Yeah, I agree with Marcel, I have been disturbed about where and why my mailserver was suddenly spamming. But the last three quick mails from Kiplist seem to indicate that 90% of (my) problem could be originating from Kiplist. In particular, in June the US Government announced without warning that it had decided to "maintain its historic role in authorizing changes or modifications to the authoritative root zone file." This is very disappointing to Europe and others who have worked towards a cooperative global approach since 1998. The US statement is a recipe for stalemate in the Geneva discussions on this point. The European position Europe, far from being in an extreme position, is in the middle between US unilateralism and much stronger demands from other countries for multilateralism. But our position of deal broker cannot work unless the US recommits to its historic compromise to internationalise the Internet governance regime I would re-emphasise that the EU approach to the Internet is pro-industry and pro freedom of expression. It is mostly similar and often identical to that of the US. We fully appreciate the primary role of the private sector in developing and deploying the Internet technologies and services. We understand that governments must not interfere in the day-to-day operations that underpin the management of the Internet. We fully support ICANN. The EU position is therefore not an attempt by governments to take control of the Internet, as has unfortunately been suggested in some quarters of the press. The EU proposal The EU position is rather a recognition of the obligation of governments to help the Internet deliver on its potential. The Internet is not an unregulated space - anything that is illegal in the off-line world is illegal on-line. Citizens expect governments to take measures to deal with fraud, spam, hacking, violations of data protection and all forms of cyber-crime. Governments also need to do what they can to ensure the stability and security of their national communications networks such as the Internet. Governments need to be able to cooperate with each other at the global level to fulfil these responsibilities. But there is no natural home where issues requiring such cooperation, between governments and stakeholders can be addressed, where problems can be identified and the necessary corrective or preventative action can be engaged. The EU is proposing a new model for international cooperation and a forum based on a set of fundamental principles. This forum would not replace existing mechanisms or institutions, but complement them and adhering to the key principles of the Internet - interoperability, openness and the end-to-end principle. A predictable and well co-ordinated public policy environment is an advantage for business. The same is true for the governance of the Internet. That's why the forthcoming summit in Tunis provides us all with an important opportunity to take the first steps in building a truly global consensus on how to achieve this aim for the benefit of all the world's businesses, citizens and users. Good governance and government are not necessarily mutually exclusive. The Internet was, and is still being built and developed in a spirit of partnership, consensus and openness. Holy See's Address on Information Technologies "The Right to Communicate Is the Right of All" NEW YORK, OCT. 18, 2005 (Zenit.org).- Here is the text of an address delivered by Archbishop Celestino Migliore, the Holy See's permanent observer to the United Nations, last Thursday before the U.N. General Assembly commission on "Questions Relating to information." Mr. Chairman, The Holy See recognizes the right to information and its importance in the life of all democratic societies and institutions. The exercise of the freedom of communication should not depend upon wealth, education or political power. The right to communicate is the right of all. Freedom of expression and the right to information increase and develop in societies when the fundamental ethics of communication are not compromised, such as the pre-eminence of truth and the good of the individual, the respect for human dignity, and the promotion of the common good. Furthermore, new technologies have an important role to play in the advancement of the poor. As with health and education, access to the wealth represented by communications would certainly benefit the poor, as recipients of information to be sure, but also as actors, able to promote their own point of view before the world's decision makers. Given the ever increasing ease of access to information of every possible kind, the Holy See also stresses the need to protect the most vulnerable, such as children and young people, especially in the light of the increase of content featuring violence, intolerance and pornography. Perhaps the most essential question raised by technological progress is whether, as a result of it, people will grow in dignity, responsibility and openness to others. In this context, the Holy See has set up a unique continentwide initiative called the Digital Network of the Church in Latin America ("Red Informática de Iglesia en America Latina" -- RIIAL) which promotes the adoption of digital technologies and programs in media education, especially in poor areas. The success of this project has drawn the attention of the Observatory for Cultural and Audiovisual Communication in the Mediterranean and in the World (OCCAM) and other international organizations. The Holy See also supports the continued promotion of the traditional role of libraries and radios in formation. It is to be hoped that the Second Phase of the U.N. World Summit on the Information Society (WSIS), to be held in Tunis shortly, will lead to further concrete efforts to build a more inclusive digital society which will reduce the widespread "info-poverty." It would be well if a new dynamic were created