Happy Furahi Day! I admire the service by the leaders and people in the respective agencies, their field is an ever evolving space, new each day. This is a circus and a BIG BIG shame on the Government front. Actually if this scenario is true and not misquoted by media, we should receive an apology for this. It is unacceptable. If the situation is that the agencies require mediation, we may offer it. This may just be the side-shows of the storm between them - which should not be the case. The matters in question are grave and have been ignored for so long with ripple effects across our society. So who has been responsible to act? You make us start focusing on the charade instead of the actual subject matter - which yes in this scenario requires someone to manage it for the public good! Why would agencies be scampering to the media whilst they are the same "body" and may engage with each other. It is time that the agencies (not only these ones) work together for the good of the public, being reminded " we achieve more together". If their roles overlap too much, then merge them to serve the public better. When they are unable to engage for progress and start airing linen in public, may the "mother" take charge and bring them back to line. The comment below in the said article reminds me that "a traitor for Ksh. 30"changed the course of mankind and each day our porous borders for a dollar make our nation susceptible to physical terror. What does feeding the mind with all that comes by in the name of "investors" do? "Players in the advertising industry raised eyebrows over the new guidelines that he announced on Tuesday.They said they undergo a rigorous approval process so KFCB should not "sneak in irrelevant laws to scare away local and international investors"." A lot of citizen information is in custody of government agencies that potentially puts law abiding gullible citizens into the hands of the physical terror; from impersonators, bank online thieves, house breakers and your child thieves. Even if this specific scenario wasn't true, the reality is that, anything created by man may be 'uncreated'. The safeguards is another industry created. Blessed day. Friends, There is a case to be made regarding what we air in broadcast media and its impact (especially) on children. A good approach would be to have in place comprehensive classification guidelines and standards for content to help content producers assess and classify their content. Next: extensive guidelines and advice on when what content is appropriate. ... and then there is the need for user awareness. Awareness (for the producer and consumer) is key and may work more effectively than blanket ban whose enforcement may prove a challenge. It is a challenge (in part) because it is hard, for instance to regulate what people watch on the Internet, what with the growth in smartphone ownership! ... we hear of stories of how internet cafes are major porn-watching and gambling dens! CA BOOSTS FUND FOR BRIDGING THE DIGITAL DIVIDE

Listers See attached news clip. Couldn't find the online version. Good initiative. No doubt. However, I'm curious:- 1. Why is it that the study only focused on need for more cash? 2. I haven't seen the report but I'm hoping that it also includes an audit on how much has been spent since the fund was started, it's impact and challenges. Could whoever is on this list provide us with a link to review this study? 3. Why the Board, appointed to administer and execute this fund has been consistently missing in action on this list. Surely they don't have anything to hide do they? Silence speaks volumes. This forum isn't about just criticizing but about engaging and contributing to the development of ICTs in this country. Be a part of it. You can't ignore us forever. 4. Could the CA provide this forum and Kenyans at large a Performance Report on this very important component of our ICT development? So why have the cost benefits not been fully passed on to end users? According to operators, the cost of backhaul capacity between cable stations and cities, towns or locations closer to customers remains high. The costs associated with building and maintaining backhaul fibre — whether through rights of way, licensing fees, associated risks or a general lack of laws that penalise the destruction of infrastructure — means an operator ends up spending a lot of money keeping the fibre operational, not on its expansion. The total of these associated risks on this single investment is ultimately passed on to the end consumer.

