Roll-out of Maisha Namba already manifestly flawed

Dear Listers, It is roughly two weeks to the launch of Maisha Namba. As they say, the train has left the station, or so it seems. But wait a minute, the proposed identification systems' weakest link appears to be located at where it ought to matter most - the people, the very sovereign, I must add. That the government has ambushed ordinary Kenyans with a launch date suggests that it has not learned its lessons from *Nubian Human Rights case*, *Katiba Institute cases* and the *Free Kenya Initiative case*. If it did make attempts to learn any lessons then I am certain it got it upside down. I will not, therefore, be surprised if the implementation faces serious legal hurdles and eventually suffers a fate similar to that of its infamous predecessor. What plays out shows how the citizens' interests may be so easily threatened and or slaughtered at the altar of competing economic and political interests conveniently couched in western constructs of so-called development. More so since at such times, as is the case with Maisha Namba, the State that owes the duty to protect is complicit, decides to look the other way or 'feigns evasive lunacy' in clearest of cases. International Day of Persons with Disabilities

Dear all, Let us all join in congratulating the disability community on the occasion of the International Day for Persons with Disabilities (IDPD). Since its inception in 1992, this day has marked significant progress in the inclusion and integration of Persons with Disabilities (PWDs) in society. This progress is worth celebrating. Notably, in Kenya, we have seen great initiatives aimed at empowering and improving the socio-economic participation of PWDs. Firstly, the KICTANet Digital Accessibility program has actively worked with PWDs, undertaking various initiatives such as research, capacity building, and advocacy to ensure equity and equality in the ICT sector for persons with disabilities. Secondly, on the 28th of November 2023, the National Council for People with Disabilities launched a Self-Registration service under E-Citizen, a few months after devolving the council services to the counties. This service will ease the previously tedious and cumbersome registration process for PWDs. Another win for persons with disabilities is the public-private partnership between NCPWD, Safaricom PLC, and FUZU to waive data charges for the NCPWD.FUZU job portal. I believe this will encourage more individuals with disabilities to join the workforce and actively participate in socioeconomic development towards self-independence. In conclusion, I believe that inclusion is achievable. Let us all celebrate this day and recognize the strides made in the inclusion and integration of persons with disabilities in society. Proposed Kshs. 1 Million IPRS Annual Subscription Fee Could Stifle Innovation

*Dear Listers*, The government recently, through the State Department of Immigration and Citizen Services, revised the charges of some of its services including the *IPRS *charges as shown below: [image: image.png] The *Integrated Population Registration System (IPRS)* is a *centralized database* that serves as the authoritative source of information on all registered individuals residing in Kenya, including both *citizens *and *foreign nationals*. It provides automated services for verifying *national identification numbers* and* passport numbers* for both government and private entities, majorly the financial sector (banks) and telecommunications companies (Safaricom and Airtel). The applications of these services extend far beyond the financial and telecommunications sectors, with a *vast array of potential use cases*. However, the *introduction of a Ksh. 1 Million annual subscription fee and the hike in the verification fee from Ksh. 5 to Ksh. 20 *raise concerns about the accessibility of these services for* startups and smaller organizations*. Due to the public outcry, the government revoked this gazette notice and published a new one with minimal changes, IPRS charges remaining the same. Now the Ministry of Interior has invited *public participation* on the proposed charges which can be submitted via email *info.ctizenservices(a)interior.go.ke <info.ctizenservices(a)interior.go.ke> * on or before *8th Dec, 2023*. In my view, they should consider the approach by the *Office of the Data Protection Commissioner *where private sector companies are categorized in terms of their *annual turnover* and *number of employees* so as to be inclusive to start-ups. That said, the Ksh. 1 Million annual subscription is still too high and should be revised downwards. It is rare for a *Software of a Service to charge both a "Subscription Fee" and "Per Service Fee".* They should consider getting rid of the "Subscription Fee" altogether and also *reduce the "Verification Fee" to at most Ksh. 5*. *I will appreciate your perspectives on this matter*. Telegram has been down in Kenya. Users are reporting they can only access it using a VPN. An analysis by different platform including Ooni Observatory shows that the blocking of Telegram is across all networks. - https://twitter.com/OpenObservatory/status/1725202738370290053 Users across the major ISPs including Safaricom, Artel, and Jambonet reported not able to connect to Telegram. What is the experience of listers here? Have you had a challenge connecting to Telegram over the past week? The alleged reason for the blockage is to prevent cheating of the KCSE National examinations that are allegedly shared in the Telegram platform. Why only block Telegram? What is the percentage of Telegram usage compared to other popular platforms like WhatsApp and Signal? Can the blockade of Telegram in Kenya be considered a form of internet shutdown? Internet shutdown is defined as a deliberate disruption of internet or electronic communications, rendering them inaccessible or effectively unusable. The shutdown of one platform, such as Telegram, can be considered a form of internet shutdown, as it restricts access to a specific communication platform. Internet shutdowns are often used by governments to control information flow, stifle dissent, or prevent the coordination of protests and demonstrations. They can have significant social, economic, and political implications, affecting freedom of expression, access to information, and the ability to conduct business. After Telegram, what else will be shutdown? What will be the next excuse? What direction do we want to take as a country?

