++ Podcast primer This is a quick and dirty guide to Podcasting... in short, how to hear ours and other Podcasts with the minimum of fuss. 1. What is a Podcast? It's basically an MP3 audio file added to an RSS feed that can be easily downloaded and accessed by your computers' media player and/or your portable MP3/audio player. 2. What do I need to download a Podcast? You'll need a Podcast client, or software application. There's a few to choose from, but to make things easy we'll recommend iPodder Lemon. It's available for Windows, Linux and Apple operating systems. Download iPodder: http://ipodder.sourceforge.net 3. Ok, I have iPodder. What's next? Fire up iPodder and go to the "Tools" menu. Select "Add a feed". In the URL field add the Secession Podcast link: http://toysatellite.org/secession/podcast.xml Then press "Save". You might also want to add the KunstRadio Podcast too: http://kunstradio.at/kunstradio.xml Now go to the "Subscriptions" tab. Highlight the feed you want to download. If you're online all Podcasts from that feed will be listed. Tick the one you want, go back to the "Tools" menu and select "Check selected". Your feed will now download and be ready for listening... 4. Er... but where will I find my downloaded Podcasts? Good question! Under the "File" menu select "Preferences". Under the "General" tab you'll see a path to the folder where iPodder has automatically created a download directory. 5. Anything else before I give this a go? Sure! Hi, Information Society envisages information sharing, in an environment of information business enterprise while respecting intellectual property. Communication control by governments is one thing the individual business are united aginst. Once this is fully achieved, Lord forbid there need a subsequent fight by the consumer to reclaim the same rights, this time from big business' pure profit motive? Should the WSIS IG debate not be expanded to "Communications Governance" to encompass every aspect of communications without restrictiing it to just one aspect of communication, the internet? While at this, some colleagues and I are proceeding with formation of consumer rights advocacy framework based on the very successful www.bbb.org. This is very disappointing to Europe and others who have worked towards a cooperative global approach since 1998. The US statement is a recipe for stalemate in the Geneva discussions on this point. The European position Europe, far from being in an extreme position, is in the middle between US unilateralism and much stronger demands from other countries for multilateralism. But our position of deal broker cannot work unless the US recommits to its historic compromise to internationalise the Internet governance regime I would re-emphasise that the EU approach to the Internet is pro-industry and pro freedom of expression. It is mostly similar and often identical to that of the US. We fully appreciate the primary role of the private sector in developing and deploying the Internet technologies and services. We understand that governments must not interfere in the day-to-day operations that underpin the management of the Internet. We fully support ICANN. The EU position is therefore not an attempt by governments to take control of the Internet, as has unfortunately been suggested in some quarters of the press. The EU proposal The EU position is rather a recognition of the obligation of governments to help the Internet deliver on its potential. The Internet is not an unregulated space - anything that is illegal in the off-line world is illegal on-line. Citizens expect governments to take measures to deal with fraud, spam, hacking, violations of data protection and all forms of cyber-crime. Governments also need to do what they can to ensure the stability and security of their national communications networks such as the Internet. Governments need to be able to cooperate with each other at the global level to fulfil these responsibilities. But there is no natural home where issues requiring such cooperation, between governments and stakeholders can be addressed, where problems can be identified and the necessary corrective or preventative action can be engaged. The EU is proposing a new model for international cooperation and a forum based on a set of fundamental principles. This forum would not replace existing mechanisms or institutions, but complement them and adhering to the key principles of the Internet - interoperability, openness and the end-to-end principle. A predictable and well co-ordinated public policy environment is an advantage for business. The same is true for the governance of the Internet. That's why the forthcoming summit in Tunis provides us all with an important opportunity to take the first steps in building a truly global consensus on how to achieve this aim for the benefit of all the world's businesses, citizens and users. Good governance and government are not necessarily mutually exclusive. The Internet was, and is still being built and developed in a spirit of partnership, consensus and openness. General Assembly commission on "Questions Relating to information." Mr. Chairman, The Holy See recognizes the right to information and its importance in the life of all democratic societies and institutions. The exercise of the freedom of communication should not depend upon wealth, education or political power. The right to communicate is the right of all. Freedom of expression and the right to information increase and develop in societies when the fundamental ethics of communication are not compromised, such as the pre-eminence of truth and the good of the individual, the respect for human dignity, and the promotion of the common good. Furthermore, new technologies have an important role to play in the advancement of the poor. As with health and education, access to the wealth represented by communications would certainly benefit the poor, as recipients of information to be sure, but also as actors, able to promote their own point of view before the world's decision makers. Given the ever increasing ease of access to information of every possible kind, the Holy See also stresses the need to protect the most vulnerable, such as children and young people, especially in the light of the