As may be aware, Information and Communication Technology (ICT) and the Internet have permeated today’s lifestyle and have transformed how individuals, businesses, and governments produce and receive information. We see ICT driving manufacturing, banking, health, education, and almost every sector of our economy. ICT has enabled us to exchange information and transact business with people from every corner of Kenya and even globally quickly and inexpensively. The Government of Kenya through various initiatives is moving services closer to the people through the use of ICT platforms such as e-citizen. However, ICT has also opened new opportunities for criminals to use modern technology to harm individuals, organizations, businesses, and society. Citizens, as well as businesses, have lost millions of shillings to computer-savvy criminals. These losses are due to the fact that the criminals are taking the advantage of the lack of awareness by the general population regarding the risks when using ICT and the Internet. This survey aims to find out some of the vulnerabilities users of ICT and the Internet experience when they go online. The intention is to create awareness among users by providing relevant information to enhance their capacity to protect themselves online. E-Levy tourism fund website

Good Morning. I am wondering whether it is a requirement for websites to require you to allow them access to your location or to enable this at every turn. I have been attempting to do returns on the tourism fund e -levy website and it rejects anything behind a VPN or any browser that has website tracking protection turned on. This is without doubt the wonkiest attempt by the government to digitize that I have come across. Not only is it annoyingly slow to save and update data, sometimes you have to simply start over to do even the simplest things like saving.

You will need a bachelor’s degree or three courses in engineering to operate as a solar power technician, if the new guidelines drafted by the energy regulator are implemented. The Energy and Petroleum Regulatory Authority (Epra) has introduced a raft of punitive rules that could stifle the mass switch to cheap solar power by ordinary Kenyans and heavy consumers that has left Kenya Power in financial difficulties. According to the regulations, a technician must obtain a licence from the authority in order to design, install, commission or repair a solar photovoltaic (PV) system. The permits are granted, based on the capacity of the system to be installed. Licence classes STI, ST2 and ST3 are for systems with a capacity of not more than 400 watts, 2kW, and 50kW respectively. Only a technician with a class ST4 licence will be allowed to install solar grids of any capacity. A bachelor’s degree is a must if you want to make a career out of installing solar grids. You will also need relevant experience in electrical engineering. Solar technicians will part with Sh2,250 to Sh6,000 in order to get and renew their licences, while contractors will pay Sh3,000 to Sh6,000. The contractors must take insurance policies of between Sh1 million and Sh10 million. Solar operators will be slapped with a daily fine of Sh10,000 if they delay to renew their licences, Sh20,000 if they do not issue a completion certificate for a project and the same amount for failing to provide a warranty for installation. Epra said regulating the industry would ensure solar components and systems meet approved standards.

Reducing Promotional Messages? Safaricom Introduces Transactional vs Promotional Sender ID.

Hoping this will reduce the ever growing number of undesired promotional messages we receive each day. Kudos Safaricom for the move! Africa's Talking via <https://support.google.com/mail/answer/1311182?hl=en> sendgrid.net 5:38 PM (1 hour ago) to me Dear Client, Here is what Safaricom deems to be a Transactional Sender ID vs a Promotional Sender ID: What is a promotional Sender ID? A Promotional Sender ID is used to promote any product or a service to a specified audience, which would normally be used for SMS Advertising. What is a Transactional Sender ID? These are sender names which are used during engagement with a product or service e.g. OTP (one-time password) messages, bank transaction notification etc.The messages can also be billing reminders of loans, utility services etc. System downtime notifications, Internet connection outages, Service unavailability by an organisation will also be considered as Transactional messages. What if a Sender ID is used for both types of message? It would be convenient to apply for a different Sender ID to use for transactional purposes to avoid the mix up. If that is not a viable option, then one can classify as promotional to avoid being flagged as sending messages that are Promotional on the Transactional account. How are the two types of Sender IDs going to be treated differently by Safaricom? Transactional messages do not have time limitation i.e. between 8am and 6pm daily, neither is it mandatory for them to carry the opt out instructions. Promotional messages must carry out the opt out instructions and can only be sent between 8am and 6pm. When does the new treatment of promotional messages kick in? Categorisation is currently on going, full implementation of the new rules is expected to start in 1 week. Will this change how we apply for Sender IDs in the future? Yes, moving forward in the Authorisation Letter, clients will have to specify what the Sender ID will be used for as well as the category i.e either Transactional or Promotional. Liberating user data from the platform monopolies?