which goes beyond the political and commercial logic usually at play in these fields. My delegation believes that the Information Society should be one endowed with the ability, capacity and skills to generate and capture new knowledge and to access, absorb and use effectively information, data and knowledge with the support of information and communication technology. Already in society there are many "agents of meaning" or "knowledge workers," such as the family, schools, the state, opinion makers and leaders, not to mention religious institutions. Knowledge is essential in establishing presence in the international marketplace, and is key to participating in the global economy of which the Internet is an increasingly important vehicle. Moreover, knowledge should be recognized in its role in the development of information and communication technology. At the same time, there is a fundamental need to develop an ability to discern information received, given the enormous sea of information available. This process can flourish only where there is a recognized hierarchy of values. On a local level, OSI implements a range of initiatives to support the rule of law, education, public health, and independent media. At the same time, OSI works to build alliances across borders and continents on issues such as combating corruption and rights abuses. OSI was created in 1993 by investor and philanthropist George Soros to support his foundations in Central and Eastern Europe and the former Soviet Union. Those foundations were established, starting in 1984, to help countries make the transition from communism. The Senior Officer for Communications furthers the Justice Initiative’s goals of knowledge-generation and dissemination; fortifying networks of communication among staff and various partners; and projecting an image of the Justice Initiative as an engaged participant in law reform grounded in human rights. Through publication of reports and projects, press releases, announcements and a law reform journal, Justice Initiatives, the Justice Initiative promotes the accessibility of its work as a resource for the law reform community at large, and increases public awareness of issues of the Justice Initiative’s priority. Justice Initiatives presents, explains and critiques selected law reform efforts; draws on the experience and analyses of practitioners and theoreticians; and monitors developments in law reform internationally and at domestic level – legislation drafted, case progress, projects launched or evaluated, new institutions founded. Eastern Africa Backhaul Terrestrial Connectivity - Pre-Feasibility Study Eastern Africa Backhaul Terrestrial Connectivity Pre-Feasibility Study CONSULTING SERVICES Expressions of interest The Global Information and Communication Technologies Department (GICT) of the World Bank Group intends to procure consulting services for the Eastern Africa Backhaul Terrestrial Connectivity - Pre-Feasibility Study. Background and Objective of the TA assignment The Africa: Regional Communications Infrastructure Project (RCIP) supports NEPAD's infrastructure initiative to develop the Eastern Submarine Cable and regional terrestrial infrastructure in order to bring low-cost international connectivity to Eastern and Southern Africa. The primary objective of the study, which is part of the preparation of RCIP, is to design and evaluate the feasibility of (i) a terrestrial, backhaul network routed Mombassa - Nairobi - Kampala - Kigali - Bujumbura - Dar es Salaam (Eastern Loop) that will ensure that these countries have a competitively priced high-bandwidth access to the most convenient and appropriate shore landing stations of the EASSy submarine cable system and also work as a back-up and restoration route for EASSy; and (ii) core national backbone networks relevant for the regional initiative in Kenya, Uganda, Rwanda, Burundi, Tanzania, and possibly one or two additional Eastern and Southern African countries to channel traffic into the Eastern Loop and the EASSy system. The services will include: . Review the status of existing (and in construction or planned) links of the Eastern Loop and national backbone networks . Assessment of the demand for additional national core backbone networks . Definition of the mechanisms for cooperation between different stakeholders to assure timely availability of backhaul links . Specification of technical requirements for the Eastern Loop and core national backbone networks . Design, specification, and assessment of cost of each of the new links (both for the Eastern Loop and the national networks) . Determine the technical and economic feasibility of each link, and the feasibility of the overall system, including EASSy . Recommendation on optimal structure for the implementation, operation, and maintenance of the Eastern Loop and core national backbone networks . Date: Sat, 01 Oct 2005 15:50:26 -0400 From: Milton Mueller <Mueller(a)syr.edu> The results of WSIS Prepcom 3 demonstrate the failure of US unilateralism. The US is well on its way toward being isolated, having lost the support of the European Union in its attempt to keep ICANN and Internet governance under its own control. Now its rigid, defensive policy has put the Internet itself at risk. The politics in Geneva were driven by an alliance between the European Union, states critical of ICANN such as Brazil, and authoritarian states such as China, Iran and Pakistan. All agreed to create an "Inter-Governmental Council for global public policy and oversight of Internet governance." Unlike ICANN, this Council would exclude civil society and the private sector from participating in policy making. It would set up a top-down, regulatory relationship between a governmental Council and the people who actually produce and use the Internet. As we have learned from the past two years, most governments have little interest in solving the real problems