As you may appreciate, I have no competence to speak on behalf of the National Treasury. However, my assumption is that that the money goes to big kitty. This may not necessarily be bad for the sector as the same money could be used to develop infrastructure i.e. roads, electricity etc. which are crucial for deployment of ICT infrastructure. Infrastructure is also important in supporting productive activities without which consumption of ICT services would be a challenge. The renewal of Airtel is due in February 2014, Essar in 2018, and Orange in December 2022. It is not expected that shareholders would fail to pay as they have many options of raising the money. If they fail to meet the renewal requirements, the Commission would consider a number of options including auctioning the spectrum. In respect to the Fund, the Commission is currently consolidating licensee comments/input on the USF framework. The framework is meant to inform the public and all stakeholders about the key aspects, considerations, and principles that the Commission shall uphold in administering the Fund (the framework is available at http://www.cck.go.ke/links/consultations/current_consultations/USF-Framewor…) . Once this exercise is completed, the Commission shall embark on the process of invoicing licensees for the levy with a view to bringing the Fund into operation. Mr. Wangusi further said the three other mobile operators would pay the same amount for renewal of their licences for a further term of 10 year to ensure parity and a level playing ground for all service providers in the sector. Hi Ali, Great blog piece. I think that it lays out the background and general context of Internet Governance in a way that any layman can understand. Admittedly, the subject of internet governance is an "elephant in the room" for many countries (including our own) - and in most cases, really only seriously discussed in closed door meetings by people with the right level of security clearance. The concept of a non-aligned movement is an interesting one. Could you perhaps shed more light on what the principles and perspective of such a movement would be? Or would it be more of an "abstain" whenever it comes to voting for or against a particular policy in internet governance? Jakarta: The Global Conference on Internet Governance Forum (IGF) 2013, which was schedule to be held in Nusa Dua, Bali on October 22 to 25, 2013, confirmed canceled. According to Head of Public Relations and Information Center, Ministry of Communication and Information Gatot S. Dewa Broto told detikINET , Thursday (07/25/2013), " Due to the short of funds the Global conference has been cancelled. We've reported informally to the IGF secretariat. IGF 2013 will cost around Rp 22 billion. Where from Id-IGF organizers had collected Rp 9 billion, while the Ministry of Communications allocates Rp 2.5 billion. So less around Rp 10.5 billion. Had also raised additional funds through the state budget or from BP3TI budget, but failed to materialize. The budget is already tight, with some nations willing to self-finance their own capital alias. On June 21, Cofek and the Government of Kenya announced a deal to withdraw our earlier court case against analogue signal switch-off until specific issues were addressed. At the meeting, both the Director General of the Communications Commission of Kenya (CCK) and the Cabinet Secretary for ICT were present.Under the arrangement, Cofek was to spearhead negotiations on the country’s stalled digital migration. The Federation was to equally withdraw the court case on digital migration. The ICANN Strategy Panels will convene subject matter experts, thought leaders and industry practitioners to support development of ICANN's strategic and operational plans, in coordination with many other global players, and will be comprised of up to seven members including the chair for an anticipated one-year timeframe. Designed to conduct work in critical strategic areas identified by the community, Board and staff, the ICANN Strategy Panels will build on public input being generated to inform a new, overarching vision and five-year strategic plan, and subsequent operating plan, for the organization. Advisory in nature, the ICANN Strategy Panels will report to Chehadé; will operate in a manner consistent with ICANN's commitment to transparency and accountability; and will channel all views, guidance and advice produced into the standard community and Board processes that guide ICANN's activities. In its fourteen-year history, ICANN has grown to reflect a changing landscape of continued innovation, interconnectedness, and unprecedented growth in the DNS ecosystem, one that transcends groups and borders to serve the public interest. Yet, the Internet is at a critical inflection point as billions of new people are expected to join the global network in the next few years and as the nature of its usage matures dramatically. With this in mind, the ICANN Strategy Panels are expected to help catalyze transformation and advance ICANN's role in the context of a dynamic, increasingly complex global environment. *Schedules and Operations* The ICANN Strategy Panels will conduct their activities, starting in September 2013, primarily