Dear Listers, Just a random thought. What if the law entitled users to a periodic (eg. quarterly) download of all data collected of them by large platform companies (including telcos); and the users could grant file access to the competitors as the user migrates? What if it was API-based data access that the user could grant to third parties including competitors? What if there was an automated data depository eg. for telcos; whereby I can invoke the right to access all the data the telco holds of me, and I proceed to grant the data depository access to my data, automatically retrieved from my telco A. That way my data *anonymized or otherwise permitted* can be accessible from the depository and aggregated with other peoples' to develop services on top of the data layer by third parties such as startups, data mining & research services, and even telco B which competes as an underdog with telco A. The assumption would be that the user owns the data held by the platform/telco which has already got its head start with appropriating my data by collecting it in realtime. It would also be assumed that access to my data in the depository is only by licensed entities under stringent rules that respect my access permission settings. What could go wrong with such an approach to user data? What could go well? The Internet Universality Indicators framework consists of a set of 303 indicators including 109 core ones that aim to assess how well national stakeholders, including governments, companies and civil society perform in adhering to the ROAM principles of Rights, Openness, Accessibility and Multi-stakeholder participation, as well as a number of 79 cross-cutting indicators concerning gender equality, youth, ethical dimensions and sustainable development. Happy Furahiday Listers! *Inclusion *is about ensuring those with limited or no access to the Internet, such as the unserved and underserved communities, as well as those for which the internet is not accessible due to gender, disability, digital literacy, affordability, or for any other reason, are now included and have equal opportunity to be meaningfully connected to the internet. The inclusion track aims to engage the IG community on the issues, challenges, and solutions for the achievement of an *equitable and inclusive Internet.* I invite your thoughts on how this can be achieved. Us we ponder on the below questions: 1. What factors should be considered when seeking to understand and tackle affordability issues, and how might improvements be made? 2. What strategies could be developed to promote (better) Internet access for women and girls, older people, people living with disabilities, refugees and other disadvantaged groups? 3. Within the evolving Digital Economy, how can we get the most contribution from the different actors of the Internet ecosystem? 4. How do we best equip the workforce of the 21st century with the necessary skills to take advantage of the new employment opportunities that will result from digital transformation? 5. How do we manage the social inclusion within the community affected with technology, as the ICT could bring the change in their social relation? 6. How can we ensure availability of affordable and appropriate digital devices to enable people hop onto the digital bandwagon? 7. What measures can be put into place to ensure that digital literacy is included within the basic curriculum in order to create a digitally literate population? Good morning Listers, Thank you to all who contributed to yesterday’s topic. The thread is still open for those who may have further thoughts on data. Welcome to day 2 of our pre KIGF online discussions. Our topic today is on the environment which has been powerfully impacted by the internet and Information and communication technologies. They connect people, initiative and resources thus opening up avenues for collaboration. They also help monitor and track the environment facilitating understanding, prevention and more targeted interventions globally. This track aims to understand the interdependences between the use of Internet and digital technologies to preserve the environment, but also to threaten its sustainability. It will consider how the positive impacts of ICTs for climate action can be enhanced while minimizing any negative impact. Let's talk about climate change, ICTs impact on the environment, leveraging artificial intelligence and big data etc, as we ponder on the below questions: 1. How can existing and emerging digital technologies contribute to addressing climate change and how can they foster change in various sectors of the economy (manufacturing, trade, agrifood, etc.)