The Kenya Internet Governance Forum (KIGF) is an annual multistakeholder platform that brings together diverse groups to discuss ICT and Internet policy issues. While the forum generates soft policy outcomes, its primary role is to serve as a knowledge-sharing platform that informs and inspires policy actors across the public and private sectors. KIGF also contributes to regional and global Internet Governance Forums (IGFs) through a structured reporting and representation process. This ensures that Kenya’s perspectives are integrated into broader policy discussions, fostering a bottom-up approach to Internet governance and strengthening the connection between global and local policies. This year's Kenya IGF theme is *Tech for Human Development: **Policy, Innovation, and Inclusive Governance.* The KIGF 2025 program will be developed in line with the following sub-themes, though participants are encouraged to propose topics that resonate with Kenya’s unique context: 1. Championing Home-grown Tech Solutions for Societal Impact Fostering innovation ecosystems that empower local tech talent to develop solutions addressing Kenya’s unique societal challenges. 2. Creating a Thriving Ecosystem for AI and Emerging Technologies Building policies and infrastructure to enable responsible AI and emerging technologies to flourish, driving innovation and economic growth. 3. Bridging Digital Access Gaps: Ensuring No One Is Left Behind Promoting inclusive digital access by addressing connectivity, affordability, and digital literacy to empower all segments of society. 4. Dear Listers. Greetings. Our Organization, Young Women Growing Initiative - Kenya, recently enrolled 30 students for a Grade 3 ICT course by NITA in Ezesha Plus College, Kayole. NAWIRI Program is building capacity in youth, young women, teenage parents and marginalized minorities, through ICT skills, to elevate their participation in community growth and participation in governance. The 30 students are in for a 6 months long course and will sit in for their exams. Ahead of their certification, the students have requested for an information and technology resource Hub to aid in their learning. We request for collaborations to see this come to fruition. The Kenya Internet Governance Forum (KIGF) is an annual meeting that brings together various stakeholder groups to dialogue on ICT and Internet policy. The Steering Team otherwise known as the Multistakeholder Advisory Group (MAG) role is to assist in convening the Kenya IGF by preparing the programme and schedule and to improve the IGF process through community consultations, outreach and stakeholder engagement. On the matter of cheating in exams

Friends, It looks like this is a worldwide phenomenon. On our part in Kenya, many students and graduates of Kenya universities earn pretty well from writing papers for folks worldwide. I am not sure whether anyone has formally studied this. According to the attached document (it's long) an American professor laments the change in attitude towards cheating. She argues that, while in the past people could be ashamed of being caught cheating and that folks were proud of the 'sweat of their labour' that is no longer the case. In my view, cheating happens because all around us people are cheating and (apparently) getting ahead of others; even those who get caught manage to game the system and get away with it. It is happening everywhere: in homes, churches, schools, government, private sector, etc. ... Name it! Gaming the system and beating it is a triumph for many! Second, in the old days, some taboos limited people's will to act beyond certain limits. A person could, for instance, fear that a curse might befall them! ... No more: people are cheating, getting ahead and no curse seems to come their way! All this has eroded the work ethic where folks could be proud that 'the sweat of their labour' has made them attain success. So just because someone works hard, has integrity and 'gives to Caesar what belongs to Caesar' does not underlie the person's status in that society. Thieves and scoundrels (and just because they are loaded with mbesha, regardless of how it was earned) seem to win! The Ministry of Health holds that the ongoing enrolment of Kenyans into the Social Health Insurance Fund (SHIF) without their consent is legal. As SHIF’s rolling out kicked off on Tuesday, October 1, members of the National Health Insurance Fund (NHIF) – the public health insurance scheme SHIF replaced – have been getting SMS messages that they have been automatically registered for the controversial new plan. In a statement on Thursday, Health Principal Secretary Harry Kimtai said: “The Ministry has received inquiries regarding the transition of existing NHIF members to SHA. Morning Listers, Telegram has been blocked in Kenya for the since yesterday on Safaricom network. I have run tests since yesterday on OONI and seems something is up. This initiative aims to enhance voluntary tax compliance among micro, small, and medium enterprises (MSMEs) by simplifying the tax invoicing process through the electronic tax invoice management system (eTIMS). The chatbot will allow traders to easily create tax invoices via WhatsApp, addressing issues of complexity and non-compliance that have plagued smaller businesses. Currently, only 18.1% of registered taxpayers have adopted eTIMS, with many smaller firms lacking the necessary technical infrastructure or understanding. The chatbot is expected to widen the tax base by facilitating compliance among traditionally hard-to-tax sectors. Safaricom wins copyright infringement claim against innovator

An innovator has lost a copyright infringement claim against Safaricom regarding a mobile software application he submitted eight years ago. Solut Technology alleged that Safaricom exploited his idea for the Wavu application after rejecting it, launching a similar app called Thibitisha instead. High Court Judge Freda Mugambi dismissed the claim, stating that copyright law protects the expression of ideas, not the ideas themselves. The judge noted that the innovator failed to provide source code or evidence that Safaricom had access to his application. She emphasized that protecting mere ideas could hinder creativity and innovation. The court also highlighted that the innovator had uploaded his idea to Safaricom's Zindua Café, which granted the company unrestricted rights to submissions, and noted that he did not secure his program before submission. Tanzania’s Suluhu bans websites critical to her regime

Three of Tanzania's leading newspapers have been banned from publishing their online editions after they ran an animation deemed critical of President Samia Suluhu Hassan. The ban affects all websites, social media and YouTube platforms of the three newspapers, all run by Mwananchi Communication Limited (MCL). The Citizen, Mwananchi and Mwanaspoti newspapers have had their online licences suspended for 30 days over the viral animated clip, which has since been removed. The clip, just over a minute long, published by the Citizen on social media highlighted the increasing cases of abductions and disappearances in the country. The media regulator said the content "threatens and is likely to affect and harm national unity and social peace of the United Republic of Tanzania". Rights groups have accused President Samia's government of stifling dissent and targeting opponents ahead of next year's general elections. It follows a recent wave of abductions, arrests and the brutal killing of an opposition official in the country.
