Hi all, The website below is promoting a hate culture at a time when the issue of gays, personal laws in the Bill of rights/constitutional making is very hot. Are we using media to promote bias like we did in 2007 and is there any intervention that the Government or anyone can take? My limited experience (as Mc Tim will shortly remind me) indicates that after the general orientation one has to have some objectives for engagement. Long term ICANNers appear to have an agenda: sealing business deals, pushing for policy changes to do more business, protecting and promoting national and public interests, knowledge gathering and research etc. In terms of getting the lay of the land, ICANN has a great website with all sorts of tools to engage. The site also breaks down all those acronyms (without a quick acronym check, attending a meeting will be a waste of time). However, I think beyond attending a meeting, reading up and having an agenda, actors may still need some help on where the opportunities are. To somewhat illustrate, I met a registrar yesterday from Europe who got domain name accreditation in 1994 while he was still a college student. He has never missed an ICANN meeting although he rans one of the leading European registers. This is the kind of headstart Kenyans would be up against in various ICANN 'sectors'. On a light note, I must now change my line and say Kenyans are true ICANNers. The party at the Carnivore was filled with Kenyan merriment, butt wriggling and shouting. The Kenyan energy infected most of the visitors who danced wildly for hours sweating away in masaai blankets with no sense of modesty whatsoever. Hi All, This has most certainly been a very enlightening session for the short while I have been around. I must say that it does help to encourage more industry players to participate through creation of visibility and demystifying the whole Internet Governance/ ICANN setups. I don’t think we in Kenya lack the drive or even the tricks to lobby, I just think the whole ICANN/Internet Governance are generally shrouded in lots of secrecy, you would almost think there are limited opportunities to go around. My challenge to which I direct to myself first is that the broader ICT community and Internet community more specifically MUST seek to get the information out. More like the OFC kind of awareness that was created. The internet community need not make this area such a technical and secretly run group that the majority of stakeholders should be kept out but rather make it a deliberate intention to inform the wider public about them through media. The challenge goes to ICT Journalists as well, write more articles to do with the subject. This way more and more members will gain awareness and next time such chances come up it would be like CISA, CCNA Academies etc (Just examples of how interest aroused creates even greater impact). Hello All, as much as we discuss all these,clearly, there is a difference between attending the ICANN meeting and participating actively in the event/conference/deliberations. and yes, most importantly we need to understand the process....there have been meetings where it seems like the panel is talking and discussing amongst themselves, but again there has been opportunities granted to us, as, Africans....and we've let them slide under. Yesterday, I was VERY,VERY disappointed....this is not a personal attack....AfTLD had an opportunity to make a presentation,but they were missing in action.....it is one thing to make your presentation and put emphasis on particular sessions and it is another for your presentation to be flipped through....so why pass on such an opportunity!!! we've got a whole lot of learning and working to do.....both individually and continentally. For some, ICANN should operate in the bottom later ensuring that we have internet access and that the pipes are faster. Others think that ICANN should be involved in the running of domain registries, which are in shambles and in some cases fighting over petty issues. Others think that ICANN is there to fund them; talk of reliance on aid. Of course ICANN has no role in all these things and what it points is that more outreach is needed and maybe ICANN should have an office in Africa. But how? According to Rod Beckstrom, 90 percent of ICANN contributions come from North America, so that may be the reason why we have 3 offices in the US and none in Africa. That makes sense; if Africa does not contribute anything, how will the office be supported? So, for Africa to be on level terms, then we must also be willing to contribute, but am not sure how when our registry operations are still manual. I was chatting with Rafik Dammak, who accuses me of complaining or whining too much but then, what do I do? Rafik told me of how the various constituencies within ICANN are always looking for participants but what do you do when they dont contribute to those meetings and in some cases stay outside within the coffee houses instead of meeting rooms? Yes, its good to have geographical representations but we also need to start bringing something on the table and contributing to the debate more than we do currently. Regarding the financial contributions, I have no words; will leave it for the others. Ends

Listers, The decision by Safaricom to offer weekly unlimited internet connectivity, - as an alternative to Ksh 1,000 Per 300MB pricing model should be hailed as a step in the right direction,as we work towards bringing Broadband access prices down. It is laudable and other service providers should consider this worth emulating, and from all of them, we expect more. With reseach ( an earlier post from Alice Best), showing that usage is increasing, and especially the fact that there is a huge potential for growth in this market, should motivate service providers to re-look at their overall strategy in reaching out to the "untapped" mass market and increase their sales volumes. Ultimately, pricing will be a key factor here as well as investing in the best technology available to serve savvy Technobile Kenyans.. Harry

Power Instability

I am staying in a so-called "5-star hotel" in Mombasa but there are unpedictable power outages that keep plunging the tourists in darkness before the back-up generators come on. I understand this is a common, alas daily, occurence. Why can't this power issue be addressed once and for all and how do industries like BPO and ITES cope? Will we really become an ICT hub of choice with this basic instability? Waudo

