Calling on volunteers for the 2018 Kenya IGF steering team!

Dear Listers Further to my earlier _Save the date_ note, KICTANet wishes to invite volunteers from the different stakeholder groups to assist in preparation of the Kenya Internet Governance Forum (KIGF) 2018 edition, which is slated for Thursday 19th July 2018. It will be preceded by the 3rd Edition of Kenya School of Internet Governance (KeSIG) and the Youth IGF that is convened by Watoto Watch. The Kenya Internet Governance Forum (KIGF) is an annual meeting that brings together various stakeholder groups to dialogue on ICT and Internet policy. While the discussions give soft policy outcomes, KIGF is a knowledge sharing platform that informs and inspires policy actors in both the public and private sectors. The national forum also feeds into the regional and global IGFs through a chain of reporting and representation to the regional and global IGFs to entrench a bottom up Internet policy development process. Further, to create a strong link between global internet policies and the national ones. The volunteers will form a local Multistakeholder Advisory Group (MAG) that will be expected to: 1.Reach out to the community to source community participation and KIGF subject focus areas. 2.Lead online discussions prior to the KIGF. 3.Coordinate logistics for the meeting. 4.Coordinate the actual event. 5.Report on outcomes of the event. To express interest, please send an email to info(a)kictanet.co.ke with the subject line "Kenya IGF 2018" indicating your stakeholder group, expertise and why you are interested in joining the steering committee of KIGF 2018 by Monday June 4 2018. Membership to the steering team is voluntary and all materials produced by KICTANet are published under creative commons licenses. CS Karoney also announced that the task force will comprise of 15 members drawn from the ministry, the National Land Commission, LSK, the Attorney-General’s Office, Kenya Property Developers, Land Development and Governance Institute, Kenya Bankers Association, Kenya Private Sector Alliance, Institute of Surveyors of Kenya and Real Estate Association.

The Communications authority information on mobile penetration as of end of 2016 stood at over 90%. Yet the GSMA says Kenya's mobile penetration stood at 59%. Grace I took the liberty to ask a senior manager at a leading Educational Publisher his thoughts about NEMIS. What he told me worries me. I’m copying his email below verbatim but protecting his identity. The Ministry of Education is capturing data of every learner and putting in this NEMIS system.That is why you have been reading parents are spending nights at Registration centres looking for Birth Certificates of their children which is a main requirement of NEMIS. On the service it looks good but for a student of Information Science, this is a dangerous exercise that is done in a vacuum. Kenya does not have a clear policy and data protection law(s). That should be what is put in place before the NEMIS system. The data they are getting is too much. They need both parents details (all from the sub-location) and telephone. What will make some crooks not access that then know XX is a man of means, go for your child, kidnap them them then starting seeking ransom from you? What protects our children from that data being sold to commercial entities for advertisement? What protects the child from their academic performance (it will be part of what NEMIS will be capturing) being used to stigmatize them in future? You can imagine you are vying for an office and someone has all your records. In a sense, we are not assured of privacy and confidentiality. Listers Today I want to remind all of us how important Net Neutrality is. Let’s play part in keeping alive the conversation on Net Neutrality. Net Neutrality. A term most of us, even those who are in the ICT Sector, dismiss or simply don’t take the time to understand. #NetNeutrality is the principle that Internet service providers treat all data on the Internet the same, and not discriminate or charge differently by user, content, website, platform, application, type of attached equipment, or method of communication. For instance, under these principles, internet service providers are unable to intentionally block, slow down or charge money for specific websites and online content. This is sometimes enforced through government mandate.
