In it, it flagged some issues with the multistakeholder model with which ICANN’s Generic Names Supporting Organization (GNSO) currently develops gTLD policy. There are concerns that the multistakeholder model does not scale and that project milestones are not being achieved as a result. The paper says there have been a number of challenges encountered in working groups. Key among the challenges are increasing participant and observer numbers, divergent motivations and desired outcomes, and difficulties in reaching consensus. Even where consensus is reached, there is a perception that it can sometimes be reached through exhaustion (and as a result may hold no long-term legitimacy). To quote from the paper, “Without properly addressing challenges faced in implementing the current volunteer model, there is a risk of strain on staffing resources, logistical problems, climbing costs, and attrition by core community members. These issues could result in stagnation of policy and advice development activities. At stake is the credibility and legitimacy of the ICANN global multistakeholder model, especially as ICANN faces greater scrutiny following the IANA-transition.” Over the past two months, in Los Angeles and in San Juan, the GNSO Council, as manager of the gTLD policy development process, has had discussions around how it can and should act in addressing challenges if/when these occur. The GNSO Council has subsequently agreed to develop a white paper-type proposal setting out possible changes to the policy development process to address the specific challenges encountered. Recommendations for best local apps/services to improve lives?

Hi all When we build new mobile sites for our customers in rural areas we find a lack of awareness of local apps/services that would be useful for them to use. We're currently looking around at various apps/services related to health, agriculture, employment, education etc... I'd appreciate any recommendations... we'll hopefully be able to promote them to rural citizens. The more localized the better (i.e. even better if in Swahili or other dialects) and if there's the use of video/audio even better (in case of literacy challenges). Thanks Adam