Echoing your sentiments, I vouch for the recommendation on mirroring the ODPC's approach to enable fair considerations. There is need to review the 50,000/= connection fee as well. Businesses relying on identity verification will also be affected since they shall be experiencing heightened operational costs. Higher fees may discourage startups and smaller organizations from incorporating IPRS services into their innovations. In general i believe this might end up stifling creativity and technological advancements that could benefit from reliable identity verification. I did not see any changes in the Passport section as well as many citizens had reservations for. The increment is high for the common mwananchi. More efforts should be put into sorting the passport backlog first. Overall the individuals or organizations unable to afford these services might end up being left out of the digital ecosystem or missing out on different opportunities, including the economical impact. The cost of ICT devices had gone up after the blank tape levy came into force. What is a Blank Tape Levy? A nominal fee imposed on the sale of blank media and devices, such as CDs, DVDs, USB drives, and smartphones, which can be used to make personal copies of copyright content. The collected funds are then distributed to creatives. What is affected? Any device that can be used to store copyrighted content like a phone, computer, laptops, smart watches, CDs, tapes, memory card, TV, game consoles, printing papers, photocopying machines, hard disks or USB disk. Why? This levy is imposed by the Copyright law to compensate copyright holders for potential revenue lost when individuals make private copies of their copyrighted works, such as music, movies, or software. Private copying allows individuals to make personal backups or copies of copyrighted material for their own use, such as making a backup of a music CD or copying a movie to a personal device. What is the commencement date? 15th September 2023. The Guidelines were produced through a multi-stakeholder consultation that gathered more than 10,000 comments from 134 countries. Citizen Data protection anomaly at Ministry of Interior

In the age of data protection, the Ministry of Interior is publishing at scale the names of all citizens who have successfully applied for passports. Every week since the CS initiated the rapid results initiative, the Immigration Department has been publishing publicly the names of all passports ready for collection. Kindiki may have been doing a good thing - expediency, but as they say, the road to hell is paved by good intentions. The list is available on the immigration department website here http://immigration.go.ke/category/rri-7/ for all passports ready for collection for 6th-10th November 2023. More data is available for other weeks. The data has tracking numbers, full passport holder names, and collection dates. Through quick analysis, this week alone has 18,654 names published and distributed as follows; Kisii 1500 Kisumu 1692 Eldoret 1787 Embu 1750 Mombasa 1552 Nakuru 1000 Nairobi 9373 Questions 1. What can go wrong? What can bad actors do with this data? 2. Do data subjects need to give consent for such data to be published in a public portal? 3. Does the government have the capacity to safely handle mass citizen data? 4. How have other government agencies provided verification services without compromising on privacy? IEBC had such a challenge before the 2022 elections and they instituted a verification process for accessing voter registration data. 5. Does the Ministry of Interior have the capacity to roll out the Digital ID dubbed Maisha namba? 6. Is the ODPC under the Data Protection Act 2019 up to the task of regulating and enforcing compliance of government agencies? 7. How can we help the government in handling citizen data? For demonstration purposes, what are the implications of a data breach at scale? Just this year, there were allegations that Fuliza scammers gained access to the National Registration Bureau Database and added new citizens. I am writing to express my deep concern and frustration regarding the poor quality of service for mobile and internet connectivity along the Standard Gauge Railway (SGR) corridor between Mombasa and Nairobi. The SGR has undoubtedly been a significant infrastructure development for our country, greatly improving transportation between these two major cities. However, the lack of reliable and consistent connectivity along this corridor is negatively impacting both travellers and businesses alike. As a frequent traveller on the SGR, I have experienced repeated disruptions in mobile and internet services during my journeys. These connectivity issues not only inconvenience passengers but also hinder productivity and communication for those who rely on the train as a workspace. The challenges I've faced include: 1. *Inconsistent Network Coverage:* The SGR corridor often lacks adequate network coverage, resulting in dead zones where passengers are unable to make calls, send emails, or access the internet. 2. *Slow and Unreliable Internet:* Even when there is signal, the internet speed is frustratingly slow, making it almost impossible to carry out essential online tasks, particularly for professionals who work remotely. 3. *Communication Breakdown:* Travelers, including business professionals, are finding it increasingly difficult to stay in touch with colleagues, clients, and family members while on the move. 4. *Missed Business Opportunities:* Entrepreneurs and businesses aiming to expand their operations or make crucial business decisions during their journey face significant hindrances due to connectivity issues. The SGR corridor has enormous potential not just for transportation but also for enhancing Kenya's digital infrastructure. As it stands, the inadequate connectivity is preventing us from fully benefiting from this world-class railway. I kindly request the Communication Authority of Kenya to investigate these connectivity issues along the SGR corridor and take necessary actions to improve the quality of service. Our nation's growth and development depend on a reliable and robust digital infrastructure, and it is imperative that travellers and businesses have access to efficient and uninterrupted connectivity. ICT Sector Mourns Njeri Rionge