As the assistive features are deliberated upon, some and perhaps many of the disability cases may be preventable at birth. May the deliberations feed-forward too into prevention rather than reactive mode, even if this is not a medical convention. The goal should be "no-need for assistive devices for a generation to come". Based on the U.S. experience, I believe USF funding is inefficient at best. The U.S. has about 5M homes that can't get landline broadband despite $7B in our stimulus and billions more over the years in Universal Service money. (FCC data) That's 7-10X the unserved rate in much of Western Europe.The greater land area is only a partial explanation. See the work of Professors Rosston and Hazlett as well as Scott Wallsten, who was chief economist of our broadband plan. I did two workshops for our Broadband Plan. I don't have depth on the issues in other countries but what I know suggests USF isn't performing well most places. I believe the Kurth Solution, named after the German regulator, is strongly preferable. Unserved rural areas by their nature are scattered and have limited local infrastructure. In most places, only the incumbent has the local facilities and backhaul required to serve the area at competitive cost. This became obvious when almost none of the applications for our broadband stimulus were from new entrants looking to connect the unserved, although that was the primary goal of the funding. The result was that the local phone company could and did claim their costs were far higher than they needed to be. Add on the political power of the phone companies (regulatory capture) and the system is spending what I estimate is easily twice what an efficient subsidy would be. (Limited hard data.) Kurth in Germany covered most of the "white spaces on the map" at a much lower cost. In a spectrum auction, the carriers were required to cover white spaces before they use the spectrum in the big cities. While the companies could reduce their bids, WIK Consulting told me the impact was very small. Vodafone and Deutsche Telekom, spending their own money covered those small towns rapidly and what I believe was far less than any USF subsidy would have been. LTE speeds are now 50-100 megabits, enough for most purposes. The caps on the rural wireless were much too low but technology is rapidly improving that. Today's LTE gear has 3-4X the capacity of the earlier systems, mostly through carrier aggregation. More advanced MIMO and MU MIMO are likely to deliver 10X the current capacity in the next few years, according to leading wireless experts such as Stanford's Paulraj. That will allow raising the cap to perhaps 100-150 gigabytes/month, probably with unlimited access nights and mornings. Portugal and others are working with a similar system. ---------------------------------- Unless you have a plan to educate the regulator and enforce reasonable pricing in USF, I think the plans are somewhere between overly expensive or ridiculous. The U.S. couldn't do it despite major efforts since the Broadband plan. The "Kurth Solution" - indirect competitive bidding as part of the spectrum auction, seems to work well. It's not the only alternative. Australia is building a National Broadband Network for everyone. Unfortunately, the cost has gotten out of hand, as so often happens with government projects. India may have a better idea; the government is extending fiber to 10's of thousands of small towns with the expectation private or cooperative efforts can deploy the last mile. The backhaul costs are often the largest expense in rural service. They require so much capital few but the largest companies can finance backhaul. With mobile phones and WiFi gear now under $50, local businesses or munis can connect to that fiber and serve the area with a small investment. This is very promising, although political entanglement has drastically slowed construction. Some government projects work well (China), others we know are unsuccessful. ------------------------------- Satellite has become much more attractive than before. Mark Dankberg, Viasat CEO, told our broadband plan today's satellites have an order of magnitude more capacity and reduce latency by half. (They haven't solved the 22,000 mile distance but improving the routers and caching apparently makes a huge difference.) No politician would admit it, but the assumption in the U.S. plan was satellite for the last 1%. All current Universal access programs may have become obsolete on December 21, The Falcon 9 successfully launched a constellation of 11 Orbcomm-OG2 second-generation Low Earth Orbit (LEO) satellites. The first stage returned to Cape Canaveral successfully, which Elon Musk's company says will reduce costs by about 30%. The first two sea landings failed but April 8, 2016, Falcon 9 Flight 23 successfully landed a 1st stage booster on drone ship Of Course I Still Love You. Low Orbit satellites solve the latency problem but still have a way to go. Small, inexpensive tracking antennas need to be developed. An engineer I respect has studied the problems and expects LEO sats will be the way to go in a few years. Facebook's drones will probably never be cost-effective just serving extreme rural areas, I believe; I'm anticipating they will need urban customers to cover the costs. Their engineers may be good but the head of the project didn't know the facts on the ground. I haven't researched it but I expect the rapidly dropping costs of LTE will be much less than the drone network. I would guess the same about Google's balloons but the team seems far more knowledgeable. I've bcc'd this to the experts