As part ISOC’s work on privacy, you’ll remember that we organized a community dialogue last year with the Special Rapporteur to gather input from our membership and shape his upcoming work (post-event interview available here). This new report, which proposes first approaches to a “more privacy-friendly oversight of government surveillance”, is to be be formally presented on 7 March at the UN Human Rights Council. We expect the report to have an important impact in the discussions related to international security and privacy. On the premise that the status of the right to privacy in the surveillance space has not improved since his last report, the Special Rapporteur makes the following recommendations: Resist politics of fear that lead to disproportionate privacy-intrusive laws in the name of security Need for best practices in the oversight of intelligence operations Privacy needs to be respected universally, as a right of everybody, everywhere (irrespective of citizenship) Need to explore new international mechanisms for proper regulation of cross-border data requests for criminal investigation and for surveillance The UN Rapporteur has also shared his plan for thematic reports until 2021, where he invites all stakeholders to reach out to him if they wish to engage in any of his initiatives. The Internet Society believes privacy is an important right and an essential enabler of trust. As a key priority in our 2017 plans, we will have several projects this year in the policy and technical spheres aimed at better use of personal data and better privacy protections. Stay tuned. The participation of Michael Yakushev and Alexandra Kulikova, ICANN's regional Global Stakeholder Engagement Manager, showed ICANN's support for the security and resiliency of the global Internet infrastructure. It also reinforced ICANN's positive relationship with different communities from the region. *Two-Day Capacity-Building Workshop Held in Lesotho* On 1-2 March, ICANN's Bob Ochieng, Stakeholder Engagement Manager of East Africa, was invited by the Lesotho Network Information Centre (LSNIC), the newly formed national country code top-level domain (ccTLD) registry operator for .ls (Lesotho). Ochieng gave a capacity-building workshop for the Board of Directors appointed to run this new registry. While the ccTLD is currently under the custody of the National University of Lesotho (Admin Contact), the technical management (Technical Contact) was outsourced to Rhodes University in South Africa by mutual agreement. With the support of the regulator, a national registry has now been set up to assume the operations of the ccTLD, initially to be supported by the Universal Service Fund. The workshop was designed to introduce the new Board and management to the DNS ecosystem, the players involved and the principles of good corporate governance. ICANN, KeNIC (.ke registry) and the Africa TLD Association (AFTLD) participated in the workshop. A special consultant was hired to cover corporate governance. The Kingdom of Lesotho has a population of about 1.9 million, which is distributed throughout ten districts. Almost two-thirds of the country is mountainous. *Implementing ICANN's Africa Strategy: Quarterly Call on DNS Security* The DNS Security Extensions (DNNSEC) Roadshow is a key program in the ICANN Africa Strategy. The DNSSEC quarterly call is an online meeting where participants share experiences and get news about DNSSEC operations in Africa. This quarter's call took place on 7 February, with the participation of 13 ccTLD managers who have implemented or in the process of implementing DNSSEC. Some of the African ccTLDs have proceeded to signing their zone's files after completing this program's workshops on DNSSEC. Other topics were the key signing key (KSK) rollover, business continuity and contingence planning. Feel free to squeeze in belated questions on previous themes - as long as you keep the relevant subject line. Safaricom has continued to expand itsnetwork beyond urban areas. But what has been your experience of Safaricomservices in semi-urban and rural areas of Kenya? a) Rural area:-Voice quality, InternetAccess(bandwidth), Mobile Money (MPESA) b) Safaricom contributes to the UniversalService Fund to extend communications to underserved areas- how has thisimpacted your rural communities c) The government has the National Optical Fiber Infrastructure, to what extend does Safcom use/not use it and why?d) To provide services to under-served areas, the Universal Service Fund has been provision with Safaricom being the largest contributor, how effective is this fund?