Dear Listers, Njeri Rionge, co-founder of the Internet Service Provider (ISP), Wananchi Online, has passed away. Rionge was a respected figure in the tech industry, having co-founded Wananchi Online with Joe Mucheru, former ICT Cabinet Secretary. The company, now known as Wananchi Group, operates in multiple African countries and is the parent firm of Zuku. Rionge’s entrepreneurial spirit was evident throughout her career, from selling yoghurt and luxury merchandise to becoming the marketing manager of a local ISP. Government cancels Sh6bn Telkom buyout deal with Helios

The cabinet yesterday rescinded a government purchase of 60% of shares in Telkom Kenya from London-based private equity firm Helios, the presidency said, escalating a row that erupted after a presidential election in August last year. https://nation.africa/kenya/business/ruto-government-cancels-sh6bn-telkom-b… Today, the Treasury announced plans to onboard the Infrastructure Corporation of Africa LLC (ICA) of the United Arab Emirates, as the new majority shareholder in Telkom, based on the offer they have put forward and subject to regulatory approvals. On September 26, 2023, the Office of the Data Protection Commissioner (ODPC) issued three penalty notices to three Data Controllers for their failure to comply with the Data Protection Commissioner's regulations. These cases underscore the significance of data protection and compliance in today's digital landscape. Here's a brief overview of the cases: 1. Mulla Pride Ltd, a digital credit provider operating KeCredit and Faircash, was found to have used names and contact information obtained from third parties to send threatening messages and make phone calls. 2. Roma School, situated in Uthiru, received a fine of Ksh 4.5 million for posting pictures of minors without obtaining consent from their parents. 3. Casa Vera Lounge, a restaurant on Ngong Road in Nairobi, incurred a penalty of Ksh 1.85 million from the Data Commissioner for posting a reveler's image on its social media pages without obtaining consent. Question: Is this regulation realistic and can this be effectively implemented? What are some of the data protection and privacy rights concerns that may arise from this regulation? PART III - CYBERSECURITY OPERATIONS CENTRES Section 13 13. (2) The cybersecurity awareness programme under paragraph (1) shall include the following topics—..... Dear Listers, Strong encryption <https://www.internetsociety.org/action-plan/2022/encryption/> is a fundamental part of how we remain safe online and offline: https://youtu.be/y5G_Rggsg8E. It means people can communicate with another person safe in the knowledge no-one is listening in or tampering with their messages. Despite this, some governments around the world are ramping up their attacks on end -to-end encryption (E2EE). Some governments view it as a hurdle for law enforcement agencies. But systematically weakening people’s digital safety is not the answer. End-to-end encryption is the gold standard of security in a world where daily life is increasingly online. We need to push back against government efforts to undermine E2EE. On the annual Global Encryption Day, we join our efforts to discuss how to protect end-to-end encryption and defeat any proposals that undermine it. ISOC Kenya will have its Global Encryption Day activities on 13th October from 9am to 4pm. It will be a hybrid event with both physical and online participation. (1) An owner of a critical information infrastructure shall ensure that the infrastructure on which critical information is domiciled is located in Kenya. (2) An owner of a critical information infrastructure who intends to have critical information located outside Kenya, shall apply to the Committee in Form CMCA 3 set out in the Third Schedule. (3) The Committee shall consider the application and may approve or decline to approve the application under paragraph (2), and shall communicate its decision within thirty days of receipt of the application. Computer Misuse and Cybercrimes (Critical Information Infrastructure and CyberCrimes Management Regulations, 2023)