mentioned. I hope they and any others catch any mistakes I have. The above is only about access. I'm very encouraged by the new U.S. Broadband Lifeline, a $9.25/month subsidy for the poor where networks are already in place. Broadband networks are a classic case of high fixed costs/low marginal costs. The marginal cost of adding a customer to an existing large broadband network in America or Europe is $4-8/month. I don't think you read the press release in its entirety. Basically the crisis was precipitated by the movement of funds by directors. Social Media came at the tail end of things to influence the bank run. It was however not to blame for the underlying problem of movement of funds from a bank without proper security. The city essentially rejects the normal demand-based commercial model for broadband and looks at a new structure that will bring broadband to everybody. The report is authored by the office of supervisor Mark Farrell and reflects some of the recommendations from the San Francisco Municipal Fiber Advisory Panel. The report very correctly observes that today's commercial broadband model leaves a lot of citizens without broadband. Numerous nationwide surveys have shown that the majority of households without broadband access today feel they cannot afford the market prices for service. So the San Francisco report recommends that the City institute a $26 per month fee on all households - with a higher fee on businesses - to help pay for broadband to everyone. Happy Monday! I pray many have found their steps in the real world away from the social sphere even as this fiasco hits many of our families and institutions. Firstly, I wish to point out and assert that the BAKE Press Release might not be accurate. Even if attempting to prove that blogging/social media is a 'good guy' here, might be spreading an online falsehood which BAKE cites it is against by citing that no bloggers or social media users were beneficiaries. Unless the press release means that BAKE has already followed the food chain for the proceeds, has 100% verified that the cited direct beneficiaries are not/have not been bloggers in their own spheres and do not hold any social media presence - has verified with the individuals or the host companies. A tall order I suspect this would be! I would understand attempting to say social media as a tool did not go into the bank and cash out or make the leaders act as they might have or that the entity wasn't a direct participant. Secondly, the social media boasted and was largely credited for the Arab uprisings. The uprisings had many effects, many negative including loss of lives, economic turmoil, most of which is still felt today. Even in the midst of this, what was the social media given credits for? - Bringing democracy, 'giving the citizens a voice (platform)'. This means that groups of people may choose the side of the coin to glorify or cling to based on their interests. Thirdly, I would imagine that when the first cheque leaf was invented, some ingenious (yes, innovative) people deviced their own in the backstreets. Due to this, the real inventors had to go back and extra innovate measures to build confidence for verification of cheques. Social media is sitting in this space now and this cannot go on for too long. Where is the real, veri-checked, authentic information to be found? Even as you and I become sources of information in 'public journalism'. How to ascertain that the WApp press release or video message circulating as from CBK, from Chase Bank, from IG is for real or the real one. Please do not even refer to the official website...some may already have duplicates, diversions etc. This not addressed, the online space will continue to be viral yes, msema kweli to some, yet mostly viewed as venom ground, active users with many followers cited to be paid, thus shrouded with suspicion and this kills the confidence it should be breeding as a tool that is actually a sector. Yes, it gives Government agencies whose work is to govern and hold public interests a battle ground which CSOs will keep calling 'muzzling of freedoms'. Finally, it would be exciting to have a study done on the influence of social media on the financial services sector and most recent happenings. It would be great for the Central Bank of Kenya to run this from the government point. And since a meeting of minds on findings with CSOs may not happen at the onset, CSOs from the industry insider Kenya Bankers Association to internet champions ISOC KE, KICTANET, BAKE to consumer bodies COFEK may proactively run their own. As 'mattress banks' and 'maize granary banks' mushroom, definitely there has been an impact. Some lessons that may be leveraged upon, while others avoided or managed early. I think people should embrace social media rather than complain about it. Social media is part of us and nobody has control regrading what it will spew out there the next minute. Why ISACA is cracking the whip on individual auditors