? Dear Listers, I trust you are all having a great week. As you are aware this year Kenya’s 2020 IGF will be one of a kind as it will be our first ever virtual KIGF. It will be taking place on 29th October and as part of the build up to this major event, we shall be having moderated 3-day online discussions on this year’s KIGF theme. These discussions will allow us to not only learn some few things but also designed to allow us to dig deeper into a range of topics and ultimately apply those concepts on the Big Day! This year’s first sub theme is Data. The Data track will provide for discussions on the fundamental challenge of ensuring the benefits of the data revolution to contribute to inclusive economic development while protecting the rights of people. Under this topic there are also matters to do with digital identity, data and jurisdiction, data driven emerging technologies, data access, quality, innovation and competition. To this end, I invite your contributions to the following questions: 1. What are/should be the rights and responsibilities for individuals in determining the use of their personal data? How to ensure transparency and accountability in the gathering and handling of personal data? 2. Listers, The Kenya Internet Governance Forum (KIGF) is an annual meeting that brings together various stakeholder groups to dialogue on ICT and Internet Policy. The forum brings together stakeholders from government, private sector, technical community, academia and civil society to discuss ICT and Internet policy issues on an equal footing through an open and inclusive process. While the discussions give soft policy outcomes , the forum is a knowledge sharing platform that informs and inspires actors in the Public and Private Sectors. The national forum feeds into the regional and global fora through a chain of reporting and representation to the regional and global IGFs to ensure a bottom up Internet policy development process and a strong link between global internet policies and the national one. Kenya IGF 2020 will be virtual and will be held on 29th October 2020. The theme for Kenya IGF 2020 is “Internet for human resilience and solidarity.” The Subthemes will be : (1) Data; (2) Environment; (3) Inclusion; Kindly save the date. On behalf of the AFRALO Leadership (Myself, Aziz and Sarah), this quarter has been a source of hope that we will get through this global challenge stronger as the various countries and economies commenced relaxation of their lockdown protocols. AFRALO has continued her activities during this quarter and here are some of the current and ongoing activities of the RALO. In the Q2 update I indicated that we will develop implementation details of our FY21 Outreach and Engagement plan within and I am glad to inform you that the plan is now done and we have started implementation of some of its items. The 9 action points are hereby listed below: 1. Increase the number of AFRALO members who are deeply engaged in and At-Large activities including At-Large Advisory Committee (ALAC) and ICANN policy advice. 2. Encourage the greater participation of AFRALO members through in-reach activities. 3. Participate in remote based events (and physical when feasible) across Africa and especially in countries without ALSes to make adequate outreach to bring them into ICANN Arena: a) African Internet organizations and make them interested in joining AFRALO as ALSes; b) Non-affiliated African individuals and make them interested in becoming AFRALO Individual members. 4. Make presentations about topics under discussion in ICANN to highlight the AfriCANN community effective participation in policy discussions. 5. Exhibit ICANN structures information, activities and working methods. 6. Where feasible organize local events, in partnership with local ALSes, to promote universal acceptance, DNSSEC and cybersecurity skills and enhance AFRALO members’ engagement in their respective countries. 7. Continue to identify universities and academic institutions, organize discussions with students and teachers about Internet Governance and build young people’s interest in joining ICANN. 8. Identify AFRALO role model leaders who will coach new members towards ICANN leadership positions. 9. Share AFRALO ATLAS III Ambassadors’ best practices. As usual we will hold a Joint AFRALO-AfrICANN meeting, and discussion on the topic will be circled around Universal Acceptance. The session will also provide us the opportunity to hear from our GSE team, ALAC leadership, ICANN’s President and CEO and ICANN Board members from Africa. Let me use this opportunity to recognise our outgoing and incoming leaders: Tijani BEN JEMAA has been one of the fathers of AFRALO, contributing many years of selfless service to AFRALO development and the entire ICANN community, Tijani’s term on ALAC will end at ICANN69. I would like to thank Tijani for his enormous contribution to AFRALO, At-Large and ICANN as a whole, while I trust that he will remain close to the community. In moving forward, the ALAC advises the ICANN Board to: (1) Swiftly implement ATRT3 recommendation to evolve both specific and organizational reviews as per Section 8 of the final report; (2) Fully endorse the recommendation to enhance current methods of Prioritization and Rationalization of Activities, Policies, and Recommendations (as per Section 10 of the report); (3) Share the ATRT3 Review Team’s approach to the review process and methodology behind it, aiming to ensure that all elements contributing to achieving strategic objectives and their subcomponents are Specific, Measurable, Achievable, Relevant and