of the Internet. They prefer to play political games: asserting "national sovereignty" over a global communication medium, censoring inconvenient sources of information, thinking of ways to protect national telecom monopolies from internet-driven competition, grabbing control of country names in the domain name space, excluding Taiwan, and so on. The US government and ICANN have resisted inter-governmental oversight, contending that intergovernmental supervision can be politically unstable and dangerous to the Internet's autonomy. But the US still seems not to understand how its own insistence on unilateral oversight creates the same instability. When the US criticizes governmental control, the obvious retort is that there is already one government with extensive oversight powers over ICANN and the core technical functions of the Internet: the USA itself. The US is completely at a loss to explain why it should have that control, to the exclusion of all other governments. Its "but we are different" argument might find a receptive audience among US business interests, but it doesn't fly anywhere else. It's not enough for the US to say, "we are not an authoritarian state like China." For one thing, the US seems an increasingly authoritarian state to many in Europe, what with the Patriot Act and other recent measures forcing everyone entering the country to undergo biometric surveillance. But even if that is not an entirely fair perception, the US cannot claim that it will not use its unilateral power over ICANN * for it already has. In August, the Bush administration responded to political pressure from conservative religious groups by asking ICANN to reconsider the creation of a top level domain for adult content. It was inevitable and entirely predictable that other governments, including erstwhile allies such as the European Union, would want their own piece of that power. The US could have, and should have, privatized and internationalized its oversight authority when it had a chance. It could have, and should have, insisted on robust, democratic accountability mechanisms for ICANN that would have pre-empted demands for centralized, old-style inter-governmental oversight. It could have, and should have, insisted on negotiating binding international agreements protecting the Internet from arbitrary governmental interference and regulation. But it didn't. And now the debate has devolved to a choice between "US control" versus "UN control." If that is the choice, it is only a matter of time before collective international control wins. What seems to have been lost in the shuffle is the idea of distributed, cooperative control that involves individuals, technical and academic groups, Internet businesses and limited, lawful interactions with governments. The idea that nation-states should not have the ability to arbitrarily intervene in the Internet's operation whenever they feel like it, but should be bound by clear, negotiated constitutional principles, has been crowded out of the debate. As the WSIS debate spills into the US media, do not permit the US government to wrap itself up in the flag of Internet freedom. It is reaping what it sowed. Its own special, extra-legal authority over ICANN and the Internet has been the lightning rod for politicization. Its insistence on retaining control, and the spillover from its unilateralism in other areas such as the war in Iraq, has done tremendous damage to its credibility. Now the Internet is paying the price. Absolutely not, this demonstration is covered by the fundamental guarantees provided as well by the Tunisian Constitution as by the International Conventions ratified by Tunisia. The Tunisian authorities, not surprisingly, see the matter differently. They've already started blocking the site, so only those of us outside of Tunisia can see it. One can only imagine what might happen to these cyber dissidents if they were caught by the Tunisian police. Hi Walubengo, Lizette & others, As indicated in Alices email, the meeting was principally meant to discuss several issues that related to the civil society sector within KICTANet (see report for details). The issue of migration of KIPlist members into the KICTANet list was also part of the agenda. Florence Etta was therefore invited to the meeting but did not make it to the meeting. I believe she had other commitments at the time. The multistakeholder KICTANet meeting will be held as earlier scheduled and any clarification on issues may best be discussed at that meeting. Overall, the objective was to have a face-to-face meeting to reduce the misrepresentations that may occur/have occurred online and allow members to discuss contentious issues in a diplomatic manner; with the benefit of immediate feedback/clarification. KICTANet Civil Society Caucus Meeting Monday, October 3, 2005 Held at Jacaranda Hotel, 11.00 - 14.30hrs, Nairobi, Kenya I) WORKING DEFINITION KICTANet (Kenya ICT Action Network) is a network of stakeholders moving the Kenya ICT Policy into Action. It comprises Trade Associations, Civil Society, Private Sector, Professionals, Media, and other interested individuals working on ICT issues in Kenya. II) DRAFTING CONSORTIUM The KICTANet Civil Society Caucus that proposes the following ten resolutions and action items is comprised of: Dorcas Muthoni (LinuxChix Kenya) Wainaina Mungai (OneWorld International) Alex Gakuru (KICTANET) Bill Kagai (FOSSFA) Alice Wanjira (APC/CATIA) III) FORCING FACTORS Acknowledging; . That Civil Society voices and issues have not been adequately represented not only within the network but throughout the general ICT policy development process at the national level as well as the global WSIS process that is currently underway . That the Kenya ICT Action Network (KICTANet) is an important multi stakeholder forum, which has provided space for different stakeholders interested in ICT issues to come together and