Dear Listers, On November 13, 2015 I wrote to the CBK governor Dr. Njoroge expressing concerns over the conduct of audit firms in Kenya. Top of my agenda was to instill discipline to the auditors in Kenya and restore confidence to shareholders over reported state of their business. This was as a result of the collapse of Imperial bank with blames pointing to weak audit practices and some sort of collusion. As you may know, I am the current President of ISACA Kenya the body that certifies and regulates IT/System Auditors(CISA). ISACA has a code of conduct for all it's professionals working in the cybersecurity, assurance, audit and risk management functions. All certified members know that they are required to adhere to strict ethical standards. That's why in the wake of the mounting blames on poor audits and in particular IT audits, as an association we are going to investigate individual auditors and recommend that they are struck off their title should they be found culpable. Further we are going to work with CBK to enforce that all IT/System auditors must be fully certified and also be in good standing with professional bodies ICPAK, ISACA & others. By holding individuals accountable will help eliminate instances of collusion and professional negligence in performance of IT/System Audits and give shareholders and the regulator a true reflection of their financial institutions. Hello listers, As some may have learnt, WhatsApp has taken privacy to a whole new level today for over a billion people by integrating Open Whispers’s Signal end-to-end protocol to their platform. It will be a default for all WhatsApp users (upon updating to the latest version) across all clients. This includes chats, group chats, attachments, voice notes, and voice calls across Android, iPhone, Windows Phone, Nokia S40, Nokia S60, Blackberry, and BB10. Secure end-to-end encryption has been a preserve of a very small ‘cult’ of techies an early early adopters of privacy apps. Their usability has been a major hurdle on mass adoption. What this WhatsApp e2e integration does is to package privacy, usability and mass adoption in one update. As of Feb 1, WhatsApp had 1 Billion users <https://blog.whatsapp.com/616/One-billion>. It surely will draw questions from law enforcement agencies that will most likely claim their capacity to pursue criminals or terrorists in a fully encrypted mass communication channel. What we often forget though in most of these discussions is that privacy is the older brother of security. When fundamentally people are assured of their privacy, they can fully be who they truly are. e-Commerce is powered by strong encryption standards and this affords trust to an individual using his credit card online to buy from a stranger online. Jambo! Ethiopia’s only telco, Ethiotel, has announced it will be charging for VOIP services considering they are loosing revenue to the Vibers and WhatsApps of these world. They floated a Request for Information on the supply of Policy and Charging Control (PCC) and Deep Packet Inspection (DPI) mid last year: http://www.ethionet.et/sites/default/files/bid/RFQ-3209012.pdf <http://www.ethionet.et/sites/default/files/bid/RFQ-3209012.pdf> It seems the set up is complete and they will go ahead with implementation (http://www.addisinsight.com/ethio-telecom-charge-services-like-viber-whatsa… <http://www.addisinsight.com/ethio-telecom-charge-services-like-viber-whatsa…>). There have been network disruptions since last week on VOIP apps and some basic probes I did pointed to IP address blocking but whatever it is they are doing notwithstanding, this raises some issues here. The fight back from telcos against OTTs in the name of revenue/tax/infrastructure costs seems to have moved beyond policy. Technical capacity implies that debate is closed on their end. Ethiotel is a special case considering it is fully owned by the government and it is the only telco in Africa’s second most populous country (around 95Million people). It is easier for them to make decisions. For countries with more liberalised markets, and where government is a regulator not a service provider, could it be that the only impediment to adopting such technical capacities is government regulation and oversight? Could it be that Kenyans, for example, are charged to use WhatsApp but at a very negligible fee that no one notices? This moves beyond the market - it is a human rights issue. Consumers should not be punished for adopting innovations. Dear Colleagues, One of our international colleagues with whom we have been collaborating, attending ICT and Internet Governance forums, Mr. Nizar Zakka disapperaed in Iran about 6 months ago. Nizar is a director in WITSA and Regional Vice Chairman for MENA. On September 11, 2015, he received an official invitation from the Vice President of the Islamic Republic of Iran to attend a conference on Role of “Women in Sustainable Development - Entrepreneurship and Employment” in Tehran, where he was invited as a speaker, being an expert in ICT for Development. After the conference, as he was departing for the airport, on September 18th, to return back to Lebanon, he was held by Iranian security agents. Since then, he has been detained in Evin prison and to our knowledge, without due process, legal representation, or visitation from the Lebanese embassy in Iran, which are considered basic human rights and preserved under the Vienna Convention, of which Iran is a signatory. Apparently, Mr Zakka was also not allowed to be seen by his lawyer. More than six months have passed and we have indications that his health is faltering. Mr. Zakka started a hunger strike on March 13, 2016. I wanted to let you know about an important iPetition to free Mr. Nizar Zakka that has been brought to my attention by Mr. Salam Al Waeli, Director of Programs at the Arab ICT Organization (iJMA3). Happy Thursday, The Digital Confessions! Today marks yet another epic opportunity with the Digital Content Creation Expo @ KICD. It is my prayer that our Tech community will rise up to be counted by raising the bar on what goes to our school-kids now and into the future without fear or favour. At this crucial time when the Kenyan Education system is undergoing reforms, go for the jugular! I take the illustration of Digital