The Africa Top Level Domains Organization (AfTLD), the association of African country code top level domains (ccTLDs) in collaboration with Sudan Internet Society (SIS), will be hosting an Initial Registry Operators Course for Francophone and Anglophone African ccTLDs in November 2012. The workshop which will be hosted by Sudan Internet Society, the Sudanese registry, will be held from 24 – 29 November 2012 and will focus on enhancing the robustness and efficiency of African registries by improving management of the technical infrastructure. The workshop is in line with AfTLD’s key strategic objective of building capacity of African ccTLDs with an aim of improving and enhancing Africa’s internet infrastructure. The Khartoum workshop is among a series of regular events that AfTLD holds on an annual basis. The event follows a successful workshop for Francophone ccTLDS held in Ouagadougou Burkina Faso from 9 to 13 January 2012 supported by the Internet Society and Francophonie as well as the policy and annual general meeting held in Livingstone Zambia in July 2012. Techies, geeks and innovators race one another to come up with the next big thing. They rush from meeting to meeting, work late, skip weekends. Every other day there's a pitch night for tech start-ups, a creative Web workshop, or a meeting of mobile app developers. The result is a surge in innovative Kenyan apps, most designed to work with the not-so-smart phones most Kenyans can afford. There's iCow, a virtual veterinary advice service that coaches small farmers on how to tend their dairy herds, avoid illness and improve production. And mFarm, which helps small farmers determine the right price for their produce, find buyers and sell it. And Huduma, which allows people to report and map government service failures such as water cutoffs and potholes, and track how long it takes to fix the problem. Why is this happening in Kenya? People here have two words: Bitange Ndemo. In his youth, Ndemo gave up on his country and went to study in America. Kenya was too corrupt, too undisciplined to make it, he thought. The contrast with America seemed stark. Now Ndemo, the 52-year-old head of the Ministry of Information and Communications Technology, is at the heart of Kenya's startling IT revolution. In a region where bureaucrats often do more to constrain change than to encourage it, IT leaders here speak of Ndemo in reverential tones. Erik Hersman, co-founder of Kenya's best-known technology hub and the son of American missionaries, says the nation's expansion in IT couldn't have happened without Ndemo. "We are in that phase where the government is fully onboard with the tech revolution that is happening, but also the people, normal citizens, are really embracing change," Hersman said. "I have to give it to [Ndemo]. That guy, over the past five years has really pushed things along, and other people -- regulatory bodies and the government itself -- have seen this and gone with him on it." In 2006, a year after he became the director of the information ministry, Ndemo tired of the endless delays as 23 African countries bickered over plans for a joint fiber-optic cable for high-speed Internet. Instead, he linked up with one from the United Arab Emirates. When the cable was switched on in 2009, Ndemo made sure universities got unlimited Internet capacity. He pressed the government to put money into IT research and start-up incubators. He persuaded the president to make all unclassified Kenyan government data open source -- available to anyone online -- a move nothing short of revolutionary on a continent where reflexive secrecy is the rule. Part of Kenya's advantage in the world of African IT is its good education system, with results in literacy, science and mathematics far outshining its main rival in the field, South Africa. But leaders in Kenya's IT community say the government also got some other important things right, including subsidizing Internet access. >From fewer than 2 million Internet users five years ago, now there are more than 12 million in this East African country of 40 million people. Nearly 90% of the population has access to cellphones, according to the Government Communications Commission of Kenya. Kenya is the undisputed world leader in mobile money (bankless transactions via cellphones), a development introduced in 2007 by cellphone operator Safaricom, which now handles more than half the world's mobile money transfers. As Kenyans leapfrogged from no bank accounts or Internet into cellphones and mobile money, the transfers took off. Mobile money users can pay school fees, buy items in shops, pay utility bills, buy tickets and pay for services. They can send money to a relative in a remote village without spending two days getting there and back by bus. The system has huge implications for the developing world. When American techies Ben Lyon and Dylan Higgins got together in a Seattle basement just over two years ago to sketch out their idea for a joint mobile money app and software business, they didn't move to the Silicon Valley. Instead, they came to Nairobi and launched a mobile money software firm, Kopo Kopo. "Mobile money is the payment system of the emerging market," Lyon said. "This is a once-in-a-lifetime opportunity to create a billion-dollar business in an emerging market." Ndemo gets to work at 6:30 a.m., is in his office until 11 p.m. and sends out emails into the early hours of the morning. Unlike many Kenyan bureaucrats and politicians, he's accessible, he attends weekend meetings, and he deplores wasted time. He grew up in the remote Kisii district in southwestern Kenya, a son of a man with five wives and 40 children. His mother, the last wife, had nine children. When Ndemo was 7, his father died, triggering a bitter battle to seize his mother's land. "My mother was constantly under threat that they would kick her out and take the land," he said. "Sometimes we actually had to leave school to be at home to make sure that wasn't happening." There was not enough money for more than one child's high school fees at a time, so he kept repeating his final year of primary school, he says, waiting for his turn. Then when he graduated with good enough marks for university admission, he had to wait while younger siblings had their turns at high school. Taking a low-level clerk job at the Kenya state power company, he scraped up $3,000, enough to travel to the United States. When he wasn't in class studying finance at the University of Minnesota, he cleaned bathrooms, washed dishes, drove trucks and delivered pizzas. One job in 1989 involved cleaning a sports arena. The stadium owner introduced him to a friend who was chief executive of a medical technology company. Ndemo was hired as a financial systems analyst. After returning to Kenya in 1993, he got a job at the University of Nairobi, helping computerize its systems and those of other government departments. His work in the president's office led to his appointment as director of the Ministry of Information in 2005. Despite Kenya's recent tech advances, there are doubters. Ndemo says he's even received death threats from those opposed to his efforts to make the government more accountable online. "We are getting a lot of criticism that nobody's going to use it, that this is silly," Ndemo said. But he's convinced that education, agricultural development, commerce and opportunity will explode when everyone's online. When IBM set up its first African research lab in August, it selected Nairobi as its base, just as Google chose Kenya for its first African operation in 2007. And when Nokia judged its 2010 global tech inventions contest, it was a Kenyan, John Waibochi, who took the million-dollar prize for his mobile phone system, Virtual City, that automates small businesses' supply, distribution, inventory, cashless sales and receipts. A group of Kenyans is putting together a Nairobi supercomputer cluster, among