The Chinese are not saints when it comes to civil rights. It's even noted in the linked article. 'But China's long history of censoring the internet, placing the entire country behind a firewall, placing restrictions on foreign companies, and undertaking widespread surveillance of internet communication – as well as the intimidation and prosecution of anyone who is deemed to be a threat to the state – means that the measures are ominous rather than purely protective.' Interesting Internet Anti-shutdown policy draft floated at AFRINIC PDWG

An interesting policy on anti-Internet shutdown which the authors think is "Draconian" in nature has been floated at the AFRINIC Policy Development Working Group. The draft policy says 13.0 Internet shutdown order by governments An internet shutdown is deemed to have occurred when it can be proved that there was an attempt, failed or successful, to restrict access to the internet to a segment of the population irrespective of the provider or access medium that they utilize. 13.1 In the event of an internet shutdown performed at the order of a government that is either total or partial: a) For a period of 12 months following the end of the shutdown – AFRINIC will allocate no resources to the government of the countryThis also applies to all government owned entities and entities that have direct provable relationships with said government. b) In the event of a transfer policy existing, AFRINIC shall not assist or participate in any transfers to any of the entities above. c) All sub-allocations of space within said country involving the referred to entities shall equally cease for a period of 12 months. Second Summit on Community Networks in Africa to be held in Nairobi

https://www.internetsociety.org/events/summit-community-networks-africa/2017 The 2nd Summit on Community Networks will be held on 25 – 26 May in Nairobi, Kenya and aims to build on the successful discussions that took place at the inaugural summit, held in November 2016. The 2nd summit will be preceded by a 3-day technical workshop on wireless networking technologies from 22 - 24 May 2017. Community established networks also referred to as “Community Networks” (CN) have existed for many years and, provide a sustainable solution to address the connectivity gaps that exist in urban, remote, and rural areas around the world. In Africa, where these gaps are more evident, a recent survey was able to identify 37 community networks initiatives in 12 African countries, of which 25 are considered active. The objective of the summit is to promote the creation and growth of Community Networks, increase collaboration between community network operators in the region and to provide an opportunity for them to engage with other stakeholders. It is for this reason that the 2nd Summit will be held alongside the Africa Internet Summit (AIS) event in Nairobi, Kenya. The synergies that exist between these communities can only lead to more innovation and collaboration! How Affordable is the Internet across Africa?

Some highlights: Only 5 out of 27 African countries surveyed have “affordable” internet (defined as 1GB of mobile prepaid data for 2% or less of average monthly income). Kenya is NOT among the top 5; Ghana, Nigeria and ECOWAS have endorsed this redefined Internet Affordability target (expected to incorporate in their policies). The 5 countries are Mauritius, Morocco, Tunisia, Egypt and Sudan. The gender gap in Internet use is real.