by focussing on the collective goal of sharing skills, resources to stimulate and catalyse ICT related activities in Kenya. . That Civil Society Organisations particularly NGO's working in communication/ICT sector have not been involved in a unified and organised manner. . That Civil Society Organisations will require strengthening and capacity building to empower them to participate actively not only within the multi stakeholder network, but also contribute to our government's efforts to harness ICTs for national development. We the KICTANet Civil Society Caucus thus resolve; . The Kenya ICT Action Network Civil Society Caucus has been formed. The caucus focal point is One World. The caucus will strive to represent Civil Society voices within the multi stakeholder network KICTANet. . The KICTANet Civil Society Caucus is aware that diversity is a reality and will work with all the other stakeholders represented within the network, including government, private sector entities, trade associations, media and others, to strength the effectiveness of the joint collaboration, to improve impact, while articulating civil society perspectives on the ICT policy development and implementation process for our beloved country Kenya. IV) STATUS CONSTANTS KICTANet Civil Society Caucus therefore makes the following ten resolutions: 1. KIP mailing list should be moved to KICTANet list. a. The list should be localized in line with developing local content. b. Creation of sub mailing list groups along thematic as well as sector specific lists. These lists already exit; they were previously used to contribute to the ICT policy development process. We should continue using them for the various groups, which include KICTANet civil society, KICTANet Media, KICTANet private sector, KICTANet gender, KICTANet academia, KICTANet Youth. The KICTANet.or.ke website will be managed by LINUX CHIX Kenya. 2. Civil society needs to be empowered to participate effectively within the network. Therefore, we shall create a web log for CS issues within KICTANET website, and other Internet tools which will be used to represent CS voices. 3. KICTANet civil Society Caucus will develop a communication strategy 4. OneWorld is the focal point for KICTANet civil Society Caucus. Their role will be inter alia to strengthen civil society participation within the KICTA network. 5. One World has been mandated to organise a one-day strategising/brainstorming meeting. This meeting will focus on needs for civil society to empower the sector to engage in network activities. 6. Fundraising for KICTANet Civil Society Caucus activities will be coordinated by One World 7. The KICTANet civil Society Caucus will engage as an equal partner with other stakeholders, including government, private sector, media and others, in harnessing and accelerating ICT development in Kenya. 8. KICTANet civil Society caucus will actively promote participation of marginalised groups within the network and nation as a whole 9. Information Africa’s Common Position on Internet Governance - The Dakar Resolution <http://africa.rights.apc.org/?apc=he_1&x=1500640> 09/20/2005 (WSIS) -- We, the African Information and Communication Technologies (ICT) Ministers, gathered to consider “Africa’s Common Position on Internet Governance”, in Dakar from 5 to 6 September 2005, thank His Excellency Abdoulaye Wade, President of the Republic of Senegal, for taking the initiative to organise this conference which has given us the opportunity to debate on building a fairer new world to improve people’s lives and eradicate poverty through the creation of opportunities to generate, use and share knowledge, Considering: - The Declaration of Principles and Plan of Action of the World Summit on the Information Society (WSIS), - The Accra Declaration for the Tunis phase of WSIS, 2005 - The African Regional Plan of Action for Economy and Knowledge (ARAPKE), initiated by the Bamako Bureau and the United Nations Economic Commission for Africa (ECA), - The Arab Plan of Action for the Information Society, 2005 - The African Partnership framework for Infrastructure Development - The Arab and African Joint Communiqué adopted in Cairo in May 2005, - The Recommendations of the Bamako Conference on «Multilingualism for cultural diversity and the involvement of all in cyberspace», - The Working Group on Internet Governance (WGIG) report, Considering that the Information Society would accelerate progress towards the Millennium Development Goals (MDGs), in particular for the developing countries. Considering that Internet Governance should be accountable, democratic and participatory; Given the general principles that should guarantee - A stable and secure functioning of the Internet; and - The open and decentralized nature of its architecture; Noting with satisfaction that the conclusions of WGIG reflect the concerns Africa expressed during the Accra Regional Conference (security, cultural and linguistic diversity, access, etc.); Recognising the need to reinforce the participation and association of developing countries effectively in the process of Internet governance; Convinced that, to arrive at practical solutions for the respective problems raised by Internet Governance, Africa should stand as one bloc at PrepCom3 and the second session of WSIS in Tunis 2005 and speak with one voice based on our interests; Convinced that the achievement of our priorities is an ongoing process requiring broad-based consensus among the international community on Internet Governance mechanisms associating States, civil society, the Private Sector, and international agencies; Considering that the creation of a World Internet Council (WIC), which reflects the recommendations of Chapter 48 of the Geneva Plan of Action and constitutes the final step that needs to be attained, can not be achieved immediately and necessitate the establishment of several different mechanisms; The Conference adopts, as follows: 1. The establishment of a global consultation framework to review in depth the general policies on Internet Governance. Such a framework should authorise equal participation for all stakeholders (Government, the private sector, civil society, and international organisations). 