increase of content featuring violence, intolerance and pornography. In this context, the Holy See has set up a unique continentwide initiative called the Digital Network of the Church in Latin America ("Red Informática de Iglesia en America Latina" -- RIIAL) which promotes the adoption of digital technologies and programs in media education, especially in poor areas. The success of this project has drawn the attention of the Observatory for Cultural and Audiovisual Communication in the Mediterranean and in the World (OCCAM) and other international organizations. The Holy See also supports the continued promotion of the traditional role of libraries and radios in formation. It is to be hoped that the Second Phase of the U.N. World Summit on the Information Society (WSIS), to be held in Tunis shortly, will lead to further concrete efforts to build a more inclusive digital society which will reduce the widespread "info-poverty." It would be well if a new dynamic were created which goes beyond the political and commercial logic usually at play in these fields. My delegation believes that the Information Society should be one endowed with the ability, capacity and skills to generate and capture new knowledge and to access, absorb and use effectively information, data and knowledge with the support of information and communication technology. Already in society there are many "agents of meaning" or "knowledge workers," such as the family, schools, the state, opinion makers and leaders, not to mention religious institutions. Knowledge is essential in establishing presence in the international marketplace, and is key to participating in the global economy of which the Internet is an increasingly important vehicle. Moreover, knowledge should be recognized in its role in the development of information and communication technology. At the same time, there is a fundamental need to develop an ability to discern information received, given the enormous sea of information available. This process can flourish only where there is a recognized hierarchy of values. On a local level, OSI implements a range of initiatives to support the rule of law, education, public health, and independent media. At the same time, OSI works to build alliances across borders and continents on issues such as combating corruption and rights abuses. OSI was created in 1993 by investor and philanthropist George Soros to support his foundations in Central and Eastern Europe and the former Soviet Union. Those foundations were established, starting in 1984, to help countries make the transition from communism. OSI has expanded the activities of the Soros foundations network to other areas of the world where the transition to democracy is of particular concern. The Soros foundations network encompasses more than 60 countries, including the United States. The Open Society Justice Initiative, an operational, non-grant making program of the Open Society Institute, promotes rights-based law reform, builds knowledge and strengthens legal capacity worldwide. The Justice Initiative seeks to shape law reform policy and achieve concrete results through hands-on technical assistance; litigation and legal advice; knowledge dissemination and network building; and counsel to donor institutions. The Justice Initiative works in the thematic areas of national criminal justice; international justice; freedom of information and expression; and equality and citizenship. Based in the New York office, the Senior Officer for Communications has primary responsibility for ensuring the clarity and excellence of Justice Initiative publications, announcements, and other written materials. The Senior Officer develops, oversees and edits all published and internet-based communications, publications, press releases, and announcements as well as relevant internal communications of the Justice Initiative. The Senior Officer for Communications furthers the Justice Initiative’s goals of knowledge-generation and dissemination; fortifying networks of communication among staff and various partners; and projecting an image of the Justice Initiative as an engaged participant in law reform grounded in human rights. Through publication of reports and projects, press releases, announcements and a law reform journal, Justice Initiatives, the Justice Initiative promotes the accessibility of its work as a resource for the law reform community at large, and increases public awareness of issues of the Justice Initiative’s priority. Justice Initiatives presents, explains and critiques selected law reform efforts; draws on the experience and analyses of practitioners and theoreticians; and monitors developments in law reform internationally and at domestic level – legislation drafted, case progress, projects launched or evaluated, new institutions founded. Mwenesi, Chairperson, KARA Governing Council DEVELOPMENT MATTERS: LAUNCH UNV/UNDP/KARA SLUMS MDG”s PROGRAM It is official. The KARA urban slums community awareness and mobilization program supported by the Germany-based United Nations Volunteers (UNV) Program opens its’ curtains on Wednesday 19th Wednesday 2005. The program will be administered locally by the UNDP office. The constituency-based consultation will be launched in Kibera’s informal settlements by Planning & National Development Minister Hon. Professor Peter Anyang’ Nyong’o at a ceremony to be attended by slum community women, youth and other leaders within the Lang’ata constituency’s slum areas. Others will be the representatives of the United Nations family in Nairobi, Mayor of Nairobi Cllr. Dick Wathika, local councillors, Area MP as well as representatives of the private sector and civil society. The project seeks to develop 8 constituency and 1 city-wide action plans to address MDG No.1 on eradication of extreme poverty and hunger. Last month’s UN General Assembly observed that Africa is the only continent not on track in terms of achieving the MDG’s. Kenya has registered high potential for MDG No. 2 on universal primary education and MDG. No. 6 on combating HIV/AIDS, Malaria and other diseases. The National AIDS Control Council has reported a declined new infection rate at 6.7% annually. The Millennium Campaign www.millenniumcampaign.org has featured the