Time-based (SMART) and that all reporting on these refers to well specified metrics, to be reviewed on a regular or timely basis (as per Section 9 of the report). ALAC Statement on the EPDP (July 2020) <http://r20.rs6.net/tn.jsp?f=001Faw_vcm0ofHSyD2JN0GAJcitYu2eXBevQouJUwz7fYl9…> A vast amount of work has been done, but the ALAC believes that if and when the SSAD is deployed, the probability of its meeting the goals needed by the communities whose efforts we support will be low. Therefore, in order for the ALAC to support the EPDP Final Report, the ALAC noted the following GNSO Council outcomes would be required: 1. GNSO Council would agree that any Evolution Standing Committee recommendation on additional SSAD decision use-cases (that are in full accordance with the EPDP Policy Recommendation 9.3) will be treated as Implementation and not require further policy deliberations. 2. Legal vs Natural, Accuracy, WHOIS Accuracy Reporting System and Anonymized contact email will be fully addressed with full participation in all aspects of discussions by the ICANN Advisory Committees that wish to participate. If these issues are deemed to be policy, they must be addressed by a group empowered to make policy recommendations, led by a qualified, non-conflicted chair. The GAC, ALAC and SSAC must be involved in setting the mandate or charter of such groups. The target for completion of all work should be no later than April 2021. 3. The GNSO Council would agree that ratifying the Evolution Standing Committee recommendations will only require a GNSO Majority as currently called for in the GNSO Policy Manual. 4. The GNSO Council would acknowledge that deliberations during implementation setting of prices for the SSAD must involve the future potential users of the SSAD and not only look at cost recovery but the actual ability and willingness of SSAD users to pay the prices being set. LACRALO Statement on the Regional Strategic Plan FY2021-2025 <http://r20.rs6.net/tn.jsp?f=001Faw_vcm0ofHSyD2JN0GAJcitYu2eXBevQouJUwz7fYl9…> The LACRALO statement was in response to the ICANN Latin America and Caribbean (LAC) Regional Strategic Plan for FY2021-2025. As all LACRALO countries fall under the LAC Regional Plan, a diverse drafting team from the region provided feedback on strategy topics such as security, ICANN governance, unique identifiers system, geopolitics, and financials. Note: Ratified by the LACRALO Leadership Team and the ALAC. ccNSO PDP3: Initial Proposals for the ccTLD Retirement Process: Initial Proposals for the ccTLD Retirement Process <http://r20.rs6.net/tn.jsp?f=001Faw_vcm0ofHSyD2JN0GAJcitYu2eXBevQouJUwz7fYl9…> As a whole, the ALAC supports the ccNSO PDP3. From an end user perspective, the ALAC suggested two points to be considered: 1) As a user of the Internet, the removal of a TLD will mean less likelihood for confusion as usually a ccTLD would be removed to make way for a new one. This enhances Trust in the domain name identifiers; 2) As a domain name registrant, the retirement of the ccTLD could pose a problem when correspondents are accustomed to use the "old" address using the obsolete ccTLD. Some companies have built a brand around the "old" ccTLD. Listers, worth attending.. ===COVID19 pandemic has accelerated technological adoption and fundamentally transformed how we live, learn and work. These rapid changes have largely been catalyzed by the prowess of innovative young people in the continent, leveraging on their unique talents towards address the direct and indirect challenges proffered by COVID19. The Government of Kenya, in recognition of this potential, gazetted an ICT Committee on COVID19, that has in the last several months, received presentations on technologies, their potential use, challenges in their adoption and what are the potential enablers for their scale-up. One key characteristic of successful technological adoption in this period of rapid change can be attributed to multi-stakeholder collaboration and co-creation. While response to COVID19 was primarly a Government prerogative, innovators, especially within ICT, creating unique collaborations with Ministries, Departments and Agencies across the Continent to deliver digital public goods. These collaborations have re-emphasized the importance of the African Technology Ecosystem and its ability to respond to crisis. It has also affirmed the importance of building resilient technology based SMEs: through policy and regulatory enablers, capacity and finance. Hi Listers, October being cyber security awareness month my friend I co-wrote an article that was published in the October issue of The Platform Magazine page 67 on the loopholes in investigating and adjudicating cybercrimes in Kenya. https://theplatform.co.ke/issue-58-october-2020/ The article explores some of the challenges that hinder successful prosecution of cyber crimes in Kenya and gives recommendations. Some of the recommendations we gave include developing public private partnerships, training of legal enforcement personnel, enhanced international cooperation and increasing awareness among the public. Safaricom repossessing numbers (What the heck!)

