Such remote working at scale is unprecedented and will leave a lasting impression on the way people live and work for many years to come. China, which felt the first impact of the pandemic, 2 2. “Coronavirus,” WHO, who.int. was an early mover in this space. As home to some of the world’s largest firms, it offers lessons for those that are just now starting to embrace the shift. Working from home skyrocketed in China 3 3. Lu-Hai Liang, “How Covid-19 led to a nationwide work-from-home experiment,” BBC, bbc.com. in the wake of the COVID-19 crisis as companies told their employees to stay home. Around 200 million people 4 4. “Spring Festival rework day: 200 million people work from home,” China News, chinanews.com. were working remotely by the end of the Chinese New Year holiday. While this arrangement has some benefits, such as avoiding long commutes, many employees and companies found it challenging. One employee at an internet company quipped his work day changed from ‘996’ to ‘007,’ meaning from nine to nine, 6 days a week, to all the time. On the personal front, employees found it difficult to manage kids’ home-schooling via video conference while coordinating with remote colleagues. At a company level, many felt that productivity rapidly tailed off if not managed properly. This article brings together our experience helping clients navigate remote working, in-house analysis, and insights from conversations with executives in China as they responded to the situation and addressed the challenges. Done right, remote working can boost productivity and morale; done badly, it can breed inefficiency, damage work relationships, and demotivate employees. Here are eight learnings from China that may be applicable around the world, depending on the circumstances: 1. Designing an effective structure Most Popular Insights 1. Modern marketing: What it is, what it isn’t, and how to do it <https://mail.google.com/business-functions/marketing-and-sales/our-insights…> Teams or whole business units working remotely can quickly result in confusion and a lack of clarity. Being isolated leads to uncertainty about who to talk to on specific issues and how and when to approach them, leading to hold-ups and delays. That’s why establishing a structure and architecture for decision making and effective communication is key. Here, smaller cross-functional teams can be helpful, each with a clear mission and reporting line, where directions and tasks are easy to implement. This also simplifies onboarding new hires, who can integrate faster in a tight-knit group, at a time when the broad sweep of the organization isn’t visible or easy to feel. With fewer in each team, there is more time to get to know each other and build the trust that would grow more organically in the office. At Ping An Insurance, workers are typically grouped in project teams of, at most, 30 members, while larger business units are divided up to help them stay agile. Strong company-wide foundations underpin this, such as having a common purpose and unified goals. Providing clarity on what decisions to escalate and which ones can be tackled at team level helps drive progress. To mitigate the effects of closed retail stores, one leading fashion company set up a strategy control room and redeployed staff into four cross-functional squads to support its front-line. It designed standard ways for live broadcasting and established internal best practices to encourage front-line staff to use new retail tools to drive sales remotely. *The lesson: Setting up small, cross-functional teams with clear objectives and a common purpose keeps everyone on the same strategic course.* 2. Leading from afar Managing people is one of the most difficult elements of remote working, not least because everyone will respond differently to the cultural shift and challenges of the home-working environment. Leaders need to energize the whole company <https://mail.google.com/business-functions/organization/our-insights/leader…> by setting a clear direction and communicating it effectively. Offering a strong vision and a realistic outlook can have a powerful effect on motivation across the organization. It’s essential to foster an outcome-driven culture that empowers and holds teams accountable for getting things done, while encouraging open, honest, and productive communication. Empowering your team in this way pays dividends. WeSure, part of leading internet company Tencent, assembled a COVID-19 response team 5 5. “WeSure Launches Novel Coronavirus Pneumonia Insurance Covering 15 Million People Against Outbreak of Covid-19,” prnewswire.com. at the start of the year to offer insurance coverage, free of charge, to front-line medical workers. Alan Lau, CEO of WeSure, credited his team, saying they had worked nonstop, many from remote locations while on leave during the Chinese New Year break, demonstrating how responsive they were to the vision. For managers, the challenge is to lead, inspire, and direct their team in their daily course of work, while being physically remote. Upping the levels of interaction can also work well here. One chief information officer, responding to a McKinsey survey <https://mail.google.com/business-functions/mckinsey-digital/our-insights/th…>, said he’s texting the entire company with regular updates because it’s a more human way of communicating than via the official corporate channels. When working within distributed teams, e-commerce giant Alibaba increases the frequency of its one-to-one communications with employees to a weekly basis and, in some teams, members submit a weekly report for their colleagues, complete with plans for the week ahead. Alibaba’s productivity app DingTalk (Ding Ding) has features built in to facilitate this by allowing managers to send voice-to-text messages to their teams, and to check in on progress. *The lesson: Determining how you communicate is just as important as what’s being said, and it needs to be done confidently, consistently, and reliably.