On this subject, we really need laws that would guarantee capacity building, e.g. you can require that at least 40% local participation in every aspect of a contract where the principal winner is a foreign company. In the case of infrastructure projects, this will entail that level of participation right from conception, feasibility, financing, design, implementation, ... Kwani how else are we supposed to build capabilities?