Hi folk, It's been a long time. I hope you are all well? So - mimi niko na issue. My Safaricom number 0715964281 has apparently been repossessed and sold to someone else. The other day I opened up my Safaricom app to send some m-pesa to my daughter as she transits through Nairobi from Malaysia and shock on me! It displayed the name as "Beatrice Chelangat" As many of you know - I have been "diaspora" for a good number of years (close to 9) and am currently based in Malawi. I went to the Kenyans in Malawi Whatsapp group and mentioned the issue and was told that my line is gone because I failed to top up in over 6 months. (This is very true, I think the last time I used the line was more than 8 months ago). What I find surprising is that this has never been a problem in the preceding 9+ years that I have been diaspora. My line has many times gone more than 6,7,8 months without a topup - but always "wakes up" when I load airtime. And m-pesa has always worked. What gives? I am distressed because my m-pesa, my e-Citizen, NTSA, bank accounts and many other digital assets / identity related items are linked to this number which I have had for the past 15+ years. My digital identity (and that of many others in similar predicament) is at risk. How did CA allow this kind of reappropriation to happen without an extensive process? I would expect that at a minimum - after the expiry of a period of non-use, and several alerts sent to the number Safaricom (or any other mobile operator) should publish a gazette notice listing numbers (and associated registered persons) they want to deactivate/repossess and allow a period (3 months?) for the owners to claim their number. At the end of this period then admittedly no one should complain. Otherwise as far as I am concerned I have just been the victim of a sim-cloning scam perpetrated by the same company that provides me with the telecoms service! I would like to hear what the thoughts of the many much brighter people than me on this group are.... Best regards, Mblayo

Is Zero-rating broken?

Hi All, I recently just wrote about President Ramaphosa’s announcement that South Africa’s new COVID Alert contact tracing app (https://researchictafrica.net/2020/09/25/has-south-africas-covid-alert-app-… <https://researchictafrica.net/2020/09/25/has-south-africas-covid-alert-app-…>). The app is great and I gave the thumbs up in the RIA podcast on https://researchictafrica.net/2020/05/28/covid-19-contact-tracing/ <https://researchictafrica.net/2020/05/28/covid-19-contact-tracing/> Our President however said that the app had been zero-rated for download. This is as the blog post tries to prove, inaccurate and to a certain extent impossible. This is as we have encrypted connections to the Google Play and Apple Stores, operators can see we are connected to the stores, but not what apps we are downloading, so how can it be zero-rated for downloads on these stores? I am not arguing that we should somehow break encryption for zero-rating, I am rather arguing that zero-rating is an impractical system for reducing digital inequality in access to information and the use of the modern internet and apps. I would be interested to know your thoughts on the matter, and your reflections on the opportunities and challenges of zero rating in general. Take care, Alex

Hi Teacher Karis, There was this issue raised by @Brian Longwe <blongwe(a)gmail.com> about his Safaricom line getting a new owner and the person attempting to change his FaceBook password using the same. I wonder whether Facebook might take some action in light of this development to protect user data in cases where they lose the lines they used to open the account. We will then discuss both the technological limits of, and access barriers to contact tracing. We will also discuss South Africa’s previous mobile-location based contact tracing approach, and the WhatsApp and USSD based COVID information app. Finally we discuss the Google Apple Exposure Notification (GAEN) protocol, as well as the new GAEN-based South African App, COVID Alert. David is a telecommunication consultant and adjunct senior lecturer in the Computer Science Department at the University of Cape Town specialising in community network access models and RIA Senior Associate. He received his PhD in Computer Science at the University of California, Santa Barbara in 2013 and was recently a visiting IT policy fellow at the Centre for Information and Technology Policy at Princeton. County ICT Survey 2019-2020 Assessment Report

