Listers, Feel free to continue with the discussions on the previous days threads. Today , we focus on management of critical internet resources in our country. Questions: 1. Is there an over arching national policy to guide infrastructure deployments within the country? 2. What is the current state of fiber optic cable across the country? Is there any redundancy on the cables laid across the country? 3. Are there policies in place for infrastructure sharing to avoid each operator laying their own cable thus passing the cost to the end user? 4. What is the state of IXPs in Kenya? are we in retaining more traffic locally compared to say 2 years ago? 5. Communications Authority requires all .ke registrars and the registry to be licensed by it before they commence business. Why is the registry being licensed? What would happen if CA withdrew the license for the registry? Why are registrars licensed twice, first by KENIC, then CA? Will over regulation hurt the industry? 6. With the eminent depletion of IPv4 addresses around the world, what is the state of uptake of IPv6 addresses in Kenya? 7. What is being done to ensure there is more uptake of IPv6? Then there is the exhaustion of IPv4 in some regions of the world like ARIN forcing them to go full V6 without dual-stacking, what impact does that have to our country where most networks and content is on v4? 8.Do you have any other views regarding best practice in the management of critical internet resources? The course covers fundamental aspects of Internet governance and Internet policy including: Actors and processes Infrastructure and standardisation, including management of domain names and IP addresses, and broadband policy Cybersecurity Privacy and human rights Network neutrality Sociocultural and development aspects of the Internet and Internet governance Legal aspects Economic aspects The course also offers case studies and practical examples from Africa and participants will be encouraged to contextualise their learning to their countries or regions. This course is based on Diplo’s Introduction to Internet Governance and will be repetitive for those who have already attended one of Diplo’s Internet governance introductory courses. The course consists of one week of classroom orientation, eight weeks of dynamic class content and activities, one week for the mid-course assignment, and one week of online engagement at sessions of the 10th annual meeting of the Internet Governance Forum which will take place in João Pessoa, Brazil, on 10-13 November 2015. Course materials and the e-learning platform are presented in English. However, participants who are more comfortable with communication in French may join a bilingual group which uses English as the primary language, and French as a secondary language for communication and interaction. Listers, We hope you are all well post POTUS visit. Due to the the national activities last week, we were not able to post the last issue for discussion. Many of you had requested for a discussion on openness of the Internet and so we shall tackle that today. You are also welcome to contribute to all the other discussion threads from last week as we gear up for the face to face KeIGF . The idea of an open Internet is the idea that the full resources of the Internet and means to operate on it are easily accessible to all individuals and companies. This often includes ideas such as net neutrality, open standards, transparency, lack of Internet censorship, and low barriers to entry. We seek to answer questions like: how open is the Internet in Kenya? Is Freedom of Speech Online encouraged or it is suppressed? Are there examples of blocked websites in Kenya? How easy is it to start an Internet business in Kenya? Should Internet service provider (ISP) be allowed to speed up, slow down or block lawful Web traffic from getting to where you, the customer, want it to go? Should ISPs like Orange or Safaricom demand payment from content providers like Facebook or Google because these content providers reap huge profit from the infrastructure provided by ISPs? Joly Thanks for the link. Definitely worth a look. Grace for every ‘free’ moment of Internet consumed using WhatsApp, Facebook or Gmail is a moment NOT spent consuming local content. One might argue that since FB and WhatsApp are User Generated Content then we are consuming local content. We will be missing the point. This is serious money in terms of advertising that we are freely giving away. Even with Google Ad Products where we are now able to monetise as local publishers the process isn’t really that transparent and while we are giving away ‘eyeballs’ we are building other platforms instead of our own. This is the very essence of Net Neutrality INHO. We need to get ourselves organised to understand the impact of continuing to ignore this. As Obama said in his speech:- 'We have not inherited this nation from our forebearers but borrowed it from our children.’ Every decision we make MUST take that into consideration.
