Dear Listers, Greetings from Young African Leaders Initiative Regional Leadership Center for East Africa. (YALI RLC) The Young African Leaders Initiative <http://www.yali.state.gov/> (YALI) was launched as a signature effort to invest in the next generation of African leaders through Regional Leadership Centers (RLCs). There are three other RLCs across the continent in Ghana, Senegal and South Africa. All the Centers provide training in three distinct tracks - (1) Business & Entrepreneurship, (2) Civic Leadership and (3) Public Management. Nairobi hosts the YALI RLC in East Africa and works with young leaders from 14 East and Central African countries. As part of our program, participants from the 14 countries around East and Central Africa work on a project that solves a challenge or problem that is provided to them by an innovative organization that is challenging the status quo in their particular sector. We call this a *Design Challenge*. Typically it involves a problem statement from an organization that allows the participants to go out into the field and interview potential clients/stakeholders and then come up with possible solutions. We are inviting you to come on board and provide our participants with a Design Challenge - an opportunity to apply the tools they learn to come up with a solution to some of the areas of difficulty or areas where you would like a fresh perspective and new insight not only from a Kenyan perspective but from a greater East, Central and Horn of Africa perspective. Attached find a guiding document that will assist you in structuring your presentation and coming up with a design challenge based on the unique needs of your organization. As part ISOC’s work on privacy, you’ll remember that we organized a community dialogue last year with the Special Rapporteur to gather input from our membership and shape his upcoming work (post-event interview available here). This new report, which proposes first approaches to a “more privacy-friendly oversight of government surveillance”, is to be be formally presented on 7 March at the UN Human Rights Council. We expect the report to have an important impact in the discussions related to international security and privacy. On the premise that the status of the right to privacy in the surveillance space has not improved since his last report, the Special Rapporteur makes the following recommendations: Resist politics of fear that lead to disproportionate privacy-intrusive laws in the name of security Need for best practices in the oversight of intelligence operations Privacy needs to be respected universally, as a right of everybody, everywhere (irrespective of citizenship) Need to explore new international mechanisms for proper regulation of cross-border data requests for criminal investigation and for surveillance The UN Rapporteur has also shared his plan for thematic reports until 2021, where he invites all stakeholders to reach out to him if they wish to engage in any of his initiatives. The Internet Society believes privacy is an important right and an essential enabler of trust. As a key priority in our 2017 plans, we will have several projects this year in the policy and technical spheres aimed at better use of personal data and better privacy protections. Stay tuned. It also reinforced ICANN's positive relationship with different communities from the region. *Two-Day Capacity-Building Workshop Held in Lesotho* On 1-2 March, ICANN's Bob Ochieng, Stakeholder Engagement Manager of East Africa, was invited by the Lesotho Network Information Centre (LSNIC), the newly formed national country code top-level domain (ccTLD) registry operator for .ls (Lesotho). Ochieng gave a capacity-building workshop for the Board of Directors appointed to run this new registry. While the ccTLD is currently under the custody of the National University of Lesotho (Admin Contact), the technical management (Technical Contact) was outsourced to Rhodes University in South Africa by mutual agreement. With the support of the regulator, a national registry has now been set up to assume the operations of the ccTLD, initially to be supported by the Universal Service Fund. The workshop was designed to introduce the new Board and management to the DNS ecosystem, the players involved and the principles of good corporate governance. Feel free to squeeze in belated questions on previous themes - as long as you keep the relevant subject line. Safaricom has continued to expand itsnetwork beyond urban areas. But what has been your experience of Safaricomservices in semi-urban and rural areas of Kenya? a) Rural area:-Voice quality, InternetAccess(bandwidth), Mobile Money (MPESA) b) Safaricom contributes to the UniversalService Fund to extend communications to underserved areas- how has thisimpacted your rural communities c) The government has the National Optical Fiber Infrastructure, to what extend does Safcom use/not use it and why?d) To provide services to under-served areas, the Universal Service Fund has been provision with Safaricom being the largest contributor, how effective is this fund? GG and all I'm really curious:- 1. This document seemed very loaded. And it seems that it has gone beyond its mandate? Were the Consultants asked to provide recommendations to remedy a 'Dominant' position? it would be good if we could have seen the TOR for this assignment. To quote the article:- 2. Safaricom chief executive Bob Collymore said he had not seen the report, but bristled at the prospect of an external party ordering the company to break up its business. “I am pretty hostile to the idea. We can’t have other people dictating whether we break up our company or not,” he said. Absolutely. I can't blame him for that. It also seems like the Regulator is Regulating Safaricom for the competition not for the consumer - if of course the leaked report is to be believed. Then the leaked document talks about the possibility of splitting M-Pesa from Safaricom but stopping shot of making the split permanent - as in split them but let them remain under one legal entity. In commercial terms this is known as creating 'Chinese Walls'. We all know how that works. IT NEVER WORKS!! Besides which. Breaking up companies is simply a Regulatory tool fit for the AT&Ts, Standard Oils (which by the way is back as one huge conglomerate after being split into more than 50 companies) of this world. 3. This is the information age. The Networked Age, The Millenial Age. The core potential customers don't care about Nationality, colour, creed or whatever else. All they care about is What have you done for me lately? or better still - What can you do for me now? Its clear Safaricom has earned its strips. Remedying market power abuse cannot be to split up the company. The idea that you punish a successful company by cutting it into pieces is preposterous in 2017. 4. CA, we would like to see the report before 'internal' review. We would like to see it before it is edited. This is the age of transparency. We would hope that the report we finally see as the community will look the same as the one Jaindi Kisero seems to be privy to. No its not. Unlike internet.org, which restricts access to specific sites and constrained format, Express Wifi is focused on providing last mile internet connectivity to SMEs. Its Facebooks answer to infrastracture deployment. It partnered with Elon Musk's Space X to launch satelites into space soecifically for that purpose. Proposals on usage of the Universal service fund. (USF)

A lot has been asked on the usage of the Universal service fund which is a the tune of billions now. Why don't we have an open forum and give our views of how it can be beneficial to all especially the marginalised areas. One practical way to address the issue is using the fund to identify areas in need and setup stations in government secured areas like chief camps and police posts that are back hauled via the NOFBI cable. Then invite the private sector to offer services and in return contribute to the fund at agreed rates. The infrastructure would be on a shared mode and managed by the fund.