* 6 6. Aamer Baig, Klemens Hjartar, and Steve Van Kuiken, “The CIO’s moment: Leadership through the first wave of the coronavirus crisis <https://mail.google.com/business-functions/mckinsey-digital/our-insights/th…>,” March 2020. 3.Instilling a caring culture As companies transition to the new normal, it’s important to acknowledge that some employees may be facing other pressures at home, including caring for their children when schools are shut, leading to feelings of isolation and insecurity. Business leaders need to respect and address these additional needs. Empathy is a crucial tool here, offering a way to connect, promote inclusiveness, and create a sense of community in a void of physical interaction. Increasing social interactions within the team, particularly through one-on-one catchups, guards against feelings of isolation and demoralization and creates space for people to speak up and share their thoughts. By creating a sense of psychological safety for their colleagues, being inclusive in decision making, and offering perspective in challenging moments, managers can stay closer to what is going on, surface issues, and help their teams solve problems effectively. A similar approach is important when dealing with customers and clients, providing valuable stability and enabling them to navigate unknown waters with confidence. For example, one global bank asked their relationship managers to connect with small-business customers via WeChat and video-calls to understand their situation and help them weather the crisis. To do so effectively at scale, the managers are supported through dedicated product programs, online articles, scripts for communicating with clients, and internal trainings. Inclusion is the ultimate show of empathy. Creating outlets for sharing best practices, success stories, challenges, and water-cooler chat is vital to creating a human connection. Giving employees space to pursue personal or social endeavors, providing a clear span of control, and assigning meaningful tasks can also spur motivation. *The lesson: Connecting on a personal level and instilling empathy within the culture is doubly important when working remotely.* 4. Finding a new routine Moving to remote working risks disrupting the office-based flows and rhythms and it can be easy to hit the wrong note or miss important virtual meetings due to packed schedules. Spend time with your team addressing the nuts and bolts of how you will work together. Cover the daily rhythm, individual constraints, and specific norms you will commit to and anticipate what might go wrong and how you will mitigate it. How companies plan and review their workflows needs to change to reflect this. The challenges of the new working pattern and of not being in one room together can be overcome by creating a digitally facilitated cadence of meetings. One leading insurance company adopted agile practices across its teams, with a daily and weekly ritual of check-ins, sprint planning, and review sessions. As Alibaba embraced remote working, it also made sure its meetings were more tightly run. One person is assigned to track time and manage the outcomes. Team members can rate a meeting’s usefulness using a five-star system that offers immediate feedback and positive ways forward. To address the challenge of launching a digital business with a large remote team, one company created a new workflow for product requirements that clearly outlined use of digital tools, roles, and responsibilities as requirements moved from ideation to validation to delivery stages. Reiteration of decision-making structures like this isn’t always necessary when people can communicate directly, but their absence can be keenly felt when remote working kicks in. *The lesson: Establishing robust working norms, workflows, and lines of authority is critical, but all too easy to skimp on.