The CPRsouth Young Scholar Academy introduces young researchers in the
global south to communication policy and the research to policy process.
The program includes participation in 2.5 days of tutorials and the 2.5
days of the Communication Policy Research south (CPRsouth) conference that
follows. This is the 15^th iteration of a program that began in 2007.
If you are selected to participate AND you are a citizen/permanent resident
of a low- or middle-income country in Africa or Asia (

Send us your completed application by: Tuesday, 15 May 2018
The objective of the program is to prepare Asia-Pacific or Africa based
experts capable of contributing to ICT related policy and regulatory reform
in the region. The tutorials will cover the topics of communication policy
research, research to policy process, and policy research methods with the
participants applying the concepts to their own research proposals
throughout. A fully developed research proposal is expected from each
participant at the end of the program. Participation in the conference
which follows is compulsory since it will expose young scholars to a range
of topics in communication policy.
Those who have attended CPRsouth young scholar programs in the past or
presented at the conference are not eligible. Preference will be given to
those under the age of 35. Selection will take into account gender and
geographical representation.
Who should apply:
* Masters/Ph.D. students in ICT, Engineering, Economics, Public Policy,
Communication, Journalism and other related fields
* Officers of government/regulatory agencies undertaking ICT policy
research, developing/gathering indicators (monitoring and evaluation)
* Staff of private ICT companies working in corporate & regulatory affairs
* Staff of NGOs/INGOs working in ICT policy and regulation
* Researchers from think tanks, university research centers
* Journalists covering ICT policy and regulation

On the twentieth anniversary of *Permission Marketing*, the EU has decided
to write the basic principles of that book

There are two ways to look at this.
1. Lawyers and yield-maximizers can find ways to use fine print and
digital maneuvers to get the same sort of low-grade tolerance and
low-impact marketing they've always gotten. Industrialise interactions!
The marketing machine at their organization has an insatiable appetite for
attention, for data and for clicks, and they will skirt the edges to get
more than their fair share.
2. Realize that the GDPR

is
a net positive for people with something to say, something to sell or
something to change. Because the noise will go down and trust will go up.
Embrace this insight and you can avoid the hit and run low-yield spam that
marketers have backed themselves into.
Talk to people who want to be talked to.
Market to people who want to be marketed to.
Because anticipated, personal and relevant messages will always outperform
spam.
And spam is in the eye of the recipient.
In two simple words: Ask First.
There's a parallel here in environmental regulation. A hundred years ago,
when governments first started paying attention to the effluent and poisons
that corporations were dumping on their communities, some companies decided
to stay where they were, to keep lobbying for 'relief' and to spend a lot
of time and money fighting the change. Others decided to race to the top,
intentionally becoming more efficient. It turns out that being clean pays
for itself. The efficient path has proven, again and again, to be the smart
one.
The EU is responding to consumers who feel ripped off. They're tired of
having their data stripmined and their attention stolen. (Here's an episode

Marketers don't have to race to the bottom. It's better at the top.

The IGF 2018 Call for Workshops is now open until 27 May (details below).
As part of the previous discussions, it is really important to have more
technical community proposals to contribute for the overall program of the
IGF.
Of course that’s only a piece of the discussions we had, and we should also
continue the key conversations around the improvements and future of the
IGF. Perhaps we can set a call in the next days to advance some common
views.
Finally, the MAG is meeting again this week on Wednesday and hopefully we
will hear about the upcoming venue. I will keep you posted.

Good Evening Listers
Just a kind reminder of the Facebook in-person conversation with Ebele who promised Listers that she would be available to discuss the issues around facebook's role on concerns raised around consumer data mining in Kenya,
The event will be on Wednesday next week May 2nd. We are still working out the details of the venue and will share with those who are interested in attending. Further, we are working on the times but will most likely settle for an afternoon session or a cocktail event.
