There is a general misconception between Online Analytics and Processing - OLAP and Business Intelligence - BI systems. OLAP works more with operational data which is rarely clean and consistent. BI systems are learning systems and an attempt to design a BI as if it was OLAP is likely to botch. My understanding of Open Data is that it is a BI system which would not give a near real time data. However, users are able to query, report, analyse, mine, visualise and act. On the other hand, users in general would want to work with standard reports, therefore it is imperative for the technical team to create these data marts in advance. The general concern from the supply side should be how to make a BI more adaptive and not how to impose structure on it. With the current data sets users should be able to do much.