* 5. Supercharging ways of communicating Poor communication is one of the key reasons remote offices are not productive. How staff interact needs to be completely rethought using a full arsenal of channels and tools (Exhibit 1). Getting it right is tricky and requires experimentation. Video conferences are great for discussing complicated topics in real-time and for creating a sense of community, but they require team-wide coordination and focus. Channel (chat) based collaboration software is great for quick synchronization or easily answered questions, while email can be used to record outcomes and communicate more formally. Backlog management tools can be used to keep on top of tasks and process. >From McKinsey’s remote work with clients, we know how effective video conferences can be, if a few simple rules are followed. Firstly, you need a clear agenda and moderator to keep the discussion on track. Having the camera turned on throughout the meeting is essential to build relationships and pick up nonverbal cues. In case the home office is not presentable on camera, most VC software offer virtual or blurred backgrounds. For joint problem solving, it is particularly useful to use screenshare or virtual whiteboards to co-edit documents. Many teams find it useful to create channels for real-time communication (Exhibit 2)—for example on DingTalk, WeChat, Microsoft Teams or Slack—with a simple rule to jump on a video conference if a complex topic requires face-to-face interaction. However, continuously switching between messages, tasks, and projects is a productivity killer and team members need to understand how quickly they’re expected to respond: is it urgent or can it wait? Turning off notifications and really focusing on one thing at a time can sometimes be the best way to get work done. If you pull your employees from topic to topic, you’ll interrupt their workflow and drive down productivity.* 6. Harnessing the power of technology Effective remote working starts with the basics—including a fast, stable, and secure internet connection, as well as setting up an ergonomic home office environment. Expanding VPN (virtual private network) access and bandwidth is one of the first steps many CIOs took to enable their employees to access systems remotely. Remote working is also empowered by a suite of SaaS (Software as a Service) technology tools that allow teams to effectively co-create, communicate, share documents, and manage processes. A single, digitally accessible source of information—be it a performance dashboard, sprint backlog, or business plan—keeps everybody aligned. Many Chinese companies have rapidly adopted local productivity solutions such as Alibaba’s DingTalk or WeChat Work to communicate and deliver weekly meetings, training, and lectures. For example, as COVID-19 spread, monthly active users of DingTalk jumped by 66 percent to more than 125 million. Many multinational firms accelerated roll-out of productivity solutions they were already using elsewhere, like Slack, Microsoft Teams, or Zoom. Effective use of these tools required a change management effort including training teams on how to use them and defining new ways of working. Defining new ways of working with digital tools by collating best practices from various teams in the company can help to speed up adoption. At McKinsey, we created an internal portal on great remote working that brought together learnings from across the firm, from how to run collaborative problem-solving sessions to effective decision meetings with clients while on VC. In addition, many companies created special applications to allow their front-line teams to remain effective during remote work. For example, one big-four bank created a special WeChat mini-program to enable their relationship managers to interact with customers and generate leads. They then used bank-approved programs to engage with customers, and access bank systems from their laptops. Trip.com, China’s largest online travel agency, has long enabled its contact-center staff to work from home, which paid off in the recent crisis as it was able to deliver a high quality of service during widespread travel disruptions. *The lesson: Using technology can be vital in keeping everyone on track, but it’s important to get the basics right.* 7. Taking security seriously Security concerns add a layer of complexity to the technological side of remote working and can have serious consequences, in particular when employees are not aware of safe practices or switch to unauthorized tools to get their work done. Adopting a strong yet practical approach is not easy. Doing it right requires giving employees the tools they need to be productive while managing data confidentiality and access. Leading players such as Ping An have addressed the security issue head-on through a set of mechanisms: establishing a confidentiality culture, mandating awareness training, and limiting data access to a need-to-know basis. For example, sensitive information such as customer data can be displayed with watermarks so that any leaks are traceable. Alibaba uses its own software Alilang to manage network and device security. *The lesson: Make it easy for employees to comply with security requirements while investing in strong safeguards.* 8. Adopting a ‘test and learn’ mentality The final lesson: Being ready to recognize what isn’t working and changing it fast. Leadership teams that continuously learn, actively identify best practices, and rapidly set up mechanisms to share ideas across the organization tend to be most successful in the long run. R&D teams at one leading high-tech manufacturer created a productivity target for remote work by estimating their productivity each week relative to onsite work and identifying levers to improve it. Within four weeks, they had progressed from 50 percent to 88 percent of their baseline. As China’s workforce begins to return to offices, these lessons from some of its leading companies help to illustrate how—with the right structure, culture, processes, and technology—working remotely can boost productivity and morale. Employees who