Not ICT related but allow me to also salute the African Icon Mandela.
One thing he did very differently from an African perspective, is to leave
office when he was still needed => good succession planning => good legacy.
This is the most difficult lesson for our African leaders.

Let me be cheeky abit.
If SPAM can ONLY be tackled by technology - why hasn't it been tackled?
Indeed the technology that could kill spam (e.g. PKI deployment at IP, SMTP,
DNS-SEC, etc- apologies for the Tech jargon) has been with us for over
10years...how come spam refused to die?
Dont get me wrong, I am still civil-society biased. It is just that I get
worried when solutions to complex problems are straight-jacketed into one
block (tech, political, legal or otherwise). I think the solutions do not
lie on ONE of the above, but all of the above.

If SPAM can ONLY be tackled by technology - why hasn't it been tackled?
Indeed the technology that could kill spam (e.g. PKI deployment at IP, SMTP,
DNS-SEC, etc- apologies for the Tech jargon) has been with us for over
10years...how come spam refused to die?
Dont get me wrong, I am still civil-society biased. It is just that I get
worried when solutions to complex problems are straight-jacketed into one
block (tech, political, legal or otherwise). I think the solutions do not
lie on ONE of the above, but all of the above.

This Grand Man from Africa did what he did, in the time he promised. He
left office in time and kept his word. Even after the huge sacrifices of

We do not need the fund just tell postal to develop a shipping module such
as that offered by FedEx, DHL, USPS, UPS and Aramex for use by e-commerce
site developers and the organisation will be able to self finance.
It is for the reason above that I campaigned for the post of Post Master
General and I feel obliged to restart it as it is clear that the current
occupant of the seat is still stuck in his GM Financial Services days and
cannot see the forest for the trees.

Hi,
We do not need the fund just tell postal to develop a shipping module such
as that offered by FedEx, DHL, USPS, UPS and Aramex for use by e-commerce
site developers and the organisation will be able to self finance.
It is for the reason above that I campaigned for the post of Post Master
General and I feel obliged to restart it as it is clear that the current
occupant of the seat is still stuck in his GM Financial Services days and
cannot see the forest for the trees.

The corporation can tap into commercial ventures such as courier services
for agricultural produce as well...I consume fresh "spider flower"--aka
'saga' from my native land brought to NRB each morning using PSVs. With the
corporations presence all over, this is a service they can offer and people
like myself would not mind having this delicacy delivered to my doorstep at
a fee!

There?s more than enough market for Postel. e.g. couriers have mushroomed
all over Nairobi, that?s business that Postel could easily monopolise (they
can hire riders in various towns to deliver letters door to door). Just
because Nairobi doesn?t have a centralised addressing system it doesn?t mean
that Postel can?t come up with their own system, which can be adapted by the
city later.?

The bottomline question that plagues most Postal Services is whether they
can be ran independently and at the same time at a profit?
Postal Services provide such basic services in elementary communication that
sometimes they would need to ran, for at least an entire country to
communicate, even if they are doing so at a loss. As an example, I doubt
there is little business sense having a Post Office for the whole of Turkana
County, but, basic service delivery demands it.
In a way, and as a country, we need to look at the previous Kenya Posts &
Telecommunications as one with some parts by default probably being the
revenue earners, others due to their very nature, revenue lossers.
The targets we set Postal Services should primarily be about service
delivery & revenue generation second. It would hence make more sense if
Postal Services could guarantee delivery of parcels across the country in
say 7 days, and hence boost eCommerce significantly when everyone, including
that guy in North Horr has a distinct Postal Address rather than make a few
billion shillings in profits by closing most of the postal outlets.
Almost 2-cents worth...

We know that interconnection exists in the postal/courier sub-sector, and
indeed CCK encourages it. ??That is why are basing our projections on both
the public and private postal/courier operators. Just to summarize my two
earlier responses, we shall realize the target by:

1.?????? Using USF to expand PCK post offices,
2.?????? Encouraging usage of postal outlets for government services hence
securing sustainability as well as expansion,
3.?????? Licensing more rural private postal/courier operators
4.?????? Liberalizing where possible certain existing postal exclusive
services currently reserved for PCK to encourage growth. We have commenced a
comprehensive study in this area to inform the review.

Yesterday PCK launched their payment platform which allows me to regurgitate
a post, below, that I did in 2010 when I started my public campaign to be
appointed the PMG.
At the launch a clear statement was made on how the government will use the
PCK infrastructure to deliver its services to the public a position that was
many a times reiterated by Dr. Kate Getao the ICT Secretary, her strategy
unlike many of the others seems like it will come to pass.?
The PASHA, Digital Village and most of the other initiatives have all fallen
by the wayside and the one that was ever going to be sustainable has emerged
victorious, which raises the question of what has changed in the last 100
days?
??? 1.? Dr. Ndemo is no longer in charge of the Information ministry (even
though the former minister Hon. Pogisho was prominent at the PCK launch) ???
2.? Mr. Paul Kukubo left the KICT Board ??? 3.? KICT Board to be placed
under the e-Government docket ??? 4.? A digital focused President has taken
up the reigns
??? 5.? A realisation by those in government that PCK is more than stamps ??

It is with shock that I read about the closing of some of the post offices
around the country by?Postal?Corporation. ?This is an indication of a
management that has no vision or?ambition?maybe as a result of using the
corporation as a retirement centre.?

With us trying to achieve universal access,

shutting down post offices is a step in the wrong direction. ?It is
unfortunate that we have heard no reaction to this issue from the ministry
of information, CCK or even Kenya ICTBoard. ?

It is time Postal corporation was run by someone who understands the
transitioning of the role of the postal corporation in the digital age, to
me they are the perfect platform for rolling out digital villages,
outsorucing service and e-commerce. ?This will avoid the appointment of
executives who are more interested in the supply of fuel, tyres and
insurance as opposed to moving the organisations to new heights.
?
Implementation of e-mail to mail systems would reduce the costs of transport
incurred by PCK which makes up over 60% of their operational costs.
?Unfortunately most of those who have been appointed to the post of post
master general have no appreciation of the role of the postal services in
the development of the nation.
?
Do not listen to the myopic stories about the death of the postal service
because of e-mail, facebok and twitter as you and I know that a physical
item can never be delivered electronically.
?
I believe the appointment of the next post master general and by extension
the chief executive of the Kenya ICTBoard and CCK need to include vetting
and recommendations from the private sector with clearly defined performance
indicators. ?

Despite a number of major undersea cables having connected to East Africa
since 2009, internet costs have not fallen as expected with connectivity
being out of reach especially to low income earners. According to a 2013
‘Freedom on the Net’ report, an average user in East Africa requires up to
$35 per month to access a stable internet connection: an amount that locks
out the lowest paid unskilled workers who earn on average only about $50
monthly.