TV which raised uproar even to eliciting Government ultimatums to industry players. With the Easter season wrapping up, millions across the world are mourning in celebration of Mother Angelica, founder of EWTN, the largest Catholic TV Station. EWTN has brought the papacy, Israel and other symbolic ceremonies right into the living room. Until the digital wars opened up in Kenya, millions of Kenyans had a blackout to this now favorite station. Actually most heard of it when the comical Bamba man started being aired on radio. What is amazing is that EWTN started in 1978, the Kenyan started watching over 30 years later! WHY? Someone needs to explain this. Another angle, Vernacular TV is so exciting! But most significant, in this knowledge age, all efforts should be put in place to leap-frog while not just following trends with copy and paste solutions. We must create our our Generation of Creators! My people perish for lack of knowledge! Please stand to be counted. Please save us from digital confessions 30 years to come! Warm Furahi Day Greetings, Free Basics, Uber reared their horned-heads into the Digital Content Creators forum with CS Mucheru firmly expressing his stance for "half a loaf or unbalanced diet theorem is better than no food at all". This did not seem to augur well with the local content creators from the audience murmurs and audience speaker comments made. Why?? Later in the day, it was cited that one of the international education publishers - Pearson started an education initiative in Tanzania then pulled out, a former staff has picked it up, cleaned it up and launched it in Kenya. In addition to reference to the expanding education network for Bridge schools. It seems disruption when it comes from "international players" is viewed as unstable, unfair leverage by coming in with big foreign monies that the local creator may never access, not necessarily solving local needs but prescribing the solutions with their interests, they may and at times have walked out any time. How open is this open market space - because I assure you the local content creators did not seem "amused". Blessed day. Dear Mildred, iHub Research conducted a M&E study on behalf of Karibu Centre, in Thika. The report will be out next week, and will share a link once it's uploaded. We will also have an event on April 21st to discuss the study's findings and what they mean for computers and education of students. Out of curiosity, what rubbed you the wrong way about the presentation? There have been a range of studies from various country contexts that have shown the same. I'd recommend Geek Heresy, by Kentaro Toyama. He was at Microsoft Research and worked on a lot of EdTech projects in India, many of which failed. A regular complaint among practitioners and academics alike is that we do not really know how effective technology interventions have actually been. All too often high quality monitoring and evaluation are ignored, underfunded, or left as an afterthought. Moreover, even when it takes place, the design of evaluation activities often means that they are more expressions of wishful thinking, rather than rigorous reviews of why different elements of a program might have been successful or not. Three particular problems are pertinent with evaluating Digital Citizen Engagement: first, actually identifying the extent to which it is the technology, rather than anything else, that has had the impact; second, the use of generalised ‘official’ statistics, be they from governments or operators, which may not sufficiently differentiate between ownership of a device, and actual usage thereof; and third, getting the balance right between expected and unexpected outcomes. Dear All, Yesterday at 2:38pm an employee in one of the organisation in Ghana was attacked by ransomware by name locky, this ransomware was sent in an email with an attachment , the attachment contained an ms-word document with a malicious macro, the locky program was activated when the user clicked "enable editing " after the document was opened, this macro begun an encryption process using a RSA-2048 and AES-128 algorithm, the encryption process targeted the following file extensions *.docx;*.pdf;*.pptx;*.xlsx;*.doc Yesterday Three US hospitals were hit by "locky" as well,The IT systems of Kentucky Methodist Hospital and Chino Valley Medical Center and Desert Valley Hospital, California, were infected with this ransomware, The files cannot be recovered unless the victim has an offline backup to recover from or pays a ransom with bitcoins via the darkweb,the attackers promise to send the private key in a compiled program to decrypt the victim's files after they receive payment. System restore cannot restore files just settings so it will not help in this case. Third-party recovery software cannot recover the encrypted files because the files are not considered as deleted. The previous ransomware by name "cryptolocker" did not rename the files it encrypted so it was possible to recover your files by using the windows "previous version" feature, however "locky" renames all the files it encrypts so that windows cannot index the file's shadow copies to recover them. CERT-GHANA recommends that all users open email attachments with caution especially executable files. James, very valid points. We shared some of our work around ICTs and Governance, including key recommendations, recapitulated below. In previous years, I recall seeing calls for papers, I may have missed this year’s, but ICTA did seek out industry insights on this forum. I therefore co-ask the very questions you have, and underline what you’ve said. iHub