2. The expansion and reinforcement of the existing institutions for Internet Governance to enable all stakeholders to participate and ensure Internet Governance is efficient, accountable, and democratic, and that Internet services and resources are distributed in an equitable manner among all actors and all continents. The Conference also recommends: 1. Reinforcement of the role of the Government Advisory Committee (GAC) of Internet Corporation for Assigned Names and Numbers (ICANN) in all Internet Public policy development issues; 2. Internationalisation of root sever management; 3. African Member States should set up root server instances to facilitate access; 4. Setting up of a regional high speed Internet backbone allowing the creation of national, sub regional and regional Internet exchange points 5. Participation of specialized African institutions in technical Internet Governance bodies; 6. Reinforcement of the Internet Resource Management Institution, African Network Information Centre (AFRINIC), to guarantee the region’s independence in Internet resources; 7. Establishment in Africa of a reference framework for building a multi-stakeholder partnership at the national, regional and continental level, based on the basic principles of digital solidarity and in conformity with the spirit and provisions of New Partnership for Africa’s Development (NEPAD); 8. Contribution of African countries to the Digital Solidarity Fund (DSF) and utilisation of the Fund for building capacity, in particular for women and young people, and financing Internet-related projects in Africa; 9. Implementation of programmes that guarantee the presence of African languages on the Internet and use of free and open source software in order to fight against the linguistic digital divide and ensure the participation of all in the emerging new society; 10. The creation, in each African Member State, of a national structure responsible for the promotion and development of the Information Society, of knowledge sharing and the coordination of these structures at continental level; 11. The creation of Centres of Excellence around Africa for capacity development. Hello all, Just reporting back of a detour from the WSIS process where I went to the WIPO Meeting General Assembly: today (29/09/2005 3.30 - 4.30 pm) The main focus of the meeting is around the ICG ( intergovernmental committee) on Intellectual property, Genetic Resources, Traditional-Indigenous knowledge and folklore. The relevant document under discussion was WO/GA/32/7 - and can be found on the WIPO website. Among some of the items discussed is the extension of the intergovernmental committee (IGC) tenure to continue its work for two more years in keeping with its present mandate. Most governments seem to support this statement. There is also the issues of establishment of a voluntary fund to support participation of indigenous communities to attend relevant decision making forum. Many governments delegates presented statements with regard to these issues.. I just noted some of items from the statement presented by Kenya. ---- That a consultation process/committee was set up under the office of the Attorney General regarding the development of policies on intellectual property, genetic resources, traditional -indigenous knowledge, culture e.t.c...The outcomes of this process will be expected to present its results at the end of the year. The consultation process/committee is comprised of a multi stakeholder process with govt, private sector and NGOs - civil society. ---- It would be good for all interested to follow up regarding this process, interact with those involved and especially find out which civil society organizations/NGOs and thus participate in the process to make contributions on the policy development. My question to Mucheru & Florence is why should KIPlist continue to exist in any form (kiplist.or.ke or other) if as was initially suggested, it could be absorbed into KICTANet as the KIP project has come to an end in 3 weeks? Wouldn't that progress the duplication? Or is it that KICTANet should be absorbed into KIPList and not the other way round? Forgive my ignorance but I thought we were all working to build KICTANet and I fail to see why we cannot just move KIP into KICTANet and move on. Wainaina

Dear Florence, Many thanks for taking the time to provide the information as you did. If you remember as TESPOK, we registered the domain name kiplist.or.ke and that is still available for any eventuality. We certainly do not lay claims to that and as you are also aware we also registered and provided the KICTAnet.or.ke list services for FREE to the everyone. I would just like to add that even though Bill has this view that we in private sector were out to get donor funds, this is purely an isolated view and that most people that have interacted with TESPOK know that we have played a partner support role rather than as implied. National ICT issues are not necessarily for only civil society. I therefore strongly feel we need a list where all stakeholders can discuss issues of national interest. As is already stated, each group should have it's own list but we must have a central common list to discuss common issues. be they price or quality of service. The fact that am in private sector (in the Internet business) does not mean I do not have a view on say GSM or other services. I would therefore like to propose an even wilder view - let us get use one list that is Kenyan based kiplist.or.ke and get that hosted by KENIC who are the closest thing to a truly multi-stakeholder body. The list should also be moderated by KENIC - Sorry Victor/Michuki for not consulting you first. This way KICTANet can continue with it's advocacy activities. The $100 laptop moves closer to reality Published: September 28, 2005, 8:55 AM PDT By Mike Ricciuti Staff Writer, CNET News.com CAMBRIDGE, Mass.