*Good afternoon Listers,The Kenya Internet Governance Forum (KIGF) is an annual meeting that brings together various stakeholder groups to dialogue on ICT and Internet policy. While the discussions give soft policy outcomes, KIGF is a knowledge sharing platform that informs and inspires policy actors in both the public and private sectors. The national forum also feeds into the regional and global IGFs through a chain of reporting and representation to the regional and global IGFs to ensure a bottom up Internet policy development processes and a strong link between global internet policies and the national one. * *This year, the meeting shall be held on the 19 July 2018 in Nairobi. Electronic Communications - E-Procurement

Electronic communications are part of e-procurement systems. (i) Does the Kenya Information and Communications Act not legalize electronic communications? (ii) Can the Public Procurement and Asset Disposal Act constitutionally forbid electronic bids? Kenyan Tech Engineer, Zak Muriuki, Died in Ethiopian Jail

Listers Saddest news. It also appears that there are three more Kenyan ICT Practitioners who are still languishing in prison in Ethiopia. The main charge is that they are accused of installing communication equipment without a license. Mugo, was arrested with Zak (may the almighty rest his soul in peace) over a year ago and Osborne Otinda with his colleague Maxwell Odhiambo (according to today's Nation, Page 3) were arrested in October 2014 and are still in jail. Excerpts:- (Addis Standard) – The body of a Kenyan engineer who died while in an Ethiopian prison has arrived home on Thursday Dec. 11th. Zak Muriuki, a father of two girls (pictured) and a tech engineer by profession, arrived in Ethiopia nearly two years ago on January 9, 2015, according to information obtained by Addis Standard. He was arrested on January 10 along with another Kenyan, Jadrick Mugo, who is still in prison. Governors: Treasury to blame for lack of public participation in key county decisions

Dear Listers, Recently, a certain governor accurately but still mercilessly noted, there is no law against favoring traders over farmers in the purchase of cereals. The statement revealed why certain laws are required to judge (penalize) non performance. After IFMIS access points (= computers or networks) in the counties are sabotaged, the Treasury is not obliged by law to engage "Data Controllers to ensure access to data" as County CIO positions + functions are yet to be defined in our laws. Note: county expenditure on travel, conferences, seminars, etc, can more than fund CRMs to enhance public participation.
