Dear Members, As you may be aware KICTANET was invited to join the constituency CDF sensitisation roadshows that start from June 20 to July 3rd, 2005. Due to the Mombasa workshop which ended on Wednesday, a planning meeting was not possible as most of the key members in this project were away. Charles Nduati has proposed we have a planning meeting this afternoon at the Jacaranda hotel, Friday, June 17, 4pm, the usual room 201. Apologies for the short notice. Just Sh783 million for the Infocom Ministry?

Hello all Kenyans, I just noted with concern that the Infocom Ministry was allocated only sh783 million (about $ 9.8 USD) for the 2005/2006 budget making it amongst the lowest allocation to a ministry in Kenya..see more details here.. http://www.nationmedia.com/dailynation/nmgcontententry.asp?category_id=1&ne… ...I wonder how much this goes given the plans to implement the ICT policy..... I would like to believe that other ministries that have been allocated generous amounts (education, Health, OP and so forth) have plans to use the $$ on ICT related projects and thus compensate for the low amounts to the InfoCom ministry. And just highlight some interesting facts here - at a meeting in April this year in Addis Ababa, a comparison was made on how ICT allocations featured in several African countries with the following results.. the budget for 2005 allocated to institutions (or ministries) in charge of ICTs as percentage of total budget: 0.28% in South Africa, 1.89% in Mauritius, 1.27% in Botswana, 0.07% in Ghana and 1.47% in the case of Lesotho, so if we add Kenya here we would get 0.15 as % of the national budget. So really the question here is - what amounts will go to ICT spending from other ministries or does this mean we are stuck with only 0.15% (wonder how much of this is goes to salaries and/or other admin?) for the 05/06 year..is this the amount to look forward to implement the national ICT policy? Or are we going to rely/seek donor/private sector funds to implement the national ICT policy or what avenues exist to move forward with the plan once finalised...? I would to link this to the WSIS process that has spent a considerable time talking about financing for ICT development ...and we should looks at some of the reports to pick on some of the recommendations on financing ICT for developments. Dear KICTANet members The APC/CATIA project is developing a national advocacy website for our activities in Kenya. Please look at the draft site: http://toolkit.ecn.cz/test/animators/3/ Keep in mind the following: - the text on the page is 'not real' and just there to give you a sense of what the design looks like, once you make your own site live you will have control over the text - the text at the top of the site will read: Catalysing Access to ICTs in [Kenya] .... i.o.w. where there is currently the word 'country' we shall replace it with the name of the relevant country - the site is database driven and hosted on the APC server so we won't need to worry about hosting, or HTML conversion - we will be able to customise the site to meet our own needs and even give it our own look and feel if we want to - We will be able to add content to the site by using forms into which we can paste, or type text - the site can share content with other CATIA sites, with APC national ICT policy sites and with the Africa ICT Policy Monitor Please could I have your feedback on the template by next week Tuesday? Although I have not received official confirmation, apart from a phone call from the Ministry's office I believe this appointment is in recognition of the work of the Kenya ICT Action Network (KICTANET) a multi stakeholder forum, consisting of civil society, academia, private sector, media, youth, gender groups and development partners. I must also congratulate the Kenya government for acknowledging that the complexities of meeting the challenges of ICTs as an enabler of sustainable development requires bringing together major stakeholders in a new form of decision finding, decision-making and communication. I hope this will provide an opportunity for a truly participatory process. A. Please note that there was a concern raised regarding the chronic absence of some members of the network during the planning meetings and I would wish to take this opportunity to encourage network members to at least attend or send their proxy to attend these monthly planning meetings, which are used for brainstorming and strategic planning. Also kindly note urgent action points: 1. Awareness creation campaign parliamentary group that is being coordinated by KIF, Charles could you kindly send an update to the list. 2. Dear Alice, All I had a meeting yesterday with our Ambassador (Mary Odinga) here in Cairo and in the discussions arose the question of whether arrangements have been made to ensure Parliamentarians will be at the Mombasa Policy meeting. I did need not have any information on this but the ambassador was of the opinion we must ensure the invitation is sent out to Parliamentarians. Any info? In the meantime Brian Longwe made a very well