Listers, How is your county fairing when it comes to adopting and using ICT? KICTANet collaborated with the ICT Authority to institute and carry out an annual ICT survey to monitor and encourage faster adoption and maturity of ICTs within Counties as envisioned in the ICT Roadmaps. KICTANet and ICT Authority believes that the successful implementation of ICTs in county governments continue to face many challenges and requires legislative, budgetary, technical as well as political support. The report consolidates the findings for the three selected Counties of Uasin Gishu, Kajiado, and Taita-Taveta. Assessment is based on the ICT Governance & ManagementFramework which was adapted from the ISACA, COBIT2 Framework. [image: image.png] In our findings, Uasin Gishu County is doing relatively well in the following three categories, ICT Strategy, ICT Financial & Procurement Management as well as ICT System Acquisition and Deployment. Kajiado County was performing relatively well in ICT Policy & Strategy as well as the Infrastructure and Support Categories. Also, the Digital Learning Program (DLP) had been implemented at close to 80% of the schools. In Taita Taveta, the County is doing relatively well in ICT Financial & Procurement Management, ICT Infrastructure Operations & User Support, and ICT System Acquisition & Deployment. Most Counties were doing relatively well in the following three categories, ICT Strategy & ICT Financial & Procurement Management with an average score of 1.7 and 1.8 were recorded respectively. However, the rest of the ICT categories were recording average scores below 1.5 implying that they are either incomplete or being performed in an ad-hoc manner. [https://blog.huawei.com/wp-content/uploads/2020/08/Screenshot-1.jpg] Now five years on, it is time to update this report with specific ideas that reflect today. Here I want to look at the pressing need to connect schools and clinics to the Internet and the new business models that can help do this. It's Not Just About Coverage Before we look at the business models for connectivity itself, we need to acknowledge that just as the majority of the world's population is covered by a broadband network, the majority of the world's schools and clinics are covered too - both tend to be in population centers. The issue is not just one of connectivity infrastructure. Where infrastructure is needed, Huawei has a variety of low-cost base stations that can help. For everywhere else with a broadband network, though, schools and clinics are not connected for similar reasons that affect much of the world's population. These include a lack of devices (and power), suitable local content, and digital skills. One Size Doesn't Fit All There are three major differences between schools and clinics that we should clarify: * Schools often need a lot more devices and power than clinics, with a typical school needing at least one IT lab of 30 devices (usually one device per two students in a class of 60). In contrast, a clinic, depending on its size, could get by with just a few devices at crucial points of care for registering patients, consulting patients, and managing medicines. * Educational content for schools may be quite complex with content required for multiple school years and multiple subjects, and in interactive formats for meeting local curricula. Health content is usually easier to develop through health information management systems supplemented by live consultations and training by video. * Digital skills in schools need to start with teachers and enable them to teach digital skills to students, much like the approach that Huawei's TECH4ALL DigiTruck program is taking in Kenya<https://blog.huawei.com/2020/04/30/computer-for-schools-kenya-leaving-no-on…>, which has so far taught digital skills to 1,145 students and 100 teachers. In clinics, it is only necessary to teach health staff, and they only need to learn to input and use health data and simple IT systems. One of the challenges in education is integrating digital skills into the educational teaching environment, which comes with additional cultural and teaching challenges. Innovative business models can address these issues. For example, some companies subsidise devices through advertising (or e-commerce revenue obtained from consumers using those devices), while pay-as-you-go phone options sold together with solar panels (which care remotely locked if payment is not made) is now primed to take off for consumer purchases thanks to new solutions to lock smartphones and new partnerships with banks, operators, and device manufacturers. Digital Skills Boost ROI This year, all sorts of educational content has been rapidly created and made available either for free or affordably, with many private companies collaborating with curriculum regulators and developing different business models for governments, schools, or consumers. GSMA reports that there is now strong evidence of ROI for operators to invest in training citizens in digital skills<https://www.gsma.com/mobilefordevelopment/connected-society/mistt/>, since those consumers will increase