Chinese startup DeepSeek's launch of its latest AI models, which it says are on a par or better than industry-leading models in the United States at a fraction of the cost, is threatening to upset the technology world order. The company has attracted attention in global AI circles after writing in a paper last month that the training of DeepSeek-V3 required less than $6 million worth of computing power from Nvidia H800 chips. DeepSeek's AI Assistant, powered by DeepSeek-V3, has overtaken rival ChatGPT to become the top-rated free application available on Apple's App Store in the United States. Dear Listers, Starlink, SpaceX's satellite internet service, is significantly improving latency for users in Africa by routing them through a new "point of presence" (POP) in Nairobi, Kenya, reducing latency from 100-200ms to around 30ms. The POPs connect the Starlink satellite network to terrestrial internet infrastructure and are crucial for enhancing both capacity and latency; the closer a user is to a POP, the faster their connection speed. Currently, Starlink operates 37 POPs globally, with a concentration in North America but expanding rapidly into other regions like Africa and Europe to meet growing demand and improve service in underserved areas. Dear Listers, The Digital Health Act No. 15 of 2023 was enacted on the 19th October, 2023. The Act confers upon the Cabinet Secretary for Health, in consultation with the Digital Health Agency and the County Governments, the power to make Regulations under section 60 for various matters required to be prescribed under the Act, in particular, health information management policies and procedures, the use of e-Health applications and technologies, medical devices and innovations, data quality and data protection audits and the establishment and implementation of the data exchange component as per the Kenya Health Enterprise Architecture. To this end and pursuant to section 60 of the Digital Health Act; IT IS NOTIFIED for information of the general public that the Cabinet Secretary for Health, in consultation with the Digital Health Agency and the County Governments, through a Technical Working Group comprised of officers from the Ministry of Health, the Council of Governors, County Governments, the Digital Health Agency, the Office of the Attorney General and Department of Justice, the Kenya Law Reform Commission and the National Assembly, has developed the following three (3) sets of draft regulations to the Digital Health Act: 1.
