of PCs (esp where they have an OEM agreement to sell with an OS)? Can we expect major reductions in the price of laptops/desktops loaded with an OS? - Also does this not remove protection of local developers (e.g. payroll systems, accounting, etc etc) by making imported software costs come down? - In the enterprise space, given that software delivery can be via the cloud, I think it makes sense to let go of this duty since its going to raise the same issue of how to tax e-commerce. -- Francis Hook +254 733 504561

InternetNZ offers $100, 000 in grants for internet research

Best Alice ---------------------- Latest funding round is for projects that explore the ³intersect of the internet and public policy or law² InternetNZ is offering $100,000 for policy and legal-related research projects, with a funding cap of $20,000 per project. InternetNZ, which last year received $7.15 million in domain name fees <http://computerworld.co.nz/news.nsf/news/internetnz-collects-715-million-i n-registry-fees-in-last-financial-year>, has a $500,000 annual budget for community funding. Internet NZ CEO Vikram Kumar says the latest funding round is for research projects ³that explore the intersect of the internet and public policy or law.² For example, this could include projects that explore policy around access to the internet for economically poor communities or an analysis of reference to key internet terms (such as Internet Service Provider) in New Zealand legislation. The funding round will be overseen by InternetNZ¹s grant committee, with advice from internet policy specialist Ellen Strickland, from the University of Queensland and Graeme Crombie, a partner at law firm Minter Ellison Rudd Watts.

While on this subject, I am wondering whether the case (at least at the leadership and management levels) about the high cost of poorly built & maintained roads. I read (back in time) a world bank study that suggested that every unit spent on maintaining roads saves between 3 and 4 units of the same; thus every shilling (in labour + material) invested in maintenance yields savings of 3~4 shillings in vehicle maintenance, lost time, etc. Kenya is NOT poor, but wasteful of resources; and perhaps poor at translating ideas into implementation. Apologies for cross posting. I've just heard on Radio, Mr. Wangusi urging the public to check whether the mobile phone they are using is registered. One needs to check the IMEI number by dialling *#06# then send the IMEI number to 1555. Your service provider should give you the response appertaining to the status of your phone. This is just a hypothesis: Let's say I'm carrying an IED in my back bag and attempt to enter a supermarket, the guard, with a metal detector, rolls the detector on me, asks me what I have in the back, and I say, Laptop. Kidenda will do service to this country by explaining to Kenyans how these defects and issues will be addressed not to try and convince us that we have the best road...not for those who have ventured outside their mother's kitchen. Can we solicit specific responses from Eng. Kidenda about what next to address the issues and reduce road carnage on that road? Dear colleagues, I would like to bring to bring to your attention the Youth Access to Government Procurement Opportunities meeting that is being organised by the Ministry of Finance and Ministry of Youth Affairs and Sports on 29th June at KICC. (See attached notice) Some of you are involved in mentoring and working with young entrepreneurs, please pass this message to them and encourage them to attend. Many times we, the youth, complain about not having opportunities to access government tenders. I believe this is an initiative by Government to reach out to us. Dear All, The Directorate of e-Government has developed an internet portal to facilitate citizen access to integrated public services using a computer, PDA or phone. A catalogue of government services has been developed. It is intended that this simplified method of accessing a wide variety of government services will enhance service delivery and reduce opportunities for graft. The link to this service is www.kenya.go.ke or www.hudumakenya.go.ke. This portal also allows you to personalize the services that you require so that when you log on to the portal you only see the services that you want. The same applies to the links one visits on a regular basis including social networking sites. One can add and remove services at will. To do this one must first create an account. Try it out! Hi Listers, Americans have more money to spend on the entrepreneurship and taking risk on innovation which is very much part of their culture. It’s not about being stupid nor smart, it all gravitates to the real fact that Africa does not have the money to play with, nor does it have the culture of entrepreneurship to play with huge sums of money, but this is slowly coming, with the applications that we have seen, and Africa will reach this level. Given that gTLDs were also invented by the USA, it’s not surprising that people in US took more chance thus the many applicant, besides, do not forget that most of the new gTLD applications were brand protection names, given that most companies as well are western it’s only natural that the numbers would weigh in depending on the number of firms. I believe that Africa will soon be able to come at par, with the rest of the other developed nations, just a little more effort from the government to the Private sector. Gideon Rop. Failed States Index 2012 - Kenya #16, Somalia #1, Libya #50 (???),

