It was also an eye opener for the Government to see how the US Government partners with local firms to enhance development in their country and create opportunities elsewhere. As the private sector we have made it clear that Government needs to work with local firms to develop this nation and not only award ‘big’ tenders to foreign companies who will come with their own working terms and conditions. As a Kenyan businessman, it is very sad when I see some people opposing the decision to award a local company a big tender such as the Lamu coal project tender, while fighting for ‘foreign’ companies to be awarded. It is embarrassing how we all talk about dealing with unemployment yet we are not ready to empower credible local firms to create employment for young people. I wonder if at all those opposing are indeed patriotic Kenyans and want to profit the Kenyan people. It is high time Kenyans benefited from tenders of this magnitude. My friends, sometimes it is not about what you will spend but rather the outcome of your expenditure. The outcome must be of more value. Honestly, I am happy for the 37,000 plus shareholders of Centum who have won this tender. This is a step in the right direction and we look forward to Government partnering with credible local owned firms that are result oriented to develop this country and its people. The youth of this country will develop the coal plant and it will create a livelihood for them and their families. We have the capability to do much more if we partnered together. Let’s give Kenyans a chance to develop their own country. (Dr Kirubi is a Kenyan industrialist and a shareholder at Centum)

We should not outsource our birthright and sovereignty on an ill conceived PPP

Last month – August 2014, there was talk of a private public partnership by the Kenya Citizens and Foreign Nationals Management Service, under the Ministry of Interior and Co-ordination of National Government dubbed Umoja Kenya and a company of Israeli origins that was not mentioned. The value of the PPP was pegged at Ksh 9 billion with our government already reaching out to private entities to form anchor clients for when the revenue taps will be open with a projected Ksh 25 billion payday. Call for Applications for the second African Internet Governance School 2014

By Emilar for APCNews JOHANNESBURG, South Africa , 03 September 2014 The Association for Progressive Communications (APC) and the NEPAD Planning and Coordinating Agency-e-Africa Programme are pleased to announce the call for applications for the second African School on Internet Governance to be held in Johannesburg, South Africa, from 12 - 15 November 2014. Internet Governance (IG) is usually defined as the development and application, by governments, the private sector, and civil society of principles, policies, norms, rules, decision- making procedures, and programmes that shape the evolution and use of the internet. While few contest the definition itself, the respective roles, responsibility, power and influence of various stakeholder groups continue to be the subject of intense debate. Also contested is the institutional ecosystem within which decisions that impact on the internet are being made, as well as the principles on which such governance should be based. What is not contested is that (a) IG is complex and and participating effectively in IG processes is not easy, (b) African participation in IG, be it in technical, social or political spheres, is insufficient and (b) few African countries have established sustainable open and inclusive policy discussion forums where government, civil society, businesses and technical people are able to interact effectively and collaborate to develop consistent national and institutional strategies aimed at mobilising the internet for economic, social, political and cultural development. The first Summer School on IG (SSIG) was held in Europe in Meissen in July 2007. It has become an annual event and has given rise to the South School on IG held annually in Latin America for the last four years and an Asia Pacific school that took place in 2011. The first African School took place in Durban in July 2013 and was a huge success, producing 35 "graduates", many of whom have since gone on to play leading roles in internet governance debates in Africa and elsewhere. Topics to be covered include: - History and overview of IG - Policy, development and human rights - Regulation and management: standards, protocols, gTLDs, ccTLDs, internet intermediaries - Multi-stakeholder approaches to IG: roles and processes, challenges and opportunities - Topical issues such as the so-called 'right to forget', the NETmundial and its aftermath, the new African convention on cyber security, and the proposed African Declaration on Internet Rights and Freedoms. More than 175 participants drawn from all over Africa and the rest of the world, gathered for the annual Africa Peering and Interconnection Forum (AfPIF), which seeks to improve Internet interconnection and traffic exchange in Africa and contribute to increase quality of access of Internet as well as reduce the costs of Internet. Currently, most African providers have to route their Internet traffic through Europe or North America, even when the traffic is for networks within the continent or within the same country. As an example, for one to access a Senegalese website from the Gambia, the connection will have to go through Europe, which negatively impacts the speed and reliability of the connection. In the past eight years, Africa has seen a considerable increase in submarine fiber optic cables as well terrestrial backbones connecting cities and towns across most African countries. Nevertheless, this considerable investment has not produced an equally considerable reduction in the cost of access to the end user nor an increase in local content and applications. One of the reasons is because the traffic continues to be routed through Europe and North America just as it did when Africa was connected to the rest of the world using satellite links. “With so many of the continent’s networks not directly interconnected, initiatives to develop capacity for implementing Internet Exchange Points (IXPs) are critical. The support of country code Top Level Domains (ccTLDs) is also a major priority. The deployment of security solutions and IPv6 are critically important, as is the development of mobile and wireless Internet technology,” said Sofie Maddens, Senior Director of Global Services at the Internet Society. Dawit Bekele, Director of the African Regional Bureau at the Internet Society, added, “It is time for the digital integration of Africa. In this increasingly digital world, direct Internet connection between Africans, whether within the same country or across different countries, is critically important for socio-economic development.” There are many barriers to African Internet interconnection. Many obsolete laws and regulations are still not favorable for interconnection. Even though Africa has undeniably considerable content to offer for its citizens and the rest of the world, most of the content is not yet digitized or on-line. Even when it is on-line, it is often hosted outside the continent requiring users to use expensive international bandwidth to access it. AfPIF addressed the challenges of local content generation and hosting, and explored ways to change the current status quo of the African traffic in line with the vision of the Internet Society, which is to have 80% local traffic in Africa by 2020.
