It is either a dystopia ruled by corporate giants, a utopia where artificial intelligence has solved the majority of humanity’s challenges, or a mix of the two. As it is today, computing and networking technologies are evolving at a pace that has left Internet users trapped in a near-infinite cycle of adoption. And this is expected to accelerate in the future. According to Göran Marby, the head of the Internet Corporation for Assigned Names and Numbers (ICANN), while it is impossible to predict the future of the Internet, sub-Saharan Africa will play a large part in bringing it all together. ICANN co-ordinates the Internet’s naming system. “The fascinating thing about the Internet – which also makes me somewhat nervous – is that you never know what is coming next,” he said in an exclusive interview with Business Beat during his first visit to Kenya. Grossly misunderstood Indeed, in a best-selling book 10 years ago, renowned computer scientist Ray Kurzweil noted that human beings have grossly misunderstood the pace of technological advancement owing to a relatively short-sighted perception of the past and present. “An analysis of the history of technology shows that technological change is exponential, contrary to the common-sense ‘intuitive linear’ view. So we won’t experience 100 years of progress in the 21st century – it will be more like 20,000 years of progress,” he wrote. The result, as described by Mr Kurzweil, sounds like something of a science fiction film – machine intelligence will surpass human intelligence in the next few decades. This will lead to ‘The Singularity’ – technological change so rapid and profound it represents a rupture in the fabric of human history. “The implications include the merger of biological and non-biological intelligence, immortal software-based humans, and ultra-high levels of intelligence that expand outward in the universe at the speed of light,” he wrote. In the decade since Kurzweil published his mind-boggling book, advancements in mobile, wearable devices, autonomous cars and home appliances have progressed exponentially. Technology researchers believe that after the first three digital revolutions – broadband, mobile connectivity and social networking – the Internet of Things comes fourth, significantly changing the way human beings interact with themselves and their devices. Mr Marby, 53, has worked in the telecommunications sector for more than two decades, and was the director general at Sweden’s regulatory body, Swedish Post and Telecom Authority (PTS), prior to his appointment at ICANN last March. He is confident that the future of the Internet relies largely on how communities innovate and apply the resource’s functionalities. “No one has been on the Internet for a long time, and the Internet today is not what it used to be five or so years ago and will not be the same in the next five years,” he said. “Getting people online changes everything and levels the playing field. There could be someone in a garage in Nairobi right now who will be the one to reveal the next big solution.” Equal opportunities This is possible because of net neutrality – the Internet-governing principle that allows equal access to anybody, anywhere. This means, for example, that if two people from opposite ends of the earth log onto the same webpage, the flow of data packets from their two devices is treated equally. This is important because it allows equal opportunities to software and hardware developers from all over the world to innovate. It is, therefore, crucial for sub-Saharan African governments and ICT regulators to participate in global discussions on issues like net neutrality and digital security for the benefit of the more than one billion potential users in the region. “Africa’s engagement will help to form the new Internet,” said Marby. “Participating in the developing of the Internet through the different forums will allow the region to ensure that it also caters to specific regional needs.” In the recent past, however, this has also seen governments and regulators in sub-Saharan Africa resort to heavy-handed techniques in a bid to control Internet access, fearing its use to fan discontent among netizens. Mass Internet shutdowns have become more frequent, with the governments of Gambia, Eritrea, Ethiopia, Uganda and most recently Cameroon conducting large-scale shutdowns in the last year. However, a study by the Brookings Institute found that 81 short-term Internet shutdowns in 19 countries in 2015 cost them $2.4 billion (Sh249.4 billion). Some of the countries that suffered huge losses include India, Saudi Arabia, Morocco and Iraq, with the losses expected to be higher since tax losses and loss of investment had been excluded. Marby added that while the Internet is a global resource, the business application of it is still local in nature, which will require governments to develop legislation that is specific to the needs of local stakeholders. “Many of these discussions are local, as it should be because it is the government and regulators that set the laws within a specific jurisdiction,” he said. “The Internet is global, but the localisation of data is essential in bringing about an investment opportunity. Think local grocery stores, local municipalities, local news.” Marby noted that another advantage working for the region is the adoption of mobile, where sub-Saharan Africa leads other regions in the world, providing a large pool of users to drive uptake. “The Internet is like love. Report of the Telecommunication Competition Market Study

