Hi Listers, I will second Grace on the need for a well prepared data protection law, as we can see the EU are on with the GDPR that will be implemented starting May 2018. This needs to be a priority matter as we become more data aware, there is lots of data being processed daily within the Kenyan ecosystem and it is important to have an equally good data protection law that can complement this to ensure that both users and the organizations respect the privacy of users. Good morning Listers! If you are just joining us, this is a series where we tell the Senate ICT Committee what we think should be in their agenda 2017-2022. Today our goal is to give very specific proposals on legislative and oversight interventions informed by the issues we highlighted yesterday. Those of us who gave proposals in their submissions yesterday, please do not tire, you may bring them up again today. By the way, the Day 1 discussion is not closed, please keep adding your contributions. We will dedicate the earlier part of the day to the legislative role of the Senate. I will come back later on and pose more questions on oversight, budget and sharing of revenue. I ask– (a) What ICT laws ought to be passed between now and 2022? Here you may comment on the Bills currently in circulation or make legislative proposals that the Committee can pick up and commission into the drafting of a Bill. Comments on Bills that would stifle ICT are also welcome. (b) What laws need to be amended? Keep in mind that the legislative role of the Senate as stated in Article 96 is limited to Bills concerning counties. Therefore, in your proposals, make a case on how that issue is one that concerns counties. (PS; the definition of that proviso is very controversial). Let us participate!

This trend does not benefit the professional media or the followers but rather brings selfish political games to your channel. Good morning Listers, Welcome to Day 1 of 'Talk to the Senate'. This must have been what the framers of the Constitution had in mind when they entrenched public participation as a key constitutional principle- an opportunity for us to make a case on what we think ought to be the Senate's priority 2017-2022. I therefore encourage that we all participate in this session and look forward to an animated discussion. As Grace had briefed us on Friday, we will have a three day discussion focusing on the counties and opportunities for intervention by the Senate. This being the first day, our goal is to bring out issues of concern in the counties as far as ICT is concerned. Once we have these, we will proceed to make proposals on how the Senate may be of help in resolving these issues on Day 2. On Day 3, we will discuss how to foster engagements between the ICT community and the legislature. This is our guiding question for today– *What do you consider to be the ICT * * (a) challenges; * * (b) risks; and * * (c) opportunities in the counties?* As well, if there are ICT success stories coming out of the counties, feel free to highlight them. Hi Kanini For me I'd like the Senate to prioritize and champion two key issues:- 1. An amendment to the law to devolve the USF since clearly this centralisation has failed. The Counties should prioritise where there are gaps in connectivity with the assistance of the CA. Based on the findings then projects are rolled out and linked to NOFBI (National Optic Fibre Backbone Infrastructure.). It's a real shame that we are disenfranchising a large swathe of the country for lack of ICT Infrastructure. 2. eCitizen. This is a great initiative which is going to the dogs. I propose that the Senate intervene on behalf of the people of the counties (Read the majority of Kenyans). The Platform was good..Initially..Now you have to wait till off hours to access the platform. If this is the case in Nairobi what happens at the county level? I propose the following:- a) The Senate champions the full revamp of the eCitizen Platform and ensure full accessibility with limited connectivity. User Experience in G2C and C2G engagement with ease is critical for citizens to govt services and for govt to earn revenues. b) A full review of the Technical Platform that makes eCitizen a world class G2C/C2G Platform. c) API thinking/strategy with security a priority to be implemented so that we have a Platform/Payment agnostic solution. @Kanini Thank you for the work you are putting in. My contribution is towards County data collection and using it for county budgeting and monitoring. We know that county governments are expected to provide access to and/or disseminate timely and relevant county based information in a simplified form that is accessible by the citizens as envisaged in the County Governments Act, 2012 and Access to Information Act, 2016. But we have not created a system(s) that collate county data onto a platform or portal that then the public and CSOs can interrogate and get a pulse of what is going on in a county. The Kenya Bureau of Statistics already has all the base social-economic data a county would need to develop the county budget and policy development strategies. The data has been visualised as the Kenya Socio-economic Atlas ( http://kenya-atlas.org/) that former CS of Devolution Ms. Waiguru launched.
