Looks like we are looking to issues around the last mile for which a whole mesh of possibilities, actors and services must be considered, planned for and provided. If monopolies continue, forget lower prices and affordability! The governemnt is right in looking to provide the super highway and so it ought. And in doing so it is in its purview to take any loans from any development banks that it can get and at reasonably low interest rates. My only concern is that the AfDB is nowhere in sight or is it? With such high ROI on th continent from ICT investments as I am told where is the AfDB playing? Some one pls tell me or indeed the national dev banks? Are they any to speak of? O just for news; the Nigerian ICT community is celebrating the hand over of managemnt of the top level domain name .ng to nigerians! We do seriously need to consider strategies for partnerships, which would involve leveraging the creative potential of the different actors, allowing them to work on the basis of both established as well as new roles and responsibilities. That implies sharing of resources and responsibilities (sharing not shifting risks). For this to happen there is need to ensure that there is sufficient mutual respect and trust between partners to enable them to work together. In trying to improve on the arising Internet Statistics, the Report set out specific recommendations for the Regulator(CCK) some of which are summarised by Category below. 1.Network Infrastructure (CCK Action Points) *Build National Fiber Infrastructure *Merge ISP & IGO Licenses(Create DCNO licenses) *Make SLA (Service Level Agreements) mandatory for Operators *Operate the National Internet eXchange Point (KIXP) on a PPP basis 2. Affordability (CCK Action Points) *Make Tariff Publishing Mandatory of (Internet) Operators *Require Flat-rate or Volume Based Pricing for Dialup & Mobile Internet Services *Increase competition for Fixed Line and Mobile Services 3. Dispersion (CCK Action Points) *Fund Annual 'Demand-Side' Internet Studies *Develop National Information Infrastructure *Review and implement Univesal Access Fund/Strategy Again, Operators, Consumers, Govt, Regulator, Academia and others Lets hear your views. Just concerned and probably out of context as far as the discussions we've been having are concerned. Isn't there a technology, probably GPRS based that can be used to track aeroplanes all over the world? Just like the way car track traces cars using GPRS. Is it possible to have such to track and trace aeroplanes. The time it took to trace the KQ plane was quite worrying and given that aeroplanes traverse deserts, seas and forests, then a system like this would make a difference in the time that it takes to trace a plane and probably save peoples lives. *Fellowship Program to Enhance Global Participation in ICANN **MARINA DEL REY, Calif.*: People from across the world will have more opportunities to attend ICANN's 29th Public Meeting in San Juan, Puerto Rico thanks to the trial global fellowships program <http://www.icann.org/fellowships/> launched today. "We want to foster increased participation from developing and least developed nations at our public meetings and this fellowship program will do just that," said Paul Levins, ICANN's Executive Officer and Vice President Corporate Affairs. Priority will be given to current residents of developing and least developed nations who are interested in participating in the ICANN government advisory committee, the country code names supporting organization, and the generic names supporting organization. The fellowship will assist in covering airfare, hotel and a stipend. Recipients will be expected to actively participate in and contribute to ICANN processes. As always, registration for ICANNs meetings is free for anyone wanting to attend. "The program will play a key role in meeting part of ICANN's operational plan which has been through extensive public discussions and consultations to create a program to encourage and find participation by interested parties in developing countries," Levins said. After the San Juan meeting, which takes place 2530 June, ICANN will get feedback on the program from participants and the public, and identify areas where there might be improvements. The beauty of competition is in the way it forces the private sector to put a smile on the face of every consumer ;-) so as to guarantee revenue. I am convinced that a significant drop in prices results only from fierce competition and some degree of regulation. TESPOK and others fought for years to introduce competition which resulted in the current lower prices of internet and telephony services. The recent intervention of CCK on the pricing of mobile services is a case that proves that price controls may become necessary to protect consumers. For internet services, we need many small scale providers whose products and pricing would be more market-driven and responsive to fluctuations in consumer needs. For instance, an internet user paying KShs. 6,000 per month for DSL per month is actually incurring 14 cents per minute for a 30-day month. This is a great deal for any 24 hour user who may even make money through such access to the internet. The same user would be said to incur 28 cents per minute if s/he were to use the link for an average 12 hours per day at the same monthly rate. Despite years of promises from politicians and technology titans, the U.S. continues to lag far behind our global competitors. During the past year, the U.S. slipped from 12th to 15th place in broadband Internet penetration per capita, behind much of Western Europe, Korea, Japan and Canada, according to a new report from the Organization for Economic Cooperation and Development. Worse, much of U.S. "broadband" service is only a smidgen faster than a dialup modem. Japan leads the world in cutting-edge fiber connections, offering speeds of up to 100 Mbps to 7.9 million home subscribers in 2006. In the U.S., only a paltry 700,000 have fiber connections. ..... Both government and the telecommunications industry are to blame. The technology to deliver truly high-speed Internet access is there, especially for cable subscribers. Customers need to demand better service from providers. ..... What can you do about this shameful state of Internet access? First of all, speak up as a customer. If you're in the Bay Area, complain to Comcast and AT&T/SBC/Pacific Bell and ask them why they offer such slow Internet speeds. Demand better. A coalition of consumer groups has launched SavetheInternet.com, which is principally dedicated to net neutrality (the principle that no Web site should get favored access from an Internet service provider) but also crusades for affordable broadband. You can join their efforts to push for better broadband. Contact the FCC directly and tell them you're tired of seeing the U.S. lag the rest of the world and they need to start pushing the cable and DSL companies to upgrade service. Ask the president why we he has utterly failed to keep his 2004 promise to give every American access to high-speed Internet service. And finally, contact your congressional representatives. House Speaker Nancy Pelosi campaigned last year on bringing affordable broadband to everyone within five years. Hold her to it! <snip>
