Marcus Hutchins, WannaCry-killer, hit with four new charges by the FBI

Marcus Hutchins <https://thehackernews.com/2017/08/malwaretech-marcus-hutchins.html>, the British malware analyst who helped stop global Wannacry menace <https://thehackernews.com/2017/05/how-to-wannacry-ransomware.html>, is now facing four new charges related to malware he allegedly created and promoted it online to steal financial information. Hutchins, the 24-year-old better known as MalwareTech, was arrested by the FBI <https://thehackernews.com/2017/08/marcus-hutchins-arrested-fbi.html> last year as he was headed home to England from the DefCon conference in Las Vegas for his alleged role in creating and distributing Kronos between 2014 and 2015. Kronos is a Banking Trojan designed to steal banking credentials and personal information from victims' computers, which was sold for $7,000 on Russian online forums, and the FBI accused Hutchins of writing and promoting it online, including via YouTube. Hutchins pleaded not guilty <https://thehackernews.com/2017/08/malwaretech-marcus-hutchins.html> at a court hearing in August 2017 in Milwaukee and release on $30,000 bail. However, a revised superseding indictment was filed with the Wisconsin Eastern District Court, under which Hutchins faces four new charges along with the six prior counts filed against him by the FBI a month before his arrest. Marcus Accused of Creating and Selling Another Malware According to the new indictment, Hutchins created a second piece of malware, known as "*UPAS Kit*," and also lied to the Federal Bureau of Investigations (FBI) when he was arrested and questioned last year in Las Vegas. As described by prosecutors, UPAS Kit is Spybot virus that "allowed for the unauthorized exfiltration of information from protected computers" and "used a form grabber and web injects to intercept and collect personal information," including credit card details. UPAS Kit advertised to "install silently and not alert antivirus engines," for prices ranged above $1,000 back in 2012. According to the indictment, Hutchins created UPAS Kit in 2012, when he was just 18, and sold it online to another unnamed co-defendant identified as "VinnyK" (aka Aurora123), who was also involved in promoting Kronos. VinnyK then sold UPAS Kit to another person in Wisconsin in 2012, who allegedly used the malware to attack computers in the United States. Two other charges relate to Hutchins "aiding and abetting" the distribution of invasive code in an attempt to damage "10 or more protected computers," and helping others to hack computers for financial gain. Marcus Appealed to his Followers for Donations to Cover Legal Costs As the news on the revised indictment broke, Hutchins, who has repeatedly denied any illegal activity, called the charges "bullshit" and appealed to his Twitter followers for donations to cover legal costs. "Spend months and $100k+ fighting this case, then they go and reset the clock by adding even more bullshit charges like 'lying to the FBI,'" Hutchins wrote <https://twitter.com/MalwareTechBlog/status/1004420585869332480?ref_src=twsr…> on his Twitter, calling for donations by adding a quote from Starcraft video game: "We require more minerals." Hutchins' lawyer Brian Klein called the charges "meritless" and said he expects his client to be cleared of all charges. "[We] are disappointed the govt has filed this superseding indictment, which is meritless," Klein tweeted. "It only serves to highlight the prosecution's serious flaws. We expect [Hutchins] to be vindicated and then he can return to keeping us all safe from malicious software." Hutchins, who is living in Los Angeles on bail, is unable to leave the United States since last year due to his pending criminal charges. Access Gaps: What would it take? A proposal

Hi all, I have a rather interesting suggestion to the powers, power brokers and brokers that be. This is with regard to flattening the access environment countrywide. If you are at CA: Indulge me for a moment. 1) KIXP has proven over time that it is possible, from a technical standpoint to significantly drive traffic locally and in an organized manner. This works well where there is an XP, in the current scheme of things: Nairobi, and if TKL doesnt pull the plug, Msa. 2) If KIXP were operated like a distributed network, with switches in Kilifi, Mombasa, Garsen, Garissa, Thika, and all major towns in the country, so that providers would visit the nearest exchange point and get a port, loop charges would all but disappear. 3) All thats needed is for GOK to give KIXP a dark fiber pair into all major towns, and in exchange, for KIXP to offer 1G, 10G, 100G, etc at subsidized rates in any of these towns, and for NOFBI hosts to be “strongly asked” not to strong arm entrants by levying crazy cross connect or other barriers to entry. ICANN requires that information to be collected, via its contract with EPAG which authorizes it to sell generic top-level domain name registrations. "We are filing an action in Germany to protect the collection of WHOIS data and to seek further clarification that ICANN may continue to require its collection. It is ICANN's public interest role to coordinate a decentralized global WHOIS for the generic top-level domain system. ICANN contractually requires the collection of data by over 2,500 registrars and registries who help ICANN maintain that global information resource," said John Jeffrey, ICANN's General Counsel and Secretary. "We appreciate that EPAG shared their plans with us when they did, so that we could move quickly to ask the German court for clarity on this important issue. We also appreciate that EPAG has agreed that it will not permanently delete WHOIS data collected, except as consistent with ICANN policy." If EPAG's actions stand, those with legitimate purposes, including security-related purposes, law enforcement, intellectual property rights holders, and other legitimate users of that information may no longer be able to access full WHOIS records. ICANN does not seek to require its contracted parties to violate the law. EPAG's position has identified a disagreement with ICANN and others as to how the GDPR should be interpreted. This lawsuit seeks to clarify that difference in interpretation. In its 17 May 2018 adoption of the Temporary Specification for gTLD Registration Data [icann.org] <https://urldefense.proofpoint.com/v2/url?u=https-3A__www.icann.org_news_ann…>, the ICANN Board noted that the global public interest is served by the implementation of a unified policy governing aspects of gTLD registration data when the GDPR goes into effect. "The ICANN org is committed to enforcing our contracts to the fullest extent the law allows and preserving the integrity of the WHOIS system," said ICANN President and CEO Göran Marby. Listers, I was just checking on twitter the requirements for the new generation driving license by NTSA and i must admit that it is a big joke and a scam. For starters, the requirement that one deposits KES 3150 is a big joke knowing that this is almost half the salary of workers upcountry (forget those driving around in government or company owned guzzlers who pay for everything from office petty cash) In any case, an ATM card with similar features as the new driving license is free in local banks, can NTSA clarify what the public is paying for? Dear Listers Further to my earlier _Save the date_ note, KICTANet wishes to invite volunteers from the different stakeholder groups to assist in preparation of the Kenya Internet Governance Forum (KIGF) 2018 edition, which is slated for Thursday 19th July 2018. It will be preceded by the 3rd Edition of Kenya School of Internet Governance (KeSIG) and the Youth IGF that is convened by Watoto Watch. The Kenya Internet Governance Forum (KIGF) is an annual meeting that brings together various stakeholder groups to dialogue on ICT and Internet policy. While the discussions give soft policy outcomes, KIGF is a knowledge sharing platform that informs and inspires policy actors in both the public and private sectors. The national forum also feeds into the regional and global IGFs through a chain of reporting and representation to the regional and global IGFs to entrench a bottom up Internet policy development process. Further, to create a strong link between global internet policies and the national ones. The volunteers will form a local Multistakeholder Advisory Group (MAG) that will be expected to: 1.Reach out to the community to source community participation and KIGF subject focus areas. 2.Lead online discussions prior to the KIGF. 3.Coordinate logistics for the meeting. 4.Coordinate the actual event. 5.Report on outcomes of the event.