spend less time travelling or commuting and have a better work-life balance are likely to be happier, more motivated, and ready to mobilize in extreme situations. Embracing remote working allows companies to define a new normal that drives productivity and employee satisfaction into the future. Mabb Decision Date: September 26, 2019 The Higher Administrative Court in Berlin-Brandenburg determined that an online newspaper's live streaming of programs constituted "broadcasting" which requires a broadcasting license. After the Berlin-Brandenburg media authority had prohibited the live-streamed videos and instructed the newspaper to obtain a broadcasting license, the newspaper filed an action before the Administrative Court in Berlin against the prohibition and requested that the action be given suspensive effect under a provisional procedure. While the Administrative Court in Berlin and the Higher Administrative Court in Berlin-Brandenburg during the provisional procedure both granted the request for suspension of the prohibition, in the main procedure the Administrative Court found the programs constituted "broadcasting". The Court held that the fact that viewers of live streams had no control over the timing of when to view the programming meant that live streaming met the traditional definition of “broadcasting” and therefore required a license. [One might think that, as the livestreams were immediately archived, viewers do have control over when to view. But the court thought otherwise.] In the main procedure judgment the Higher Administrative Court examined the element of broadcasting being “designed for simultaneous reception”. It held that this means that the recipient does not have any influence on the beginning of the program and no possibility to fast forward, and that this applied to BILD.de’s live streams. The fact that the live streams are available on demand afterwards does not change the general categorization that they are “designed for simultaneous reception” because BILD.de has a choice to refrain from live videos and only publish the videos on demand. BILD.de had argued that the reason for live streams is that it allows for a more authentic coverage, making its content more interesting and believable to the audience. The training focused on how to detect TTPs, used by the local adversaries in East and Central Africa. We used a CTI report that was handed to several Financial institutions on 13th December to enumerate attacks by these groups and how to fight them out of the infrastructure. Following the release of the following regulations :- 1) Data Protection (Civil Registration) Regulations 2020 2) Registration of Persons (National Integrated Identity Management Systems (NIIMs), Regulations 2020 Today we shall cover the first on* Data Protection* and we shall discuss the NIIMs regulations tomorrow . The following are a few questions to guide our discussion:- 1) On the definition of Civil Registry a list of public agencies has been given, should these regulations apply to other state agencies which collect personal data for example the National Employment Authority, NSSF, NHIF etc or would these fit under a separate set of regulations? 2) What happens to existing civil registry databases, shall there be a transition for example IPRS, this is missing in the current draft? 3)The regulations make provisions for requests by public entities what about provisions for requests by private entities? 4) Do you feel that adequate provisions have been made for the protection of your data that will be held by civil registries? Looking at the document, it seems like the NTSA is trying to regulate the industry following the recent incidents that have come up: eg accidents, assisted crimes and digital taxi drivers woes. These regulations will require any digital hailing services; Uber, Bolt, and Swivl, to register in Kenya and operate under the Kenyan laws. They will also obtain operating licences from the NTSA. For more than half a century, governments all over the world trusted a single company to keep the communications of their spies, soldiers and diplomats secret. The company, Crypto AG, got its first break with a contract to build code-making machines for U.S. troops during World War II. Flush with cash, it became a dominant maker of encryption devices for decades, navigating waves of technology from mechanical gears to electronic circuits and, finally, silicon chips and software. The Swiss firm made millions of dollars selling equipment to more than 120 countries well into the 21st century. Its clients included Iran, military juntas in Latin America, nuclear rivals India and Pakistan, and even the Vatican. But what none of its customers ever knew was that Crypto AG was secretly owned by the CIA in a highly classified partnership with West German intelligence. These spy agencies rigged the company’s devices so they could easily break the codes that countries used to send encrypted messages. Soviet Union and China, were never Crypto customers. Their well-founded suspicions of the company’s ties to the West shielded them from exposure, although the CIA history suggests that U.S. spies learned a great deal by monitoring other countries’ interactions with Moscow and Beijing. Greetings listers, NTSA has developed regulations for the the digital transport