Research conducted a study in 2014, assessing how ICTs facilitate/hinder two-way interaction between citizens and governments in four key areas: access to information, tracking corruption, monitoring/accessing government service delivery, and citizen participation. The study was carried out in Kenya, Uganda and Tanzania. In Kenya, we looked at Nairobi and Nakuru (where infrastructure to support access to eGovernment services exists to some extent), and very interesting insights emerged. A one page summary on the study?s findings and recommendations is accessible here <http://www.ihub.co.ke/ict4gov>. Key points: 1. SMS and radio are still king! To disseminate information, raise awareness to many, and especially in rural areas, those two mechanisms remain the most effective. And, as Grace pointed out, if SMS queries can be sent at no cost to users, then many citizens are likely to leverage them. Recommendation: Non-Internet based ICTs used in governance such as mobile phones and radios need to be integrated more in ICT and governance initiatives since they are the most widely used and most accessible. 2. User experience on government websites: "Citizens only visit governance-related sites that are a priority for their needs at a specific time, and even then, they reported that the websites are clunky and ugly. User experience is not a key factor in the creation of these websites. ? The iTax platform and KRA website were a common reference on this. Recommendation: embrace user experience considerations <http://www.ihub.co.ke/uxlab <http://www.ihub.co.ke/uxlab>> before deploying or upgrading ICT tools. 3. Design- reality gap: "citizen consultations do not seem to inform the creation or prioritization of eGovernment efforts.? Recommendation: The design of ICT initiatives in governance that are meant to facilitate two-way interaction between citizens and government should include the input of citizens who are intended to use them. 4. A major hurdle faced in the deployment and use of ICT tools in governance is a lack of trust in the government, as well as apathy among citizens that is brought about by perceived government failure to respond to complaints or issues raised along various governance lines. As one FGD participant put it: ?If my going to the office, physical presence, does not inspire the [government] official to act on a problem, how will communication using their websites or Facebook be different?? Recommendation: eGovernment services need to activate interaction and feedback mechanisms, including transparent response mechanisms to queries raised or complaints. (Government officials indicated that resources to facilitate this are often lacking). 5. Lack of involvement of citizens (who are the primary target/end users of most of the ICT tools for governance) in the development of ICTs for governance leads to poor prioritization of the citizens? needs. Awareness creation about the existence of these tools, why and how they should be used is not done by the implementers of the tools. Listers, It has been several years since this Connected Summit began in this country and at quite a handsome cost. This year. if it was not for Walubengo's article in the Daily Nation, I did not even know it was ongoing. Which brings me to a number of questions regarding this Summit: 1. This many years later, what tangible outcomes or visible achievements can be attributed to this Summit? What for instance were last year's resolutions and how have they been met going into this year's edition? 2. This Summit is always held in Diani. Initially, it may have made sense to get top government and IT industry execs away together but with rapport having been established and communication channels established, what is the continued rationale for having this conference at an exclusive tourist destination cutting off access to many of our young ICT entrepreneurs who could benefit from it? Shouldn't this Summit be held in Nairobi where we find all the major ICT companies, ICT incubation hubs, Universities and techpreneurs? Slides and sunshine on the beach maketh not a tech nation! 3. What academic papers, journal contributions or published inventions/innovations have come out of this Summit? Can we begin to see more focused, academic/research breakthroughs being tabled at the conference and not just baseline projections of where we are? How are the dominant topics of the day being handled at this Summit by our best tech brains? The Bitcoin saga in Kenya? Where is the CBK governor and the Bitpesa proponents to give their respective views? The issue of Safaricom's National Police Network....where are the respective government and private sector parties to also give their views? IFMIS and NYS funds scandal? Where are the tech papers to advise on how public funds can best be safeguarded within government information systems? Digital migration and digital dividends? What has been the impact on the broadcast sector one year later? These and many more I believe would help contribute to the debate in this vibrant sector. Let us consider making this conference both accessible to the masses and also a forum for debating the major topical issues of the day affecting the country and involving technology. Happy Saturday! One of my interesting local survey experiences was with a colleague in UK in relation to one of our populous residential areas . There was a question to respondents to indicate the nearest government office, church or school as a way of identifying their exact residence. This was viewed as an "unnecessary question". Why so - as respondents could simply have been asked for their