The Kenya Revenue Authority (KRA) plans to introduce a WhatsApp chatbot to help small traders generate electronic tax invoices. This initiative aims to enhance voluntary tax compliance among micro, small, and medium enterprises (MSMEs) by simplifying the tax invoicing process through the electronic tax invoice management system (eTIMS). The chatbot will allow traders to easily create tax invoices via WhatsApp, addressing issues of complexity and non-compliance that have plagued smaller businesses. Currently, only 18.1% of registered taxpayers have adopted eTIMS, with many smaller firms lacking the necessary technical infrastructure or understanding. The chatbot is expected to widen the tax base by facilitating compliance among traditionally hard-to-tax sectors. This initiative aims to support organizations in the Global South that are working to address pressing issues at the intersection of datafication and democracy. Formed in 2022 through collaborative efforts between Paradigm Initiative, Aapti Institute, and Data Privacy Brasil, the *Global South Alliance seeks *to unify NGOs dedicated to promoting mutual learning and advancing digital rights from a Global South perspective. In addition to the founding organizations, ten others from Asia, Africa, and Latin America, including *Asociación por los Derechos Civiles, Bolo Bhi, Center for Communication Governance, CIPESA, Derechos Digitales, Digital Rights Foundation, Internet Bolívia, KICTANET, Pollicy, and Research ICT Africa*, are members of the Alliance. Safaricom wins copyright infringement claim against innovator

An innovator has lost a copyright infringement claim against Safaricom regarding a mobile software application he submitted eight years ago. Solut Technology alleged that Safaricom exploited his idea for the Wavu application after rejecting it, launching a similar app called Thibitisha instead. High Court Judge Freda Mugambi dismissed the claim, stating that copyright law protects the expression of ideas, not the ideas themselves. The judge noted that the innovator failed to provide source code or evidence that Safaricom had access to his application. She emphasized that protecting mere ideas could hinder creativity and innovation. The court also highlighted that the innovator had uploaded his idea to Safaricom's Zindua Café, which granted the company unrestricted rights to submissions, and noted that he did not secure his program before submission. Tanzania’s Suluhu bans websites critical to her regime

Three of Tanzania's leading newspapers have been banned from publishing their online editions after they ran an animation deemed critical of President Samia Suluhu Hassan. The ban affects all websites, social media and YouTube platforms of the three newspapers, all run by Mwananchi Communication Limited (MCL). The Citizen, Mwananchi and Mwanaspoti newspapers have had their online licences suspended for 30 days over the viral animated clip, which has since been removed. The clip, just over a minute long, published by the Citizen on social media highlighted the increasing cases of abductions and disappearances in the country. The media regulator said the content "threatens and is likely to affect and harm national unity and social peace of the United Republic of Tanzania". Rights groups have accused President Samia's government of stifling dissent and targeting opponents ahead of next year's general elections. It follows a recent wave of abductions, arrests and the brutal killing of an opposition official in the country. Dear listers, The Technopolis Bill 2024 was recently tabled and is coming up for 2nd reading. The objective of this Bill is to provide a comprehensive framework for the establishment of a Technopolis in Kenya and to create the Technopolis Development Authority which will be responsible for the development, governance, planning, management, improvement, and maintenance of every Technopolis established. The establishment of the Technopolis and the role of the Technopolis Development Authority will drive the country towards achieving its economic and development objectives, as outlined in Kenya Vision 2030. Digital transactions push cheque to an all time low in Kenya

The decline in cheque transactions in Kenya have reached a four-year low. This decrease is attributed to the rising preference for digital transactions, driven by advancements in technology and increased adoption of mobile money and internet banking. The shift towards digital payments is seen as a response to the need for more efficient, secure, and convenient financial services. Invitation to the Open Digital Health Summit - 1st to 3rd December, 2024

Dear Listers, The Open Digital Health Summit <https://fullstac.health/>, a 3-day conference to be held in Nairobi, Kenya from December 1-3, 2024, aims to address the needs of technical stakeholders involved in national digital architecture and the development of digital health solutions. This inaugural summit is themed, "Accelerating Full-STAC on FHIR" and will focus on leveraging open standards, technologies, architectures, and content (the “full-STAC” approach) to accelerate digital transformation in healthcare. Key topics will include: - The latest developments in leveraging HL7 FHIR within digital health solutions - Architecting solutions for interoperability and standards-based digital health architecture using Open Health Stack - Leveraging WHO SMART Guidelines content in digital health solutions - Adapting legacy systems to leverage interoperability standards - Achieving interoperability across multiple systems through HIEs - AI for digital health, including Generative AI and Large Language Models. The summit expects 150-200 participants, primarily software developers, solution and systems architects, and technical program managers from the public and private sectors. Through a blended program of expert-led talks, hands-on workshops, and self-directed learning, participants will gain knowledge and skills to advance open digital health transformation and strengthen national digital health ecosystems. There are two session tracks, (i) "Building with FHIR" for software developers and product teams and (ii) "DPIs for Health" that is geared towards Government Architects. Key partners in organizing the summit include WHO, ITU, HL7, HELINA, Africa CDC, Google Health, IntelliSOFT, Ona, Medic, PATH Digital Square, Medtronic Labs, OpenMRS the McGovern Foundation and others, with the Kenya Health Informatics Association (KeHIA) as the implementing organization.
