These claims of unethical and unfair employment practices at the UN office in Nairobi have been around for a very long time. When I was at The Standard three years ago, we actually undertook an investigation of the allegations of rampant sex-for-employment and nepotism. Cant remember now if we published that story, but a few people seemed quite culpable. It appears there is something not quite right with the prestigious institution, and the top dogs there are well advised to approach this matter judiciously. Damaris, I don't support poor pay. But neither do I support loss making enterprise. That's not business. There has to be a correlation between revenue, operating costs, and the investor's return on investment. That's what the guy outluubbed and I supported. We shall showcase business implementations of Free and Open Source Software (or FOSS) and provide a discussion platform on issues regarding migration to the platform. We shall have local speakers discuss not only their cost-savings but additional benefits realised from strategic decisions to adopt Open solutions in their organisations operations. There shall be free operating system software given out in addition to selected applications software for cross section of sectors' needs (for example free corporate ERPs, Content Management Systems (CMS), e-learning, and graphics design software to name but just a few) Although primarily targeting the Private Sector, SME and Civil Society Organizations, Public Sector is welcome considering that cost-saving fits their public service agenda as set out in the National ICT Policy. We are aware that whereas Free and Open Source Software (or FOSS) has enabled many organizations, corporates, small business, and individuals save tens of millions of shillings, newcomers to the platform are spoilt for choice over which of the hundreds of thousands of free applications to install; overwhelmed by the abundance and variety of software courtesy of the free software community of developers. Kenya has skunkworks - a technical community network comprising over 500 highly skilled professionals, a growing consumers network approaching 300 members and a business heavy (but inclusive) kictanet communities. Each has much to benefit from participating at this unique workshop and we welcome other interested communities to also join in. We look forward to speakers abstracts on the subject of successful use FOSS for business. SAT3 to get a competitor – Infinity set to finalise $865 million financing In the coming week the Infinity Worldwide Telecom Group of Companies (IWTGC) looks set to finalise the funding of its first phase build for its international fibre route from Portugal to South Africa along the west coast of the continent. Once built, it will be the first independently operated competitor for the incumbent monopoly- controlled SAT3 cable. Russell Southwood looks at what’s involved. A West African bank, a leading institutional investment advisor and European institutional investment advisors are all in the final stages of agreeing an investment package that will come up with the funding for the first stage of the Infinity project. Once agreed, work will start 45-60 days after funding package has been inked. Phase one of the project is estimated to cost US $865 million, of which US$750 million is earmarked for capital Expenditure and the remainder for working capital. This includes funding for sub-sea cable; marine; wet and dry plant; cable stations; licenses; backhaul; and central city PoPs. Tyco International has been chosen as the System Supplier and Infinity and Tyco are ready to execute an ITP that will commit to the marine survey, manufacturing slot, and overall system schedule. Desk Top and Marine Surveys are set to commence in Q2 2008 and the RFS date (commercial operation) for Phase one is planned for Q4 2010. In phase one of the project Infinity will construct a 14,000 kilometre international fiber route along the western coast of continent with direct links into Southern Europe and South Africa. The network will run from Lisbon, Portugal to Cape Town, South Africa with branching units to land in the Sub Saharan coastal countries of Senegal, Ghana, Nigeria, Cameroon and Angola. Phase 2 will see Infinity land the cable in additional planned countries in the region including: Canary Islands, Mauritania, Gambia, Guinea-Bissau, Guinea, Sierra Leone, Liberia, Côte d'Ivoire, Togo, Benin, Equatorial Guinea, Sao Tome, Gabon, Congo, DRC, and Namibia. Inland routes will also be explored to link in Niger, Mali, and Burkina Faso. Significantly Infinity already has an MOU with VSNL (owners of Neotel) for engineering and design support; use of its global infrastructure; network services; and operational support. VSNL’s International Global Network spans across 4 continents and comprises major ownership of 206,356km of terrestrial network fibre and sub-sea cable. Infinity has three other projects racing it to completion (in likely order of arrival): Globacom’s Glo cable which has already reached Dakar, the Infraco/NEPAD Uhurunet project and Mainstreet Technologies’ One project. All cover broadly similar ground. South Africa’s National Treasury declined funding for Infraco’s west coast fibre project (variously described as landing in Fortaleza and Portugal) on concerns about the lack of private sector involvement and as a result, it is in the process of combining forces with NEPAD’s Uhurunet project which will be partly financed by India’s Bharti. Infraco will hold a stakeholders’ meeting on 15 April. Globacom has been extremely secretive about what it is planning to do with its cable and despite having announced that it will land in a long list of West African countries, there is little sign on the ground in several of these countries that licence applications have been made. What to chose? what to leave? etc. I wouldnt say one is better than the other, because they all have their unique objectives that they try to address in the ICT security market. Its like asking whether a heart surgeon is preferred to a Brain surgeon or to a Physiotherapist or to an Optician. They are all medical practitioners with unique skills that presumes a common undertanding of medicine. So it is with all these Security Certifications, they all offer a common security foundation but with various tangents depending on whether you want to drill down to the 'hands-on' or keep an overall birds-eye view of the IS security status of an organisation. I cannot speak for the other Certifications but for CISA/SM track of certification, they focus on the overall security view of the organisation, sort of the architectural blue-print view of the security status. From this perspective, the CISM/SA holder will actually see the need to hire the hands-on or drill-down hacker-type of techie to seal any technology specific security issues (e.g what a Cisco Certified Security Professionals, CCSP would do)... This is not to imply that CCSP is therefore weaker or cheaper than CISM/SA since the CCSP will have the perrogative to charge an arm and a leg for her skills when called upon by the CISM/SA to provide her services.... Bottom line of the real value of the certification will eventually be dictated by the domestic market conditions i.e. what are the appropriate number of CISMs, CISAs, CCSPs etc that can be absorbed by the Kenyan ICT Security market annually?