--A low-cost computer for the masses moved one step closer to reality on Wednesday. Nicholas Negroponte, the co-founder of the Media Lab at the Massachusetts Institute of Technology, detailed specifications for a $100 windup-powered laptop targeted at children in developing nations. Negroponte, who laid out his original proposal at the World Economic Forum in Davos, Switzerland, in January, said MIT and his nonprofit group, called One Laptop Per Child, is in discussions with five countries--Brazil, China, Thailand, Egypt and South Africa--to distribute up to 15 million test systems to children. In addition, Massachusetts is working with MIT on a plan to distribute the laptops to schoolchildren, Negroponte said. "This is the most important thing I have ever done in my life," Negroponte said on Wednesday during a presentation at Technology Review's Emerging Technologies Conference at MIT. "Reception has been incredible. The idea is simple. It's an education project, not a laptop project. If we can make education better--particularly primary and secondary schools--it will be a better world." He said a goal of the project is to make the low-cost PC idea a grassroots movement that will spread in popularity, like the Linux operating system or the Wikipedia free online encyclopedia. "This is open-source education. It's a big issue." Negroponte said the idea is that governments will pay roughly $100 for the laptops and will distribute them for free to students. The proposed design of the machines calls for a 500MHz processor, 1GB of memory and an innovative dual-mode display that can be used in full-color mode, or in a black-and-white sunlight-readable mode. The display makes the laptop "both an electronic book and a laptop," he said. One display design being considered is a flat, flexible printed display developed at MIT's Media Lab. Negroponte said the technology can be used to produce displays that cost roughly 10 cents per square inch. "The target is $12 for a 12-inch display with near-zero power consumption," he said. Power for the new systems will be provided through either conventional electric current, batteries or by a windup crank attached to the side of the notebooks, since many countries targeted by the plan do not have power in remote areas, Negroponte said. The machines, which will run a version of the Linux operating system, will also include other applications, some developed by MIT researchers, as well as country-specific software. "Software has gotten too fat and unreliable, so we started with Linux," he said. For connectivity, the systems will be Wi-Fi- and cell phone-enabled, and will include four USB ports, along with built-in "mesh networking," a peer-to-peer concept that allows machines to share a single Internet connection. "In emerging nations, the issue is not connectivity," Negroponte said. "That was the issue, but there are many people working on it, (thanks to) global competitiveness. But for education, the roadblock is the laptop." Five companies are working with MIT to develop an initial 5 million to 15 million test units within the year: Google, Advanced Micro Devices, News Corp., Red Hat and BrightStar, Negroponte said. He said the current plan is to produce 100 million to 150 million units by 2007. Negroponte admits that his goals are ambitious. Currently, the world production of laptops is just under 50 million, he said. While the initial goal of the project is to work with governments, Negroponte said MIT is considering licensing the design or giving it to a third-party company to build commercial versions of the PC. "Those might be available for $200, and $20 or $30 will come back to us to make the kids' laptops. We're still working on that," he said. Others have launched low-cost PC ideas in the past, though MIT's project may be the most ambitious. Last year, Advanced Micro Devices announced plans for its Personal Internet Connector--a prototype with a price tag of at least $185, with no display. And an Indian company called Novatium said it plans to offer a stripped-down home computer for about $70 or $75. In addition, Microsoft's antipiracy-minded Steve Ballmer last year called for a move toward the $100 PC for developing nations.

KICTANet list & KIPlist

Dear All, This is my request that we all take some time and restore an objective structure to the discussions on the future of KIPlist. I believe we have a general agreement that the subscribers from KIPlist be combined with KICTANet subscribers. I suggest we move KIPList subscribers to the KICTANet list and move on to other issues. The reason for this is that KIP project comes to an end in the next three weeks so we may all work within the "action" network from 18th of October. Does this settle the issues? Other valid issues have arisen from the discussion that we could discuss separately after finalizing the migration of KIP members into KICTANet. These issues include: 1. What is the role of the different stakeholders (CS, private sector, govt, donors)? 2. KICTANet is a 'multistakeholder' forum which has the support of civil society organisations but should not necessarily be considered to represent the views of Civil Society. 