Failed States Index 2012 - Kenya #16, Somalia #1, Libya #50 (???),

Apologies this is not mainstream ICT but at the periphery some ICT aspects need to be considered as well...(open access to information, ICT enabling democracy/choice/transparency, ICT in corruption, etc) . This index is by the US group Fund for Peace. I wonder what metrics they are using or how they are weighting the values of the 13 indices they use. Kenya is ranked 16th...that's just 15 steps away from Somalia (???), 14 from DRC and shares the "teens" positions with Pakistan, Nigeria, Niger among others. The lower the score, the more "failed" a state is. Anyway....the links: 1 - http://en.wikipedia.org/wiki/List_of_countries_by_Failed_States_Index (updated with 2012 Index) 2 - http://www.foreignpolicy.com/failed_states_index_2012_interactive Personally I don't think Kenya should rate that poorly out of a 177 or so countries...I suspect some of the 13 indices are weighted more heavy than others (corruption, criminality, political situation etc) - and if such were removed from the index, just for the sake of seeing how it shifts the rankings, I'd like to think some EU countries would be in the top 50 at least....social unrest, steep economic decline, slum creation (US - housing/mortgage crisis has seen more people living in the streets in the last couple of years than in the last half a century), Wall Street demos, etc, ...."Suspension or arbitrary application of law" (Guantano Bay still open for business, The Patriots Act). And "Intervention of external political agents" - I think in Africa's case these "political agents" are usually from (or supported/fronted) by some developing countries that would want to nurture certain regimes in order to reap some economic gain...but that's an argument for another day. I'm also surprised the use of the adjective "primitive" by Korean Airlines, to describe Kenyans, elicited more reactions than this lowly ranking...should we get all hot and bothered about what is likely an issue of translation or summon our national pride and repudiate this "failed" states index? Listers, Paul Kukubo posted this a couple of weeks ago on the list "AS I write this I am sitting in a forum organized by the ISACA Kenya Chapter to discuss these two draft bills. At this meeting we have a representative from CIC. The draft bills are on the CIC website. Lister's should be made aware of this process which is important as part ofthe constitutional implementation. When the act is passed it will improve our profile as a destination for data processing. As we speak there is a proposal in the EU law that would make it illegal for data to flow to countries that don't have data protection in place. *This has several implications.* Also, in a networked world, analysst indicate that the end game will be that there will be global centers of excellence in data processing. Indeed multinationals are consolidating data centres globally. Submissions have been made by national council for law reporting, CIC, Kenya bankers association. Regards Paul Kukubo" Questions 1. Dear all, See below updated information on the open data camp. celebrating one year of our Open Data initiative. Happy birthday! Open Data organises Strathmore Camp and turns one year The Open Data Development Camp 2012 will be held on 27th and 28th June at Strathmore University. The two day camp is part of The Kenya Open Data Pre-Incubator Program and aims at attracting more than 200 participants in the field. At the same event, a cocktail has been organized to mark the launch of the Kenya Open Data Initiative Portal which turns one year. On July 8 2011, President Mwai Kibaki launched the Kenya Open Data Initiative, making key government data freely available to the public through a single online portal. Registration for the camp has been ongoing and the event is expected to attract a diverse group of policy-makers, academia, and development aid workers, researchers, journalists, ICT-staff and software developers. The aim is to share experiences and networks, build tools, and show the power of Open Data. Going by the tagline, “We are open for change – are you?, the event will be seeking to shed more light on open data in stimulating the country growth. This is a six-month experiment to help accelerate and make sense of data and to galvanize engagement around critical public issues. Hi, Well this is never surprising , Kenya for one is always ranked extremely well in others and worst in others quite paradoxical, particularly this case of failed states, i agree with one of the listers who said that perhaps some issues are weighed heavier than others, but at any rate i believe that Kenya ranks highly in most issues, except may be for embarrassing occasions when our MP's turn things out to suit their most immediate needs. Dr. Nyanchama, you have the power. Ali Hussein has been talking about "soft power" for a while now. And that is what every citizen has. Under Thabo Mbeki, the government put in a requirement that an NGO had to demonstrate how its work complemented the government's development goals/objectives/plans, including priorities. NGOs couldn't just walk in and do what they want in the name of development, obscuring development priorities and doing band aid stuff that only perpetuated dependency.