industry (the likes of ubber, taxify etc) The proposed regulations include: requiring the digital hailing companies to have a comprehensive data protection terms for their users, the drivers and the company will also have to register with NTSA as digital hailing operators, and it will also require the companies to give data to NTSA upon request. The Dorcas Muthoni PhD Fellowship is a tribute to our Doctor Honoris Causa Dorcas Muthoni. Dorcas Muthoni, a Kenyan engineer and entrepreneur, CEO and founder of the company Openworld, received our University’s highest recognition on 15th December 2017 for her significant work in the promotion of engineering studies among young women in Africa, the mentoring of young people, and her social commitment in the fight against poverty. This scholarship is aligned with our university institutional commitment to the United Nations Sustainable Development Goals (SDG), it aims to contribute to quality education and gender equality for African Women. Jeipea! Thank you for these very good points. When I was at the iHub, I organised a regular lunch around HealthTech and we got a lot of insight that we would have given to SevenSeas for free, explaining the head winds they were going come into. The overall concept where the consumers(“consumed”) / working class / serfs / slaves have control on their lives and by extension the fortunes of the 1% is the stuff of Utopia and for UN “talks". It is not and will not be a reality for all of us. What these Finland, Estonia, Croatia and Slovakia have in common is an ethic (“national”) identity. Singapore is similar to Hong Kong in that it was a British Empire outpost that was too different to remain long as a province of Malaysia considering that it was predominantly Ethnic Chinese with the Malay people being about 14% of the population at that time. In fact, Singapore was kicked out of the Malaysia federation and had to become a country on its own. The other major factor is ideology. You will notice that Brexit is an English tribal conversation in the United Kingdom. The Scots are not for it. Inside England, the different parties are based on ideology of Haves and Have-nots. Thus, their ideologies are based on class and these can be discussed within an ethnic paradigm. Almost all African countries cannot count these factors as part of their socio-political make up. Most African countries are multi-ethnic political states that have no socio-economic reasons for existence, unlike Singapore as an example. Kenya is a classic case, like the US of A where an amorphous state of ethnic mixes that are being economically "shaken down" and stratified into economic classes, the Haves and the Have-nots. Kenya has a neo-colonial class of imperial collaborators and the US has a class of global merchants as the Haves. What we need to look at is the history that brought these countries to this point of human development clarity. We, in Africa have not yet seen the kind of wars most Europeans have undergone in the past. We have a some ways to go before we collectively get “angry” enough to do something about our current condition. The fact that politics is objectified as a game is interesting since those Have-nots are the field on which the elephants “play" on. The fact that it is sold like that is the work of the Media, the “Fourth” Estate. Estate of what? So for us to have systems that allow the general population to control who has access to his or her data on any level, health included, is going to be fought by whatever 1% overlords the populace has. But we are not clear, ideologically, on WHY we want the freedom to control our individual data. Privacy is not the issue. That is a red herring. Vodafone snubs Libra in favour of growing M-Pesa digital money

Vodafone has withdrawn from Facebook’s digital currency initiative Libra, as regulators and bureaucrats circle overhead. While Facebook might have become accustomed to sitting in the regulatory spotlight, it seems other companies are not as accepting of the attention. MPESA 'Hakikisha' Privacy Issues

In 2020, Safaricom should do something about the data privacy concerns raised in various fora. I think one of the most controversial features that was introduced in 2019 was Hakikisha. Touted as a way to reduce money sent to the wrong recipients, it has become a major headache for those who are conscious about privacy of personal data. It is a good thing that you can only 'hakikisha' upto 5 times per day. However, this limit does not seem to work on mySafaricom app. The basic argument is that just because I need to send you money, you don't have to know my full names as they appear on ID. Secondly, this service has been abused by fraudsters multiple times to access personal data that they should otherwise have not access to. The lack of a limit on MySafaricom App means that a fraudster can guess random Safaricom numbers and get their full names as they appear on ID many many times in a day. The problem is that Safaricom does not seem to do anything about all the concerns raised from different quarters about the Hakikisha feature. One viable recommendation has been to give each MPESA user a unique 'SafaricomID'. This ID, whether numeric or alphanumeric, *should be displayed* when sending or receiving money via MPESA. In the Safaricom registry, this ID should mirror