3. We need to nurture trust between stakeholders so that the suspicion on positioning or fighting for funds does not come to play. 4. We need more NGO/CBO involvement in the ICT process/forums. Thus civil society needs to regroup and become more effective in advocating issues of social justice, grassroot implementation etc. 5. My role (and that of other individuals/organisations) within the civil society caucus will be discussed with members of the civil society and the multisectoral forum will be updated accordingly. Thanks Florence, The bit about KIP coming to an end clarifies the issues for me. In that case, I believe it would be best to transfer the KIP members onto the KICTANet list so that we progress from "Policy" network to an "Action" network. The original issue was a question that I put to the list yesterday regarding whether or not there is merit in merging two discussion lists: KIPlist and KICTAnet list. KIPlist is a tool of the Kenya ICT Policy Project funded by IDRC and implemented by the Ministry of Planning and National Development and the Office of the President. The co-ordination of this project is located within IDRC. The list (KIPList) is intended to keep a wide range of stakeholders (government, private sector, civil society, intonational development) in the policy process informed of the goings on that have a bearing on ICT policy processes. List members are located in Africa, Canada, UK, Sweden, Australia, to mention a few. Alex has described KICTANet well so it is unnecessary to rehash this here. Now to the responses (in blue italics): Please read this with an open mind. My intention is not to disrupt activities nor discredit people but to try and figure out where the problem in ICT & Civil Society in Kenya lies::: Despite the expressed statement of intention above, this contribution appears to discredit IDRC, CATIA and KICTANet. This is unfair, uncalled for and completely unjustified. 1. Just before the Geneva phase of WSIS 2002, ALIN was mandated to act as secretariat of the Civil Society stakeholders. This task was specifically mandated to James Nguo who has has not called a meeting nor addressed this list for the last two years. As is rightly stated IDRC did make a grant to the Kenya WSIS Civil Society Caucus to support their activities and participation in the Geneva phase of the World Summit on the information Society and this grant is now closed. If the Kenya WSIS Civil Society Caucus has not been active since is it the fault of the KIPlist or KICTANet? 2. Initially, IDRC was a partner supporting various stakeholders including Civil Society. It seems that has changed and IDRC is now part of implementation including guiding policy direction. It is no longer clear if IDRC has its own agenda or it supports the various agendas presented to them in their capacity as focal points of the donor consultative group. The latest proposal to merge the lists to me suggests that IDRC is now an interested party with its own agenda and not what has been proposed to them as donors in broad sense. IDRC's modus operandi has not changed. May I remind all that IDRC's mandate is to generate knowledge for development and capacity development through working with local institutions. In 2003/4 IDRC supported the private sector through KIF and civil society through ARCC both project had to do with support for the ICT policy process. Since 2003 the KIP project has worked with the Ministry of Planning and National Development and the Office of the President in support of the Policy process in Kenya. The request to support this project came from the two government institutions. IDRC does not have an agenda different from supporting those of its partners and any hint that this is otherwise is totally unjustified and in bad taste. 2. Initially, IDRC was a partner supporting various stakeholders including Civil Society. It seems that has changed and IDRC is now part of implementation including guiding policy direction. It is no longer clear if IDRC has its own agenda or it supports the various agendas presented to them in their capacity as focal points of the donor consultative group. The latest proposal to merge the lists to me suggests that IDRC is now an interested party with its own agenda and not what has been proposed to them as donors in broad sense. As for the proposal to merge the lists, this idea came from the major finding of the KIP project which shows that globally as in Kenya the Policy process is best served by multi-stakeholder partnerships; listening to each other, understanding each groups' point of view and working in collaboration to ensure the best results for the most in particular for the country. The project has shown that this mode of working is possible here in Kenya as experienced with the draft ICT policy discussions leading up to the Mombasa conference and thereafter. Of course merging the lists needed to be discussed on both lists. Does this show an agenda? One list is global, the other is Kenyan which started with a specific task to collect and collate public views and opinions on the draft ICT policy. This task is now over with the Cabinet paper done. It seems reasonable to ask about any new/possible roles for this list and this is what we did. That the draft policy is now at the stage it is does not complete all work on this score. Those familiar with the policy process would be aware that the implementation planning is just as important and needs to be done. For this the services of a list might still be required. In fact the future of these lists has been discussed both on line on the lists and off line at KICTAnet meetings. As a moderator of the KIPList I have personally been involved in these and a merger of both lists was one of the suggestions. So a motive or interest cannot be imputed to IDRC when all that is being done is facilitation the discussions on the list. 3. KICTANET is a product of DFID through the CATIA project. But the new direction in this project is now to fit all stakeholders in their agenda and do the actual implementation of their project. I would call this domineering and not promoting multi-stakeholder partnerships. KICTAnet is not simply a product of DFID through the CATIA project. It is a multi-stakeholder network,a creation of collaboration between the KIP Project, DFID 's CATIA project and over one dozen other Kenyan institutions