Dear Listers KICTANet in partnership with Facebook is pleased to announce an open call for participants interested in taking part in the third edition of Kenya School of Internet Governance (KeSIG), scheduled to happen from 16th-18th July, 2018. Those who will be selected will also be invited to participate in the Kenya IGF scheduled for Thursday, July 19, 2018. This is a three day face to face introductory training whose aim is to: * Get participants to understand internet governance, and * To equip participants with skills to effectively participate in internet governance discussions and forums. We are interested in getting participants from all ICT related sectors: government, academia, tech community, civil society, bloggers and journalists who are new to Internet Governance issues. Areas to be covered in the training include: * Introduction to internet governance, * Main issues in internet governance, * Internet Governance processes and how to be involved, * Kenya’s internet Governance policy /legal framework(s), internet Governance Issues in Kenya etc. The faculty is sourced from government institutions, private sector, civil society, academia and users to expose participants to different points of view as well as give them an opportunity to challenge stakeholder positions. Greetings colleagues I’m writing to let you know about the Open Data Charter <http://www.opendatacharter.org>’s current review of their six Principles and to invite you to take part in an online survey. The Open Data Charter is a collaboration between governments and experts working to open up data. It was founded in 2015 around six principles for how governments should be publishing information. The aspiration was that data should be open by default, timely and interoperable. It’s been three years since the Charter’s Principles were launched and to ensure that they continue to reflect the highest standards in open data, the Charter is currently running a survey (open until 10 June 2018) to get your feedback on how well the current Principles have worked and your views on the future of the open data field. Access Gaps: What would it take? A proposal

Hi all, I have a rather interesting suggestion to the powers, power brokers and brokers that be. This is with regard to flattening the access environment countrywide. If you are at CA: Indulge me for a moment. 1) KIXP has proven over time that it is possible, from a technical standpoint to significantly drive traffic locally and in an organized manner. This works well where there is an XP, in the current scheme of things: Nairobi, and if TKL doesnt pull the plug, Msa. 2) If KIXP were operated like a distributed network, with switches in Kilifi, Mombasa, Garsen, Garissa, Thika, and all major towns in the country, so that providers would visit the nearest exchange point and get a port, loop charges would all but disappear. 3) All thats needed is for GOK to give KIXP a dark fiber pair into all major towns, and in exchange, for KIXP to offer 1G, 10G, 100G, etc at subsidized rates in any of these towns, and for NOFBI hosts to be “strongly asked” not to strong arm entrants by levying crazy cross connect or other barriers to entry. "We are filing an action in Germany to protect the collection of WHOIS data and to seek further clarification that ICANN may continue to require its collection. It is ICANN's public interest role to coordinate a decentralized global WHOIS for the generic top-level domain system. ICANN contractually requires the collection of data by over 2,500 registrars and registries who help ICANN maintain that global information resource," said John Jeffrey, ICANN's General Counsel and Secretary. "We appreciate that EPAG shared their plans with us when they did, so that we could move quickly to ask the German court for clarity on this important issue. We also appreciate that EPAG has agreed that it will not permanently delete WHOIS data collected, except as consistent with ICANN policy." If EPAG's actions stand, those with legitimate purposes, including security-related purposes, law enforcement, intellectual property rights holders, and other legitimate users of that information may no longer be able to access full WHOIS records. ICANN does not seek to require its contracted parties to violate the law. EPAG's position has identified a disagreement with ICANN and others as to how the GDPR should be interpreted. This lawsuit seeks to clarify that difference in interpretation. The Temporary Specification [icann.org] <https://urldefense.proofpoint.com/v2/url?u=https-3A__www.icann.org_resource…>, effective today, still requires gTLD registry operators and registrars to collect all registration data. If you submit a WHOIS query for a registration subject to the GDPR, you will only receive "thin" data in return, which includes technical data sufficient to identify the sponsoring registrar, status of the registration, and creation and expiration dates for each registration, but not personal data. Additionally, you will have access to an anonymized email address or a web form to facilitate email communication with the relevant contact for that registration. If you are a third party with legitimate interests in gaining access to the non-public data held by the gTLD registry operator or registrar, there are still ways for you to access that data. You can look up the sponsoring registrar and contact them, and they are obligated to respond to you in a reasonable time. Why are we as a country investing millions of dollars in ICT Platforms to help in G2C interaction and then ask us to go back to the Nyayo House era of lining up for driving licenses? What am I missing here?
