Hi Kanini
For me I'd like the Senate to prioritize and champion two key issues:-
1. An amendment to the law to devolve the USF since clearly this
centralisation has failed. The Counties should prioritise where there are
gaps in connectivity with the assistance of the CA. Based on the findings
then projects are rolled out and linked to NOFBI (National Optic Fibre
Backbone Infrastructure.). It's a real shame that we are disenfranchising a
large swathe of the country for lack of ICT Infrastructure.
2. eCitizen. This is a great initiative which is going to the dogs. I
propose that the Senate intervene on behalf of the people of the counties
(Read the majority of Kenyans). The Platform was good..Initially..Now you
have to wait till off hours to access the platform. If this is the case in
Nairobi what happens at the county level? I propose the following:-
a) The Senate champions the full revamp of the eCitizen Platform and ensure
full accessibility with limited connectivity. User Experience in G2C and
C2G engagement with ease is critical for citizens to govt services and for
govt to earn revenues.
b) A full review of the Technical Platform that makes eCitizen a world
class G2C/C2G Platform.
c) API thinking/strategy with security a priority to be implemented so
that we have a Platform/Payment agnostic solution.

Thank you for the work you are putting in. My contribution is towards
County data collection and using it for county budgeting and monitoring.
We know that county governments are expected to provide access to and/or
disseminate timely and relevant county based information in a simplified
form that is accessible by the citizens as envisaged in the County
Governments Act, 2012 and Access to Information Act, 2016.
But we have not created a system(s) that collate county data onto a
platform or portal that then the public and CSOs can interrogate and get a
pulse of what is going on in a county.
The Kenya Bureau of Statistics already has all the base social-economic data
a county would need to develop the county budget and policy development
strategies. The data has been visualised as the Kenya Socio-economic Atlas (
http://kenya-atlas.org/) that former CS of Devolution Ms. Waiguru launched.
My belief is that if the counties could set up a department that collects
county data and turns it into information of a portal, then we would be
using ICT in a way that makes sense for counties.

Anyway, since you have brought up the CCTV project, at least you will agree
that they are seemingly delivering on their main objective - helping the
security forces in preventing terror related attacks. And by this I am not
just referring to AlShabab but also politically instigated terrorism such
as the clip that was circulated about some armed people attacking the
police on Jan 30th.

Francis Wangusi was Thursday barred from resuming his post as
director-general of the Communications Authority of Kenya (CA), despite a
January 30 court order reinstating him in office.
Mr Wangusi had gone to the CA premises on Nairobi’s on Waiyaki Way on
Wednesday to “prepare” his office for the planned return but when he
officially reported Thursday, four men blocked the gate to the authority’s
offices denying him entry.

my understanding is following the 2016 ICT Access Gaps study which laid out a clear plan to spend USF, this plan has subsequently been implemented, though with a slight delay. 70 sites or so have got network connection for the first time recently and almost 1,000 schools given broadband.
It's decent progress, though still more to do (which might not get done anymore if the plan is just being thrown out the window now).

Poor governance is infectious. We are the average of the friends we keep. So depending on the region a country is in, gains can be eroded by the neighbours. It started with Burundi, and rolled all over the region (Ukiona mwenzako akinyolewa...) .