them the influential Hersman, who was raised in Sudan and Kenya, and whose Twitter handle is @whiteafrican. Hersman, who splits his time between Kenya and the United States, and others recently launched a Nairobi-based venture capital fund, the Savannah Fund, to help promising tech start-ups relevant to Africa. There's a vitality about Kenyan start-ups, grappling with the life-and-death problems of the developing world, that gives them an edge somehow lacking in Western apps designed to, say, find a parking space, or play a game, or shop or wake up on time. More start-ups are brewing in iHub, a meeting place on Ngong Road where developers and designers brainstorm. IHub manager Tosh Juma, 26, a hip young Kenyan, isn't the kind of person you would expect to hear praising anyone in government. "The Ministry [of Information and Communications Technology] is supportive and they recognize what we do," he said. Kenyans go to the polls next year and, given the influential enemies he has made, there's no guarantee that Ndemo will keep his post. But he says that even if he's not in government, he has plenty to do, like spreading the IT revolution across Africa. "People see the benefits of liberalization," he said. I was at the launch of Windows 8 yesterday and got my ribs aching from Dr. Ndemo's humor. Well delivered speech and great policies. BTW I work with Microsoft and next to me was my colleague from South Africa and couldn't stop to notice as he marveled when Dr. Ndemo mentioned the availability of 100Mbps in a middle of nowhere in this country after elections and Kenya being the only country in Africa to have open data. Once again thank you for getting this country at the top in ICT infrastructure and innovation in Africa. -- "Change is slow and gradual. The contrast with America seemed stark. Now Ndemo, the 52-year-old head of the Ministry of Information and Communications Technology, is at the heart of Kenya's startling IT revolution. In a region where bureaucrats often do more to constrain change than to encourage it, IT leaders here speak of Ndemo in reverential tones. Erik Hersman, co-founder of Kenya's best-known technology hub and the son of American missionaries, says the nation's expansion in IT couldn't have happened without Ndemo. "We are in that phase where the government is fully onboard with the tech revolution that is happening, but also the people, normal citizens, are really embracing change," Hersman said. "I have to give it to [Ndemo]. That guy, over the past five years has really pushed things along, and other people -- regulatory bodies and the government itself -- have seen this and gone with him on it." In 2006, a year after he became the director of the information ministry, Ndemo tired of the endless delays as 23 African countries bickered over plans for a joint fiber-optic cable for high-speed Internet. Instead, he linked up with one from the United Arab Emirates. When the cable was switched on in 2009, Ndemo made sure universities got unlimited Internet capacity. He pressed the government to put money into IT research and start-up incubators. He persuaded the president to make all unclassified Kenyan government data open source -- available to anyone online -- a move nothing short of revolutionary on a continent where reflexive secrecy is the rule. Part of Kenya's advantage in the world of African IT is its good education system, with results in literacy, science and mathematics far outshining its main rival in the field, South Africa. But leaders in Kenya's IT community say the government also got some other important things right, including subsidizing Internet access. From fewer than 2 million Internet users five years ago, now there are more than 12 million in this East African country of 40 million people. Nearly 90% of the population has access to cellphones, according to the Government Communications Commission of Kenya. Kenya is the undisputed world leader in mobile money (bankless transactions via cellphones), a development introduced in 2007 by cellphone operator Safaricom, which now handles more than half the world's mobile money transfers. As Kenyans leapfrogged from no bank accounts or Internet into cellphones and mobile money, the transfers took off. Mobile money users can pay school fees, buy items in shops, pay utility bills, buy tickets and pay for services. They can send money to a relative in a remote village without spending two days getting there and back by bus. The system has huge implications for the developing world. When American techies Ben Lyon and Dylan Higgins got together in a Seattle basement just over two years ago to sketch out their idea for a joint mobile money app and software business, they didn't move to the Silicon Valley. Instead, they came to Nairobi and launched a mobile money software firm, Kopo Kopo. "Mobile money is the payment system of the emerging market," Lyon said. "This is a once-in-a-lifetime opportunity to create a billion-dollar business in an emerging market." Ndemo gets to work at 6:30 a.m., is in his office until 11 p.m. and sends out emails into the early hours of the morning. Unlike many Kenyan bureaucrats and politicians, he's accessible, he attends weekend meetings, and he deplores wasted time. He grew up in the remote Kisii district in southwestern Kenya, a son of a man with five wives and 40 children. His mother, the last wife, had nine children. When Ndemo was 7, his father died, triggering a bitter battle to seize his mother's land. "My mother was constantly under threat that they would kick her out and take the land," he said. "Sometimes we actually had to leave school to be at home to make sure that wasn't happening." There was not enough money for more than one child's high school fees at a time, so he kept repeating his final year of primary school, he says, waiting for his turn. Then when he graduated with good enough marks for university admission, he had to wait while younger siblings had their turns at high school. Taking a low-level clerk job at the Kenya state power company, he scraped up $3,000, enough to travel to the United States. When he wasn't in class studying finance at the University of Minnesota, he cleaned bathrooms, washed dishes, drove trucks and delivered pizzas. One job in 1989 involved cleaning a sports arena. The stadium owner introduced him to a friend who was chief executive of a medical technology company. Ndemo was hired as a financial systems analyst. After returning to Kenya in 1993, he got a job at the University of Nairobi, helping computerize its systems and those of other government departments. His work in the president's office led to his appointment as director of the Ministry of Information in 2005. Despite Kenya's recent tech advances, there are doubters. Ndemo says he's even received death threats from those opposed to his efforts to make the government more accountable online. "We are getting a lot of criticism that nobody's going to use it, that this is silly," Ndemo said. But he's convinced that education, agricultural development, commerce and opportunity will explode when everyone's online. When IBM set up its first African research lab in August, it selected Nairobi as its base, just as Google chose Kenya for its first African operation in 2007. And when Nokia judged its 2010 global tech inventions contest, it was a Kenyan, John Waibochi, who took the million-dollar prize for his mobile phone system, Virtual City, that automates small businesses' supply, distribution, inventory, cashless sales and receipts. A group of Kenyans is putting together a Nairobi supercomputer cluster, among them the influential Hersman, who was raised in Sudan and Kenya, and whose Twitter handle is @whiteafrican. Hersman, who splits his time between Kenya and the United States, and others recently launched a Nairobi-based venture capital fund, the Savannah Fund, to help promising tech start-ups relevant to Africa. There's