Five EU states miss end-2012 target for digital switchover By Jamie Beach March 11th, 2013 Last year is being hailed as a “significant watershed” for digital terrestrial television in the European Union, with 22 of its 27 member states achieving the recommended deadline of switching off analogue terrestrial television by the end of 2012, according to the European Audiovisual Observatory. Over the course of last year, countries including Ireland, the UK, Italy, Lithuania, Portugal and the Slovak Republic hit the recommended deadline. Other European nations which are not formally part of the EU like Croatia, Switzerland, Norway and Iceland have also completed analogue switch-off. Switch-off should also be completed in Greece, Poland and Bulgaria this year, while Hungary should do so in 2013 or 2014 (along with the “Former Yugoslav Republic of Macedonia” and Bosnia and Herzegovina). Albania, Romania, Russia, Montenegro and Turkey have planned to complete the process in 2015, enabling them to meet the June 2015 deadline of the International Telecommunications Union (ITU) GE-06 agreement. Just thought it funny that #Kenya, #Uhuru Kenyatta been trending worldwide on Twiter for the last 6hrs and locally no comment on our list here? Yes it is an ICT list and not a Political one but I just need to say that UK may not have been my candidate, but he is my President-Elect and for that, it is a big congratulations. The zeal and determination they have shown to triumph against all odds is by any standard absolutely remarkable. If the same energy will be put into dealing with our perennial problems (of corruption, tribalism, security, etc), then perhaps we can easily become the Silicon Valley way before 2030. walu.

We trust that you are well, and you must be considering you have not spent the last few days ducking rubber bullets fired by the Kenya Police to disperse 'rowdy Kenyan locals'. First of all, my apologies on behalf of all my fellow 'natives'. We, Kenyans have disappointed you greatly. It is completely unfair for media houses of great esteem, such as you are, to spend all the money to send their reporters to come and report on the post-election violence in Kenya - only for them to return home empty handed! Can we really blame ICT when the true culprit appears to be the lack of proper testing of the systems in play? IEBC could have performance tested (both load and stress) their systems to see how they would react under varying loads. The tools and human resources were right there in Kenya but it is obvious we failed to apply them to help create a different result than what we currently face. What we are witnessing is a classic case of what happens when we fail to adequately test our applications. Our non-conformance cost skyrockets...IEBC now has to worry about the cost of doing damage control on the biggest stage ever when it could have spent a fraction of the same cost to perform load or stress tests which would have helped them identify issues/bottlenecks in their systems long before now. This is also not much different from what some of our local companies do...we deploy critical systems without proper testing and we then pray and hope nothing happens. It is saddening that we don't see much value in setting aside adequate time for testing our applications (most especially those that are customer-facing) or we push whatever little testing we do to the very last minute when its practically too late to make any difference...or until the "s..." hits the ceiling and we then start to wonder why any of our issues could be happening. Listers, Am I the only one here that finds it extremely strange that - "the exchange between parties and IEBC is absolutely inappropriate and strange?. Shouldn't the IEBC be having top Lawyers and PR Gurus to keep such at bay - (for public interest of course ;)? Furthermore, where were the media gagging "cops" when all this was happening? Edwin