all the users legal data and can be easily accessed by an authorized person if an issue/crime/money-sent-to-the-wrong-person-case comes up. This simple action will cut down the fraudsters who propagate their business via mobile money by at least half. If you look at it deeply, I think it is your problem if you are not diligent enough and send money to a wrong number. You simply tell MPESA what to do just like you fill a transaction advice at a bank. You can't blame the teller if you missed a digit when writing the account number and the money ended in the wrong account. Your phone number has now become a virtual nametag which you wear waiting for whoever cares, even strangers, to read your full names. The UN Sustainable Development Goals (SDGs) call for “providing legal identity for all, including birth registration” by 2030. For the most marginalised communities, using digital ID systems to access essential services and entitlements from both state and private services are often one of their first interactions with digital technologies. Without these commonly recognized forms of official identification, individuals are at risk of exclusion and denial of services. However, the conflation of digital identity as the same as (or an extension of) “legal identity”, especially by the international development community, has led to an often uncritical embrace of digital ID projects. > > In this white paper, we survey the landscape around government digital ID projects and biometric systems in particular. We recommend several policy prescriptions and guardrails for these systems, drawing heavily from our experiences in India and Kenya. > > In designing, implementing, and operating digital ID systems, governments must make a series of technical and policy choices. While several organizations have published principles around digital identity, too often they don’t act as a meaningful constraint on the relentless push to expand digital identity around the world. In this paper, we propose that openness provides a useful framework to guide and critique these choices and to ensure that identity systems put people first. Specifically, we examine and make recommendations around five elements of openness: multiplicity of choices, decentralization, accountability, inclusion, and participation. > > Openness as in multiplicity of choices: There should be a multiplicity of choices with which to identify aspects of one’s identity, rather than the imposition of a single and rigid ID system across purposes. The consequences of insisting on a single ID can be dire. As the experiences in India and Peru demonstrate, not having a particular ID or failure of authentication via that ID can lead to denial of essential services or welfare for the most vulnerable. > Openness as in decentralisation: Centralisation of sensitive biometric data presents a single point of failure for malicious attacks. Centralisation of authentication records can also amplify the surveillance capability of those entities that have visibility into the records. Digital IDs should, therefore, be designed to prevent their use as a tool to amplify government and private surveillance When national IDs are mandatory for accessing a range of services; the resulting authentication record can be a powerful tool to profile and track individuals. > Openness as in accountability: Legal and technical accountability mechanisms must bind national ID projects. Data protection laws should be in force and with a strong regulator in place before the rollout of any national biometric ID project. National ID systems should also be technically auditable by independent actors to ensure trust and security. > Openness as in inclusion: Governments must place equal emphasis on ensuring individuals are not denied essential services simply because they lack that particular ID or because the system didn’t work, as well as ensuring individuals have the ability to opt-out of certain uses of their ID. This is particularly vital for those marginalised in society who might feel the most at risk of profiling and will value the ability to restrict the sharing of information across contexts. > Openness as in participation: Governments must conduct wide-ranging consultation on the technical, legal, and policy choices involved in the ID systems right from the design stage of the project. Consultation with external experts and affected communities will allow for critical debate over which models are appropriate if any. But it wasn’t just any piece of digital property. The deal was met with a fierce backlash. Critics argued that a less commercial corner of the internet should not be controlled by a profit-driven private equity firm, as a matter of both principle and practice. This is a full page report, but it still fails to highlight what the problem could have been, and the possible solution. It even fails to lay the blame anywhere! We're that shallow. Assuming that all headteachers have access to a computer with Internet access, what then is the reason some of them have not uploaded the data? I'm assuming that it's a simple case of putting the data in an Excel spreadsheet with a defined format, which is then uploaded into NEMIS. Someone needs to answer the question of why the system is being abandoned. Unless this news update is simple sensationalism.