a vitality about Kenyan start-ups, grappling with the life-and-death problems of the developing world, that gives them an edge somehow lacking in Western apps designed to, say, find a parking space, or play a game, or shop or wake up on time. More start-ups are brewing in iHub, a meeting place on Ngong Road where developers and designers brainstorm. IHub manager Tosh Juma, 26, a hip young Kenyan, isn't the kind of person you would expect to hear praising anyone in government. "The Ministry [of Information and Communications Technology] is supportive and they recognize what we do," he said. Kenyans go to the polls next year and, given the influential enemies he has made, there's no guarantee that Ndemo will keep his post. But he says that even if he's not in government, he has plenty to do, like spreading the IT revolution across Africa. "People see the benefits of liberalization," he said. Some proposed changes to that treaty could threaten Internet openness and innovation, increase access costs, and erode human rights online. We are urgently calling for projects that will help give civil society organizations that support an open Internet a stronger voice before and during that key meeting, the World Conference on International Telecommunications (WCIT). *What We Want to Support* * Efforts to engage with your government in the lead up to the WCIT meeting. * Costs for civil society representatives to participate at WCIT in Dubai, provided you are already a part of your country's delegation or have otherwise demonstrated commitment and expertise in this area. * Provision of basic technical infrastructure and tools that let civil society representatives on the ground in Dubai coordinate and communicate with each other, their home organizations, and the media. *The Details* * The call for proposal opens up on Nov. 12 and closes at 12 AM GMT Nov. 15 (i.e., midnight the night of the 14th). * This is a micro grant fund. There is a total of $10,000 available. Ideally, we will be supporting 8-10 projects from that amount. Net Neutrality - A Perspective as a Precursor to tomorrow's WCIT Discussions

Listers As a followup to my posting on *Africa (and Kenya's?) Position to WCIT, Dubai, *I thought I would pen some thoughts on Net Neutrality as a way to get our minds thinking ahead of tomorrow morning's Stakeholders Meeting on WCIT-12 at the Grand Regency. According to Wikipedia:- *Network neutrality* (also *net neutrality*, *Internet neutrality*) is a principle <http://en.wikipedia.org/wiki/Principle> that advocates government regulation of Internet service providers<http://en.wikipedia.org/wiki/Internet_service_provider> ,[1]<http://en.wikipedia.org/wiki/Network_neutrality#cite_note-Information_Week-1> preventing ISPs from restricting consumers' access to networks that participate in the Internet <http://en.wikipedia.org/wiki/Internet>. Specifically, network neutrality would prevent restrictions on content, sites, platforms, types of equipment that may be attached, and modes of communication. Network owners can't interfere with content, applications, services, and devices of users' choice and remains open to all users and uses. Since the early 2000s, advocates of net neutrality and associated rules have raised concerns about the ability of broadband providers to use their last mile <http://en.wikipedia.org/wiki/Last_mile> infrastructure to block Internet applications and content (e.g. websites, services, and protocols), and even block out competitors. (The term "net neutrality" didn't come into popular use until several years later, however.) The possibility of regulations designed to mandate the neutrality of the Internet has been subject to fierce debate, especially in the United States. Neutrality proponents claim that telecom companies seek to impose a tiered service <http://en.wikipedia.org/wiki/Tiered_service> model in order to control the pipeline and thereby remove competition, create artificial scarcity <http://en.wikipedia.org/wiki/Artificial_scarcity>, and oblige subscribers to buy their otherwise uncompetitive services. Many believe net neutrality to be primarily important as a preservation of current freedoms. [5] <http://en.wikipedia.org/wiki/Network_neutrality#cite_note-no-tolls-5> Vinton Cerf <http://en.wikipedia.org/wiki/Vinton_Cerf>, considered a "father of the Internet" and co-inventor of the Internet Protocol, Tim Berners-Lee<http://en.wikipedia.org/wiki/Tim_Berners-Lee>, creator of the Web, and many others have spoken out in favor of network neutrality. Opponents of net neutrality claim that broadband service providers have no plans to block content or degrade network performance.[8]<http://en.wikipedia.org/wiki/Network_neutrality#cite_note-books.google.com-8> Despite this claim, there has been a single case where an Internet service provider, Comcast, intentionally slowed peer-to-peer<http://en.wikipedia.org/wiki/Peer-to-peer> (P2P) communications.[9]<http://en.wikipedia.org/wiki/Network_neutrality#cite_note-9> Still other companies have begun to use deep packet inspection<http://en.wikipedia.org/wiki/Deep_packet_inspection> to discriminate against P2P, FTP, and online games, instituting a cell-phone style billing system of overages<http://en.wikipedia.org/wiki/Cellphone_overage_charges>, free-to-telecom "value added" services, and bundling.[10]<http://en.wikipedia.org/wiki/Network_neutrality#cite_note-10> Critics of net neutrality also argue that data discrimination<http://en.wikipedia.org/wiki/Data_discrimination> of some kinds, particularly to guarantee quality of service<http://en.wikipedia.org/wiki/Quality_of_service>, is not problematic, but is actually highly desirable. Bob Kahn<http://en.wikipedia.org/wiki/Bob_Kahn>, co-inventor of the Internet Protocol, has called the term net neutrality a "slogan" and states that he opposes establishing it, but he admits that he is against the fragmentation of the net whenever this becomes excluding to other participants.[11]<http://en.wikipedia.org/wiki/Network_neutrality#cite_note-kahn-vid-11> Opponents of net neutrality regulation also argue that the best solution to discrimination by broadband providers is to encourage greater competition among such providers, which is currently limited in many areas.[12]<http://en.wikipedia.org/wiki/Network_neutrality#cite_note-podhoretz-post-12> http://en.wikipedia.org/wiki/Network_neutrality So what does the Africa Position on ITRs (International Telecommunications Regulations) mean to us? >From the proposal one can deduce that we now intend to turn around Net Neutrality on its head and give ISPs/Telcos a legal standing to charge content providers and application service providers for the privilege of their customers to access any website. What would be the effect of this? As I said in my earlier posting the principle around this is flawed. Why? Because this opens up the opportunity for discrimination and anti-competitive tendencies. We are aware now that some Telcos and ISPs are moving into Content Provision through the Triple Play Mantra (TV, Phone and Internet). What is to stop discrimination in the guise of competition? We must be careful that we do not put a regulator's stamp in a competitiveness environment in favor of one player /industry against another. Nation, Standard, Citizen, Iqra, Google, CIO East Africa, Ma3Racer, Pesapal, Facebook, Twitter etc will all then be bundled together and the prerogative of the ISP/Telco will be what rules and NOT Market Conditions. I have argued before about the ISP/Telco space and whether the current scenario calls for a re-thinking of the business as usual model. There seems to be a tacit agreement that something is amiss where some players (the majority it seems) seem to be bleeding red ink. I cannot presume to be an expert in this space but could the logical step be one of sharing infrastructure to reduce Capex as opposed to everyone running around digging up the whole country in an 'arms race'? Is this an area where the regulator can assist? There is a legend around how Dr.Ndemo (Permanent Secretary, Ministry of Information & Communication) managed to get the first undersea cable landed in Nairobi despite industry not pulling in the same direction (I don't know how true or false this is but the fact that it is being bandied around is in itself a red flag). I suggested possibly that the industry may want to embrace the Principles of 'Frenemy'? Let's ensure we maintain the current status quo that has enabled innovation and entreprenuership in the ICT Sector to blossom. The current discourse about whether 'Silicon Savannah' needs to grow up and move towards creating viable and sustainable businesses is what we should discuss NOT seek to change the very environment that made this possible. Africa (and Kenya's?) Position to WCIT, Dubai

