2016 ITU Global ICT Capacity Building Symposium 5th - 8th September 2016 at the Safari Park Hotel

Dear listers, We would like to let you know that the 2016 Global ICT Capacity Building Symposium (CBS-16) scheduled to take place from 6th to 8th September 2016 at the Safari Park Hotel, Nairobi, Kenya under the theme ‘Embracing Capacity Building Opportunities in the Digital Era’. The Symposium will be preceded by a pre-conference event which will take place on 5th September 2016. This will be dedicated to the topics of “Capacity Building in Internet Governance” and “Regulators as Enablers and Beneficiaries of Capacity Building”. The Symposium is hosted by the Communications Authority of Kenya (CA) on behalf of the Government of Kenya in partnership with the International Telecommunication Union (ITU). The ITU CBS-16 is the main global event for capacity development in the field of Information and Communication Technology (ICT). The Symposium will bring together ICT Ministers, Education Ministers, heads of national/ ICT regulatory authorities, heads of international organizations, chief executive officers of private sector companies, members of the academia and experts from around the world to discuss trends and developments in the sector and their implications for human and institutional capacity building. ITU CBS-16 will equally feature high-level debates addressing key questions on policy issues relating to human capacity building in the ICT sector. The Symposium will also debate how ICT could play a catalytic role in helping countries attain the Sustainable Development Goals (SDGs) among other topical issues that are critical to the development of ICTs. The Authority invites your esteemed organization to be part of the Symposium for networking and contribution to the debates on global topical ICT sector capacity building issues. We further request you to nominate a maximum of two (2) representatives from your institution that shall take part in the Symposium. Earlier this week, the New Jersey Attorney General dropped their investigation of the students, ending a case that hung over these students for a third of their undergraduate education. I'm incredbily relieved for the Tidbit undergrads, though I'm disappointed and upset that they had to face this legal challenge for so long. Update on ICT Practitioners Bill

Dear Listers, Apologies for cross-posting. As you may recall, pursuant to views expressed on this list, we submitted a memorandum to Parliament opposing the ICT Practitioners Bill on 8th July 2016. We teamed up with like minded stakeholders who were also opposed to the Bill to form a working team comprising of ourselves, the Kenya Private Sector Alliance (KEPSA), the Technology Service Providers of Kenya (TESPOK) , Kenya Information Technology and Outsourcing Services (KITOS) , Bloggers Association of Kenya (BAKE) and the iHub. The consortium was invited for a hearing before the National Assembly Committee on Energy and ICT on the 19th of July where a joint memorandum opposing the Bill was presented. The Committee, relying on Standing Order Number 140 advised on the procedure for withdrawal of a Bill, the gist of which is that the Bill can only be withdrawn by the sponsor. The committee therefore advised the consortium to consider the content of the Bill and propose amendments. The consortium presented proposals for amendment on several occasions. On 28th of July, they had the opportunity to listen to the sponsor, Hon Adan Duale as he addressed the Committee. He explained that the Bill had been borne out of a petition by a section of Kenyans who sought regulation the ICT sector practitioners. He also indicated that he was willing to incorporate stakeholder views. The consortium has attended stakeholders fora organised by the Ministry of ICT on the Bill and arrived at a common position that the Bill should be withdrawn. In view of the Committee's request for proposals for amendment of particular clauses in the Bill, stakeholders are meeting with the Ministry to discuss the same. It is worth noting that the Committee has extended the public participation period to allow for consensus building on the Bill. This is due to the contentions and opposition to the Bill by a significant number of stakeholders, including the Ministry and the Communications Authority. KICTANet representatives continue to engage in the process to ensure that our views are understood by the legislators. Together with other partners in the consortium, we are also exploring other avenues to resolve the impasse and are hopeful that Parliament will eventually see the sense in dropping this ill informed law. As you may recall, pursuant