Hi Listers, KICTANet is inviting all Stakeholders to participate in this crucial public engagement and informed dialogue regarding the regulations conferred by the Computer Misuse and Cybercrimes (Critical Information Infrastructure and CyberCrimes Management Regulations, 2023) <https://nc4.go.ke/cmca-2018-draft-regulations/>and released by the Cabinet Secretary for Interior and National Administration. Your valuable input is not just welcomed, but it is essential in ensuring that the Regulations are well-informed and aligned with the rapidly evolving landscape of cybersecurity and digital technologies. We plan to hold a three-day online moderated debate on this list, starting from Monday to Wednesday next week (September 18- 20, 2023). The debate will be moderated by Our Linda Gichohi. What is your take on these regulations? Do you have any concerns about the regulations? Looking forward to your active participation. We provide a quick summary of the regulations below: The Regulations Introduction The Regulations are conferred by 70 of the Computer Misuse and Cybercrimes Act, 2018. The Cabinet Secretary for Interior and National Administration makes the following Regulations— PART I - PRELIMINARY PROVISIONS This encapsulates the citation, interpretation, objects of the Regulations, guiding principles, and the Scope of Regulations. Thereby entailing the official title by which the regulations should be referred, to ensure clarity, defining specific terms and phrases used within the regulations. This is to ensure that meanings are understood, and fundamental principles to be adhered to when implementing the regulations. The boundaries are defined and the applicability of the regulations including their jurisdiction and purpose. PART II- ADMINISTRATION AND MANAGEMENT OF THE COMMITTEE This part essentially deals with the responsibilities of the committee, the conduct of business of the committee, and the role of the secretariat. The regulations focus on the practical aspects of how the committee operates, and are supported in its efforts to enforce and manage the regulations related to cybercrime and critical information infrastructure. PART III- CYBERSECURITY OPERATIONS CENTRES This part entails the establishment and operations of the Cyber Security Operations Centres, monitoring and inspection processes related to their activities, particularly in safeguarding critical information infrastructure and addressing cyber threats. PART IV- CRITICAL INFORMATION INFRASTRUCTURE This part covers the Critical Information Infrastructure and encompasses the critical aspects of managing, preserving, and protecting critical information infrastructure, including designations, obligations, security measures, auditing, inspection, and the establishment of the National Public Key Infrastructure. PART V— CYBERSECURITY CAPABILITY AND CAPACITY This proposes measures to strengthen cyber security capabilities and capacity through training, information sharing, information sharing, standards, collaboration, and the certification of institutions and professionals in the field of cybersecurity. PART VI—REPORTING MECHANISM This part focuses on the objectives, procedures, and methods of reporting cyber threats, including provisions for anonymous reporting to promote cybersecurity awareness and response. PART VII—MISCELLANEOUS PROVISIONS This typically covers various miscellaneous provisions related to cybersecurity, including the adoption of best practices, partnerships, dispute resolution, and data protection while, The “SCHEDULES” section contains additional detailed information or forms related to compliance. Deception and exploitation : How Worldcoin recruited its first million test users