received presentation to the Africa ICT ministers on the Africa Regional IxP program. It's also relieving to see Mungusi back at CCK. Dear Colleagues During the ICT donor round table and Ministry of Information and Communications meeting held on Tuesday 3rd May 2005, Florence Etta, Shem Ochudho and I were requested to join the organising committee constituted for the national ICT Stakeholders workshop. The organising committee chair Mr. Mugabe had suggested 6th May for the first committee meeting, but unfortunately this meeting did not take place. So I have nothing much to report apart from the following issues that were discussed informally 1. The workshop has been postponed to June 6-8 2005 in view of a number of other communication related events taking place during the month of May 2. The letter requesting for funding has been drafted and I believe posted to the various organisations that had expressed interest in supporting the event. 3. Mr. Mugabe said he would communicate to us about a suitable date for the next organising committee meeting thanks and kind regards A. Dear ALL, As we shower Alice with congratulatory messages, I have an issue under the environment section that states; ___________ Limits should be placed on importing refurbished computers. Appropriate recycling facilities should be established for disposing of used computers which may contain toxic substances such as mercury. ___________ I think we should be able to define what we mean by refurbished instead of a blanked limit. Refurbs have been used for very noble tasks and good examples can be seen in the work of Computer for Schools Kenya, ALIN through Baobab Communications among others. I hope this was not 'sneaked' for individuals interest. The national interests should come first BUT I agree standards for refurbs should be set. I believe most refurbs are better than some of the clones in the market. I hope this can be corrected. Never got the Agenda but assuming you are to discuss where to go in terms of what next after collating the contributions from various stakeholders, then heres my 2pence since i realise I cannot make it in tomorrow's meeting. 1. We need to the get the Goverment (PS Info in particular) to commit to a timetable as to when the final Draft Policy shall be published and by when it shall be discussed/endorsed by Cabinet. 2. A similar timetable for when the corresponding / appropriate ICT Bills should be passed would be a good additional. 3. We need the Government to develop a secondary document (an implementation plan) highlighting the when, the who and the how the Objectives shall be achieved and be Monitored. Kenya ICT Action Network Declaration We the members of the Kenya ICT Action Network (KICTANet), working together both online and off line as private sector entities, civil society groups, academia, media and members of the public; Practicing an inclusive and participatory use of information and communication technologies, have shared views and shaped common positions in an effort to collectively contribute to the formulation of the Kenya Draft ICT policy. Have acted as a central meeting point and locus of collaboration for various initiatives and projects relating to ICT in Kenya. The network’s actions build upon, expand and elaborate pre-existing efforts and projects. KICTANet also aims to avoid multiplicity and encourage synergies for activities and initiatives by providing a platform to enhance collaboration among organisations and networks interested in the fast developing ICT sector in Kenya. We propose that the Government builds on the success of KICTANet and utilizes the existing collaborative structure to establish a multi-stakeholder forum to work hand in hand with the Ministry of Information and Communication in an effort to provide support for efforts to finalize and implement Kenya’s ICT policy. KICTANet aims to facilitate such collaboration on ICT projects with the Government to promote effective policy development and implementation at the national level, regional and international levels. KICTANet therefore aims to strengthen the effectiveness of the Government’s ICT policy activities by providing support and input from Kenya’s citizenry and believes that Kenya stands the best chance of finalizing and implementing an effective and innovative ICT policy by utilizing the resources, manpower and creativity which lie inside of the network and by fully utilizing multi-stakeholder collaboration to find common ground and achieve common goals. The multi-stakeholder network, which forms KICTANet presents these amendments to the draft ICT policy to the Government as a major contribution by Kenya’s citizens to the multi-stakeholder policy process. This document is submitted to the Government in good faith and with confidence that this effort represents the beginning of a long and productive process, which encompasses all aspects of Kenyan society and enhances our democracy A. Dear Moderators and all I would like to thank all those who attended the moderators meeting on the 15th of April. Thanks to Dr. Sihanya and