Listers I have serious misgivings about the Africa Position to WCIT as presented by CCK. I will highlight the main & pertinent proposed changes. There are good clauses within the proposal that are pertinent and in line with current trends. For example:- 38A 4.3A Members States shall ensure transparency of end-user prices and the provision of clear information on how to access the services and the prices thereof, in particular to avoid unreasonable or surprising bills for international services (e.g. mobile roaming and data roaming), and shall ensure that Operating Agencies take the necessary measures to fulfill these requirements. Reasons: This provision considers the users' right to have transparent information on the international charges, bearing in mind the current excessive data charges for roaming users. My Comments This deals with consumer protection and it is high time that it becomes an issue of international concern. 54A 6.5A Member states shall ensure that each party in a negotiation or agreement related to or arising out of international connectivity matters, will have access to alternative dispute resolution mechanisms and will have recourse to the relevant regulatory or competition authorities of the other party's state. Reasons: To provide for alternative dispute resolution and other mechanisms, to preserve the interests of Member States and avoid abuse on their small market power operators. My Comments Commendable as this sets clear guidelines on dispute resolution and possibly can guide against monopolistic behavior from dominant players. Environmental Issues Reasons: To address the importance of the issue of saving the environment. ADD AFCP/xyzA1/89 57B 8A.1 Member States shall cooperate to encourage operating agencies and industry to adopt energy efficiency international standards and best practices, including disclosure and labeling schemes, so as to reduce energy consumption of communications facilities and installations. Reasons: To request Member States to cooperate to encourage taking measures to reduce energy consumption. 57C 8A.2 Member States shall cooperate to encourage operating agencies and the industry to take-back schemes and recycling management facilities to reduce e-waste resulting from communications facilities and installations, [and to avoid causing harm to other Member States from such e-waste.] | [and to ensure that such practices does not cause harm to other Member States.] Reasons: To request Member States to cooperate to encourage operating agencies and the industry to consider avoid causing harm to other Member States as a result of e-waste and should address also not causing harm due to disposal of e-waste. My Comments Commendable as these are in line with the current popular discourse on environmental issues. The next three clauses leave me cold as they:- 1. Listers Obama continued to stay ahead and the closeness of this election (despite the electorate college votes big margin the battle ground states were won with the slightest of margins) because of his team's sleek use of technology - especially the use of Big Data. The ability to crunch the numbers and glean nuggets of pure gold in terms of voter trends and getting out the voters to vote for him really is the biggest lesson here. In my opinion of course. Are there lessons here for our politicians? How can we engage (through proper use of technology) with all Kenyans to ensure we vote in the right leaders? Or am I being an idealist and romantic and all this is just wishful thinking? Onchari, you think its possible to do research without money? Most the volunteers in US just knock on doors, or do cold calling to encourage and influence voters to vote in a certain way. How many Kenyans volunteer on election? We see the observers carrying leaves on the streets with hakiyangu! Back to the issues, to be able to map out demographics, voter psychology ,e.t.c., you need to spend with top-notch research and polling firms. Apart from adverts, that is where the $920M went for democrats. And the entire US elections cost Ksh0.6 trillion. That is like what KRA collects in a year. Hi Ali, This is interesting , it was good to see the manner of technology used during the US polls , i must say it was top notch, the kind of crisp marketing and use of technology to understand the niche regions was amazing. How about the analytics ,CNN and other media houses were able to give up to date info, removing the possibility of delay. We are going to polls soon and it will be encouraging to at least see some kind of replication, even if we will not go that top-notch, we have the resources to use and definitely the skill. And they really should not apologise for that since that is how they are constituted by government treaties... So methinks Fiona crashed into a Regulator /ITU meeting and she got kicked out accordingly :-) Am not saying its fair, am just saying I perfectly understand where ITU is coming from and will only change if the same Govts decide to change the nature of the treaties inorder to give smaller fish (Wanjiku) some say. Presidential Debate Par Excellence!

Listers, Did anyone watch the 1st Ghanaian Presidential Debate held Live on Tuesday this week? If you missed it, it is worth watching at http://www.youtube.com/watch?annotation_id=annotation_110227&feature=iv&src… It was impressive and I loved the structure of the debate for 3 reasons:- 1. It focused entirely on SUBTANCE (Development Agenda) - ICT issues also featured in the discussions! A pure focus on concrete agenda/vision for the country going forward. 2. The facilitation was very focused with strategic questions posed to the candidates sequentially and they had EXACTLY 3 minutes to succinctly respond and no more! They had only 3 "chances of rebuttal" 3. They had a blend of a researcher/media personality as the co-hosts - which means empirical evidence/research information was consulted to pose piercing and targeted questions. There was no room as such for "dirty politics/ethnic persuasions". The 3rd debate will feature a debate of the running mates! The whole debate series is managed by the Institute of Economic Affairs. As we gear up to Kenya's debate this month, many questions run through my mind: 1. Will Kenya for the first time focus on SUBTANCE and NOT our usual political theatrics? 2. Will we draw on empirical evidence to pose challenging and deep questions? What role can research think tanks play to have substantive issues addressed? 3. How will the 20+ presidential candidates be managed in an effective way to give equal opportunity to all, yet remain focused and substantive? ............the list goes on! I'm sure listers have many more questions! As a community, we should aim to submit concrete pressing questions related to the industry (assuming there's room for this) I hope Julie and her co-host will run Kenya's debate differently and borrow a leaf from Ghana's....avoiding the Kenyan typical style of politics! This is a challenge we throw to the media houses that will be hosting the series of historic debates. Reflective Edith!