to views expressed on this list, we submitted a memorandum to Parliament opposing the ICT Practitioners Bill on 8th July 2016. We teamed up with like minded stakeholders who were also opposed to the Bill to form a working team comprising of ourselves, the Kenya Private Sector Alliance (KEPSA), the Technology Service Providers of Kenya (TESPOK) , Kenya Information Technology and Outsourcing Services (KITOS) , Bloggers Association of Kenya (BAKE) and the iHub. The consortium was invited for a hearing before the National Assembly Committee on Energy and ICT on the 19th of July where a joint memorandum opposing the Bill was presented. The Committee, relying on Standing Order Number 140 advised on the procedure for withdrawal of a Bill, the gist of which is that the Bill can only be withdrawn by the sponsor. The committee therefore advised the consortium to consider the content of the Bill and propose amendments. The consortium presented proposals for amendment on several occasions. On 28th of July, they had the opportunity to listen to the sponsor, Hon Adan Duale as he addressed the Committee. He explained that the Bill had been borne out of a petition by a section of Kenyans who sought regulation the ICT sector practitioners. He also indicated that he was willing to incorporate stakeholder views. The consortium has attended stakeholders fora organised by the Ministry of ICT on the Bill and arrived at a common position that the Bill should be withdrawn. In view of the Committee's request for proposals for amendment of particular clauses in the Bill, stakeholders are meeting with the Ministry to discuss the same. It is worth noting that the Committee has extended the public participation period to allow for consensus building on the Bill. This is due to the contentions and opposition to the Bill by a significant number of stakeholders, including the Ministry and the Communications Authority. KICTANet representatives continue to engage in the process to ensure that our views are understood by the legislators. Together with other partners in the consortium, we are also exploring other avenues to resolve the impasse and are hopeful that Parliament will eventually see the sense in dropping this ill informed law. Regards/Wangari === Apr. 30, 2016, 5:00 am By LOLA OKULO Power went off in parliament late on Thursday as MPs debated a bill to compel Kenya Power to compensate customers in case of prolonged blackouts. The Energy Bill 2015, proposed by Mvita MP Abdulswamad Shariff will make Kenya Power pay customers for any losses due to blackouts exceeding three hours, in case it fails to issue a 24-hour notice prior to such an outage. The bill was passed by parliament and will now go to the Senate then forwarded to the president for assent, if senators also pass it. The proposed law will push Kenya Power to compensate a consumer where due to power outages, poor quality, irregularity of electricity supply or negligence; the consumer incurs financial loss or suffers physical injuries. Shariff said the bill was meant to check conduct of the company given that it is a monopoly. "The whole idea is not to punish anyone, but honestly they need to pull up their socks," Shariff told the Star on Friday. "Every time there is a blackout there are financial losses. There are people running butcheries, salons and other businesses. What we are saying is that there is a financial aspect to it (power outages)." The compensation, according to the bill, shall be paid in form of a subsidy incorporated in the customer's bill. It shall be equal to the amount of loss incurred as presented by the consumer and verified by Kenya Power. The power utility firm will only be spared paying a compensation, in case a blackout is due to 'an act of God', like in the case where heavy downpour causes a power line to fall. On Thursday evening, other than parliament, most areas in Nairobi had a blackout following heavy rains that flooded most roads in the city. "Heavy rainstorms have this evening caused power interruption in most parts of Nairobi. The heavy rains that started late in the afternoon have interrupted electricity supply and distribution systems in parts of the city," said Kenya Power in a statement issued on Thursday night. Last July, Kenya Power said it would need at least five years to build adequate redundancies at our major load centres in cities such as Nairobi, Mombasa and Kisumu, which will end outages. A redundancy system allows the company to transfer customers to a subsidiary network and keep electricity on, when there is a failure within the main network. The company is also undertaking a major infrastructure upgrade to reduce outages.