Hi, Thanks for the information, we requested KDN to carry out a survey for the laying of a fibre node within the estate over 6 months ago, I was notified that this was done and what was remaining was a business case which it seems the responsible representative was unable to present to your management. I will go the extra distance and provide a solution for you to present to us, there are 42 houses and the estate has been fully ducted for low voltage services from the main gate all the way into the lounge. This would mean no overhead cabling or digging is required. The Izzy talk service would provide an ideal intercom system this we can have part of the installation cost covered from service charge. If you could then include 3 or 4 IP cameras that would allow us to view activities going on within the estate and the periphery then we can through in a bit more from the security kitty towards the monthly charge as it enhances security and piece of mind as the parents can monitor their kids remotely. Provide a blackbox to do content filtering and monitoring (the neighbours can visit those sites from the office), install a vlan that will give us an internal network so that the kids can connect their PS-2/3 and PCs and play network games and I can raid the kitchen budget for part of the monthly fee. At the opening ceremony of ICANN I sat near the front seats and watched the PS carefully as he charted with the Vice President. In the Program he had no funtion. When it looked like the Minister was getting late, he took up the Minister's speech and started to prepare to read. When Hon. Eng. Rege came in, the PS humbly moved out of his chair for Mheshimiwa and came to sit with us at the back. He then took the Minister's speech and requested Hon. Hi, When there is no water in Ngumo do we tell those who live there that NWSC are over stretched or that they are lucky they do not have to go to the river to fetch the commodity? Yes we do, but this is not right water, electricity, 3G and sunshine are utilities and if you have been licensed to provide it you need to do it right. I do not buy the story of BTS power the same way I do buy the story of undersized pipes or low water dams. SafariCom is a monopoly, when they indicated that 3G is available through out Nairobi I took this to mean South C, Dandora and even Runda if not then this qualifies as misinformation and CCK needs to take action. I suppose the problem here is not that 3G doesn’t work, rather its that Safaricom are a victim of their own success. South C seems to be a hot issue here similar to the experience those in Gitanga road/ James Gichuru areas used to experience a while back and I may be wrong but these are isolated cases. One of the challenges I understand they have had is getting a suitable location for their BTSs in some of these locations i.e area behind the Junction. I am sure they could do better though by deploying stronger radios from the nearest BTSs in these problem spots. Maybe boosters would help too but then again the owners of buildings in these areas must cooperate with Safaricom. I can say am one happy user and I am sure we aren’t few. The daily queues outside Sheria House are a sign that it is time to speed-up digitization of the birth registration process. To solve the problem, I believe the Kenya ICT Board should lobby for immediate and longterm action within government: *Immediate steps* *1. Application forms: All aplication forms must be availed on http://www.births.go.ke/ and the website made public asap.* 2.* Tracking*: Parents should be able to track applications via SMS and via http://www.births.go.ke/ and via SMS. Models of this exist in government and it's simply a matter of replicating the approach. - National ID card application status - http://www.identity.go.ke/search.html - Passport application status - http://www.immigration.go.ke/index.php?id=25 3. No identity cards (or even primary school admissions) should be issued without the birth certificate. This will encourage registration of births. *Longterm actions* * Every maternity hospital must submit birth information on a daily basis (electronically) and parents issued with a serial number for use in tracking and collecting the birth certificates. Home births via midwives must also be submitted via a registered midwife who must be attached to a local government hospital. Regards, Wainaina

Burundi carriers form Africa’s first national infrastructure consortium to develop fibre backbone

One of Africa’s smallest countries is pioneering the use of a carriers’ consortium to develop its national fibre backbone and international links with help from the World Bank. Burundi Backbone Systems will oversee the development of a 1,200 kms backbone and several new international fibre links connecting the country to its neighbours in the next 18 months. The consortium brings together as shareholders the four main fixed and mobile operators (incumbent Onatel; Leo, formerly U-Com, part of Telecel Globe; Africell, owned by V-Tel and Palestinian Paltel; and Econet) and an ISP (CBI Net). The two main mobile players are Onamob, the incumbent’s mobile subsidiary, with an estimated 600,000 subscribers and Leo with 400,000 subscribers. The D-Gs and CEOs of the shareholders make up the Board of the Consortium and will appoint the senior management team. David Easum, formerly of Telecel Globe, has been appointed as Interim CEO. The World Bank contibution to the capital project means that it will provide coverage throughout the country, laid alongside road routes, with 26 different nodes. It will be 18 months before the network is materially complete. However, before that date, the important international fibre link to the Rwandan border post will be completed. This has been the primary reason that the operators have got involved in the project. Currently all international traffic goes via satellite, with a small element via microwave to Rwanda. Currently operators paying between US$2,500-3,000 per mbps per month. The Consortium will not actually sell bandwidth as this will be done by the participating shareholders. The headline international price is likely to be between US$1,000-1,500 but some of the partners may get capacity at nearer to US$500. Two of the shareholders – Onatel and Leo – have shares in EASSy (through WIOCC) and also have shares in its inland vehicle, the East African Backbone System. These shareholdings will form part of the two companies’ equity in the consortium. National fibre prices will not be distance-based. There are potentially five international border crossing links. There will be two connections with Rwanda in the North and in the North West of the country one or two connections to DRC. Finally in the North-East, close to one of the Rwanda connections, is another connection to a fibre ring in Tanzania. Meanwhile on the other side of the continent, Maroc Telecom is filling in a crucial cross-border fibre link between Morocco and Mauritania. This move forms part of a broader two-stage project with the aim of linking Maroc Telecom's African operations together (Mauritania, Mali, Burkina Faso and Gabon) and to provide them with onwards international capacity (via the Mediterranean fibre cables). The first stage of the project (being rolled out) is to connect Mauritania to Morocco via a terrestrial fibre link. Maroc Telecom is currently rolling out a link from Laayoune in the south of Morocco to Nouakchott the capital of Mauritania. This link is 60% completed and will be ready for use by the end of this year. The length of this link is about 3,000km (over 2,000 km in Morocco and about 700 km in Mauritania). The second stage of the project is to extend this link to Burkina Faso via Mali. This is still at the feasibility study stage. This may all form part of Maroc Telecom’s broader strategy of making further acquisitions in Africa and will almost certainly give them cheaper capacity than is currently available via SAT3 in either Dakar or Abidjan.