Completion of CEO search process After a rigorous recruitment process, the Board announced the appointment of Mr. Eddy Kayihura on 25 October 2019 as the new CEO to replace Mr. Alan Barrett who left the organisation in July 2019 after serving for almost five years. Eddy, 43, joined the company on 4 November 2019. The new CEO brings on board a wealth of experience acquired over a period of more than 20 years as a chief executive officer, chief information technology officer (CIO), a network engineer, software developer among other positions in the IT and Telecommunications industry. We request our members to offer Eddy the necessary support, space and autonomy he needs to successfully lead the organisation. 1. Strategic Plan The life of the current Strategic Plan 2016-2020 is coming to an end and there is a need to develop the next one. AFRINIC has published an assessment of the current Strategic Plan. We also launched consultations on the Strategic Plan 2021-2025 during AFRINIC 31. The consultation phase will be close on 30 April 2020. Election guidelines AFRINIC has been holding public consultations on the Election Guideline. The deadline for comments was 13 December 2019. The Board will compile and incorporate the feedback in the final version of the Election Guideline. 3. Filling of casual vacancy for Eastern Africa (Seat 6) The seat on the Board for Eastern Africa has been vacant since October. The Board has decided to fill the seat according to the process followed in the past. External Auditor for Financial Year 2019 AFRINIC has a statutory requirement to appoint an External Auditor. The External Auditor appointed for FY 2019 informed AFRINIC that it will be unavailable to conduct the exercise. On 28 October 2019, the Board received a resignation letter from PwC. In the letter, PwC stated that their resignation was based on their risk assessment without going into detail. On 5 November 2019, on behalf of the Board, the CEO wrote to PwC requesting further explanation. After waiting for over a month for feedback from PwC, the Board has decided to share the letter (accessible to members only). Further, AFRINIC has identified a new External Auditor to fill the casual vacancy as per section 15.3 (v) of the AFRINIC Constitution. The name of the Auditor will be announced once contract negotiations are finalised. 5. Update on IP investigation As mentioned in our previous announcement on the matter, AFRINIC has been addressing the issue of suspicious activities in the WHOIS database which affected some resources. Further to the Board?s communication during the Community Engagement exercise at the AFRINIC 31 meeting, we hereby re-affirm that the Board initiated investigations as soon as it learnt of the matter. The issue was first brought to the attention of the Board after the resignation of the former CEO who informed the Board that there might have been some unauthorised changes in the AFRINIC WHOIS database and that internal investigations were on-going. The Board, in conjunction with the management led by the Interim CEO, decided to seek assistance from one of the RIRs. In order to ensure an independent assessment and internal investigation, APNIC was selected to lead the investigations. APNIC submitted a report which confirms some of the allegations. The matter was reported to the Central Criminal Investigation Division of the Mauritius Police Force on Tuesday, 10 December 2019 for further investigation and action. Unfortunately, we cannot, at this stage, add anything more on the matter so as not to cause prejudice to the on-going police investigation. In the meantime, the CEO is tasked with instituting internal measures to limit access, and avoid manipulation of objects in WHOIS database and to suspend or revoke implicated and/or suspected parties who have access to infrastructure, services and other resources. The Board is considering what additional resources would be needed during the course of the investigation and action. 6. Board community engagement session The Board held its second Community Engagement exercise during the AFRINIC 31 meeting during which participants raised several issues. The Board also introduced the new CEO to the community. It also fielded several questions from both those on site and those attending the meeting remotely. 7. Budget 2020 The Board approved the budget for FY 2020. The 2020 Operations budget take cognisance of the following factors: ? 2020 is the last year of the current cycle of the Strategic Plan 2016-2020. ? AFRINIC is hitting Soft Landing Phase 2. As a result of the above, a very conservative approach was adopted in deriving the numbers and operational activities focused on objectives which appeared on the Strategic Plan but were yet to be achieved 2020 Fee Revenue target assumes that new membership shall continue to grow at a slower pace during the second phase of the Soft Landing. The budgeted operating costs for 2020 reflects the continuing execution of the Strategic Plan while maintaining high standards of service level. Human Resources budget includes reinforcing the structure to cater for increased expectations. A new area of focus was added to recognise the need for increased stakeholder engagement. In addition, special attention is being paid to strengthening the organisation?s infrastructure. 8. Ad-Hoc Reform Committee The Board has formed an Ad-Hoc Reform Committee following community consultations that started in Kampala during the Africa Internet Summit in June 2019. The committee will assess the challenges facing AFRINIC and make a recommendation to the Board. The Committee is composed of: - Past AFRINIC CEOs (Mr. Adiel Akplogan and Mr. Alan Barrett) - Past AFRINIC Chair (Dr. Viv Padayatchy) - Governance Committee representative (Dr. Alioune Traore) - RIR representative (Mr. Paul Wilson, CEO APNIC) - Board representative (Prof. Habib Youssef) 9. Fee Review The Board concluded AFRINIC fee review discussions and decided that there will be no change in the current fee categories. However, with the Soft Landing phase 2 approaching, the Board has introduced two new fee categories in order to make the Soft Landing phase 2 policy requirements fully implementable.