The key to justifiability of the socio-economic rights is the standard of reasonableness. Though a considerable margin of discretion must be given to the state in deciding how it is to go about fulfilling the socio-economic rights, the reasonableness of the measures that the state adopts can be evaluated by a court. 2. Many factors including a failure in rainfall have a negative impact on the availability of food and the cost of living and such factors are not a result of the failure on the part of the state to take appropriate policy and other measures to ensure the realisation by citizens of the socio-economic rights guaranteed under Article 43. The respondents have taken reasonable measures to meet their obligations under the Constitution. 3. When bringing matters of socio economic rights before the court, which have a critical bearing on the rights, lives and livelihoods of citizens, it is not enough to make bare statements with regard to the violation of rights without seriously addressing oneself to the manner in which the violations have occurred and the reasonableness or otherwise of the measures taken to avert or ameliorate their impact. At this nascent stage in the implementation of the Constitution of Kenya 2010, parties in the position of the petitioner, should they determine to take on cases which have a bearing on the public interest, must take them on with all due seriousness. 4. 1. The manner in which the petition was conducted by the petitioner would ordinarily have attracted an award of costs against it. However, the intent of Articles 22 and 23 of the Constitution is that persons should have free and unhindered access to the Constitutional Court for the enforcement of their fundamental rights and freedoms. Similarly, Article 258 allows any person to institute proceedings claiming the Constitution has been violated or is threatened. The imposition of costs would constitute a deterrent and would have a chilling effect on the enforcement of the Bill of Rights. 5. In matters concerning public interest litigation, a litigant who has brought proceedings to advance a legitimate public interest and contributed to a proper understanding of the law in question without private gain should not be deterred from adopting a course that is beneficial to the public for fear of costs being imposed. -- Grace L.N. A good read and hopefully a wakeup call. 24 - 31 October 2012 A Billion Reasons to Believe in Africa: A Rethink - ADVERTISEMENT - Graphics courtesy “There are a billion reasons to believe in Africa,” states Coca-Cola’s new commercial that attempts to capture the spirit of “new” Africa. Africa-optimism has in the recent past gained massive hype. Ernst & Young in its May report on Africa’s attractiveness for foreign direct investment (FDI) states that "…There is a new story emerging about Africa; a story of growth, progress, potential and profitability.” According to the African Developmental Bank, "Africa has started to see an economic resurgence" as a result of stronger demand for its commodities from emerging economies such as Brazil, China, India, and South Africa. With the continent’s middle class clocking 313 million people, the region’s consumer spending has increased. McKinsey Global Institute projects that consumer spending in Africa will reach $1.4 trillion in 2020, from about $860 million in 2008. Over 616 million people out of the 1 billion people that reside in Africa have a cellular phone. The average African drinks about 8 liters of beer per year compared to about 70 liters on average per year for Americans. While the continent is bequeathed with flowery endearments, it must guard against falling prey to the “feel good” trap and ask fundamental questions. For example, how are the endearments changing the lot of Africa's ordinary citizen? How is Africa changing for the better? Is the renewed interest in Africa by emerging and developed economies out to improve the continent's socio-economic wellbeing? While Africa ought to embrace the old and new suitors trooping to the continent, this must be done with caution and on a win-win basis. What happened in Malawi ought to make Africans rethink their celebration. As long as Malawi followed donor dictates and allowed multinational companies to control its agricultural sector, the country was hailed as Africa’s success story on food security. Once Malawi fell out with donors and multinational companies, the country’s food security was crippled. This begs the question: who was driving Malawi’s food security? Between Malawians and merchants of patented and re-engineered seeds and fertilizer manufacturers, who was benefitting most from the ‘success story’? Was this a Malawi success story or a multinational company success story? As global optimism in Africa is hyped, Africa’s land is being grabbed by ‘investors.’ Investors from China and Europe are busy buying land in Kenya and putting up 'Chinese only' and 'European only' real estate. As elegant edifices mushroom in Nairobi and its environs, where is the revenue accrued heading? Won’t we wake up one day and find ourselves legally landless and at the mercy of the so called ‘investors’?What will happen twenty years from now when our children find themselves landless? Isn't this a prescription for a revolution and civil war? Saudi Arabian investors have reportedly paid $100 million for an Ethiopian farm. Uganda has sold 2 million acres to Egypt. Kenya is leasing out 40,000 acres to Qatar. China owns vast tracts of land in Zimbabwe and Algeria. Madagascar was in the process of leasing out 1 million acres to South Korea. Millions of Africans are dying from starvation as African governments lease and sell millions of acres of land to feed populations in China, Saudi Arabia, South Korea, and Qatar among others. Africa is busy working on internet connectivity. In fact, growth in Africa’s Internet and Broadband sector has accelerated. By December 31 2011, Africa had 139,875,242 internet users and 37,739,380 people who had subscribed to Facebook. As we consume this service, do we ever question who is controlling the internet? What would happen if the Internet Corporation for Assigned Names and Numbers (ICANN), which basically holds the keys for any person or business hoping to turn up in search results on the Internet, gave a blackout to the continent? As more computers are dumped into the continent, who is the ultimate beneficiary? Africa, a continent that carries 25% of the world’s diseases is dependent on multinational ‘investors’ for medical supplies. It imports around 70% of its pharmaceutical needs from abroad. Two thirds of global value of pharmaceutical products are produced in 5 countries; USA, Japan, France, Germany and UK. In the banking sector, more than half of countries in Africa have a banking market with either a dominant or a significant share of foreign-owned financial institutions.The continent spends more money servicing its debt, in other words, paying interest to outsiders, than it spends on infrastructural development. On the natural resources front, none of the natural resources Africa is blessed with is under African control. While African countries like Nigeria, Angola, Democratic Republic of the Congo, Gabon, Libya, and Equatorial Guinea among others possess oil in abundance, they don't have the capacity to discover oil; drill for the oil; refine the oil; transport the oil to the destination where it would be refined; repair existing refineries or have the vessel to transport the oil back to Africa for consumption. Africa should not celebrate the “...billion reasons to believe in Africa” craze while the continent is owned stock and barrel by other people. We cannot talk of a thriving economy when we are mere consumers and passive. Before we celebrate Coke’s penetration to most parts of Africa, we ought to ask why we are dying of preventable and treatable diseases; why essential medicines cannot be accessed in African households; why we don't benefit from our rich natural resources; why we are not in control of our economies; why we are food insecure in spite of a good climate; why it is easier to fly to other continents but not our own; why intra-Africa exchange of goods and services is low and why there is no African homegrown brand that the world can celebrate. Or wondered why satellites don't crash into each other? Or why you dial 64 to reach New Zealand, but 65 for Singapore? These are some of the mundane but essential logistical achievements of the [3]International Telecommunication Union, a specialist UN agency that dates back to 1865. Yet as it gears up for its first global conference in 14 years, the ITU has found itself under unprecedented attack. The first assailant is the powerful US technology lobby. Companies, including Google, are claiming that new ITU proposals would mean [4]internet companies paying hefty fees to local telecoms companies, reigniting historic tensions between US internet giants and incumbent telecoms firms across the world. Maxwell says mPawa has already matched 2,000 job seekers in the previous 3 months, has raised $90,000 is looking to raise $100,000. Chilcott says the startup provides cloud management tools for firms allowing them to interconnect the different cloud solutions they have deployed, such Salesforce and SharePoint. Flowgear provides a codeless dashboard which allows a fast deployment. Drawings can also be imported from Visio and implemented in Flowgear. The SnapLogic competitor says its has received $ 200,000 funding to date. Kenya Diaspora Alliance Seeks Out Partners for e-Vote/m-Voting