Francis Wangusi says CA has no Sh1bn for police

Wangusi is in office, and he is showing the independence of institutions. Read in... Last month, President Kenyatta directed that CA gives Sh1 billion from the Universal Service Fund to the DCI. The Universal Service Fund was set up in 2009 and is primarily financed by mandatory contributions from licensed operators. Director-General Francis Wangusi on Tuesday said funds are already committed to other projects and the authority does not have the money required by the Directorate of Criminal Investigations. Last month, President Kenyatta directed that CA gives Sh1 billion from the Universal Service Fund to the DCI. “The money that we have for the Universal Service Fund is already committed. I wouldn’t really say that we have money to put into other projects if the priority projects have not been completed,” Mr Wangusi said. Wangusi said that the monies available had been directed towards connecting 78 sub-locations that do not have access to any network. The money will also be used to connect broadband to schools across the country at a cost of Sh7 billion. Ali, I don't understand your rant because you are agreeing with the writer 100%, that 1. Money is tribal 2. That local investors need to start investing in the Silicon Savannah. What he has failed to quantify is the investments that is done by local families, friends, and fools to keep local start-ups afloat. It might not be considerable, but that is all they have. My view would be for the tech scene to encourage, and show value proposition to contrarian investors on why they need to invest locally. My take is conservative investors will still continue investing how they know best, and where their funds are deemed safe. Morning Listers, Treat this as rumours as my source wont agree to be named or linked with this information. For information's sake though, please indulge me. Hurricane Electric (http://he.com) , or HE is a global carrier. (more like a carrier of carriers). HE is a breath of fresh air when it comes to connectivity. They do not price the product as if it is made of vibranium. HE also runs a lean shop, as a result, their prices are in the order of thousands of percentage points lower than you would get from anyone locally. In fact, they price internet lower than anyone prices a local loop from Nairobi to Kilifi. (Pity we cant get HE anywhere other than EADC, and operators are moving in their droves from the usual suspects. Which is somewhat the problem and gist of this post, because the usual suspects are not happy. Hence my question. Might anyone in this list (particularly from CA) be privy to attempts to introduce another levy for anyone interested in getting services from an operator in EADC? Bringing people online can offer life-changing opportunities, but there are still approximately 3.8 billion people without internet access. At Facebook, we’re working to change that. For the second year in a row, Facebook commissioned the Economist Intelligence Unit (EIU) to create a comprehensive Inclusive Internet Index. This year’s index covers 91% of the world’s population and an expanded data set of 86 countries, up from 75 countries in 2017. The index assesses a country’s internet inclusion across four categories: availability, affordability, relevance, and readiness. This captures the availability and quality of internet services, as well as ways in which people use the internet for personal, social, and economic purposes. In addition, this year’s index is published alongside a new global Value of the Internet Survey, which polled 4,267 respondents from 85 countries to gauge perceptions on how internet use impacts people’s lives. The first index gave us valuable insights <https://newsroom.fb.com/news/2017/02/state-of-connectivity-2016-using-data-…> to help address the barriers to global connectivity. This year’s index shows us that there is cause for optimism: Global connectivity has increased 8.3%, and more people are connected than ever before. While this progress is encouraging, we are still far from achieving full internet inclusivity. This year’s index also finds: - *Fast growth of connectivity in low-income countries: *Emerging markets, especially in Africa, experienced the fastest and greatest progress over the last year. While connectivity worldwide grew 8.3%, there was a 65.1% increase in low-income countries. The proportion of households with internet access in low-income countries grew from 8% to 13.2% (a 65.1% improvement), with the largest year-on-year increases in Rwanda (490%), Nepal (138%), and Tanzania (87.8%). - *Mobile internet services are increasingly vital in many low-income countries: *In some countries, fixed-line internet access is too expensive or inaccessible — that’s why mobile services are critical. The index reveals that coverage of 4G networking services grew significantly as networks in low-income countries are being upgraded. In fact, the average 4G coverage rate for low-income countries increased year-over-year from 9.1% to 17.3%, with particularly rapid expansion in Guatemala (3,935%), Indonesia (658.8%), Thailand (366.7%), Zambia (330.6%), and China (244%). - *The cost of accessing the internet is falling:* The cost of mobile broadband data plans in lower-income countries decreased about 17.3% from last year, with Argentina (-89.2%), El Salvador (-76.5%), Tanzania (-69.2%), and Ethiopia (-60.9%) experiencing the steepest relative cost declines. Overall, however, people are still devoting too much of their earnings on internet access relative to their income level. In too many low-income countries, it is still not as affordable as the UN 2025 target of less than 2% of GNI per capita. - *There is still much work to be done to close the gender gap: *Across the indexed countries, on average, men are 33.5% more likely to have internet access than women. The gap is even larger in low-income countries, which have an average gender access gap of 80.2% compared with 3.7% among high-income countries. This is a sobering finding, but there is evidence to be optimistic. Governments have shown the benefits of setting gender-specific targets in national digital plans, embedding internet access in wider gender equality plans, targeting women in ICT skills training programs, and increasing the attractiveness of entering ICT professions for women. The study found that the UK, Namibia, and Ireland, followed by Austria, Chile, and South Africa, are among the top e-inclusion performers of the year, all with female digital skills training plans. - *The internet is empowering, especially to citizens in Asia, the Middle East, and Africa: *67% of survey respondents believe that access to the internet is a human right. Not only do people say that the internet helped them become more confident to express themselves, but the majority of respondents also say that the internet has helped them become more independent and economically empowered. If the ability to use and benefit from the internet is unevenly distributed, it could serve to deepen inequality. - *Privacy and security are top-of-mind:* People want confidence that their activity online is private. The data show that concerns about security and privacy may limit people’s use of the internet – for example, when it comes to making purchases online, only 62.1% of survey respondents feel that making purchases online is safe and secure. Closing the remaining gaps in internet inclusion will require collaboration among all players. Governments can help on the supply side, enabling new technologies and networks, and on the demand side, helping foster and develop e-government, public health, and education applications. Academics, technologists, civil society, and private companies can continue to extend the internet’s infrastructure and invent new technologies and applications that increase access to connectivity and amplify its relevance. At Facebook, our efforts are focused on expanding and improving connectivity through a number of initiatives, partnerships, and technologies. We know there’s no single technology or solution that will get the job done, which is why we’re focused on a building-block approach — developing a range of next-generation technologies and programs that can help bring the cost of connectivity down to reach the unconnected, and increase capacity and performance for everyone else. There is still more to do. Identifying and understanding barriers to connectivity is essential to continued progress in bringing more people online, and we hope that researchers and policymakers can learn from this report. As we celebrate International Women's Day

