Listers I know some discussions threads are going on about this but I thought to bring more focus to this issue by starting a thread with the appropriate subject line. 1. Who was aware of this? 2. Who originated the Bill and how widely did they consult. 3. How was the ICT professional body that gets to appoint Council members arrived at? (Council members dictate who can b registred/derigistered). 4. Who exactly is an ICT practitioner...given that ICT is an ever evolving field with jobs of the future still being created. Dear Listers, Before we get into weekend mode, i would like to share tomorrows topic. Many thanks to everyone who has contributed to today's topic. Feel free to continue contributing to previous discussions. The Background: Now that we have discussed most of the issues, it is time to look at the governance framework for the same. Traditionally, the key governance actors have been the ICT Parliamentary Committees, the ICT Ministry, the National Communication Secretariat (NCS), the ICT regulator, the ICT Authority, the ICT (Multimedia) Appeals Tribunal. The market players have been the Operators, Postal Agency, Courier Services, Application Service Providers. Have these entities worked for use or do we want to delete, add or restructures some of them? Is there a ned to define specific roles for Professional bodies, Civil Society and others in the ICT space? What are the legal & regulatory gaps we find moving forward? -- Barrack O. Blessed Tuesday! Consideration to matters including innovations that cut across guidelines that fall under other national bodies e.g Ministry of Defence, bodies such as Forestry, Wildlife. Such agencies may not be in the radar of ICT agencies. - The policy creating a linkage to ease dialogue and engagement when there is need for it. Blessed day. So agreed to have today to see if we can get views on this matter and then wrap up everthting tomorrow.----Day 9 of 10: Institutional, Legal & Regulatory Framework Role of Regulator, USAC, CERTs, NCS, ICTA, PCK, CSO, Professional Bodies etcNeeded Legislation, Data Protection, eTransaction, Intermediary Liability etc The Background:Now that we have discussed most of the issues, it is time to look at the governance framework for the same. Traditionally, the key governance actors have been the ICT Parliamentary Committees, the ICT Ministry, the National Communication Secretariate (NCS), the ICT regulator, the ICT Authority, the ICT (Multimedia) Appeals Tribunal,etc. The market players have been the Operators, Postal Agency, Courier Services, Application Service Providers. Have these entities worked well for us or do we want to delete, add or restructures some of them? Is there a need to define and bring in specific roles for Professional bodies, Civil Society and others within the ICT space? What are the legal & regulatory gaps we find moving forward? We have 1 Day on this as usual. walu.

Blessed Monday! How is it for people to have the same rights online as offline whereas in perspective, "in the online space" we have a lot of "created personas", "anonymous personas" and even robots? If we put our empathy thinking caps on and make ourselves "government/legislature, what might be the need/concerns. - Whom would the governments be running after - How to arrest situations for overall national interests - How to determine that an online entry/discussion might birth or build situations that may increase " vital information leaks, tensions, unrest etc" - ?Many morr I believe just as with other government related inquisitions on policy, it is good to engage directly with the government agencies to know their way of thinking. Here perhaps agencies in the Ministry of Foreign Affairs. You will note that in this case opinion leading nations were for amendments. This may also indicate that there may have been many other nations who were silent for their foreign policy and public image interests yet anyway when the situation arises they would not hesitate to switch off. May we be open to hear, may the IGF take consideration to have voices from foreign policy with a balance of NSA and Government end. Blessed day. Listers It's distressing to see that this country is now voting with the likes of Russia, China and Saudi Arabia to curtail Internet freedoms. Fortunately the resolution was unanimously passed to retain such freedoms at a UN meeting. Excerpt from the story "Likewise on a second amendment to remove references to freedom of expression.