including universities, private sector organisations as well as other civil society organisations (Alice will make this clearer when she is available she is at a workshop). The call to join the national action network (was in response to findings from the private sector and civil society ICT projects) was published on KIPlist and if the WSIS Civil society Caucus did not deem it a space to enter it seems unfair to accuse any other civil society organisations that did so as being unrepresentative or not true civil society. My question thus is what happened to our own agenda (Civil Society) of which we had proposed and submitted to IDRC in form of a request for financial support?? Could it be that there has been an over-ride by the 'donor' projects?? The proposal and action plan had been developed by Abantu, ALIN, ITDG, FEMNET, ACWICT, SIDAREC and other prominent Civil Society organisations of which today feature nowhere in the new 'donor' projects. When was this agenda drawn up? Where was it sent exactly and how? IDRC is a global institution so some clarity is required here. I do not speak for IDRC but this accusation cannot be sustained if these basic parameters are not accurately and reliably established. IDRC works in clearly defined modes.It responds to materials presented in a particular way like most other similar agencies. So proof must be given for this accusation to hold up. We need to go back to the basics and let Civil Society control its own voice where people can raise their own thoughts...private sector theirs and so on. Otherwise, we are even confused who are the Civil Society leaders in Kenya at this point in time. "Civil Society control its own voice" Absolutely!!! That is why it is on the lists. But civil society cannot act in isolation anymore than government or the private sector can. All the contemporary discourse on development shows this and any one who believes otherwise is being anachronistic. Each of the distinct groups should indeed have their agendas and do but they need to speak with other blocs. As regards Kiplist, when it was started I had the understanding it was more a forum for the development partners. It appears somewhere along the way it expanded its scope in a rather tacit way, so to speak. I normally send mail to that list because I have an impression that it has a large audience interested in wide-raging ICT matters but it could always be useful to be reminded in case there are some guidelines. KIPList was not only for development partners although they are included on it. 1. Why would the Kenya ICT Policy Project want to merge with Kenya ICT Action Network? I can already see a difference in the objectives (Policy Discussions - versus - Action). This is where my position differs with Waudo's. The projects are not merging. The suggestion is for the lists (KIPList and KICTANet list) only to merge and this is still an open question. I believe that I have responded to the why above. 2. As Walubengo says, it's similarity of objectives that counts. A genuine partnership will be critical. For instance, are we pulling KIP into KICTANet .... KICTANET into KIP or a new list combining the the two? This is a valid technical question as I understand it and I hope I have it right. The two lists are created in two different domains .ca and .ke. The merger would have to decide where the hosting and facilitation go. As the KIP project comes to an end it is useful to consider sustainable options and a local .ke account is a reasonable one. 3. A Multistakeholder forum is definitely good. The separate stakeholder groupings should however strengthen their different forums (e.g TESPOK, CSK, WSISYouth, Academia etc) so that their distinct positions on issues are clearly represented when they come together to negotiate for a truly 'multistakeholder' outcome. This is in line with Bill's & Gilda's point. Agree 4. Has the KIP project come to an end? Am aware of the implementation & restructuring plans within KICTANet and would be happy to comment if I know what KIP prject plans to implement. If the goals and methodology converge, then the two should be one. KIP is coming to an end, 18th October 2005 and at this moment there are no new activities although discussions are ongoing. These discussion are in the direction of supporting local institutions. 5. The duplication of emails is not good but it should not be the reason to merge separate processes. Maybe we need to clarify the two processes so that the lists are not defined by (who) is a member; but by the objective of the list. I hope the objective of the two lists is now clear and a decision can be made one way or the other. Hi, I believe the feeling by some members is that the KIP project and the KICTANet process need to be clear on whether a merger of email lists means a merger of processes & project plans. - If the merge of e-mail discussion list does not mean a merger of two projects/processes, then the answer is go-ahead. - If it means we merge processes, then let's first find out why KIP & KICTANet should be one (other than avoiding the duplication of emails). KICTANet has an evolving structure and plan of work. What is the KIP project up to? If those two differ, then merger would not be prudent. Is there anyone in a position to clarify the issues above? >From the comments I have read on CS & MSPs, I believe Bill's point is that private sector lobby groups (TESPOK, CSK, KIF et. al.) should not be considered as 'civil society'.and that KICTANet is not 'civil society' but rather, a 'multistakeholder forum' for CS, private sector et. al. to develop common positions and partnerships for action. My only problem is that I am not sure whether we have resolved the original issue:- Should we merge, cooperate or patner the two lists? Real Civil Society has to take up the issue of pushing for consumer protection in a multi-stakeholder environment to force a price reduction. 2.
