Friends, I am glad to hear that KIE has plans of taking advantage of technology to deliver education to Kenya kids. I am pleased. Question: do we really believe that we would have better education results because of technology? My view is that any improvements (all things constant) with use of technology would be incremental. There are too many things wrong with the Kenyan education system; things that can be fixed with a clear sober assessment of why we are where we are. Education needs to be grounded in what ought to be "Kenyan national values and objectives"; it needs to focus on national priorities and help create a better, productive citizen than just passing examinations. It needs to appreciated the role of women in society, complete with values of equity, especially with respect to access. Indeed, we need to appreciate the key role that gender plays in the national well-being. Kenya's education promises kids jobs at the end of their schooling; but we know that the economy doesn't have the capacity to absorb even the "few" that make it through the system, passing through the examination filters; let alone the many that don't make it through grade 8, 12 and even university. We should instead be entrenching a business culture and risk-taking, and create an environment that nurtures such risk taking and in the process realize goods and services, and hence employment. The Kenyan environment (wrought by greed and corruption) isn't supportive of entrenchment of good national values. For example, what values do we pass to our kids when they watch big men steal money meant for kids' education? What of the fact that teachers, rather than do their jobs, would rather be at the shambas, dukas, matatus, etc. at the expense of doing their work. Contrast today's teacher and those of yesteryear, men and women that would be found in class at 6:00 AM helping kids; and even stay in evening preps to offer extra coaching for those that needed it. Today, .... I don't want to put a damper on the matter of technology and benefits thereof to delivery of education. We just need to place it in perspective. Technology is just one mode of delivery. If the environment, content, values, etc are not right, technology cannot right it. Some of my these views are reflected in this article. Dear Lister, v *As an update to the earlier reports please find below and update: * * * *Stakeholder Workshop: Information Technology-Business Process* *Outsourcing (IT-BPO) Centre of Excellence (COE)* * * *Center of Excellence Concept* Given the importance of the IT-BPO sector, for employment of youth in Kenya, the Government of Kenya is keen to take up a focused IT-BPO skills development initiative in close collaboration with the industry. As part of this initiative it is proposed to establish a Center of Excellence (COE) for IT-BPO in partnership with leading Kenyan/Global IT-BPO companies. The Center will impart training to Kenyan trainers in order to prepare them for training a large number of students for employment in the IT-BPO sector. The vision for the Center is that it will eventually become a regional training hub for the IT-BPO sector catering to training needs in the Africa region. It is proposed to invite leading Kenyan and global IT-BPO companies to partner with the COE, which will function as an umbrella institution for industry collaboration on IT-BPO talent development and skills excellence. A law ordering data on calls and e-mail exchanges be retained for six months for possible use by criminal authorities violated Germans' constitutional right to private correspondence and must be revised, the Federal Constitutional Court ruled. In its ruling, the court said the law failed to sufficiently balance the need for personal privacy against that for providing security, although it did not rule out data retention in principle. "The disputed instructions neither provided a sufficient level of data security, nor sufficiently limited the possible uses of the data," the court said. Nearly 35,000 Germans had appealed to the court to overturn the law, which stems from a 2006 European Union anti-terrorism directive requiring telecommunications companies to retain phone data and Internet logs for a minimum of six months in case they are needed for criminal investigations. The court upheld the EU directive, saying the problem lay instead with how the German parliament chose to interpret it. Under the German law, which went into effect Jan. 2008, information about all calls from mobile or landline phones was retained for six months, including who called whom, from where and for how long. The following year, that law was expanded to include the data surrounding all contact via e-mail. Although the laws forbid authorities from retaining the contents of either form of communication, they met with fierce opposition from civil rights groups. "Massive amounts of data about German citizens who pose no threat and are not suspects is being retained," Germany's commissioner for data security issues, Peter Schaar, told ARD's morning show. Hi, I