Kenya proposes to legalise phone, email tapping in illegal cash fight

Telephone calls and emails of Kenyans suspected to be dealing in money laundering and terrorism financing will be tapped if parliament approve changes to a Bill seeking to escalate the fight against terrorism and dirty money deals in the country. The parliamentary committee on Finance proposed the changes to the Anti-Money Laundering and Combating of Terrorism Financing Laws (Amendment) Bill, 2023 seeking to legalise the bugging of suspects’ private communication. The proposal, if adopted by the House, will give the State security machinery unfettered access to private communications of suspects in money laundering and terrorism financing. Dear Listers, A petitioner has called on members of parliament in Kenya to ban the use of popular social media application TikTok saying it is a contributor to erosion of cultural and religious morals in the society. The Executive Officer of Bridget Connect Consultancy Bob Ndolo in a petition to the National Assembly on Tuesday, called on MPs to move with speed and ban the use of TikTok in the country as it is exposing young people to explicit sexual content. Dear Listers, The Data Privacy and Governance Society carried out a survey of privacy and governance professionals. The survey was to help us gain insights into the current state of our profession. Some highlights from the survey: - 59% of data privacy professionals do not hold any certification - 23% of data privacy professionals carry out both internal and external Data Protection Officer (DPO) roles - 50% of internal DPOs experience conflict in their role - 39% of internal DPOs earn less than Ksh. 100,000 (USD 690) per month - 70% of external DPOs are from the legal profession Happy reading. Dear Listers, This week, Mr John Walubengo discusses the digitization of government services in Kenya, where over 5,000 public sector services have already been digitized and made accessible online. While this provides convenience and cost reduction to citizens, he argues that there is still much room for improvement. The data that could help citizens make important decisions are buried deep in government departmental silos and is not easily accessible. He suggests that the next step for the government should be to focus on data governance and breaking down departmental data silos to make this information more easily accessible to citizens. Dear Colleagues, The Office of the Envoy on Technology at the UN has announced a *public call for persons to serve on the multi-stakeholder High-Level Advisory Body on Artificial Intelligence <https://www.un.org/techenvoy/content/artificial-intelligence>*. *The deadline for nominations and self-nominations is 31 August 2023.* Nominations can be submitted here: https://input.un.org/EFM/se/3995D1A465993A1B The body will undertake analysis and advance recommendations for the international governance of artificial intelligence (AI) and report back on the options for global AI governance by the end of 2023.