Worldcoin was founded by Sam Altman, who also founded OpenAI, the company behind ChatGPT. Worldcoin is an iris biometric cryptocurrency project that has scanned and stored the eyes of millions of people across the world. Apart from invading our shopping malls to harvest eye iris data, I've now seen they are operating from inside supermarkets, most recently from inside Quickmarts in Nairobi. This is an important discussion because Worldcoin has been operating in Kenya for more than a year, collecting biometric iris scans of the uninformed consenting public. We had a discussion here, and it was not clear if the Office of the Data Protection Commissioner (ODPC) had given content for such eternal personally identifiable data to be collected. The privacy implications of Worldcoin collecting biometric iris scans of poor people are significant. 1) The data could be used to track people's movements and activities. Iris scans are unique to each individual and can be used to identify people even if they are wearing disguises. This means that Worldcoin could track poor people's movements, including where they go, who they meet, and what they do. This could be used to target them for marketing or surveillance purposes. 2) The data could be used to discriminate against poor people. Iris scans could be used to deny poor people access to services or opportunities. For example, a bank could use iris scans to deny a loan application from a poor person, or an employer could use iris scans to reject a job application from a poor person. 3) The data could be hacked or stolen. If the data is hacked or stolen, it could be used to commit identity theft or other crimes. This could have a devastating impact on poor people, who may not have the resources to recover from identity theft. 4. Obtaining informed consent is essential when collecting sensitive biometric data. Poor individuals may not fully understand the implications of providing their biometric data or may feel pressured to participate due to their socio-economic situation, potentially leading to uninformed or coerced consent. 5. There's a concern that the initial purpose of collecting biometric data for cryptocurrency verification might evolve into other uses without adequate consent or oversight, leading to function creep and expanded surveillance. Informed consent is a process in which data subjects give permission for something to happen after they have been given and understood all the relevant information about it. Informed consent requires data subjects to understand the purpose of the data collection. This is one of the four elements of informed consent, along with information, comprehension, and voluntariness. There are some concerns about Worldcoin's consent process. 1. The consent form is not clear about what data is being collected. The consent form does not explicitly state that Worldcoin is collecting biometric data, such as iris scans. Instead, the form simply states that Worldcoin is collecting "personal data." This could lead users to believe that they are only giving consent to the collection of non-sensitive personal data, such as their name and address. 2. The consent form is not easy to understand. The consent form is written in complex legal language that is difficult for many people to understand. This could make it difficult for users to understand what they are consenting to. 3. The consent form is not easy to revoke. Once users have given consent to Worldcoin to collect their biometric data, it is difficult to revoke their consent. Users must send a written request to Worldcoin, and the company is not required to delete the data immediately. Listers, Two petitioners have gone to Court seeking to reverse President Ruto's directive for all government services to be paid for through a single Paybill number. The petitioners want it quashed for want of kegality/Constitutionality because: - That the directive is not grounded in the PFM or any other Statutory Act. - That there was no public participation regarding the same - That it does not distinguish, as it should between County and National government services. Telephone calls and emails of Kenyans suspected to be dealing in money laundering and terrorism financing will be tapped if parliament approve changes to a Bill seeking to escalate the fight against terrorism and dirty money deals in the country. The parliamentary committee on Finance proposed the changes to the Anti-Money Laundering and Combating of Terrorism Financing Laws (Amendment) Bill, 2023 seeking to legalise the bugging of suspects’ private communication. The proposal, if adopted by the House, will give the State security machinery unfettered access to private communications of suspects in money laundering and terrorism financing. Dear Listers, The Data Privacy and Governance Society carried out a survey of privacy and governance professionals. The survey was to help us gain insights into the current state of our profession. Some highlights from the survey: - 59% of data privacy professionals do not hold any certification - 23% of data privacy professionals carry out both internal and external Data Protection Officer (DPO) roles - 50% of internal DPOs experience conflict in their role - 39% of internal DPOs earn less than Ksh. 100,000 (USD 690) per month - 70% of external DPOs are from the legal profession Happy reading. Safcom now has a service you can "preserve" your line for upto 2 years called *Daima. *Enrolling to get an eSim still requires a visit to a shop/store but all in all that's 2 out of 3. It's the norm for customers to complain/be vocal when things aren't up to snuff but I take this opportunity to express my gratitude. Safaricom PLC and other mobile money operators have reviewed their charges after the enactment of the Finance Act 2023. M-PESA mobile transfer charges have gone up from 12% to 15%. At the same time, the excise duty rate for call, SMS, and Internet has gone down from 20% to 15%. Is Financial inclusion in danger? Will users go back to the cash economy? M-KOPA Phone Refuses Unlock After Finishing Payment

Dear listers; An M-Kopa client contacted me in April 2023 regarding a phone she had faithfully paid for 34,000/- over a period of time (3yrs) but once she completed paying for it they are unable to unlock the phone. Since March it's been a game of ping pong. They eventually suggested she visits some shop in Westlands where she is supposed to pay for her device to be unlocked. I am looking at the best way to address this since I still believe M-KOPA should not charge a client any more money once the payment for the device has been done. Once a device has been fully paid for I believe they should unconditionally unlock the device without further cost to the client. They are saying the device is out of warranty which is 365 days and any payments out of this period means if the device refuses to unlock you pay for it. Kindly advise before I escalate this consumer abuse.further. Anyone in the list from the above company can contact me off list so that we can resolve this issue amicably.