their online usage and many governments have now begun increasing their investments, such as by rapidly training health staff in digital skills to collect COVID-19 related data. Now back to connectivity, and more importantly, the affordability of connectivity. This is a critical issue, much more so than the actual connectivity infrastructure, though we can discuss that too. The challenge, as with individuals, is that business models for connectivity are usually based on recurring expenses. Connectivity can generally be provided over either fibre networks, microwave, or mobile networks. Telecommunications companies cover the up-front costs of a mobile tower, microwave tower, or fibre Internet and then recoup those costs, along with operating costs, from customers over time. In the case of a fibre connection, the up-front costs are very high, but the operating costs are very low. However, for a mobile or microwave tower, the up-front costs are less, especially on a per user basis, but the operating costs are higher, particularly power costs. Solving the Connectivity Problem Implementing connectivity requires either a long-term commitment to funding from schools/clinics, so that the operator makes the up-front investment, or a large up-front investment from the schools/clinics themselves, so that the operating costs are low. A key factor in deciding which option to take would be the availability of existing infrastructure. If an operator already has infrastructure (mobile, microwave, or fibre) nearby, then using that could be most cost effective, as they've already made much of the up-front cost and may only need minimal additional infrastructure along with the operating costs. If there is little existing infrastructure and thus a large up-front cost is necessary, usually in fibre or microwave, the public sector could decide to make this investment itself, if there is a large amount of funding available, or a loan can be taken out and repaid over time. If the costs of that loan repayment are less than the alternative of an equivalent contract with the private sector, it could make sense. In many developing countries that lack existing infrastructure, this option is selected with the intention of renting out that infrastructure to the private sector to connect other customers nearby, and then using that revenue to recoup any loan costs. Variations on these business models are very interesting, and it can lead to interesting collaborations between the private and public sectors. Collaboration for Connectivity One such collaboration is with power companies. Since civil works account for a large part of fibre costs, many fibre companies co-locate their fibre on electricity poles. As schools and clinics all need electricity, one option is to connect them to fibre at the same time as connecting them to electricity grids (though some remote areas may not get connected to the grid and could use off-grid solar instead). This can reduce costs significantly. As with electricity, once it connects a school or clinic and can easily be extended to other paying customers nearby, the same can be done with broadband, and thus generate revenue. In fact, as the last mile of broadband could still be delivered wirelessly, there may be minimal costs beyond just putting Wi-Fi routers on school or clinic rooftops! There are also innovative business models available using wireless or mobile networks. Three in particular are worth exploring: 1. When operators are given mobile licenses, they are often accompanied by various obligations for coverage (e.g. percent of population or number of base stations). But, they can also be given obligations for providing Internet to schools or clinics. Earlier this year, South Africa made additional spectrum available to operators to cope with demand during COVID-19, with one requirement being to make connectivity available to 104 district virtual classroom platforms with minimum speeds of 10 Mbps. They also mandated zero-rating (i.e. free access for mobile subscribers) to local education websites. 2. Many governments around the world have Universal Service Funds (USF) to support building base stations in rural areas. In Kenya, the current USF is requiring operators that build those base stations to connect at least one primary or secondary school in the site vicinity with a minimum speed of 10 Mbps through 1 (or more) CPEs - a CPE is a mobile router with a sim card inside that provides a Wi-Fi hotspot. 