Hello, The Kenya Diaspora Alliance (KDA) is seeking out credible technology solution partners and sponsors to roll out an e-voting (secure online and mobile-based) for the Diaspora in the upcoming general elections. It is estimated that there are 3 million Kenyan Diaspora scattered all over the world, remitting into the economy together among them about US$ 1 billion every year (actually US$ 1.8 billion in 2010, being the major single highest forex earner - about 3 times to tourism, and reportedly higher than either overseas development aid or FDI). The pro-Diaspora new constitution has several pluses, including dual citizenship and a right to vote for Diaspora. Vision 2030 too (despite misgivings by some) recognizes Diaspora as an important pillar. KDA (http://kenyadiasporaalliance.org/) is a Federation of over 20 of some of the larger and better known Diaspora organizations worldwide, including Kenyans for Change (K4C), Kenya Community Abroad (KCA), Kenyans in Nigeria (KINs), Kenyans in Dubai (KUDIMA), New Vision Kenya (NVK-Mageuzi), Kenyans in UK/China, etc. It is estimated that among them all, KDA affiliate organizations have a nominal membership of about 250,000 members. KDA believes the only way for Diaspora to participate meaningfully in the coming elections is through secure, credible electronic voting. Through one of its technical committees, it is exploring two-pronged solutions: i) a secure online registration (and later voting) platform - see the prototype 'sign-up' site at https://www.kenyansabroadvote.com/, with a superior site under development for actual registration should IEBC/GoK agree to partner on this, and ii) a secure mobile-text based (m-apps) solution, akin to m-Pesa to facilitate m-voting for Diaspora. It is noted that even if IEBC chooses not to use the solution, it shall still be used to 'sign up' the large numbers of Diaspora out there/here. Also elected were Nigeria as the First Vice Chairperson and Trinidad and Tobago as the Second Vice Chairperson. Telkom South Africa and the Telecommunications Regulatory Board of Cameroon were elected to the CTO’s Executive Committee representing the Industry Partners and the Development Partners of the CTO respectively. This meeting also marked an important occasion when the Council adopted the proposed amendments to the CTO Constitution and Rules of Procedure. Based on the outcomes of a wide ranging consultation, the amendments modify the governance structure of the CTO to facilitate the delivery of its mandate. The new Constitution and the Rules of Procedure improve the stakeholders’ participation in governance, takes into account commercial exigencies and provides for greater degree of transparency. The Council meeting was preceded by the 10th Annual CTO Forum, which was opened by H.E. Mr. Rajkeswur Purryag, GCSK, GOSK, President of the Republic of Mauritius. The Forum brought together policy makers, regulators and industry representatives from both Commonwealth and non-Commonwealth countries, to explore how mobile broadband can be utilized more effectively, efficiently and securely for development. In the margins of the Forum, on 24th October, the joint project by the International Telecommunications Union and the CTO to implement Child Online Protection in six African countries was launched at a meeting attended by senior policy makers and regulatory heads, led by Hon. Tassarajen Pillay Chedumbrum, Minister of Information and Communication Technology of Mauritius, where the delegates finalized the implementation plan. A workshop on “IPv6 for Managers”, conducted by AFRINIC together with the ICT Authority on 24th October, informed high level decision makers of the challenges and opportunities of the migration from IPv4 to IPv6. Actually, the infrastructure does not have to be fibre, wireline. What would be useful is to see what is happening in the industry and as much as possible adhere to the standards that will allow for a horizontal growth. This needs to be in the blue print - overall konza blue print. There are many use cases for smart cities smart homes etc and whilst we should tailor make our solutions we should keep in mind that we ought to be able to allow for inter working and reuse of infrastructure. The tragic issue would be develop a bespoke smart city/ smart home infrastructure that does not allow for any flexibility. ETSI is currently working on standardisation and in fact have released the first issue of M2M. These are the guys who gave us GSM which is by far the most pervasive wireless standards. Hopefully, their work will gain as much traction in the M2M space. So far so good, at least going by the vendors in the different industries. The "ICANN Africa Strategy" Is Not the Same as the 'African Agenda'<http://www.circleid.com/posts/20121024_icann_africa_strategy_is_not_the_sam…> http://www.circleid.com/posts/20121024_icann_africa_strategy_is_not_the_sam… The ICANN-45 International meeting of the ICANN Global Community in Toronto, Canada provided an opportunity for the unveiling of the initial draft of the ICANN Africa Strategy, an episode that will always be remembered as a landmark moment which signaled the official commencement of ICANN's new approach to Africa. Indeed, a new chapter has started regarding how ICANN will relate henceforth to Africa. The ICANN Africa Strategy will increase Africa's visibility in ICANN, and in turn, also project ICANN's visibility in Africa. Its implementation should lead to the mainstreaming of the principal issues of concern to Africa in ICANN's discourse. *It is therefore important that the ICANN Africa Strategy is not misrepresented in terms of its overall goals, and the type of strategic impact it is supposed to engender in the short to medium term*. However, just a few days after ICANN's meeting in Toronto, the Africa Strategy is now being spun by some pundits and self-styled Africa watchers into what it is not, thereby creating some general misconceptions. I believe that such mischaracterizations of the ICANN Africa Strategy could create widespread confusion and actually precipitate its failure. Such a ridiculous fiasco resulting as an unintended consequence must be avoided at all cost. *It is therefore necessary at this early stage to set the records straight about what the ICANN Africa Strategy is not.* *1. The "ICANN Africa Strategy" is different from the "African Agenda"* The Africa Agenda *is a failed tactic that was employed by a group of so-called 'African Internet Experts'* to impose their agenda on ICANN using the political and diplomatic machinery of the African Union Commission, whilst exploiting the auspices of the African Ministerial Round-Table that met in Dakar, Senegal in October 2011 during ICANN-42. *It was essentially the work of chicanery that failed. Twelve (12-points) were outlined as an 'African Agenda' that had presumably received the blessings of an African Ministerial Round-Table and submitted to ICANN leaders in Dakar; with the hope that ICANN would approve the imperious demands that were contained in the 'African Agenda' as a fait accompli.