online and through conference calls, although face-to-face meetings are expected to take place according to the needs of each panel. The ICANN Strategy Panels will also provide public updates on their progress that will be linked to ICANN's overall strategic and operational planning activities. Dedicated ICANN executive liaisons have been assigned to and will support each of the ICANN Strategy Panels throughout the process. *Members and Objectives* The ICANN Strategy Panels will focus specifically on identifier technology innovation; ICANN's role in the Internet organizations' ecosystem; ICANN multistakeholder innovation; the public responsibility framework; and the role of ICANN in the future of Internet governance. Chairs who will lead the panels in their respective concentrations and who will guide the panels in their groundbreaking efforts have been identified; however, qualified individuals interested in serving as committee members are still being sought. Potential panel members need not originate directly from ICANN structures, but should have a deep understanding of and concern for the work being undertaken by ICANN, and an ability to think strategically, globally, and creatively about the challenges inherent in the ICANN Strategy Panels' mandate. With all the other scary stories appearing in dailies almost daily, question begs; who can you trust in handling your sensitive data - ( Call it information security).Actually data is now flying all over the place, banks, mobile money transfers, security, health sector, IEBc etc. How do you hold them to account for your privileged information they hold to ensure it's protected from rogue insiders and other security leaks...? What caught my attention to the call is when my friend responded," What has my mpesa balance got to do with my request to block my number", but again my friend went ahead to reveal the amount and give her ID number which she was asked for on realizing maybe the agent just wanted to be sure the money was still there. Thats when the agent said " Oh no,the money is much much less, " Again my friend in anger asked,"what is much much less yet you can see the amount on the screen?" the agent went ahead to say that KShs 40,000 had been transfered one hour ago to another number,my friend quckly jumped at that now certain the number would lead us to the thief,the agent quickly changed and said " No you directly > withdrew from an mpesa agent,to which again my friend asked for the details knowing atleast we would follow a trail and see if the bag was dropped somewhere along the way, the agent then said she couldnt reveal any details until we reported to the police and an investigating officer allocated to that case,she concluded by asking where we were to which my friend responded Kiambu and she adviced that we needed to get my friend's mpesa statement to get the details and the nearest customer care from where we were according to her is Nakumatt Mega. That is when i smelt a big fat rat and questions started running through my mind. 1. Which thief however intelligent would be able to guess a pin in a record 30 minutes and get it right and despite being a thief withdraw KShs 40,000 and leave KShs 8000? 2. Why would the Safaricom customer care agent claim it to be a transfer then all of a sudden claim its a withdrawal from an agent when asked about the number > yet those are two transactions with very different codes? 3. Why would anyone in her proffesional capacity refer to an amount as much much less yet if you recall from any calls you may have had with an agent they directly tell you what your balance is? 4. Why would an agent be quick to want to know what your mpesa balance is yet your interest is to have the line blocked? 5. Is Nakumatt Mega the nearest Safaricom Customer Care Office or was someone trying to buy time? 6. As claimed when the call began,i believe that this call was recorded,over to you Bob Collymore, this is one call that needs to be replayed and audited. Finally,this led me to a conclusion with a phrase i tell everyone," Everything happens for a good reason,you may not see it now but one day you will. If my friend's bag was stolen for Kenyans to finally know the truth about what is happening yet we are made to believe its a sequence of events, she confidently says she will have played > her role in society. DEAR ONES, LETS BREAK THE SILENCE AND START ASKING QUESTIONS This incident reminded me of something that happened to me last year, i didnt have money on mpesa and requested a friend who had KShs 20,000 on his to send someone,he erroneously put in a wrong number and the money went to someone else,when we called Safaricom,we were told that the person had already transfered KShs 5000 to another number but they had managed to reverse KShs 15000 and we would get it back in 2days, a few minutes later the same agent called claiming that the KShs 15000 had also been withdrawn, how i wish i had asked questions then because i would have saved so many other people,the more i talk, the more i realize so many people have gone through the same and its common with five digit amounts and what i wondered is, does the information we give in our desperation end up being someone elses fodder.