Blessed Wednesday! As who pays for the dropped time is reflected upon, there has got to be another way to keep the nation powered. Kenya Power must be commended for in the recent years, more regions of the nation have access to the grid. Solar power penetration is marginal. Back up power ends up being the famed fuel-based generators which are used by offices and manufacturers - leading to higher cost of production and higher prices and reduced business profits. The Energy Bill 2015, proposed by Mvita MP Abdulswamad Shariff will make Kenya Power pay customers for any losses due to blackouts exceeding three hours, in case it fails to issue a 24-hour notice prior to such an outage. The bill was passed by parliament and will now go to the Senate then forwarded to the president for assent, if senators also pass it. The proposed law will push Kenya Power to compensate a consumer where due to power outages, poor quality, irregularity of electricity supply or negligence; the consumer incurs financial loss or suffers physical injuries. Shariff said the bill was meant to check conduct of the company given that it is a monopoly. "The whole idea is not to punish anyone, but honestly they need to pull up their socks," Shariff told the Star on Friday. "Every time there is a blackout there are financial losses. There are people running butcheries, salons and other businesses. What we are saying is that there is a financial aspect to it (power outages)." The compensation, according to the bill, shall be paid in form of a subsidy incorporated in the customer's bill. It shall be equal to the amount of loss incurred as presented by the consumer and verified by Kenya Power. The power utility firm will only be spared paying a compensation, in case a blackout is due to 'an act of God', like in the case where heavy downpour causes a power line to fall. On Thursday evening, other than parliament, most areas in Nairobi had a blackout following heavy rains that flooded most roads in the city. "Heavy rainstorms have this evening caused power interruption in most parts of Nairobi. The heavy rains that started late in the afternoon have interrupted electricity supply and distribution systems in parts of the city," said Kenya Power in a statement issued on Thursday night. Last July, Kenya Power said it would need at least five years to build adequate redundancies at our major load centres in cities such as Nairobi, Mombasa and Kisumu, which will end outages. A redundancy system allows the company to transfer customers to a subsidiary network and keep electricity on, when there is a failure within the main network. The need for accessible, affordable, high quality internet access is actually being sneaked into the "modern digital" classification as a basic need in the "digital Mazlows Hierachy of needs" This partnership is presented as a trade-off. Hopefully this does not elicit anti-competitive issues with stakeholders, whose occurrences causes projects to shift tangent and there is still loss of public funds and lack of delivery at best. It is good that there is a pilot to allow a smaller scale assessment of the objectives they intend to achieve. It would be great if the resident associations in the said areas are engaged. In the same light, this is also where the ICT Professionals, Internet Society and stakeholders become resourceful. How is ICT Ministry and national agencies be involved or this is County business? In light of this, what opportunities would this partnerships/works "birth" for ICT players? Gamification. it's amazing how the debate around gambling has chosen to focus on monetary gains, addiction and other associative proclivities. How would one for instance compare sports gambling with pokemon? There are accounts of an individual who racked a bill of $4,954 a Japanese gymnast in Rio thanks to Pokemon Go... Catch ‘em all or go broke tryin. For me they are both innovations riding on two precincts, one a supporting infrastructure - mobile and two consumers psychographics. Much needs to be done to support and ensure the government benefits from a fiscal angle of such innovations. I welcome parliamentary committee move to seek to understand the gamification phenomenon but ask it to be careful not put duress the sports betting firms that might lead to the firms contributing to there campaign kitty's to assuage tinkering of policies to their advantage. A news article on this can be found here <http://www.radiopacis.org/?p=6167> . In Summary: Fraudsters are using websites to send people SMSs that appear to come from people they know. The websites allow someone to create an SMS with any 'sender' number. When someone receives the SMS it will appear to have come from that number. The fraudsters typically ask for money in these SMSs and the person sends money unknowingly to the fraudster. How to protect yourself: As UCC combats this latest vice the simple thing you can do to not be a victim is to always verify with the sender every time you receive a money related SMS. That way you'll know if they actually sent the SMS or not. Final Note: We receive very many cases like this where someone gets tricked into sending a large amount of money to fraudsters because they received a legitimate looking SMS, Facebook message or Email that appeared to come from someone they knew. These all could have been prevented if the victims first verified with the person whom they thought sent the message before they sent the money. We hope this was useful to you. The Team is attempting to cover all 54 countries and 58 TLDs in Africa (there are 4 gTLD's). The Team thinks that this will be of interest to the whole Internet community. Particularly my concern is with the reporting and disclosure of security vulnerabilities. 2. Hi Nanjira, Alex and Listers, I have perused the bill and have the following observations: 1. This bill is Sponsored by Hon Mutahi Kagwe Chairman of the Senate ICT Commitee whereas the Computer and Cybercrimes bill is Sponsored by Leader of the Majority Hon Duale 2. Both bills share the same objective, i have observed that Hon Duale's bill which was discussed on KICTANET last week is more punitive (Fines in Millions) while Hon Kagwe's is lenient (Fines are in hundreds of thousands. 3. I have observed that the Cyber Security and Protection Bill leans a lot towards critical Internet Infrastructure whereas the Computer and Cyber Crimes Bill focuses on Cyber crime and Child Online Protection, however both bills have strong emphasis on Cyber Security. 4. The Cyber Security and Protection Bill justifies the need for Cyber Security laws within the county government framework. 5. Overall both are good attempts but there is need for harmonization. This might bring about a sharp contrast between county and national laws, (though most counties are yet to develop any on ICT cyber crime), counties in Kenya envisage themselves as autonomous and as so might want to litigate internally. I think the Prevailing Clause act should be clear and specific enough to highlight its scope.