Dear Listers, The Communications Authority of Kenya (CA) contracted Ms Analysys Mason to carry out a competition study in the telecommunication sub-sector with a view to evaluate the competitive landscape of the telecommunication sub-sector in Kenya. In the course of the study, the Authority adopted a consultative approach, which involved participation of various stakeholders across the sub-sector. The study is nearing its conclusion and as such, the Authority has planned an interactive workshop to disseminate the findings of the study on Thursday 16th February 2017 at The Hilton Hotel, Nairobi from 9.00 am. We wish to invite KICTANET community to attend the workshop. Given the limitation of space and in order to accommodate a cross section stakeholders interested in the study, we propose representation of 10 (ten) people from KICTANET. From a corporate perspective the idea is not to necessarily make money but for defensive registration to protect the brand. Like .google or .coke etc. 2. For Geo Domains the attraction is obvious. Whether they will make money or not is up in the air and depends on Positioning. Something that the DNS Community needs to learn. My business sense though tells me that this space hasn't even been scratched yet. In a series of Capacity Building Seminars that ICANN held in 2015 through 2016 for the DNS Sector in Africa it became obvious that:- a) The space is virgin territory in terms of being exploited b) Marketing and online fulfillment is an area that requires great attention c) That ICANN is committed to helping the sector grow and realize its potential We in the sector need to do our part and sensitize all players to come to the table. There's more to real estate than a plot in Kitengela. There are prime positions to be had online.. :-). Today we move onto Day2 issues that deal with competition/ market dominance issues. In 2016, they raised funding in excess of $129 million (Sh13 billion), according to the just released Disrupt Africa Report. Kenya, South Africa and Nigeria were the top three beneficiaries of this investor funding. Although the fintech sector received the highest funding, fortunes are changing to agri-tech, which attracted the biggest percentage growth compared to previous years. There are four key ingredients that Ndemo mentions:- 1. Government 2. Business (established businesses that is..) 3. The Start-up and Innovation Ecosystem 4. Lobby Groups like KICTAnet. I'm specific not to call KICTAnet Civil Society because it simply is not JUST CIVIL SOCIETY. I think you will agree with me that KICTAnet has proved to be an inclusive platform where Government, Civil Society and Business get to interact in all things ICT. These key ingredients were then Orchestrated very well by the then Government which comprised of the different arms of the ICT Ministry. The Grand Master of this Orchestra, (or should I call him the Conductor?) was the Permanent Secretary (Ndemo). And to some extent the CEO of the precursor to the ICT Authority, Mr. Paul Kukubo. The ingredients are there but the Conductor is missing in action. The MOICT has chosen to ignore the players or basically be selective on who they work with. We see alot of interaction with established businesses but almost zero interaction with the other ingredients. And I want this discussion to be taken in the spirit it is meant to be. It is not a criticism. It is an observation and a plea from the heart. Let me be specific:- 1. The MOICT apart from the CA is basically missing in discussions on this list. We seem to be addressing ourselves. However, MOICT risks becoming irrelevant in the discussions. ICT Authority is a shell of itself. PSs and the CS probably read every post that is posted but choose to remain silent and contribute nothing. I urge them to re-engage. 2. Demo Africa is the largest Tech Startup Platform in Africa. Founded and run by Kenyans. A shout out to Harry Hare and Andrew Karanja and their team for being absolutely great and boundless in driving this venture. Over 1800 Startups have passed through this platform. More than $50 million raised for startups across Africa. Contribution from MOICT? Zero. Zilch. Nada!! (To be fair they sponsored some startups to South Africa last year..) The irony is not lost on me... Demo gets more love in Nigeria, Egypt and South Africa. Now tell me Bwana CS whether this is the legacy you want to leave? 3. CIO 100 East Africa. The most prestigious event of the year. MOICT involvement? Negligible and shameful. Last years Keynote Speaker? Dr. James Mwangi. I don't recall when a CS from MOICT last graced the event... This is a plea to the missing ingredient. Let's reengage. Walu Thank you for keeping this conversation going. This in my humble opinion is where Safaricom scores a D- for me. There has been alot of (albeit unsubstantiated) complaints from the Startup Ecosystem of how difficult it is to work with Safaricom when it comes to:- 1. APIs and Integrations with other players especially when it comes to MPesa. There are even cases where people have claimed that Safaricom has acted like a Big Bully. Again unsubstantiated. This is obviously a case of where Safaricom needs to be very cognizant of the role they play in uplifting the Innovation Ecosystem in Kenya and Africa. They need to be take a CrowdSourcing Approach to this. To be fair this has improved tremendously in the last few months. However, I believe there's room for improvement. 3. Regulation. Interesting insights Esther, The other law that provides for data protection would be the Consumer Protection Act (but are voters considered and seen as consumers in the Elections context?) Also, KICA regulations on Consumer Protection (Kenya Information and Communications (Consumer Protection) Regulations, 2010*)* The regulations seek to protect the interests and rights of consumers including the right to personal privacy and protection against unauthorized use of personal information and protection from unfair trade practices, including false and misleading advertising and anti-competitive behavior by licensees. However the regulations bind and expect compliance from CA licensees. That said, IEBC probably has policy, manual or regulations on data protection. If not, they probably should think of developing one.