Listers, Looking at the KICTANet community over the years, there are many great women who have made contributions to ICT policy development in Kenya and beyond. From the founding convenor Alice Muyua and Florence Etta who helped nurture the baby, through visionaries like Njeri Rionge (early entrepreneur) , Catherine Adeya (former Konza boss), Warigia Bowman (among the early academics ), Mwende Njiraini (teacher to many here and Manager Type Approval at CA) and Judy Okite who in the early years of the community spoke FOSS, beside her work on accessibility. And there are many more that have contributed and continue to serve the community - Grace Githaiga our convenor and mentor to many, Rachel Alwala our resident public participation liaison (thank you for always coming out to answer queries to CA), Jane the digital tv practitioner, Steph Muchai the gracious human rights advocate, Ebele Okobi and the Facebook team who have engaged KICTANet to the point of becoming part of us and many newbies who have brought so much vigour to this community- Juliet Nanfuka, Rosemary Chemu, Nanjira, Kanini Mutemi,June Okal just to mention but a few. As I was going through the archives, one of the contributions to the list that struck me was tribute to the late Eng. Atieno Ochola (Tieni). In the thread, (July 2012), her colleagues mourn her as an industrious public servant who was key to the TEAMS project. I quote Dr. Ndemo who says, "At the Ministry we are mourning our departed sister Tieni. As a lead engineer in all our discussions with our partners in the UAE during the conception and building of TEAMs,she was the pillar that we all leaned on. Most people may not know that she spent many sleepless nights trying to beat the deadlines that led to the record time of laying the TEAMs Cable." Listers Reading WIRED’s indepth story of Facebook’s nightmarish two years when it was embroiled in a deep soul search of what it was reminds me of how Brands today miss out on one of the most fundamental concepts of how Brands evolve. Roger McNamee an early Facebook investor and Mentor to the CEO couldn’t have put it better:- “You can assert till you’re blue in the face that you’re a platform, but if your users take a different point of view, it doesn’t matter what you assert.” There in lies one of the biggest conundrums in #ModernMarketing. It is particularly ironic that the mother of all #SocialMedia platforms missed this basic fact of how Brands evolve in the age of Social Media. It doesn’t matter a rat’s ass how you position yourself as a Brand when you are out of touch with your core customer base and how they perceive you. It’s abit of an oxymoron because Savvy Marketers would know that to get positioning right you might want to understand your customer. :-) So the problem with Facebook and other social media platforms is this:- Are they a News Operation or are they a neutral platform that exists to give voice to anyone who wants to use the platform #FakeNews be damned. The Case Against Google and other Tech Titans

Listers Here’s an interesting long read on the implications of Technology enabled Monopolies. The argument for and against the thesis that only market forces can check the monopolistic behaviors of the Tech Giants is well articulated in this NY Times article. The argument goes like:- A combination of Activists (Listers, I hope you are listening and reading 😀), Anti-Trust Busters, Competitors and the cautious actions of so called Monopolists when the spotlight hits them, is largely responsible for ensuring that consumers and the markets operate honestly, responsibly and with the profit motive in mind. Couldn’t help me thinking whether this combination is partly responsible for the New Safaricom we are seeing today. A company that is arguably larger than life in Kenya and who in the recent past has been accused of the same behaviors that the Tech Giants are allegedly guilty of. Safaricom is definitely a better company than it was just a few years before. They have embraced the ecosystem, released M-Pesa APIs on Github (Yes!), funds startups in the Tech Ecosystem through its Spark Fund and is generally easier to work with. Rachel Statistics are an interesting conundrum. What most Kenyans experience when they are out in the counties belies this report. For example when I'm my home counties of Kilifi and Lamu I simply CANNOT get connectivity of maana 6 kms from the County Headquarters. In Lamu, the County HQ is on intermittent bundles from Safaricom. Honestly, as Kenyans we are super tired of being strung along with non-existent statistics. We simply need to get our act together. I'm also keen to understand the difference between land based and population based statistics/connectivity.. Let's dispense with semantics please.. Considering that most government services are now online how do we propose someone in Pokot, Wajir or Marsabit to use these services if someone in Nairobi is finding it a major challenge to access the ecitizen portal? The USF has alot to answer for and these statistics do nothing for me. Hello listers, The narrative that CA has just set aside a budget of Ksh. 85 million to link remote areas with mobile voice is erroneous and misleading. The Universal Service Fund is a huge programme whose activities are guided by detailed research. A lot has been achieved so far in line with the mandate given to CA by the Law. The USF is expected to provide incentives for infrastructure roll-out in unserved and underserved areas. Can the Law Make Online Spaces Safer?