Will they not become a hazard for commercial airliners? A quick-and-dirty calculation for Kenya shows that we would have about 120 of these buzzing around overhead, each covering an area of about 5000 square kilometres. Why do we have to do anything. Its their business. Whether or not it succeeds is something they and their shareholders will analyse themselves. The regulatory framework allows for then to participate in mobile money. We their customers have been validating the business case over and over. If the physical card one fails i believe its up to them as a business to deal with. I for one am very curious and happy that i might be able to use a card instead of a phone to transact. If i can use my thumb print id be even happier so i never have to carry anything. I have no expectations of its success or failure. I am happy for that choice nonetheless. What about 'Lipa na MPESA' at points of sale? I think that makes absolute sense because it creates an efficient way to check out. I think it comes as an option to using MPESA on the phone which can be time consuming and inefficient especially at busy spots. Online drug markets are part of the “dark web”: sites only accessible through browsers such as Tor, which route communications via several computers and layers of encryption, making them almost impossible for law enforcement to track. Buyers and sellers make contact using e-mail providers such as Sigaint, a secure dark-web service, and encryption software such as Pretty Good Privacy (PGP). They settle up in bitcoin, a digital currency that can be exchanged for the old-fashioned sort and that offers near-anonymity during a deal. Almost all sales are via “cryptomarkets”: dark websites that act as shop-fronts. These provide an escrow service, holding payments until customers agree to the bitcoin being released. Feedback systems like those on legitimate sites such as Amazon and eBay allow buyers to rate their purchases and to leave comments, helping other customers to choose a trustworthy supplier. The administrators take a 5-10% cut of each sale and set broad policy (for example, whether to allow the sale of guns). They pay moderators in bitcoin to run customer forums and handle complaints......

July 14, 2016 --As Prepared for Delivery-- I come here today to speak out for freedom. Specifically, Internet freedom. I come here to speak out for free speech and civil liberties. I come here to speak out in favor of the transition of the U.S. government’s stewardship of the domain name system to the global multistakeholder community. And I come here to speak out against what former NTIA Administrator John Kneuer has so aptly called the “hyperventilating hyperbole” that has emerged since ICANN transmitted the consensus transition plan to us last March. Protecting Internet freedom and openness has been a key criterion for the IANA transition from the day we announced it in March 2014. The best way to preserve Internet freedom is to depend on the community of stakeholders who own and operate, transact business and exchange information over the myriad of networks that comprise the Internet. Free expression is protected by the open, decentralized nature of the Internet, the neutral manner in which the technical aspects of the Internet are managed and the commitment of stakeholders to maintain openness. Freedom House reported that “Internet freedom around the world has declined for the fifth consecutive year ...” Its prescription for defending Internet freedom is to encourage the U.S. government to “complet[e] the transition to a fully privatized Domain Name System.” What will not be effective to protect Internet freedom is to continue the IANA functions contract. That contract is too limited in scope to be a tool for protecting Internet freedom. It simply designates ICANN to perform the technical IANA functions of managing the database of protocol parameters, allocating IP numbers and processing changes to the root zone file. It does not grant NTIA any authority over ICANN’s day-to-day operations or the organization’s accountability to the stakeholder community. The transition plan goes beyond any authority that NTIA or the U.S. government has today by enhancing the power of stakeholders to ensure ICANN’s accountability. For example, the U.S. government has no ability to reject an ICANN budget or to remove an ICANN board member—two of the new enumerated community powers. Extending the contract, as some have asked us to do, could actually lead to the loss of Internet freedom we all want to maintain. The potential for serious consequences from extending the contract beyond the time necessary for ICANN to complete implementation of the transition plan is very real and has implications for ICANN, the multistakeholder model and the credibility of the United States in the global community. Privatizing the domain name system has been a goal of Democratic and Republican administrations since 1997. Prior to our 2014 announcement to complete the privatization, some governments used NTIA’s continued stewardship of the IANA functions to justify their demands that the United Nations, the International Telecommunication Union or some other body of governments take control over the domain name system. Failing to follow through on the transition or unilaterally extending the contract will only embolden authoritarian regimes to intensify their advocacy for government-led or intergovernmental management of the Internet via the United Nations. Former Homeland Security Secretary Michael Chertoff and retired Vice Chairman of the Joint Chiefs of Staff James Cartwright recently noted