The Central Bank of Kenya (CBK) announces the issuance of a Discussion Paper on Central Bank Digital Currency for public comments. The Discussion Paper examines the applicability of a potential Central Bank Digital Currency (CBDC) in Kenya. It is part of CBK’s initiatives to ensure informed policy decisions regarding innovations. The Discussion Paper invites comments from the public to be considered when assessing the potential use case for CBDC in Kenya. New digital payment methods have emerged to facilitate transactions, including CBDC, issued by central banks to serve as money in a digital form. Naturally, the balance of risks and benefits of CBDCs will vary from one economy to another. CBK has been closely monitoring these developments globally. Accordingly, CBK has prepared the Discussion Paper that outlines the evolution of payments globally and in Kenya and discusses recent digital payment methods including electronic money, CBDC, stable coins and other cryptocurrencies. It outlines Kenya’s payment landscape and assesses the potential applicability of CBDC. Further, it highlights the potential opportunities and risks presented by CBDC. To comprehensively evaluate the potential applicability of CBDC in Kenya, CBK requests for public comments on a number of questions. Overview of Other Jurisdictions’ CBDC Projects and 4. Applicability of CBDC in Kenya "It is quite apparent that CBDCs are receiving more attention than ever before. However, a key point to note is that despite the traction in attention, the motivations for the issuance of CBDCs vary across countries, as do the policy approaches and technical designs. Facebook advisory on sharing of private residential addresses and images

Meta's Oversight Board has given guidance on policies related to the sharing of private residential addresses and images, and the contexts in which that information may be published on Facebook and Instagram. Among its recommendations, the Board advises that Meta: - Remove the exception that allows the sharing of private residential information when considered “publicly available.” - Create a specific communications channel for victims of doxing, which Meta respond to swiftly, and is available to people on and off of Meta’s platforms. - Consider violations of its Privacy Violations policy as “severe,” immediately suspending user accounts where the sharing of private residential information is clearly related to malicious action that creates a risk of violence or harassment. The year marks the 19th edition of Safer Internet Day which commemorates a day for stakeholders to come together to bring attention and solidarity towards making the internet safer and better place for all, and more so, for children and young people. Safaricom battling pricing power with CA

Safaricom has a huge pricing power in voice services, making it difficult for rivals Airtel Kenya and Telkom Kenya to compete with it, the Communications Authority of Kenya (CA) has said. The regulator made the disclosure in its response to a case filed by Safaricom at the Communications And Multimedia Appeals Tribunal seeking to stop CA from cutting the mobile termination rate (MTR) per minute to Sh0.12 from Sh0.99. MTRs are the charges levied by a mobile service provider on other telecommunications service providers for terminating calls on its network. Safaricom argues that the reduction of the charge, which was to take effect at the start of this year, ignores the cost of doing business in the telecommunications industry. The regulator responded by stating that the leading telco has the lowest cost of operations, allowing it to run promotions at prices below the MTR and which its rivals are not in a position to match.