KARA & UNV MDG initiative on its’ website. under "Latest News". The same feature appears on Monday's MDG’s Bulletin. . The UNV is the UN organization that supports the attainment of the Millennium Development Goals through the promotion of volunteerism, including the mobilization of volunteers. To this end, UNV provides the opportunity each year for more than 7,000 women and men - 75 per cent coming from developing countries - to support peace, relief and development initiatives in some 140 countries. In addition, it engages thousands of other individuals in the work of the United Nations through www.onlinevolunteering.org, and manages the WorldVolunteerWeb.org, a portal that serves as a knowledge resource base on volunteerism worldwide KARA LUNCHEON – IT’S ANOTHER KARA’s FIRST AS HISTORY IS MADE: This week all roads lead to Panafric Hotel in the City of Nairobi when KARA makes another first, its’ inaugural luncheon. Be sure to catch finer details in our next issue. “OMAMO REPORT” ON LOCAL AUTHORITIES REFORM – A DECADE LATER Through Kenya Gazette Notice No. 2940 and dated 26th May 1995, then President Daniel T. arap Moi appointed a 10-man Committee, which compiled the famous “Omamo Commission Report” – presented to the President in December, 1995. Ten years later, it has never been formally released. From today on, The KARA Newsletter will bring you excerpts of the Report; CHAPTER 4: COMMUNITY PARTICIPATION IN LOCAL GOVERNMENT · Amend Local Government Act to allow for formation and operation of the proposed Community Advisory Committees (CAC’s) within local authorities. · Through CAC’s, the local communities should participate fully in the formulation of Council By-Laws and amendments to the Local Government Act · Through CAC’s, the local communities should be represented on main organs o the Councils (Council joint boards and Committees) · Local Authorities should in conjunction with the Ministry of Education introduce civic education in schools and emphasize the tenets of accountability, transparency and good governance. · Copies of draft estimates and Council Plans should be made available to the various levels of CAC’s, well in advance to enable them to give their considered opinion on the same · Ministry of Local Government should take the lead role in formulating policies which will encourage closer partnership between the central Government, Local Authorities and Community Based agencies. Whether you agree that this National Park should become a National Reserve or not, all Kenyans must surely be interested in the process by which such an important decision is made. URBAN ENVIRONMENT: THE FIRST NAKURU PROFESSONAL FORUM: The “Professional Forum” is a strategy that is spearheaded by the Mayor of Nakuru and the Municipal Council of Nakuru in partnership with JICA, Egerton University, Provincial Administration/GoK and ITDG- Practical Action as part of the contribution to the citizen’s vision, for the “Nakuru We Want”. A forum will be held on 18th October with the theme “Strengthening Environmental Stewardship Towards the Nakuru We Want”. KARA will be represnted by Dr.Peter Nderitu of the Environment Committee. ICT’s: KICTANet TO RESCUE CONSUMERS THROUGH MONTHLY FORUMS: By Alex Gakuru, Consumer Protection Logistics, Kenya ICT Action Network, Nairobi KICTANet (Kenya ICT Action Network) aspires to translate the spirit of the National ICT Policy into action for maximum “Harnessing of ICTs for National Development”. The service market characterized by varying consumer needs, are continually undergoing changes among other enterprise challenges. The absence of a critical mass of mobile telephony service providers has resulted in the Kenyan Communications Services consumers feeling exposed to uncompetitive, arbitrarily high communication costs, coupled by poor quality of services. Recognizing that communication is a basic human right, an economic and development priority, KICTANet is concerned with consumer disquiet and their rights in the information and communication technologies sector. 25th October 2005 will mark the first of our monthly ICT sector specific public meetings, to discuss ICTs consumer issues between service providers and consumers. Komarock estate is located in Nairobi’s populous Eastlands area. It is surrounded by Kayole and Umoja areas. The estate has an estimated 40,000 residents within the current 6000 units of houses. “We have joined KARA because we feel that is where all of us belong to. The organisation is doing a superb job and we must support them. We are joining the ret of Nairobians and Kenyans in giving to KARA what it really deserves. We look forward to providing our active contribution”, says KRA Chairman Allan Kioko Kitavi. On Challenges within the area, Mr. Kitavi feels “since we are a new estate developed in early 90’s, we have not escaped the “land-grabbing” vice which has literally left us without basic public amenities such as schools, children playgrounds”. The residents are also experiencing acute water shortage. “We do not why the Nairobi Water Company does not admit they are rationing water to Komarock. We hope that KARA shall use its’ good offices to assist us. We receive water only on Saturdays and Sundays”. Reached for comment Nairobi Water Company MD Mr. F.K Mugo said that his Company is carefully studying the comments and will be responding in due course. Currently, the Komarock Residents’ Association is providing civic education on the proposed constitutional bill within Embakasi constituency. We are certainly looking forward to working closely with him and his team.WHY IS MALINDI COUNTY COUNCIL OVER-VALUING LAND RATES? By Concerned Residents, Malindi The Malindi Municipal Council has recently published a new Rate Valuation Roll, increasing values by as much as 12 times. In my personal case, the rateable value of a property I have just bought has gone from Sh100,600/- to Sh1,195,272/-. Most if not all Malindi residents are going to object to the increases and to the fact that we don't get any services from the council. Have you any advice on how we could coordinate this? I should add that a group of businessmen, under the Chamber of Commerce & Industry, are going to try to take the council to court, but we don't know if we should join them.
