Dear all, Below a WCIT day one brief from ISOC. Thank you ISOC for keeping us updated. Best Alice ----------------------------------- Hi everyone, As you well know by now, the WCIT officially began today in Dubai. There are over 1000 people registered for WCIT from over 130 countries. At the opening ceremony, the ITU Secretary General spoke along with a recorded speech from the UN Secretary General, Ban Ki Moon, the WCIT Chairman, Mohamed Nasser Al-Ghanim, and ICANN CEO, Fadi Chehade. Speeches from the opening ceremony may be read here: http://www.itu.int/en/wcit-12/Pages/speeches.aspxOf particular note was a repeated them throughout the ITU Secretary General's remarks (he spoke at the opening ceremony and then the opening plenary) that this conference is not about ITU takeover of the Internet, about the need to work together with the Internet community, the need to reach consensus and the need to address the very real concerns of developing countries. ICANN CEO Chehade emphasized the importance of engagement and the commitment of the Internet community to cooperate with the ITU while also respecting our distinct roles. ******* In the afternoon, we moved to the opening plenary which was largely (but not exclusively) a procedural and organizational discussion. The conference will have 5 committees - the bulk of the substantive work will happen in Committee 5 which will be chaired by Ghana. Committee 5 will be broken into 2 Working Groups. Working Group 1 of Committee 5 – Articles 2, 6 and 9 and related matters: chaired by Trinidad & Tobago (Vice Chairs from Japan and Saudi Arabia) Working Group 2 of Committee 5 – Articles 2, 3, 4, 5, 7, 8, 10 and related matters: chaired by Italy (Vice Chair from Cote d'Ivoire) After a lot of procedural discussion, there was a brief debate over whether the ITRs should apply to Recognized Operating Agencies (ROA) or to Operating Agencies (OA). This issue wasn't resolved and will be considered further tomorrow in plenary. We also expect issues related to scope to come up in plenary prior to moving to committee work. Both Canada and the USA, with support of several delegations, have urged the conference to address these issues prior to moving ahead with other topics. _

I tend to be a bit of a skeptic when it come to these "on paper" rights which we sometimes harp on about ad nauseum and ironically in environments where few of these rights are upheld or preserved. We live in a world where there is so much inequity and iniquity and I do not think we can always afford to please everyone all the time. Freedom of speech or right to life? If I was in charge of national security, I'd not think twice about violating anyone's freedom of speech rights if innocent people are getting killed. I'd turn off the internet and broadcasting without batting an eye-lid. I'm sure the people whose freedom of speech I have violated will not fall ill and die. They will live - of course they will grumble endlessly like the people Moses led out of Egypt. For its man's nature to grumble and never be content. Overall it'd be about the GREATER good. In a third world country, lets not waste money on monitoring the internet, investigating online, etc etc. esp after the fact and once the damage has been done. We all know how that goes. All in the name of protecting freedom of speech and so we can keep the internet open for 5% of the population yet we are dire need for schools, healthcare, security etc for 99% of the population. Did I mention security? When we reach such a stage that we have met BASIC rights and needs...and have the resources to spare- then we can attempt that balancing act. My two cents. Under 18s and Mobile Phones Registration

Can someone at CCK inform me what will happen, come Dec. 31, to those under 18 who have mobile phones but cannot register lines due to not having IDs. Can it be inferred that those under 18 are not supposed to own phones/lines?

Listers, I am pleased to inform you that we have uploaded the African Common Proposals (AfCPs) agreed upon in Ghana onto the CCK website. The AfCPs are available at http://www.cck.go.ke/links/consultations/current_consultations/African_C ommon_Proposals_the_ITRs_Rev.pdf As already communicated by my colleagues, CCK shall host a stakeholders meeting on 13th November 2012 to share the proposals or Kenya's position on ITRs and collect comments/input on the same from the industry and other interested parties. The venue of the stakeholders meeting shall be communicated in the course of the week. We look forward to receiving substantive comments on the ITRs ahead of the stakeholders meeting. Dear colleagues We realize that over the last few days there has been heated discussions on the different positions regarding Kenya's National Position to WCIT and the divergent views on the same. We believe that we are stronger in diversity and opinion and that this doesn't negate the fact that while in Dubai we will show a united front after resolving our common positions. We believe that the team at CCK will at all times have the best interests of the country at heart and incorporate stakeholders views as much as possible. Having said that we would like to reiterate our support for the team Kenya leaders in this very important process.