in Politico that rejecting or even delaying the transition would be a gift to those governments threatened by a free and open Internet. The Global Commission on Internet Governance, a group of leading experts from around the world, echoed this message by recently calling on the U.S. Government to adopt the proposal and to meet the September 2016 target date for the transition of the IANA functions. Failure to do so, the Commission said, would “send the wrong message to the international community, increase distrust, and will likely encourage some governments to pursue their own national or even regional Internets.” Over the past two years, the global Internet community, comprised of businesses, technical experts, public interest groups and governments, has engaged in one of the most compelling demonstrations of a multistakeholder process ever undertaken. The transition plan is a thoughtful proposal that was developed through consensus over two years by hundreds of stakeholders around the world. Stakeholders spent more than 26,000 working hours on the proposal, exchanged more than 33,000 messages on mailing lists, held more than 600 meetings and calls and incurred millions of dollars of legal fees. Given the intensive level of effort that went into constructing the transition plan and obtaining support for it from all parts of the ICANN community, it is no surprise that the community supports the transition and wants to see the United States follow through on its long-standing, bipartisan commitment to privatize the domain name system. I realize that the transition raises many important questions. None are more important than the ones we asked in March 2014 when we laid out the criteria for the transition. We said then that the plan must: support and enhance the multistakeholder model of Internet governance; maintain the security, stability, and resiliency of the Internet DNS; meet the needs and expectations of the global customers and partners of the IANA services; and maintain the openness of the Internet. In addition, we said we would not accept a plan that replaced NTIA’s role with a government-led or intergovernmental organization solution. Upon the community’s completion of the plan, NTIA led an intensive interagency review to ensure the plan met these criteria. On June 9, we found that the plan satisfied each and every one of our criteria. We also evaluated the proposal against relevant internal control principles, as recommended by the U.S. Government Accountability Office (GAO). We separately engaged a panel of corporate governance experts to review the ICANN accountability proposal. The experts concluded that the proposal is consistent with sound principles of good governance. Despite the open and transparent two-year process that developed the plan, the many pages of documentation provided by the community to describe and support the plan, and the exhaustive review we conducted, misperceptions and outright misrepresentations about the plan continue to circulate. I will use the remainder of my time to correct the record on many of these claims. Among the most persistent misconceptions is that we are giving away the Internet. First off, we do not control the Internet. It is simply not true, and people who really understand the Internet know it is not true. No one controls the Internet. The Internet is a network of networks that operates with the cooperation of stakeholders around the world. The most significant operational change required by the transition is to end the largely clerical role NTIA plays in reviewing updates to the root zone file. Even more extreme (and wrong) is the claim that we are giving the Internet away to Russia, China, and other authoritarian governments that want to censor content on the Internet. No one has set forth even a plausible scenario as to how that could happen, and the fact is it simply will not happen as a result of completing the transition. Within ICANN, the transition proposal does not expand the role of governments vis-à-vis other stakeholders. The bylaws retain the prohibition on government officials serving as voting board members. The role of governments in ICANN policymaking remains advisory. Under the proposal, governments will continue through the Governmental Advisory Committee (GAC) to provide input to the Board in the normal course of business. As is currently the case, the Board is free to reject GAC advice. Today, the Board does give special consideration to consensus GAC advice. The transition proposal codifies current practice through a bylaw change that defines consensus as agreement to which no one formally objects. Now it is true that under the proposal, the threshold for rejecting such GAC consensus advice does increase from 50 percent to 60 percent. However, given the codification of “consensus” in the bylaws, this standard only applies to advice from governments to which no government, including the United States, has objected. The GAC has the potential to participate in the Empowered Community, but only at a level commensurate with other stakeholders. Notably, the GAC cannot unilaterally exercise the community powers. Moreover, the bylaws expressly prohibit the GAC from participating in the community powers when the issue in contention is a Board action on GAC advice. Some argue that authoritarian countries are not going to give up their goal of having governments control the domain name system and that the United States is daft for thinking that this transition will change those countries. We would be silly if we thought that, but that has never been our goal. We have never thought