Apologies this is not mainstream ICT but at the periphery some ICT aspects need to be considered as well...(open access to information, ICT enabling democracy/choice/transparency, ICT in corruption, etc) . This index is by the US group Fund for Peace. I wonder what metrics they are using or how they are weighting the values of the 13 indices they use. Kenya is ranked 16th...that's just 15 steps away from Somalia (???), 14 from DRC and shares the "teens" positions with Pakistan, Nigeria, Niger among others. The lower the score, the more "failed" a state is. Anyway....the links: 1 - http://en.wikipedia.org/wiki/List_of_countries_by_Failed_States_Index (updated with 2012 Index) 2 - http://www.foreignpolicy.com/failed_states_index_2012_interactive Personally I don't think Kenya should rate that poorly out of a 177 or so countries...I suspect some of the 13 indices are weighted more heavy than others (corruption, criminality, political situation etc) - and if such were removed from the index, just for the sake of seeing how it shifts the rankings, I'd like to think some EU countries would be in the top 50 at least....social unrest, steep economic decline, slum creation (US - housing/mortgage crisis has seen more people living in the streets in the last couple of years than in the last half a century), Wall Street demos, etc, ...."Suspension or arbitrary application of law" (Guantano Bay still open for business, The Patriots Act). And "Intervention of external political agents" - I think in Africa's case these "political agents" are usually from (or supported/fronted) by some developing countries that would want to nurture certain regimes in order to reap some economic gain...but that's an argument for another day. I'm also surprised the use of the adjective "primitive" by Korean Airlines, to describe Kenyans, elicited more reactions than this lowly ranking...should we get all hot and bothered about what is likely an issue of translation or summon our national pride and repudiate this "failed" states index? At this meeting we have a representative from CIC. The draft bills are on the CIC website. Lister's should be made aware of this process which is important as part ofthe constitutional implementation. When the act is passed it will improve our profile as a destination for data processing. As we speak there is a proposal in the EU law that would make it illegal for data to flow to countries that don't have data protection in place. *This has several implications.* Also, in a networked world, analysst indicate that the end game will be that there will be global centers of excellence in data processing. Dear all, See below updated information on the open data camp. celebrating one year of our Open Data initiative. Happy birthday! Open Data organises Strathmore Camp and turns one year The Open Data Development Camp 2012 will be held on 27th and 28th June at Strathmore University. The two day camp is part of The Kenya Open Data Pre-Incubator Program and aims at attracting more than 200 participants in the field. At the same event, a cocktail has been organized to mark the launch of the Kenya Open Data Initiative Portal which turns one year. On July 8 2011, President Mwai Kibaki launched the Kenya Open Data Initiative, making key government data freely available to the public through a single online portal. Registration for the camp has been ongoing and the event is expected to attract a diverse group of policy-makers, academia, and development aid workers, researchers, journalists, ICT-staff and software developers. The aim is to share experiences and networks, build tools, and show the power of Open Data. Going by the tagline, “We are open for change – are you?, the event will be seeking to shed more light on open data in stimulating the country growth. This is a six-month experiment to help accelerate and make sense of data and to galvanize engagement around critical public issues. It promises a combination of keynote speakers, workshops, best practices, speed geeking, hack space, networking, exchange of knowledge and needs, sharing data sets, co-creation, open data visualizations, and inspiration. Dr Bitange Ndemo, PS, Ministry of Information and Communication, Johannes Zutt, Worldbank Country Director, Paul Kukubo, CEO, Kenya ICT Board, and Pieter Dorst, Head of the Aid Effectiveness Division, Netherlands Ministry of Foreign Affairs are some of the high profile speakers at the camp. Hi, Well this is never surprising , Kenya for one is always ranked extremely well in others and worst in others quite paradoxical, particularly this case of failed states, i agree with one of the listers who said that perhaps some issues are weighed heavier than others, but at any rate i believe that Kenya ranks highly in most issues, except may be for embarrassing occasions when our MP's turn things out to suit their most immediate needs. On NGOs, the South African example is worth considering. Under Thabo Mbeki, the government put in a requirement that an NGO had to demonstrate how its work complemented the government's development goals/objectives/plans, including priorities. NGOs couldn't just walk in and do what they want in the name of development, obscuring development priorities and doing band aid stuff that only perpetuated dependency.