home address. I guess, if you do not have bread, eat cake syndrome. Associating this home address system with courier deliveries sounds too flat and not saying the whole truth. It denies this very important activity the authority it deserves. This would be a great booster to the security system and people tracking, nyumba kumi initiative. It makes a lot of sense here. So does the need for a coordinated national naming system that guides the county government whims. A lot of mapping has been done by youth groups across the country as part of NGO projects; is this output useable or this has just been child's play? Secondly, this is a great opportunity for the Public Service to engage young people in universities and colleges on internships/work attachments. From sending the young people back to their localities where they know most of the places, it also gives the famed work experience and keeps them busy.This way, keeping the project cost more efficient. The good news is that people in Nigeria are fighting back, and it recently appeared that the draft law — nicknamed the “Social Media Bill” by concerned citizens — was beaten back <http://www.punchng.com/senate-may-dump-anti-social-media-bill/>. But last week, the Senate revived the bill with little notice. Unless the global community stands in support of those fighting for free expression in Nigeria, we may soon see this vaguely worded, misguided legislation move forward — and the bad ideas that it contains get copied and pasted into legislation in other countries where free expression is under attack. Specifically, the draft bill — officially called “An act to prohibit frivolous petitions; and other matters connected therewith” — would require any person submitting a petition to the government to have an accompanying affidavit, making it much more difficult, and costly, for people to complain about public services or graft. Further, the text imposes harsh penalties for tweets or text messages that convey false statements about a wide range of actors — from “a group of persons” to an “institution of government.” Nigerians who violate these provisions could be fined up to N2,000,000 ($10,000) or spend up to two years in jail. In short, the bill criminalizes speaking out against individuals or groups online, including expressing dissent against the government, with vague and disproportionate restrictions that do not strictly adhere to legitimate purposes. What’s worse, the language in the draft bill is so broad that it’s not clear that internet users would even understand how to comply with the law. It would be difficult to determine whether a post is intended to “set the public against” a vaguely defined group. At the same time as being overboard, the bill is illogically specific. It targets WhatsApp, the private messaging application, and Twitter, the micro-blogging platform. That’s a particular threat to journalists in Nigeria who use these platforms to report on issues of public interest, and it could knock out a vital tool for combating corruption and keeping government accountable. The threat to free expression is compounded by the threat to innovation in Nigeria. Already the continent’s largest economy, Nigeria has 15 million Facebook users and over 97 million mobile internet subscriptions. Its technology sector is rapidly expanding. This restrictive law would only deter investment and discourage further development of Nigeria’s internet ecosystem. Fortunately, activists in Nigeria are continuing to speak out, protesting both on and offline. In addition, if the bill passes into law, there may be legal avenues for fighting it. There are strong protections for free expression in Nigeria’s constitution, and Nigeria has also ratified the African Charter on Human and Peoples’ Right, which guarantees this right. Furthermore, free expression is protected under international law, and the United Nations has specifically stated that the right to free expression applies online. About two weeks ago, Senate President Bukola Saraki reassured activists when he stated that section 4 of the bill would not be passed <http://www.punchng.com/anti-social-media-bill-wont-be-passed-saraki/?utm_so…>. (He appeared to be referring to section 3(4), which prescribes the penalties for social media.) Yet the Senate has since suddenly revived the bill and set a Public Hearing — part of the legislative process — for Monday, March 7. Whether or not section 3(4) is struck from the text, the Social Media Bill should not be passed. Nigerian President Buhari has stated that he would not sign any bill that doesn’t comport with Nigeria’s constitution, and the Social Media Bill clearly does not. Yet the unrelated Cybercrime Act of 2015 is now in force, and through sections 24(a) and 24(b), imposes harsh penalties for speech in the name of security that violate the right to free expression. Clearly, it’s best to stop this bill now, before it gets any closer to becoming law. It’s not only Nigeria’s leadership, free expression, and innovation that are at stake. In internet law and policy, even when a law is beaten back, it often gets reanimated in legislatures across the globe. To fight back, the global community that cares about free expression needs to unite behind common principles,and spread the word: when users’ rights are under attack, we have your back. As members of the Nigerian Senate hold the public hearing, they should not be left in doubt regarding the dangers of the Social Media Bill or any other bill that clamps down on expression online. It should be withdrawn immediately. Nigerians have spoken out, and their leaders should listen.