we would persuade authoritarian regimes that our view of the Internet is the best approach, but what matters is what the rest of the world thinks. There we have made great progress over the last few years. At the ITU’s World Conference on International Telecommunications in Dubai in 2012, 89 countries joined in a resolution to expand the authority of the ITU relative to Internet issues. The United States was in the minority that day. However, since then, we have worked hard with countries in the developing world to build support for the multistakeholder model of Internet governance. Due in part to our transition announcement and due in part to focused diplomacy of the U.S. government coordinated by the State Department, we have made a lot of progress, as represented by the fact that almost 30 of those 89 countries have now demonstrated their support for multistakeholder governance of the domain name system by joining in the Governmental Advisory Committee’s consensus position to move the transition proposal forward. Another claim now making the rounds is that the transition plan is a radical proposal that is being rushed through by the Obama Administration. How can anyone call a longstanding bipartisan policy to privatize the Internet radical? The direction to privatize the domain name system goes back nearly twenty years. The community spent two years to develop its plan. No one rushed the community effort. To the contrary, we extended the contract for a year when the community said it needed more time to complete its work. Nothing is being rushed here and to suggest otherwise is to ignore the facts. Another false claim is the fear that ICANN will move its headquarters abroad once the transition is complete and “flee” the reach of U.S. law. However, this ignores the fact that the stakeholder community has spent the last two years building an accountability regime for ICANN that at its core relies on California law and on ICANN to remain a California corporation. ICANN’s own bylaws confirm that “the principal office for the transaction of the business of ICANN shall be in the County of Los Angeles, State of California, United States of America.” ICANN’s Board cannot change this bylaw over the objection of the stakeholder community. Additionally, ICANN’s Articles of Incorporation already state that ICANN “is organized under California Nonprofit Public Benefit Corporation Law.” Changes to the Articles of Incorporation now require support of a 75 percent majority of the empowered community. ICANN is a California corporation and will remain so. Other claims keep popping up and I do not have time today to correct every misstatement being made about the transition. For example, after living for two years under an appropriations restriction that prohibits us from using appropriated funds to relinquish our responsibility for the domain name system, it is now asserted that this restriction prevents us even from reviewing the transition plan. Yet this claim ignores the fact that at the same time Congress approved the restriction, it also directed NTIA "to conduct a thorough review and analysis of any proposed transition" and to provide quarterly reports on the process to Congress. In the last couple of weeks, I have heard new concerns about the possible antitrust liability of a post-transition ICANN. However, this concern ignores the fact that ICANN in its policymaking activities has always been and will continue to be subject to antitrust laws. I could go on but let me close with some observations on the multistakeholder process. There is no question that within ICANN, the last two years have strengthened the multistakeholder model as it is practiced there. Moreover, the accomplishments of the process at ICANN are serving as a powerful example to governments and other stakeholders of how to use the process to reach consensus on the solutions to complex and difficult issues. However, as we work toward completing the transition, we must recognize that the multistakeholder model will continue to face challenges. It is important that we remain dedicated to demonstrating our support and respect for the multistakeholder approach in all the venues where it is used. We do not show respect for the multistakeholder process when we wait until the process is over and the community has reached consensus and then propose a two-year trial of the plan without ever asking the community to consider such an option. We do not show respect for the multistakeholder process when we do not participate for two years and then afterwards say we preferred an option that the community considered and rejected. Closer to home, here at the IGF-USA, we need to respect the process by working to expand participation beyond the Beltway and to support the inclusion of new stakeholders on a nationwide basis in an open, transparent, and inclusive manner. This kind of growth requires a strong foundation, which is why NTIA supports the work of the IGF-USA’s new Sustainability Working Group. This group is working to develop a governance structure to guide the organizational process and to ensure that there is diverse, inclusive and multistakeholder engagement. In closing, thanks to all of you for your interest and involvement in IGF-USA and in the IANA transition. My feedback echoes Esther Nyamburas sentiments(page 54) on borrowing or refining the policies that have gone before us e.g. National ICT Master Plan, The National Broadband Strategy, Science, Technology and Innovation (STI) policy e.t.c and that we should take as much time as we need if this is to serve us for the next 10 years and beyond.