believe my cooling out session is over for instigating for Dr. Ndemo to give is a presentation and my failing to attend Being an astute planner I had taken into account the possibility of not being able to attend the session which is why I proposed that this historic presentation for recorded for posterity and to use against Dr. Ndemo if he ever decided to run for higher office. My suggestion that we contribute a token amount, 500/-, towards the hosting was short down and a free model was adopted all because of our entitlement mentality and over reliance on donors. This resulted in those who did not make it to the session miss the opportunity to listen to what was articulated as the "free" recording seems to have come to naught. There is a saying that goes "there is nothing like a free lunch", I hope the next time we shall avoid the free model. It's not that I haven't had a gas of a good time on the Internet. I've met great people and even caught a hacker or two. But today, I'm uneasy about this most trendy and oversold community. Visionaries see a future of telecommuting workers, interactive libraries and multimedia classrooms. They speak of electronic town meetings and virtual communities. Commerce and business will shift from offices and malls to networks and modems. And the freedom of digital networks will make government more democratic. Baloney. Do our computer pundits lack all common sense? The truth in no online database will replace your daily newspaper, no CD-ROM can take the place of a competent teacher and no computer network will change the way government works. Consider today's online world. The Usenet, a worldwide bulletin board, allows anyone to post messages across the nation. Your word gets out, leapfrogging editors and publishers. Every voice can be heard cheaply and instantly. The result? Every voice is heard. The cacophany more closely resembles citizens band radio, complete with handles, harrasment, and anonymous threats. When most everyone shouts, few listen. How about electronic publishing? Try reading a book on disc. At best, it's an unpleasant chore: the myopic glow of a clunky computer replaces the friendly pages of a book. And you can't tote that laptop to the beach. Yet Nicholas Negroponte, director of the MIT Media Lab, predicts that we'll soon buy books and newspapers straight over the Intenet. Uh, sure. What the Internet hucksters won't tell you is tht the Internet is one big ocean of unedited data, without any pretense of completeness. Lacking editors, reviewers or critics, the Internet has become a wasteland of unfiltered data. You don't know what to ignore and what's worth reading. Logged onto the World Wide Web, I hunt for the date of the Battle of Trafalgar. Hundreds of files show up, and it takes 15 minutes to unravel them--one's a biography written by an eighth grader, the second is a computer game that doesn't work and the third is an image of a London monument. None answers my question, and my search is periodically interrupted by messages like, "Too many connectios, try again later." Won't the Internet be useful in governing? Internet addicts clamor for government reports. But when Andy Spano ran for county executive in Westchester County, N.Y., he put every press release and position paper onto a bulletin board. In that affluent county, with plenty of computer companies, how many voters logged in? Fewer than 30. Not a good omen. Point and click: Then there are those pushing computers into schools. We're told that multimedia will make schoolwork easy and fun. Students will happily learn from animated characters while taught by expertly tailored software.Who needs teachers when you've got computer-aided education? Bah. These expensive toys are difficult to use in classrooms and require extensive teacher training. Sure, kids love videogames--but think of your own experience: can you recall even one educational filmstrip of decades past? We'll order airline tickets over the network, make restaurant reservations and negotiate sales contracts. Stores will become obselete. So how come my local mall does more business in an afternoon than the entire Internet handles in a month? Even if there were a trustworthy way to send money over the Internet--which there isn't--the network is missing a most essential ingredient of capitalism: salespeople. What's missing from this electronic wonderland? Human contact. Discount the fawning techno-burble about virtual communities. Computers and networks isolate us from one another. A network chat line is a limp substitute for meeting friends over coffee. No interactive multimedia display comes close to the excitement of a live concert. And who'd prefer cybersex to the real thing? While the Internet beckons brightly, seductively flashing an icon of knowledge-as-power, this nonplace lures us to surrender our time on earth. A poor substitute it is, this virtual reality where frustration is legion and where--in the holy names of Education and Progress--important aspects of human interactions are relentlessly devalued.