3. When operators build a base station they need land and power, among other things. Schools often have a lot of land and are secure. Many are also connected to the grid or have solar power. Kenya, for example, aims to connect all schools to power. Around the world there are mobile operators who will pay rent to a school to use their site, so it is possible for agreements to be reached whereby the operators could instead provide internet to the school in lieu of payment, as well as sharing costs on power (or even paying the school for power). These three business models are interesting for mobile operators for two reasons: * Operators want to increase demand for Internet usage, especially in areas where demand may be low, bringing Internet connectivity for the first time. Providing free Internet at a school will help increase demand, and those using it at school will also increase their digital skills. Students and teachers will get used to the Internet and be keen to use it more outside of school. * Operators have a fixed capacity at a mobile site based on the equipment they are using, and much of the time this capacity is not being used. There is little marginal cost for a base station at full capacity or half capacity, other than some extra power or extra international bandwidth fees. This is one reason why many operators offer very cheap Internet packages at certain times, like night owl packages to be used (for downloading) between midnight and 5 am. Therefore, operators do not incur particularly high costs when providing schools or clinics with unused capacity. As teachers and students become more used to online learning during COVID-19, they are not only acquiring the digital skills they need, they are also experiencing how useful online learning can be. This changes both what is possible and students' expectations once they return to school. The same is true in the health space. With health workers becoming accustomed to collecting health data and receiving training on COVID-19 and other diseases online, and with patients around the world becoming used to speaking to a doctor online, both health workers and patients have gained digital skills and the expectation of more online health interactions. This is a wonderful opportunity for speeding up school and clinic connectivity efforts. And though the benefits are now clearer than ever, we know there is less money than ever, especially in developing countries. So, let's work together to further explore how innovative business models can help get those schools and clinics online as fast as we can.

We wish to thank you for the feedback received on the subject matter. We have taken on board your views and proposals, and carefully considered your concerns. On 23 July 2020, a summary of the feedback was made available to the AFRINIC Community with the following conclusions: a) Extend the tenure of the co-chair and to hold the PDP co-chair election at the next face-to-face Public Policy Meeting; b) Extend the tenure of the co-chair and to hold an online PDP co-chair election within the next 12 months; c) Hold the PDP co-chair election during the Public Policy Meeting in September 2020. Extension of the tenure of the PDP co-chair An extension of the terms of the Co-Chair, will result in having the 2 Co-Chairs' terms to expire at the same time during the next face to face Public Policy Meeting in 2021, if any. Such a situation while actionable is not recommended for continuity purposes and the policy process. It is good practice to have always one experienced Co-Chair in office at any one time. Holding of an online non-members election (PDP and NRO ASO AC Representative) We should also note that AFRINIC is and should be at the forefront of the use of the technology in the execution of various decisions. Besides, various organisations, including the other Regional Internet Registries (RIRs), have successfully set up and run online meetings and elections. We believe that we also have the resources, capacity and resolve to host a successful online AIS'20 meeting and run the elections. We have in the past weeks been conducting technical analyses of tools and trials as we prepare to hold the meeting and elections. Prorrogação do mandato da co-presidência do PDP Uma extensão dos termos da Co-Presidência, resultará em ter os 2 termos dos Co-Presidentes a expirar ao mesmo tempo durante a próxima Reunião de Políticas Públicas face a face em 2021, se houver. Tal situação, embora não seja recomendável para efeitos de continuidade e do processo político, não é passível de acção. É uma boa prática ter sempre um co-presidente experiente no cargo em qualquer altura. Realização de uma eleição online de não-membros (PDP e Representante NRO ASO AC) Devemos também notar que a AFRINIC está e deve estar na vanguarda da utilização da tecnologia na execução de várias decisões. Além disso, várias organizações, incluindo os outros Registos Regionais da Internet (RIR), criaram e realizam com sucesso reuniões e eleições em linha. Acreditamos que também temos os recursos, a capacidade e a determinação para acolher uma reunião AIS'20 em linha bem sucedida e realizar as eleições.