Warigia for offering to complete the work on collating all the comments in readiness for submission to the ministry information and communication. And Special thanks to PS James Rege for his support and encouragement. thanks. Find attached the minutes, prepared by Aida Kamau. And please note responsibilities and dates below. --------------------------------------------------------------------------- Key responsibilities and dates: 1) Participants requested to give in specific sections to be included in the policy should do so by 20th April. Thanks for the report. Just for the record, I didn't say that this was the first meeting to bring all the sectors together. The mutual reaching out between sectors has been an evolving process taking place over the last year or so, and culminating in such milestones as the last two National ICT Conventions, the ICT Visioning Workshop and the establishment of KICTANET. In your case you initiated Cura and then had a group from the Rotary and the community to move it forward. In the case of SGC we have had Dr. Eddah Gachukia leading a number of us - mainly "girls" that work on a pro bono basis. This group split into committees, takes responsibility for moving decisions on planning, fundraising, recruitment etc forward. Our experience is that Corporate bodies are willing to engage with such initiatives but prefer to take "chunks" that are aligned to their own stated CSR areas or core business If one takes this approach and as long as it is seen as genuine the corp. fraternity seems happy to engage. I agree and join FE in appreciating the occasional input from the PS. It gives us double benefit. One, it encourages us and assures us that our discussions shall (might?) eventually be incorporated in the National ICT policy and secondly, though quite broad it remains relevant and important...it makes us realise that indeed there is (might be?) some real change in government (after all). Hi Shem I have had a good look at the draft programme that we shared with the lists earlier and I have made a couple of changes for one if we are talking about an ICT for poverty reduction round table we must allow for more time for plenary discussions. So I have reduced the panellists time to 6 minutes each and more time to plenary discussions Secondly PS Rege can not act as a moderator. Rather he should officiate the opening. So have altered that as well. We also do not need to have more than one moderator for each session. I have therefore removed myself from the responsibilities of moderating the morning session. In a ubiquitous network society, everyone and everything can be connected, and new innovations that will completely change the current dimension of ICT are anticipated. In the ideal ubiquitous network society, smooth interaction, reflection of usersf needs and points of view as well as the tapping of individual energy are set to be realized. The Geneva Phase of the World Summit on the Information Society (WSIS) adopted the Declaration of Principles and the Plan of Action. These Summit documents highlighted the importance of developing information and communications infrastructure that brings ubiquitous and affordable access to the network. Our vision of the ubiquitous network society would meet these requirements. To further promote this ideal network society, the Japanese government, ITU and the UN University will co-organize the Tokyo Ubiquitous Network Conference, as a WSIS thematic meeting. Wainaina, Have perused some of the stuff you are working on, which look pretty interesting - and very much in line with what we are trying to do with "Poverty Reduction and ICTs". In choice of words, I am very careful not to reverse the order (ie "ICTs and Poverty Reduction", ICT4D, etc) for the fear that that may misplace the emphasis. Indeed, though conventionally "poverty reduction" is often taken to be part/aspect of "development", hence the assumption that "ICT for Development (ICT4D)" includes "ICTs for poverty reduction", I am tempted to think the term "development" is an understatement of "poverty reduction". I would rather see the latter more as "survival" than "development"; but I could be wrong! Anyhow, the "Poverty Reduction and ICTs" Roundtable meeting comes up next week Tuesday 12th April at Landmark Hotel; thanks to CATIA, TESPOK and ICT Policy Consortium - Africa for sponsorship. It shall be co-hosted by ARCC, Media Council, KICTANet, ICT Policy Centre, UoN IDS, KIPPRA, etc. There is a strong feeling from some members of the Consortium to agitate for "Poverty Reduction [and ICTs]" to be Chapter 2 (after Introduction) in the Draft ICT Policy to give this aspect the desired weight. Hi All, The Permanent Secretary of Ministry of Information and Communications, Engineer James Rege, expressed desire to finalise Kenya National ICT Policy by May , 2005 in order to launch it in the ICTe Africa Conference in Nairobi in May, 2005. He expressed this on March 16,2005, when addressing the Launch of ICTe Africa Conference breakfast meeting at the Hilton Hotel. The launch was officiated by His Exellency Hon.
