CA (K) Licensing of KENIC Status

Listers, Sometime back in January,CCK (currently CA) had a stakeholder consultation in regards to KENIC licensing. I came across the attached minutes indicating there was a task-force put in place to ensure this process is expedited and that there are new members to the KENIC Board to take it to the next level - we all do know how badly it's been doing - most of this is in the public domain. I am also meant to understand that there was a meeting scheduled for 15th September 2014 that was cancelled last minute without any explanation. Anyone here knows why that happened? Maybe the DG of CA (K) can shed some light on this?? Can we be told what is the status of this licensing of KENIC. Looks like this a chapter that should have been closed a long time ago. Who should be in the board of KENIC? TESPOK, DRAKE? Is it Consumer Safety or Competition between Safaricom & Equity?

So I have been watching and reading the debate on thin-sim and the drama got me thinking about something.. Almost every Kenyan bank today is running a USSD mobile banking service. When you dial that number (eg *111#) ..and you enter your PIN to transact... your PIN is transported between your phone and your bank in an open text (clear text aka no encryption) that can be read easily. I am sure both Safaricom and Equity know this for a fact. With this understanding, is the thin-sim card discussion really about the security for consumer or is it market-share politics? Can the two companies not find a secure work around if it really is about security? Imagine if CCK / Central Bank had refused MPESA citing consumer security because they could tell of the many mpesa fraudsters reported daily. Further, can CCK not "order" safaricom to open their sim card (subject to commercial terms) for more SimToolkit applications in which case Equity Mobile Money services would sit right next to MPESA menu on that same sim card (and perhaps there would have been no need for a new MVNO - ok so am being too ambitious!). Walu, , Listers, Victor is right . The spirit of the law is very clear. CAK has even shielded further by ensuring that they are not funded by the exchequer. The drafters of KICA right from 1998 were very clear on this "in order to create investor confidence that licensing will not be at the whims of particular interests". A new study has just detailed the key ingredients for any country that aims to become an ICT hot spot. The summary of it, being linked to a country's ability to invest in research and development activities, the ability to take knowledge to the market( innovation) and to building an intense business activity around this innovation. Notably, the EU sponsored report says that "You don't have to be big to succeed!" These are important points to ponder for anyone interested in the growth of the ICT Industry in Kenya. As the ICT Authority, we have a big agenda to grow the sector through investing in local capacity. We are very aware that we cannot do this alone. First, we need to create long-term policies on research and innovation, strengthen the Public-Private- Partnerships engagements and also work with our education institutions to churn out highly skilled graduates. In other words, no one is too small in this industry. We need to all work together to achieve the goal of ICT contributing to 8 per cent of our national income in the next few years. The Program that was launched in 2013 through a partnership between ICT Authority and SAP is giving recent graduates interested in finance and business development an opportunity to kick start their careers. Successful candidates will get a fully-paid SAP scholarship, certification and internships placement after successful completion. The 8-week program, which will be carried out at Technobrain offices in Nairobi expects to train at least 100 students per year. The training, worth an estimated USD 6,000 per student, will be offered on scholarship to unemployed talented university graduates. String contention occurs when more than one applicant has applied for the same or a confusingly similar gTLD. The applicants for these strings were unable to resolve the contention sets among themselves, and thus proceeded to an auction, which is the method of last resort to resolve string contention sets as prescribed in Module 4 of the Applicant Guidebook. Subject to payment of the Winning Price and meeting all other criteria for eligibility, the winner will begin the contracting process to sign a Registry Agreement to operate the respective gTLD. *Four applicants for BUY participated in the Auction. Amazon EU S.à r.l. prevailed in the Auction with the winning price of $4,588,888.* *Six applicants for TECH participated in the Auction. Dot Tech LLC prevailed in the Auction with the winning price of $6,760,000.* *Five applicants for VIP participated in the Auction. Listers, I thought you might find this interesting, ---------------- After Equity Bank decided to directly play in the mobile money market by issuing its own SIM cards, we debated heatedly in a previous blog whether Safaricom had finally met its match. At the time, it was assumed that Equity would be selling the traditional SIM card, which would require customers to either buy dual SIM-card phones or carry two phones in order to access services from two existing providers. Even within the inconvenient scenario above, Equity with its large customer base was bound to pose some significant competition to the leading mobile money provider Safaricom.
