The role of KFCB

Hi Listers, It appears that KFCB is struggling to remain relevant in an ever changing environment. Has the Board considered getting into partnerships that will advance the cause for a 'family friendly Internet'? That would include but not limited to use of filters, proactive training on the use of Internet at home. While at it, they could commission the development of a Kenyan Internet filtering tool. IMO, the Board can still advance the cause the believe in using available technologies. Josh

On homosexuality and Information Controls: Laws and Culture

Hello listers, The Internet has been a great platform for sexual minorities and those who work to defend their rights for organization, support groups and as safe haven from hostile offline environments. The video clip in question was uploaded, not sold on the streets of Nairobi, in part because the Internet is a safer platform for the LGBTQ community. My thinking on this is not even a question of legality but rather about the cultural expectations we have in our country on this topic. If tomorrow the LGBTQ community successfully lodged a constitutional case on the illegality of the clauses incriminating their very identity, the people they live with in their neighbourhoods, schools, churches and mosques would not accept them overnight. It will take time and immense effort to build a critical mass who take our brothers and sisters who are sexual minorities as human beings. As human rights defenders, out role should then be to keep the Internet as that safe haven for the LGBTQ. Dear members, The outcome document of the United Nations General Assembly’s ten-year review of the World Summit on the Information Society (WSIS) in 2015 included a direction for the Chair of the Commission on Science and Technology for Development (CSTD) to "establish a working group to develop recommendations on how to further implement enhanced cooperation as envisioned in the Tunis Agenda” . This will continue work done by an earlier CSTD Working Group on Enhanced Cooperation, that was active from 2013-2014. and current CSTD Chair, Peter Major of Hungary, has indicated that he will establish the new working group in a similar fashion, with 20 UN Member States and 5 representatives from each of the four identified stakeholder groups (business, civil society, intergovernmental organizations, the technical & academic community). The good thing is that there are free tools to circumvent such similar violations on the of freedom of expression. Last Friday (12th) our 24 hour Digital Security Helpline <https://www.accessnow.org/digital-security-helpline/> and some of our local partners detected a minor outage that lasted not more than an hour and this made us prepare for any eventuality. This is part of an unfortunate and growing trend. Rather than an exception, internet shutdowns are becoming the norm as more governments order the suspension or throttling of entire networks. Often justified for public safety purposes, shutdowns instead cut off access to vital information and emergency services, plunging whole societies into darkness. My point exactly Mose, Great Britain was partly a product of the likes of William Wilberforce who spearheaded the the reformation of manners that castigated among other things ownership of another human being the so called 'slave trade'. I guess we need more of such men in this age if we are achieve vision 2030 and other national aspirations. However i agree with you we are in a different dispensation.
