Hi Brian, My input would be on the role of civil society organisations under "Roles and Accountability". The main roles may be listed as; -> Accountability & Transparency: Keep political and market forces accountable to the needs of society and encourage social responsibility & good governance. -> Awareness raising & capacity building (especially to the unreached) -> Ensure a social justice & human/consumer centred approach -> Universal access/last mile solutions such as community-based and community-run initiatives. -> Implement and encourage non-market-led interventions (poor, disability, gender etc) Put another way, CSOs must be the "conscience" that keeps both market and political forces on the path of social justice and intervenes where the two cannot adequately meet the needs of the people. Hi all, As part of the ongoing process, spearheaded by the Ministry of Information & Communication to define an ICT strategy to create 10,000 jobs in the next 6 months there is going to be a workshop to discuss and refine the attached ICT Strategy document. Hi Brian, I just thought I would share my reactions in advanced given that I may arrive later (or not) due some other meeting on the same day. The paper seems to be hurriedly cobbled together, ideas are good and factual BUT they have NOT been contextualised within the Kenyan environment. For example, the paper semms to emphasise a lot on outsourcing projects (call centers, BPOs, etc) and the proposal to market Kenya as the hot destination for the same (BPOs, Call Center,etc) by March 2006. My worry is that if we market Kenya from this dimension, when our domestic infrastructure if far being ready to handle the resulting/impact of such a would be succesfull marketing campaign, then we create a disaster. The first 3 or 5 investors would get in, get burned and get out. And then the rest would learn - from the bad experiences of the first few - and then probably never step in Kenya again. {might be good to hear the challenges of the 2 or 3 BPOs who've been in Kenya for the last 2years, and why the number has not grown} In other words this ICT strategy looks at what Kenya should be in 5-10years time but tries to set milestones for the same within a 1year bracket. IDLELO is derived from a Zulu word for a common grazing ground. Software has become an integral part of modern life. Today, basic items such as Mobile Phones, Computers and TVs to complex equipment such as Motor Vehicles, Industrial Plants and Telecommunication infrastructure all rely on software to run their core functions. The United Nations Conference on Trade and Development (UNCTAD) E-Commerce 2004 Report estimates the software industry generates yearly revenues in excess of US$300 billion. Developing Countries now have a real chance in participating in the industry using community shared software commonly referred to as Free & Open Source Software (FOSS). FOSS is software that has made its source code free and public and allows - perhaps even motivates - users to change the source code and redistribute the derivative software. While liberating the source code is a goal in itself, FOSS encourages, or even obliges, programmers to give other programmers and users those same freedoms and opportunities. The increased use of FOSS is sustainable development, because FOSS is a technology that the local people (in Africa or anywhere) can understand, maintain, and adapt to their needs. It also creates new opportunities for employment and wealth creation. To demonstrate how FOSS can generate revenues especially for the youth, the IDLELO Key Note Speaker will be Mr. Mark Shuttleworth from Ubuntu/Canonical, UK, a renowned youthful entrepreneur who made his fortune through FOSS based business. He will also present a motivational speech on how he achieved his childhood dreams of going to the outer space by paying US$20 Million to become the First Space Tourist to the NASA Space Station. Kenya's Parliament now lags behind its Ugandan and Tanzanian counterparts, which have websites that have detailed information on MPs. They detail MPs' employment history, political experience and special skills. The sites also tabulate MPs' performance in Parliament in terms of questions raised and their contributions. Also included are parliamentary documents such as Bills, Acts, Order Papers and transcripts of proceedings. The sites also contain a summary of development funds and ministry activities. Also posted on the sites are proceedings of committee meetings, which are still a closed-door affair in Kenya. The public is also given an opportunity to post comments on the websites. The Panos Institute West Africa, in partnership with some regulator organizations, is planning a workshop on the regulation of the convergence of telecoms and broadcasting in Cotonou (Benin) from 2nd to 4th February 2006. The workshop title is "Dialogue between Telecoms and Media Regulation Stakeholders in times of Convergence: Challenges and Prospects for Africa". As you know, Convergence brings about new challenges to telecommunications and media regulators and stakeholders. Therefore, Cooperation between regulators especially becomes compulsory. The event is organized within the framework of different programmes including CATIA projects implemented by PIWA. It is a follow up to the two studies we have produced on regulation and convergence in West and Central Africa, from the point of view of media and telecommunications (for the second document, see http://www.cipaco.org/article.php3?id_article=3&lang=en) The HAAC (Haute Autorité de l'Audiovisuel et de la Communication) in Benin, the ACRAN (African Communication Regulatory Authorities Network) will collaborate for event and we are also in contact with WATRA (West African Telecommunications Regulators Association). This workshop aims to promote cooperation between the African media and telecommunications regulators and stakeholders, in order to achieve a concerted and effective regulation of convergence. Its specific objectives are the following: - to identify issues brought about by Convergence in Africa, and particularly, in West and Central Africa, - to exchange on cross-cutting issues in terms of the two sectors regulation, - to examine some African and international experiences on the regulation of convergence, - to draw up recommendations for a harmonized collaboration between regulators and other stakeholders, and concerning the pertinence of setting a single regulatory body that could be in charge of both media and telecommunications, - to continue advocacy, on the one hand, for the strengthening and establishement of efficient and independent regulatory bodies in Africa, and on the other hand, for the adoption of appropriate legislative frameworks in information society which is emerging in Africa. The workshop should gather about thirty regulation, media and ICT professionals coming from public institutions (regulators), but also the private sector, civil society and international and regional institutions (ESMT, ICASA, ARCAN, UNDP, ARTAC, etc.). Dear List menbers, Allow us to take this opportunity to say a great big thank you firstly to all of you who attended the Cocktail party and secondly, to all those who supported and continue to support KICTANet. This is a short update on the KICTANET 2006 COCKTAIL PARTY with the theme "appreciating old friends welcoming new ones" which toopk place on Tuesday 10th. The main thrust of this cocktail party as you may all know already was to welcome the PS Ministry of Infocom Dr B. Ntume (an industrial economist formerly of the University of Nairobi) while thanking the former PS, Engineer J.Rege. The event was well attended and interesting bits of information were shared and much fun was had. Engineer Rege was toasted as among the most multi-stakeholder responsive public servants in Kenya to date much to his delight. The PS, who described himself as a jua-kali economist, invited all stakeholders to join him in his bid to create jobs and pledged to pursue the ICT policy which he said is to be tabled in Cabinet within one week and ready for the next steps within the next couple of weeks. We were all expectedly very happy about this pronoucement and hope to keep a close watch on this so as to give it the maximum support required. He also said he has an open door and a listening ear. He chalenged KICTAnet to support the President's call for support to the famine relief and to this end we are coordinating a KICTANet fund which will be handed over to the PS for onward delivery. We already have 2 very impressive donations of 50,000 from TESPOK and 10,000 from FOSSFA. Florence of KICTAnet and Damaris of TESPOK have been asked to help co-ordinate, and collect donations. Watch out - Pirated Software gets Riskier in the US

BSA, the Business Software Alliance - a watchdog group against software piracy- has opened a hotline where informers call in and advice on which companies are running pirated software. A succesfull pointer leads to an immediate 50,000USD for the informer and ofcourse a fine for the company. Very interesting. Former (and disgruntled?) employees are apparently taking advantage of the offer and calling in quite frequently.