* One of the most impossible demands contained in the African Agenda was for ICANN to give special treatment to the African Union, and reserve the .Africa (DotAfrica) name and its representations in any other language in the List of Top-Level Domain names; with the added proviso that the African Union would then delegate the .Africa gTLD to a structure that it hoped to identify and select. It was a very ridiculous demand, against the backdrop that the Top-Level Names in the Reserved List (for example, AfriNIC, www, http, etc.) were already specified in the approved version of the new gTLD Applicant's Guidebook, and any extra-ordinary proposition to include .Africa in the List, would have required an amendment to the new gTLD Applicant's Guidebook. *The inchoate plan was therefore defeated in Dakar, and with it, the African Agenda.* In ICANN's official response to the AUC and the African Ministerial Round-Table that came in March 2012, it was recommended to the AUC to use both GAC Early Warning Advice and Community Objection to influence the outcome of the .Africa new gTLD application process. ICANN's response therefore made it clear that the only route to the delegation of .Africa gTLD was through the new gTLD program and not *through the imperious imposition of an African Agenda.* It must be emphasized that the Africa Agenda was not consensus-driven, lacked multi-stakeholder input and was never approved by ICANN. *The Africa Agenda actually failed at Dakar.* *2. The "ICANN African Strategy" is not related to the new gTLD Program* *The ICANN African Strategy has nothing to do with the .Africa new gTLD.*The objectives of the ICANN new gTLD program are quite clear as a global, fairly structured, rule-based, policy-driven, transparent and competitive process under which new gTLDs will emerge, with a view to expanding the Internet. *The Africa Strategy on the other hand is simply a strategic planning process with multi-stakeholder inputs that is expected to guide ICANN's engagement with Africa during the implementation period of the ICANN Strategic Plan from July 2013 to June 2016.* Therefore, any viewpoint that contrives to indicate that the ICANN African Strategy is somehow connected to .Africa gTLD or to ICANN's new gTLD program is completely fallacious, and should be debunked as incorrect and misleading. As a matter of fact, during the comments collection process, the draft Assessment report assembled by the ASWG had contained a reference to .Africa new gTLD, based on some submission that was made by a respondent, but this was seen as irrelevant, out-of-context and removed. *3. An AUC-endorsed DotAfrica Application has nothing to with the Africa Strategy* A recent blog posting<http://www.circleid.com/posts/20121023_africa_at_icann_continent_on_the_mov…>written by Andrew Mack, a self-styled Africa watcher, had tried to suggest that the DotAfrica application somehow has something to do with the ICANN Africa Strategy. In his article he stated inter alia: *"You could also see it in the tremendous enthusiasm for the AUC-endorsed dotAfrica (.africa) application, which has become a real a (sic) focal point of an emerging "African Agenda"*. Again, this is a very wrong assertion which is very misleading. *Andrew Mack's confusion is rather palpable, by mixing-up the new ICANN Africa Strategy with the previously failed African Agenda.* The point has already been made that the "African Agenda" aimed to take the DotAfrica new gTLD outside the oversight of ICANN's new gTLD program under an opaque plan that would have enabled the African Union Commission (with the 'guidance' of its Task Force on DotAfrica) to separately delegate the .Africa gTLD to a structure that it had identified and selected based on a flawed 'special treatment process'. Andrew Mack's recent posting was therefore *in grave error by assuming that the AUC-endorsed dotAfrica (.africa) application has become the focal point of an emerging "Africa Agenda".* The African Agenda was generally seen as an illegitimate, stage-managed scheme which never received any approval from ICANN. The AUC had wanted to enjoy certain special legislative protections under the African agenda, but this was denied by ICANN. Finally, *it is important to clarify that the AUC is not part of the ICANN Africa Strategy.* In truth, the AUC had tried to endorse a DotAfrica (.Africa) Community TLD application for the African Community, but the appointed applicant — UniForum did *not submit any application on behalf of the African Community, and did not even acknowledge any 'African Community' in its application for .Africa.* Therefore *the notion of an AUC-endorsed DotAfrica application remains nebulous and ill-defined.* Following the revelation that the .Africa application by UniForum did not truthfully adhere to the terms of the purported AUC-endorsement that it had received; to wit, that of applying on behalf of the African Community, *Mr. Neil Duncan Dundas had made an open admission on the AfrICANN Forum that he expects the AU, the African Internet Communi*ty and ICANN to hold UniForum accountable for its misleading application. Rome was not built in a day and Kenya will not become a knowledge economy because we have set aside land for a technology city. A shorter version was read out at the ICANN's Public Forum Meeting on Thursday, October 18, 2012 due to constraint of time.* * * *My name is Sophia Bekele, I am Executive Director, DotConnectAfrica. DCA Trust has been participating in the ICANN Global Community and attending the ICANN International Meetings regularly and actively within the past few years. DCA Trust is also a new gTLD applicant, and has submitted an application for the .Africa generic Top-Level Domain. This *ICANN-45 Meeting in Toronto has provided a landmark opportunity for the presentation of the initial draft of the ICANN Africa Strategy*. We are thankful for the increased attention that is now being given to Africa, in order to put it more firmly on the ICANN Global Map. ICANN thrives on its multi-stakeholder, transparent and consensus-based approach to policy development and implementation. *Meanwhile, the same multi-stakeholder approach is often criticized, but the critics of this model are unable to devise an alternative approach that could effectively replace the multi-stakeholder model*, and serve the global public interest on issues of Global Internet Governance. A global Internet requires that different stake-holders participate in its governance, and that a proper forum is provided for any interested party to participate ensure that such voices are heard. At the very minimum, the debate will be enriched based on democratic principles. *DCA will continue to support the multi-stakeholder concept, without needing to over-emphasize that in the absence of the multi-stakeholder model, DCA Trust, as a private, non-profit, non-partisan, independent organization will not have the opportunity to be heard in matters of Global Internet Governance and as an active participant in the global ICANN Community*. At the ICANN-44 Prague meeting, DCA Trust had been concerned that a preliminary meeting was held between some ICANN officials and certain group(s) of the African constituency at ICANN. DCA Trust was not invited to that meeting, for which reason we demonstrated our grievance by writing a letter to ICANN to protest our exclusion. *It later transpired that the meeting was to lay the initial framework for commencing the ICANN Africa Strategy, and we interpreted our apparent exclusion from participating in that meeting as a prelude to our non-involvement in the process of the ICANN Africa Strategy — both in formulation and implementation*. We complained again based on multi-stakeholder principles. We strongly believe that all those participating as recognized constituents of the African Community at ICANN should be involved in any ICANN Africa Strategy. Even whilst maintaining that our initial complaints were valid, we also believe that all that is now in the past and that DCA Trust was able to make its point. Accordingly, in moving forward towards future and positive cooperative endeavors, *we are thankful to Mr. Tarek Kamel, the Senior Adviser to the ICANN President & CEO, who also has the primary responsibility for leading the formulation and implementation of the ICANN Africa Strategy*. Mr. Kamel has been gracious enough to meet with DCA Trust here in Toronto and discuss the framework under which DCA Trust will participate in the ICANN Africa Strategy. To this end, DCA Trust is pleased to announce that it has developed a new initiative — the Internet Business Council for Africa (IBCA) — that is aimed at increasing the African private sector participation at ICANN; to be implemented as a component part of the ICANN Africa Strategy. *The principal objective