Ruling serves Safaricom dilemma over customer losses on M-Shwari platform

Two recent decisions from the Small Claims Court and the High Court have found Safaricom liable for funds lost in M-Pesa/M-Shwari accounts once the same was reported to the company. The most recent case related to an individual whose phone got lost and later KES 751,680 was withdrawn from his mobile money accounts over several days. He reported the same to the company, but for one reason or another, the SIM card was not disabled on time. The High Court on appeal, upheld the decision of the SC court which held that the company owed him a duty of care to act with diligence, and found the company liable for the loss of 452,869, and the customer responsible for the balance of 292,812. They will need to act swiftly when such reports are made and take adequate measures to enhance the security of SIMs, or otherwise face an avalanche of lawsuits seeking damages for lost funds. From the decision, it is not enough to blame the customer for being negligent or for telcos to put in clauses in agreements/terms and conditions to avoid responsibility. Anyway, it will be interesting to see whether the company appeals the decision, yet again. Following the Londiani accident recently, CS Murkomen says all PSVs, school buses, and vans must be fitted with dash cams and telematics [0] to help curb road accidents. Being one of those who have dashcams on a private vehicle, I have been wondering how the above suggestion (yes, it is just that for now, I think) will help curb road accidents. Technically, it's possible to connect thousands of devices in real-time. The question is HOW and at WHOSE EXPENSE. We're looking at data connectivity which isn't available everywhere in this country. We're looking at the data bundle cost - who will foot the bill for connectivity? Lastly, we're looking at data storage. It's doable on AWS, GCP, or MS Cloud (Azure), but at whose cost? And is that cost necessary? Who will be the custodian of this data and how useful is it in preventing accidents? Personally, I believe it suffices to enforce the Speed Governors directive to the hilt. That has a direct way of curbing accidents related to speeding. But how do we prevent deaths from such vehicles as that trailer that lose control on a descent section? Such road sections should have an exit point for such vehicles and humans made to understand that they are supposed to stay away from those emergency exits. The Communiqué also instructed the AUCIL and the African Union Commission (AUC) to provide technical assistance to Member States in the process of developing their national positions and a Common African Position (CAP) on this issue. The PSC has highlighted the importance of establishing a unified African stance on the application of international law in cyberspace. The African Union (AU) recognizes the ever-changing nature of the digital realm and its impact on peace, security, and development. As a result, the AU emphasizes the need for Africa to actively participate in the process of defining the rules of international law in order increase Africa's voice, influence in shaping global norms and frameworks governing cyberspace and safeguard its interests. The AU Member States have initiated a cooperative endeavor to formulate a CAP on the topic at hand. In this regard, the CAP is still going through consultations among Member States and experts and will be at a later stage considered by the PSC and the AU Policy Organs. This noteworthy accomplishment will serve as a testament to Africa's commitment to addressing the difficulties and possibilities presented by cyberspace, as well as its dedication to upholding international law in this quickly evolving domain. In developing the CAP, the AU is benefiting from the support of Global Affairs Canada (GAC). In this regard, two capacity-building training sessions for AU Member States were successfully conducted and provided participants with the necessary knowledge and abilities to effectively contribute to the formulation of the CAP. The first one was held virtually from March 29-30. The second one took place at the AU Headquarters from June 12-14, 2023, and was also an opportunity for initial consultations with Member States and African Experts on the draft Statement that was adopted by the AUCIL. The third part of the capacity-building training program will be held in New York from July 19 to 21, 2023. The program will be for experts representing AU Member States in the UN General Assembly First Committee, which is responsible for following multilateral processes such as the Open-Ended Working Group on cybersecurity. Telkom Kenya outage after it is switched off by American Tower Corporation

Telkom Kenya has been switched off by American Tower Corporation (ATC) after failing to pay Ksh.200 million in rental fees for 723 masts. Telkom Kenya initially owned the same masts and sold them to ATC and leasing them back. ATC is said to have switched off half the masts leased to Telkom Kenya; this tower blackout has now caused interruptions within the Telkom network. Ironically, Late last year, the government bought back 60 per cent stake from Helios Investment group to reduce the security risk posed by foreign ownership of the important strategic assets.
