Friends, There is a case to be made regarding what we air in broadcast media and its impact (especially) on children. A good approach would be to have in place comprehensive classification guidelines and standards for content to help content producers assess and classify their content. Next: extensive guidelines and advice on when what content is appropriate. ... and then there is the need for user awareness. Awareness (for the producer and consumer) is key and may work more effectively than blanket ban whose enforcement may prove a challenge. It is a challenge (in part) because it is hard, for instance to regulate what people watch on the Internet, what with the growth in smartphone ownership! ... we hear of stories of how internet cafes are major porn-watching and gambling dens! CA BOOSTS FUND FOR BRIDGING THE DIGITAL DIVIDE

Listers See attached news clip. Couldn't find the online version. Good initiative. No doubt. However, I'm curious:- 1. Why is it that the study only focused on need for more cash? 2. I haven't seen the report but I'm hoping that it also includes an audit on how much has been spent since the fund was started, it's impact and challenges. Could whoever is on this list provide us with a link to review this study? 3. Why the Board, appointed to administer and execute this fund has been consistently missing in action on this list. Surely they don't have anything to hide do they? Silence speaks volumes. This forum isn't about just criticizing but about engaging and contributing to the development of ICTs in this country. Be a part of it. You can't ignore us forever. 4. Could the CA provide this forum and Kenyans at large a Performance Report on this very important component of our ICT development? So why have the cost benefits not been fully passed on to end users? According to operators, the cost of backhaul capacity between cable stations and cities, towns or locations closer to customers remains high. The costs associated with building and maintaining backhaul fibre — whether through rights of way, licensing fees, associated risks or a general lack of laws that penalise the destruction of infrastructure — means an operator ends up spending a lot of money keeping the fibre operational, not on its expansion. The total of these associated risks on this single investment is ultimately passed on to the end consumer.