of this initiative is to help promote and increase the multi-stakeholder diversity at ICANN in line with the broader strategic objectives of the ICANN Strategic Plan* covering the three-year period that spans July 2013 to June 2016. We envision that the inclusion and early adoption of the proposed IBCA initiative as a key component of the ICANN Africa Strategy will strengthen ICANN's multi-stakeholder model; as the organization increases the visibility of its work and overall outreach/communication activities in Africa, and DCA Trust is proud to propose this as a strategic input that would enable it achieve further levels of cooperation with ICANN in the implementation of its Strategic Plan. The private sector is seen as the key driver of socio-economic transformation and enabler of economic growth in an emerging Africa, therefore, any initiative that attempts to increase the participation of this important business and non-governmental constituency in Global Internet Governance will no doubt strengthen the multi-stakeholder work of ICANN. Nobody in the end was in favor of digital archery, but the system did have one thing right --- a preference for geographic, community and IDN names. Prioritizing Latin American and African applications makes sense given the history of "outreach", the small number of applications from these regions and the reality of the internet's growth. We believe a new "draw" system without a focus on underserved regions would send the wrong signal to the international internet community. It wouldn't do justice to the good work already initiated with support from the CEO, and in the end, it would be bad for ICANN. As a long time Africa watcher at ICANN, I saw much to celebrate in Toronto. And I'd like to especially compliment new CEO Fadi Chehadé for creating the space for (and what seems like genuine interest in) the needs of the continent that has been underserved for so long. But while words are important, we're just getting started. Africa is showing that it is serious about playing a real, sustained role at ICANN. +1 Alex, there needs to be more effort in getting behind the router, i have read of people who have recovered their Mac's but after almost a year and rigorous tracking, the thing is the authorities must be involved in the process. Which i believe n Kenya would need quite some training and equipment as well. I lost my good laptop sometimes last year and up until now, i have never recovered it. The telcos could also help especially identifying the perpetrators once they are plugged through dongles or the phones. We know very well that the number of people using the medium is exponentially increasing and as such developing the means to curtail any misbehavior this early would be best step. We do not want to come in when its to late and perpetrators can get away with it. Sure enough Kenya is getting to a stage where the public see how the responsible bodies handle particular scenarios. Discussion intermediary liability in Kenya

Dear Colleagues, This is an invitation to a discussion on intermediary liability in Kenya starting tomorrow Tuesday 2nd October 2012, which will be followed by a breakfast meeting on 10th October at jacaranda hotel. See attached the initial findings of the study on Intermediary Liability in Kenya. We welcome comments. Please note that this initial report is a forthcoming publication, and it should not be cited publicly until November, when the final report will be made available. The study notes that there is a lack of a clear framework for liability of intermediaries and a lot of uncertainty in understanding our evolving post-constitution legislative environment particularly in "regards to what offenses may happen on communications networks and whether intermediaries would be liable or not, this may have contributed to caution and self-regulation. In addition, there seems to be no legislated take down procedures other than responding in court to whichever law was cited as broken. Do we need a "clear framework for liability of intermediaries, and safe harbor legislation? What are the strengths and weaknesses of the current situation? We would like to encourage policy discussions on these issues with the aim of providing concrete recommendations and way forward. 16 October 2012For Immediate Release Initiative Unveiled to Increase ICANN’s Presence and Participation across Africa Plan Receives Enthusiastic Support of CEO and Board Chair Toronto, Canada… Leaders of Africa’s Internet community have unveiled a comprehensive plan designed to dramatically increase African involvement in ICANN’s multi-stakeholder model. The initiative was presented to ICANN during the organization’s 45th public meeting in Toronto, Canada by the Africa Strategy Working Group (ASWG). It was formed after ICANN’s new President and Chief Executive Officer, Fadi Chehadé encouraged a stronger voice from the African continent in ICANN’s multi-stakeholder model. “When we met three months ago at the ICANN meeting in Prague, I felt a sense of frustration at our inability to come together and move the Africa agenda forward,” said Chehadé. “It’s incredible what this working group has achieved in such a short period of time by engaging with many concerned groups and individuals through the multi-stakeholder process.” “We employed a bottom-up, open and public process in developing this initiative,” said Nii Quaynor of Ghana, a well-respected Internet leader in Africa and Chair of the ASWG. “We think this plan will lead to dramatically increased African participation in ICANN and greater presence for the organization on the African continent.” The plan was written with the input and broad support of ICANN’s African community, Africa's Regional Registry for Internet Number Resources (AFRINIC) and other influential African organizations involved in the Internet ecosystem. “We are taking a new approach to Africa,” said Tarek Kamel, a Senior Advisor to the ICANN President. “This plan is based on capacity building, business development, specifically developing the Domain Name System (DNS) business in Africa and insuring inclusion.” The three year initiative, entitled ICANN's New Approach to Africa, lays out clear goals and milestones and an action plan for the first 12 months. It is a collaborative effort by AFRINIC, Africa's Regional Registry for Internet Number Resources and the ICANN community. The initiative will now be posted for public comment. Currently, African internet users represent only 6 per cent of Internet users worldwide. The workshop has been organised by a group of alumni of the ISOC Next Generation Leaders Programme under the mentorship of the Internet Society and will focus on the tension between the fundamental intellectual property rights – notably, copyright – and “the more liberal freedom to share, which is a unique attribute of the emerging information society and represents the quintessence of the right to receive and impart information and ideas”. Grants Available for ICT-based Projects!The Swedish organization SPIDER offers catalytic seed funding to innovative ICT4D projects in partner countries, within their thematic areas and crosscutting ICT4D priorities. Innovative and experimental projects are encouraged, along with strategic interventions in specific areas. Projects that generate good results are expected to be upscaled. SPIDER’s thematic areas: democracy: e-government, e-governance and ICT for empowerment; education: education management, e-learning and digital literacy; and health: healthcare management, e-health and public health. They work on cross-cutting ICT issues such as low cost and high quality technology, free and open source software (FOSS) and mobile technology for development (M4D). Their main focus in terms of development issues is in youth empowerment, cultural creativity, and capacity development. SPIDER works primarily with twelve priority countries for Swedish development cooperation: Bangladesh, Bolivia, Burkina Faso, Cambodia, Ethiopia, Kenya, Mali, Mozambique, Rwanda, Tanzania, Uganda, and Zambia. Organizations from partner countries can apply for funding at any time, by submitting a concept note. On some occasions, SPIDER will also announce open calls for applications on specific areas of interest. Organisations that receive a positive review of their concept note are expected to spend at least 2-4 months preparing their full proposals. Proposals that are accepted will receive catalytic short-term support (1-2 years).