Good evening Listers, Let me share this Paper prepared by the UK House of Commons Library last year as a brief on desirable legislative approaches in tackling the vices of our day i.e. online harassment, cyber-enabled violence against women, virtual mobbing, attacks on reputation, publishing personal information, revenge pornography, online identity theft, fake news etc. The paper among other things highlights the pros and cons of employing a purely criminalisation approach and delves into platform responsibility which we can no longer overlook. I find this timely and informative for our case. The Computer and Cyber Crimes Bill currently under consideration by the National Assembly intends to criminalise some of these vices eg fake news, cyber bullying etc. I think this calls for dialogue amongst different stakeholders to discuss the efficacy of some of these proposals. We must be careful not to end up with laws that cannot be implemented, or worse, that are prone to abuse. We also have to be honest on whether our police service is properly equipped (in terms of capacity and resources) to handle the proposed crimes. I am glad that the National Assembly is currently conducting hearings with different stakeholders (including KICTANet) on the Bill. Looking forward to the final product.

Application requirements, submission, and deadlines Project and Budget Periods OTF fellowship contracts are 3, 6, 9 or 12 months in duration. From time to time OTF may consider applications to extend existing contracts beyond the initial project period. Any such decision will be subject to availability of funds, satisfactory progress of the applicants, and a determination that continued funding would be in the best interest of program priorities. Monitoring & Evaluation OTF views monitoring and evaluation as a way to learn from our fellows and share lessons learned with future applicants. This improves the collective knowledge of the community and thus contributes to its sustainability.Because payment is dispersed at monthly intervals upon completion of stated contractual goals, successful applicants can expect regular contact with both their host organization and OTF project manager. Monitoring consists of compulsory monthly reports and also phone, email, or in-person discussions and consultations as needed. Fellows are required to submit brief monthly updates about their work to OTF, their host organization, and the OTF community. This allows others to review and comment on the ICFP community’s work, encouraging collaboration.The adviser or responsible person at the host organization, in turn, provides a “traffic light” report to OTF evaluating their fellow’s progress. This report, detailed below, is the basis upon which stipend payments are released to fellows on a monthly basis.A “green light” from the host organization signals that the fellow is on track and funds can be released. A “yellow light” from the host organization signals that while funds should be released, there are some concerns that need to be flagged to OTF. A “red light” from the host organization signals that progress has been interrupted and an intervention is required. The host organization recommends “stop payment” and OTF, the host organization, and the fellows discuss possible remedial steps to either get back on track or terminate the fellowship.Eligibility - Individuals of all ages irrespective of nationality, residency, creed, gender, or other factors, with the exception that OTF is not able to support applicants within countries that the United States has trade restrictions or export sanctions as determined by the U.S. Office of Foreign Assets Control (OFAC). - Individuals who demonstrate skill and ability to assist in efforts to overcome information controls. - Individuals who demonstrate a desire to grow their knowledge and skills through a collaborative, cross-discipline approach. - Individuals who demonstrate a commitment to reach audiences outside the research community. Safaricom fights back in Okoa Jahazi case - Business Daily

Two petitioners have sued Safaricom over the charges it imposes on Okoa Jahazi airtime services, claiming that they are illegal. Mr Ashford Koome and Eric Kithinji, claim that Safaricom is not licensed to carry out banking services, hence the interest it charges on the airtime advanced to the subscribers is illegal. Safaricom has however disputed the claims arguing that the charges have been approved by the Communications Authority of Kenya, and that they are not interest but a service charge. Good morning Listers. As you are aware, bunge's Departmental Committee on Communications, Information and Innovations has called for comments on the Computer and Cybercrimes bill 2017. The comments have to be submitted by Tuesday, February 13, 2018. KICTANet's working group on cybersecurity has been working on this proposed bill and already identified some areas considered needing attention. And due to time constraint, Victor Kapiyo will share it shortly. The idea is to improve the submission to include aspects of CIRTs for counties and any additional changes that may have resulted since the bill was released. Victor, over to you on how we proceed. Registering a CO.KE domain from down south

Hello people, I'm sure someone can help me here. I'm a Registrar - just not for KE domains. I want on behalf of a customer, to buy two CO.KE domains for his business - which whilst South African based - is also selling in Kenya. I already run a dozen or so of his domains. As non-Kenyans can not yet be Registrars in Kenya:- a) I need a friendly Kenyan Registrar, b) I want to pay by Credit Card, c) supply just the Nameservers (I'll run the DNS and other services on my own systems) d) and as a bonus - I'd like to supply the DS records for DNSSEC provisioning. As soon as non-Kenyan Registrars are allowed - I'll bring all this home to me. Who should I choose?
